It is noteworthy that the implementation of the General Population and Housing Census has been postponed to this year due to the Corona pandemic and the financial crisis afflicting the country.
The first general census of the population was carried out in 1927, called public registration at the time, and was aimed at setting up records of souls and preparing lists of taxpayers. As for the second census, it was carried out in 1934 in which Iraqis and foreigners were registered, and registration in it was extended to 1935 and followed the method of committees, followed by the third census in 1947. Mubasher: The Iraqi Ministry of Planning confirmed, today, Tuesday, that the population census will be carried out electronically, and the ministry revealed a mechanism to include Iraqis abroad, while indicating its need for 150,000 tablets.

The ministry's spokesman, Abdul-Zahra Al-Hindawi, told the Iraqi News Agency (INA): that the ministry, through the Central Bureau of Statistics and the Supreme Census Authority, continues its work and preparations within the plan drawn up to implement the general population census project, explaining that "the implementation of the project was scheduled last year, and because of the lack of Approval of the budget and financial allocation for the project, as well as the Corona pandemic, made it difficult to implement, so it was decided to postpone it to the current year.

He added, "It is difficult to talk about the implementation of the population census in the current year, especially since the public budget is devoid of any allocation for the census project, in addition to the health situation that has not changed, in addition to the concurrent holding of elections in the month of October, so it is hoped that it will be implemented in year 2022".

He explained that "the implementation of the project will be electronic, and it needs 150,000 meters and 150,000 tablets," noting that "the ministry is fully prepared to implement it electronically through the rehabilitation of the staff of the Central Statistics Authority, in addition to cooperation and communication with the United Nations Population Fund from In order to support the capabilities technically, and to see the experiences of other countries who implemented the census electronically.

He continued, "A set of small experiments were carried out in several governorates such as Basra, Karbala, Baghdad, Anbar and Erbil, where specific areas were selected from each governorate to determine what problems might face the implementation of the census, as well as to see the level of response by citizens."

 

Al-Hindawi pointed out that "there is a committee headed by the Ministry of Foreign Affairs, which studies with the High Census Authority the mechanisms through which the Iraqis present in the countries of the world can be included in the census. He pointed out that "the Ministry of Foreign Affairs is responsible for implementing the census on Iraqis abroad by working with embassies and consulates located in various countries of the world."

The head of the Central Statistics Agency in the Ministry of Planning, Dr. Diaa Awad Kazem, head of the General Population Census Operations Room, revealed that two proactive experiments were conducted in the middle of this month.

And he indicated that "the High Authority for the General Population and Housing Census has an ambitious plan if the next year's budget is approved early," noting that "the plan includes enumeration, numbering and counting in the last quarter of next year."
The head of the census operations room explained that "the Prime Minister instructed that next year's budget include a proposed amount of 120 billion dinars to implement the general population and housing census," stressing that "if this amount is approved and the government is formed early after the elections that will take place during this month, It helps the authorities not to be late in carrying out the census.
He expected that "if the plan goes well and according to its decree, the implementation could take place before the end of next year, specifically in the months of October or November," justifying the selection of this date "for calculations related to weather conditions and the achievement of some population stability, as well as taking into account The circumstances of the (Corona) virus at the time and the extent of the increase or decrease in the infection index in the country.

And she added, "This experiment is the sixth after five experiments previously carried out by the agency in the governorates of Baghdad, Basra, Erbil, Anbar and Karbala, indicating that these experiments come based on the directives of Minister of Planning Khaled Batal Al-Najm, head of the Supreme Census Authority." They haven’t had a census in the last 20 years.!
 

Census Of population is very important;

 

- to know the size of population.

- to make planning decisions....

- to forecast possible economic need

- to formulate  economic policy

- to determine population density

I hope it will help with the HCL.   I would think they would need to know how many people to distribute their percentage of the oil!  Maybe it is me being greedy again, or just want something to happen, so we can get off this roller coaster!  :praying:

Doesn't the HCL get distributed by the resulting oil proceeds?  From the looks of the price of a barrel of oil figured in the budget as compared to the price of a barrel now.....not to mention the forecasted price per barrel.....I would think they should be rolling in money from the difference, and plenty to disperse to the people. So it's well over due and great that the census timeline is being looked at. What I don't understand is how this has anything to do with the CBI revaluing the currency. With that said....I realize some people believe in the grand order of things the HCL is suppose to come 1st before revaluing. Although there's some of us that question that.  There's plenty of folks also around here that are a lot more educated and versed than myself on this Iraqi-ish stuff...SO.... how does a consensus tie together with the CBI's monetary reform?

The census is essential for the HCL - it will determine how much will eventually be distributed to each citizen. The HCL is supposed to provide a specified percentage of Oil revenues to the Iraqi people, thus how much each citizen will get depends on an accurate population figure.:tiphat:RON
