The Independent High Electoral Commission received 1,381 appeals against the preliminary results of the House of Representatives elections that took place on the tenth of this month. Today, Wednesday, the Supreme Judicial Council in Iraq announced the return of the appeals submitted with the results of the legislative elections to  the High Electoral Commission because they “came before the announcement of the final results,” noting that the appeal period “ended on October 14.”

 

The council confirmed, in a statement, that "no judicial decision has yet been issued regarding these results."

The Judicial Council clarified that “the mechanism for dealing with appeals is carried out according to the law by submitting a request by the objector to the results to the Board of Commissioners, which includes an objection to the results and requests to recalculate its votes or any other request,” noting that “the Board of Commissioners scrutinizes the request according to the evidence presented, or either To issue a positive decision to respond or reject.

 

He added that "the objector has the right to appeal the negative decision of the Board of Commissioners before the Judicial Authority for Elections affiliated to the Supreme Judicial Council, which either supports the decision of the Board of Commissioners or revokes it," noting that "part of the appeals were submitted to the judicial body directly and this is a procedural error, as it is supposed to be submitted to the Board of Commissioners, which issues a specific decision and then appeals against this decision.

 

He pointed out that "the appeals submitted were returned by virtue of a letter to the Board of Commissioners to issue a decision on them, to be returned again to the judicial authority for consideration in accordance with the law," pointing out that "no decision has been issued by the electoral judiciary regarding the results of these elections so far."

 

As for the conditions and possibility of resorting to manual counting, he stressed that “the Board of Commissioners can approve the manual counting in the event of an appeal at specific stations, and if there is evidence that requires manual counting,” noting that “in the event that the Elections Committee rejects this, the judiciary can decide about it.”

, Thursday, the Electoral Commission recommended the rejection of 174 appeals and the acceptance of 7 related to the early parliamentary elections that took place on October 10.

The Commission said in a statement received by the “National News Center” that it “began today, Thursday, October 21, to study the appeals submitted to it and were audited by the relevant department, as 181 appeals were presented to the Board of Commissioners today, and after completing the necessary investigative procedures in light of the evidence.” And the recommendation made, the Council recommended rejecting 174 appeals and accepting 7 of them, which were supported by evidence as follows: Baghdad 2, Basra 1, Erbil 1, Nineveh 3.

She added that "in light of this, the contested stations will be opened under those appeals and in accordance with Article 38 of the Elections Law, and the votes will be sorted and counted manually and in the presence of representatives of the competing candidates in these stations according to dates, procedures and mechanisms to be determined later and notified before an appropriate period."

The Commission's statement continued, "It will state the daily position of the appeals in daily statements in the light of the appeals that are considered daily until they are all completed."

Hmmm.. Am I missing something? Just a thought Haven't paid much attention to this or the news lately. Cuz I can't separate the turds from the truth. But Is this sounding like this other election that happened near a state or country near you last November. 

What if this is all a set up "sting" to expose all corrupt elections everywhere. IE Argentina was one blatant example

The more evidence is supported by the appeal, the more useful the candidate is.

She stressed that "the appeals have not been resolved so far," noting that "the Commission issues a statement on a daily basis, showing the number of studied appeals."

Regarding the accusations that the commission faces with falsifying the election results, Abu Souda explained that "the commission will follow the legal paths, whenever it deems it necessary."

Yesterday, the Independent High Electoral Commission recommended the dismissal of 86 new challenges to the election results, while it agreed to conduct manual counting and sorting for 22 stations in 13 governorates.

Shafaq News/ The Nineveh Governorate Elections Office announced on Wednesday that nearly 100 electoral stations have been manually counted and sorted.

Sufian al-Mashhadani, the official of the Information and Relations Division of the Nineveh Elections Office, told Shafaq News, "So far, 96 stations have been manually counted and sorted from Nineveh stations in the capital, Baghdad, in which appeals were submitted."

He added, "All the results were completely identical, and only 8 stations are now being sorted."

In turn, Muhannad Mustafa, a member of the media team of the Electoral Commission, told Shafak News Agency, "The commission started this morning by re-counting and manual counting of more than 2000 electoral stations at the level of electoral districts in all governorates."

And he indicated that "the process began with" 20 specialized teams from the employees of the Karkh and Rusafa office, the Operations and Technology Department in the National Office, and employees specialized in the issue of counting and sorting," Mustafa pointed out that "the manual counting and sorting process is currently taking place in the Unknown Soldier Hall, and there is no specific time for completion. The High Electoral Commission in Iraq continues the manual counting of the votes of voters in more than two thousand polling stations, which were decided to reopen, to ensure that the number of votes there matches the number declared through electronic counting devices, in a procedure that is the third of its kind  submitted by the Commission, after announcing the election results. The legislative process that the country witnessed on October 10, as the forces allied to Iran continued to escalate their protests near the Green Zone in Baghdad. The government decided to reinforce security in the vicinity of the Green Zone in anticipation of storming it, while the forces objecting to the results are calling for a manual recount and counting of all votes.

Yesterday, Wednesday, the Iraqi Electoral Commission ended the process of opening the polling stations, which were decided to open manually within the districts of Nineveh Governorate, while in the early hours of Thursday morning, the process of opening polling stations began in the southern province of Babylon. Tomorrow, Friday, will be allocated to Baghdad's electoral stations within the Karkh and Rusafa sides.

 

There was no difference in the results after manual counting in Babil Governorate

According to sources close to the Iraqi Electoral Commission, the results of the manual counting and sorting conducted for the Nineveh electoral stations did not show any difference from the previous results announced in the Sinjar district, the Nineveh Plain and Mosul. The sources confirmed to Al-Araby Al-Jadeed today, Thursday, that the results were identical with the electronic count installed since October 11, revealing that after about four hours of manual counting of the stations of the governorates of Babylon, any difference did not appear, especially in The electoral district of the city of Al-Musayyib, which carried the most complaints from the appellants regarding the results in this governorate.

The Iraqi Electoral Commission had decided, earlier, to reopen more than two thousand polling stations in different parts of the country. It noted, in a statement issued last Tuesday night, that it had accepted appeals and complaints submitted by the forces objecting to the election results.

The process of reopening the new electoral stations is the third of its kind within two weeks, and the number of stations that were manually checked in the presence of local and international observers reached more than 11 thousand stations across the cities of the country, about half of which were opened by the commission to ensure the conformity between the results of the electronic and manual counting within Efforts to reassure the protesters and objectors to the election results.

Today, Thursday, the Iraqi News Agency (INA) quoted a member of the media team of the Electoral Commission, Muhannad Mustafa, as saying that the process of manual counting and sorting of the contested stations in Babil Governorate was initiated, noting that “the Electoral Commission completed yesterday (Wednesday) the manual counting and sorting process for the stations. The contested stations in Nineveh governorate numbered 102, and today I started counting and sorting by hand the contested stations in the governorate of Babil, followed by Baghdad in the Karkh and Rusafa sides, and then the other governorates, respectively, for the coming days. Mustafa pointed out that "a timetable has been set for each governorate, and then the process will proceed as soon as possible."

In the latest positions of the blocs rejecting the election results, a member of the "Al-Fateh" coalition, Muhammad Al-Darraji, explained that their current demand is to recount and recount all votes manually, and in all regions of Iraq. Al-Daraji said in a statement to Al-Araby Al-Jadeed: For all Iraqi departments, results will appear completely different from the current one, due to the fraud that took place through electronic counting devices,” according to his opinion, considering that the current partial count is an “unacceptable patchwork solution.”

Al-Kazemi makes changes to the Green Zone security leadership

Meanwhile, Iraqi security sources in Baghdad revealed to Al-Araby Al-Jadeed that Prime Minister Mustafa Al-Kazemi made changes in the security leadership responsible for the security of the Green Zone in the capital, Baghdad, and at the level of officers assigned to the task, after a previous failure of the force to keep the protesters from supporters of the forces. The losers in the elections, outside the gates of the Green Zone, where they are now setting up their tents, protesting the results.

According to the sources, the changes included those responsible for the security units and some regiments, and tightened directives to prevent any attempt to storm the Green Zone that might be attacked by followers of the losing forces, whose protest gathering in front of the gates of the Green Zone is entering its second week.

And local Iraqi media reported that the Iraqi security had reinforced the vicinity of the Green Zone, which includes the American and British embassies and the offices of the United Nations mission, as well as the headquarters of the government and parliament, with more high concrete blocks and barbed wire, in anticipation of any intrusion attempt.

The Commission confirmed, "Tomorrow, Thursday, the process of counting and sorting the contested stations will begin in Babil Governorate, while on Friday, the counting and sorting process will take place at the stations of the Maysan and Diyala governorates, and then the stations of the Rusafa side of Baghdad on the same Friday (12 noon)."

He added that "the next few days will witness the transfer of 1,436 appeals to the judicial authority for the elections," noting that "the appeals that will be considered are those that are based on evidence, and after being transferred to the Commission, stations can be opened to count and sort them manually, while the rest of the appeals that are not based on any evidence will be responded." . In the meantime, the political scene is still complicated, especially with the approaching date for resolving the appeals by the commission, which has not yet indicated that there is a change in its results, and this matter may push the opposition political forces to move towards political stubbornness or accept the reality of the situation and move towards forming a government by consensus, according to what Experts see. 
Political expert Haider al-Moussawi told "Al-Sabah", that "the situation is under control until this moment, and the political parties that reject the results will not risk their situation and political presence and go towards fighting, and everything that happens is a means of pressure so that the other parties do not go towards forming a government and excluding them."
He added, “Until this moment, there is no talk about a change in the results, although it will be very slight, as some forces may rise one or two seats and decrease others, no more, and if the situation remains as it is, the escalation will continue and therefore the opposition parties will resort not to the Commission, but to the Federal Court and the Judiciary,” noting that “the issue of manual counting and sorting that the objecting forces demand may be the most appropriate solution to the problem, and the commission may resort to it.” He added, “The political forces will eventually accept the results, but the problem does not lie here, but rather in the formation of ( The largest bloc), which is the next crisis that the country will go through, especially the position of prime minister, and if there is no understanding between (the Sadrist bloc) and (the Shiite coordination framework), we will be facing a scenario that is not easy.Mediations from Najaf and international parties will intervene to convince these parties to find the optimal solution between the political parties and to agree on the position of prime minister, noting that "the features of the next government will not differ from its predecessors in the direction towards consensus that will resolve the problem and the trend towards a compromise prime minister, and there are several names on the table."
