And Jamil said, "When the judicial body finishes considering and deciding on appeals and complaints, the final results of the elections will be announced with names, seats and a quota for women, and then the results will be submitted to the Federal Court for approval, and after ratification, the President of the Iraqi Republic must invite the new parliament to convene within 15 days. ".

He pointed out that "over the course of 3 days, the Federal Court receives appeals against the decisions of the electoral judiciary, and after the Federal Court considers those appeals and objections, its decision is final and binding on the Commission, for example, as happened in the years 2010 and 2018, when the Federal Court decided to recount and count the votes on The level of Iraq as a whole, but I rule out a repetition of that scenario during this election cycle, because the circumstances are completely different this time," he said.

The early parliamentary elections that took place last Sunday, according to the commission, reached 43 percent, with the participation of more than 9.5 million voters who cast their votes, out of about 22 million eligible to vote, who have long-term biometric cards and short-term electoral cards.

Today, Wednesday, the Supreme Judicial Council clarified the mechanism for dealing with appeals submitted against the election results, while specifying the conditions and the possibility of resorting to manual counting.
The council confirmed in a statement, "The mechanism by which the Judicial Council deals with appeals against the election results is carried out in accordance with the law by submitting a request by the objector to the results to the Board of Commissioners that includes an objection to the results and requests that its votes be recalculated or any other request," noting that “The Board of Commissioners scrutinizes the request according to the evidence presented, or either it issues a positive decision to respond to the request, or it issues a negative decision rejecting the request.”
He added, "The objector has the right to appeal the negative decision of the Board of Commissioners before the Judicial Authority for Elections affiliated to the Supreme Judicial Council, which either supports the decision of the Board of Commissioners or revokes it," noting that "a portion of the appeals were submitted to the judiciary directly, and this is a procedural error, as it is supposed to be submitted to the Board of Commissioners, which issues a specific decision and then appeals against this decision.
He continued, "The appeals submitted were returned by a letter to the Board of Commissioners to issue a decision on them, and then returned again to the judiciary for consideration in accordance with the law," pointing out that "no decision has been issued by the electoral judiciary regarding the results of these elections so far."
Regarding the conditions and possibility of resorting to manual counting, the Council stated that “the Board of Commissioners can approve the manual counting in the event of an appeal at specific stations, if there is evidence that requires manual counting,” noting that “in the event the Board of Commissioners rejects this, the Judicial Commission for Elections can decide That and here we mean the manual counting (for the contested stations only, not the comprehensive manual counting of all stations)."

IHEC classifies complaints on election results

A statement issued by Al-Furat News, a copy of which was received by the agency, stated that "the total number of complaints on polling day reached 397."

And she indicated that "the number of complaints from the general vote amounted to 361, and in the special vote there were 27 complaints, while the number of complaints about manual counting and sorting was nine."

The Commission indicated that the classification of 397 complaints is distributed as follows: 161 complaints classified as yellow, 138 complaints classified as green, and 10 complaints classified as red.

She pointed out that "88 complaints are being classified."

 Al-Uqabi pointed out that "the Board of Commissioners is concerned with approving the election results," recalling that "Iraq March 6 legislative elections and it was customary for the Board of Commissioners to announce the election results for the governorates in advance."
 He stressed, "the necessity of re-counting and manual counting of all ballot boxes, and that the timing of the receipt of appeals is still fluctuating."
"We have a big problem, and we are with the Public Prosecution forming a technical body to investigate from cyber security, and there are electoral cards that were stolen a year ago, and they were given the right to vote in them," Al-Uqabi added.
He added, "The commission was not transparent in what it announced about the 5%, and it must bear the responsibility and stop sedition through manual sorting."
Al-Uqabi concluded, "Our problem is not in issues of physical evidence, but in cyber security, and the confusion revealed a real breach with the election results."
