The State of Law bloc, headed by former Prime Minister Nuri al-Maliki, ranked third with 37 seats, according to what the Iraqi News Agency also reported on the results of the Electoral Commission in 83 districts in (18) governorates.


A media official in the Sadrist movement told AFP that the "approximate number" of seats that the movement had obtained "73 seats" after calculating the number of winners, while an official in the electoral commission, who preferred not to be identified, told AFP that the Sadrist movement was "at the forefront." According to the preliminary results. 


The report accuses the Sadrists of consolidating their influence in all parts of the Iraqi government by controlling key positions in the civil service


If the final results confirm this, the "Sadrists" will thus have made remarkable progress, after the "Sairoon" coalition led by the current in the outgoing parliament consisted of 54 seats. This may allow the movement to exert pressure in choosing a prime minister and in the formation of the next government.
 

Experts believe that the distribution of parliament seats will be fragmented, which means the absence of a clear majority, which will eventually force the blocs to negotiate for alliances.
 

In a country where the political scene remains divided over many issues, from the presence of US forces in the country to the increasing influence of neighboring Iran, the parties should launch negotiations, which seem to require a long time to choose a prime minister, given that the custom requires that the position be held by a personal Shiite.


About 25 million people, entitled to vote, were invited to choose among more than 3,200 candidates in these fifth elections since the fall of Saddam Hussein's regime in 2003. 


However, the initial participation rate was about 41%, out of more than 22 million registered voters, according to what the High Elections Commission announced.
 

This year's elections were called before their main date in 2022, with the aim of calming the anger of the street after the popular uprising that erupted in the fall of 2019 against corruption, the decline in public services and economic deterioration in a country rich in oil wealth. 


But the uprising was met with a bloody repression, killing about 600 people and wounding more than 30,000, followed by a campaign of assassinations, assassination attempts and kidnappings of activists, which were attributed to armed factions loyal to Iran, which now enjoy strong influence in Iraq.


And the "Washington Post" newspaper published, last week, a report dealing with Al-Sadr's fortunes in the early general elections, noting that despite Al-Sadr's fraught relationship with the West over the past years, his party is likely to win the elections, and enjoy tacit support over Least, from Washington.


The report, which was published last Thursday, said that al-Sadr is constantly changing his positions. Since 2003, the cleric has presented himself in various forms, as the leader of a sectarian militia at times, and as a revolutionary figure, and a patriot capable of uniting the country, at other times.


The report adds that "Al-Sadr was at times dependent on Iranian support, but today he publicly rejects the influence of neighboring countries on Iraq."

The "Washington Post" report indicates that "the senior leadership of the Sadrist movement says today for the first time that they want to use their potential dominance, which was predicted by voter polls, to choose the next prime minister of Iraq."


The newspaper quotes the head of the Sadrist movement's political body, Nassar al-Rubaie, as saying that "we cannot have a prime minister now without the support of the Sadrists."


"The Sadrists sought to increase their international legitimacy by appearing as a pro-state party," says Laheeb Hegel, an analyst at the International Crisis Group.


She adds, "This is why we have seen the Sadrists interact more with Western countries, including the Americans and Europeans," noting that "Al-Sadr is promoting himself as a pragmatic and pivotal option in Iraqi politics."


The newspaper quoted a senior Western official, who spoke on condition of anonymity because he was not authorized to speak with the press, as saying, "I think at this point we are looking at Al-Sadr as a better patriot than the other options." 


The newspaper points out that "the Sadrists have taken in recent months a more cautious path than the Iraqi parties allied with Iran, which called for the expulsion of the remaining US forces in Iraq."


Nassar al-Rubaie says the Sadrists "oppose any presence of foreign forces on Iraqi soil."


He adds, "When it comes to logistical support, training, equipment and airspace, this is not a political issue," noting that "the decision in this regard is up to the specialists in these issues," according to the newspaper.


And he continues, "a non-combat role for US forces can be acceptable."


On the other hand, the report accuses the Sadrists of consolidating their influence in all parts of the Iraqi government by controlling key positions in the civil service.
 

He says that research conducted by the London-based Chatham House Research Center showed that "the loyalists of Sadr today dominate the largest share of the private ranks, which in turn allowed them to exploit a huge amount of public resources for the benefit of the Sadrist movement."


To ensure the continued flow of funds, the report notes that the Sadrists were able to control the body responsible for awarding civil service positions.


Sometimes the Sadrists supported technocratic ministers, who in practice had less power than the civil servants who were supposed to work under them.


The report quotes a former minister, who spoke on condition of anonymity for security reasons, as saying: "On the first day, I realized that there were just piles of contracts they (the Sadrists) were waiting for me to sign."

Prime Minister Mustafa Al-Kazemi, in a tweet on Twitter, congratulated the elected representatives, as well as the political forces that will form the next parliament, expressing his hope that it will be a council of work, construction and support for the state.
Yesterday, Monday evening, the Independent High Electoral Commission announced the (non-final) results of the legislative elections in their private and public ballots in all governorates of the country, and the Chairman of the Board of Commissioners, Judge Jalil Adnan Khalaf, indicated that the total number of voters in the general poll reached 9 million and 77 thousand voters, which represents a percentage of 41% of the total number of eligible voters.
Khalaf said in a press conference followed by "Al-Sabah": "The number of complaints reached 74," noting that "there are no red complaints now," and added that "starting from (today, Tuesday, October 12), the commission will receive electoral appeals for a period of 3 days." He pointed out that "complaints and appeals will be submitted within the legal ceiling," and said: "The appeals may be somewhat positive and we will wait for the (final announcement) of the results."
He added that "the results of the manual counting and sorting were identical to the electronic one in the private and public votes," noting that "the commission published the preliminary results of the elections for all governorates." The commission had stated in a previous statement that "the initial voter turnout in the general poll amounted to 41%," and added that "the number of voters for the receiving stations amounted to more than 9 million, and that the number of complaints in the private vote amounted to 16, and the number of complaints in the general vote was 58."
The commission indicated the percentage of voting for these elections as follows: Basra 40%, Maysan 43%, Qadisiyah 42%, Dhi Qar 42%, Najaf 41%, Muthanna 44%, Baghdad - Rusafa 31%, Baghdad - Karkh 34%, Karbala 44%, Babil 46%, Diyala 46%, Anbar 43%, Wasit 44%, Dohuk 54%, Erbil 46%, Sulaymaniyah 37%, Salah al-Din 48%, Kirkuk 44%, Nineveh 42%.

Political Analyst: Missed the opportunity for change
  
{Politics: Al-Furat News} The political analyst, Najm Al-Qassab, commented on the parliamentary elections and their results, saying, "The opportunity for change has passed."
 

Al-Qassab said; For the "State Dialogue" program broadcast by Al-Furat satellite channel tonight, "The commission did not come from the wombs of the parties, but was formed from judges far from positions, and for the first time announced the results within 24 hours of holding the elections and clearly in front of the media."
He added, "The previous law prevented independents and allowed partisans, and there was no attendance of the citizen and there was an opportunity for the voter to go to the polls, but they missed the change." 
Al-Qassab continued, "Those who went to the polls early are the partisans. In the last hours, the hesitant voters began to vote. If the commission had extended two hours for voting, it would have opened the door to leave the faces of the political process."
He ruled out, "The prime minister is from the womb of the Sadrist movement, and that Mustafa Al-Kazemi still has chances with all political blocs."
Al-Qassab pointed out that "the next parliament will be different from the previous ones, and that some MPs who won the early elections have corruption files on them, and their files will be opened and the accountability of the corrupt cannot end with announcing their repentance."
He expected "the next government to resort to effective economic measures," but "no violations or accusations of fraud and promotion have been recorded at the polling stations."
Iraq had witnessed universal suffrage for the first early parliamentary elections after 2003, and the Electoral Commission announced that the results of manual and electronic counting matched 100% in the general suffrage.
She said that the initial voting rates for these elections amounted to 41% of the total (94%) of the receiving stations, and the number of voters for the receiving stations reached (9,077,779) voters.
She pointed out that the number of complaints for private voting amounted to (16) complaints, while the number of complaints for public voting reached (58) complaints.
On Monday, the commission announced the preliminary results of the elections.

The IHEC sets 3 days for submitting appeals against the election results
  
{Local: Al Furat News} The Electoral Commission announced the start of the process of submitting appeals against the election results, noting that the deadline for submitting appeals will last for three days, starting today, Tuesday.

Electoral Commission spokeswoman Jumana Al-Ghalay said in a press statement, "The deadline for submitting appeals against the election results begins one day after the results are announced, and lasts for three days," noting that 25 complaints were received on the special ballot, and 94 complaints on the general ballot.

She pointed out that "under Article 20 of the Electoral Law, the decisions of the Board of Commissioners regarding the results are appealed within three days, starting from the day following the publication, and the Commission responds to the appeals submitted to it or to the Judicial Commission for Elections within a period not exceeding seven working days from the date of publication. The request is received, while the electoral judiciary decides on the appeal within a period not exceeding ten working days from the date of the commission’s response to the appeal. After all the administrative procedures are completed, it is decided to announce and ratify the names of the next members of the House of Representatives.

The provincial electoral offices, the commission's office, within the electoral judiciary, and in the national office of the commission.. These are the four bodies designated by the Iraqi Electoral Commission to receive appeals over the last polling process.

According to statements to the Iraqi News Agency, INA , Commission spokeswoman Jumana al-Ghalay said: "The submission of appeals is in the electoral district offices, the commission's office, and in the electoral judiciary."

Regarding the National Office of the Commission, Al-Ghalay confirmed that a "committee of employees of the Legal Complaints and Appeals Department has been formed to receive appeals in the Department of Political Parties and Organizations."

 

On the mechanism for working on the appeals, the spokeswoman for the Iraqi High Electoral Commission said: "The Commission has formed a committee to classify complaints in the electoral district offices, and it will be headed by members of the judges from the Board of Commissioners, and the committee includes a general manager and a technical employee specialized in technical aspects of the Information Technology Department, as well as an employee A legal specialist in complaints and appeals.

She pointed out that "each committee includes in its membership a consultant who specializes in classifying complaints from the United Nations Electoral Assistance Office" Alyo Nami.

She said that "the committees are responsible for classifying complaints on the days of public and private polls for the 2021 parliamentary elections and sorting them into green, yellow or red complaints."

The Independent High Electoral Commission of Iraq, has opened today, Tuesday, the door to submit appeals on the election results, set a period of 10 days to decide on those appeals.

It is noteworthy that the Iraqi elections, which were launched for a general vote, on Sunday, were attended, according to the commission , by more than 3,000 candidates distributed over 83 electoral districts, vying to win 329 seats in the Iraqi parliament.

The elections were held in 8,273 polling stations nationwide, in which 1,249 international observers and 147152 local observers participated, according to the spokeswoman for the Independent High Electoral Commission, Jumana Al-Ghalai.
