Shafaq News/ The Minister of Planning in the Kurdistan Regional Government, Dara Rashid, confirmed on Thursday that the federal government will continue to disburse an advance of 200 billion dinars per month to finance the salaries of public sector workers in the region, revealing at the same time that a delegation from the Kurdistan Government will visit the capital, Baghdad, to resolve the issue of non-disbursement of a share The region's financial budget for the current year and preparation of the country's budget bill for the next year.

Rashid said, in a statement he made to reporters today, that the Kurdistan Region's share of the fiscal budget for the year 2021 has been delayed, indicating that the regional government did not send the draft internal budget law to the Kurdistan Parliament because the federal government did not send the region's share of the budget.

The Speaker of the Parliament of Kurdistan, Rewaz Faeq, had said in early September, that "the regional government has not sent the draft financial budget law to Parliament for eight years," adding that "it is not necessary to postpone the draft budget law under any pretext, and we ask the government to Sending the project to the Kurdistan Parliament.

Government officials in the region confirm that the Kurdistan government cannot send the budget without spending the region's share of the federal budget, and Baghdad's approval of the region's own budget before its approval, which caused its obstruction.

And since 2014, Baghdad has cut the Kurdistan Region’s share of the federal financial budget, which constituted a heavy burden on the regional government in light of the successive crises that the country witnessed, from the ISIS invasion of governorates estimated at two-thirds of Iraq, through the massive wave of displacement and the end of the outbreak of the Corona epidemic.

The Minister of Planning reassured by saying: There are no concerns about Baghdad stopping sending 200 billion per month, adding that "these amounts we receive as a monthly advance from the region's share in the general budget, which is much more than these amounts."

The minister also confirmed that the federal government will continue to disburse this advance until the end of the current fiscal year, adding that the region's share of the current year's budget needs to be resolved by the financial oversight bureaus of Baghdad and Erbil, stressing that the Kurdistan government has fulfilled its obligations in this regard.

Regarding the financial budget for the next year, Dara Rashid said: We are going to hold elections, and before or after we will visit Baghdad again on the subject of the budget for the year 2021, as well as preparing for the preparation of the 2022 draft law.

The Kurdistan Minister continued by saying that: The visit of the delegation of the Kurdistan Regional Government to Baghdad aims not to repeat the problems that we faced in the financial budget for the current year.

At the end of last June, an official source in the Kurdistan Regional Government announced that Prime Minister Mustafa Al-Kazemi signed an official letter to disburse 200 billion dinars as a monthly advance allocated to pay the salaries of employees working in the public sector in the region.

Kurdistan Regional Government Prime Minister Masrour Barzani said in a speech today, Monday, that  economic projects enhance infrastructure and move Kurdistan to an advanced stage, and we are thinking of increasing our influence so that no party can use our share as a political card, pointing out that  Kurdistan's economy is linked to the global economy and the situation. In Baghdad, it affects the economy of the region.

In his speech, which came on the eve of laying the foundation stone for the farmers’ wheat marketing project in Simel district, Dohuk governorate, he added that the  project aims to achieve food security and includes a sophisticated wheat silo and storage warehouse, as well as a food processing line with the latest technology, with a total value of 121 Million dollars. The marketing capacity of the project is more than 150 thousand tons.

Barzani explained that "the project to market farmers' wheat in Dohuk is one of the strategic projects included in the agenda of the ninth ministerial formation that pays great attention to such projects.
He pointed out that this project, which is located in Simel district, is the third project of its kind after others similar in Both Erbil and Sulaymaniyah, and expressed his hope that this project and other projects would achieve the desired success in laying the foundations for the economic structure of Kurdistan.

The Prime Minister praised the role of the private sector in supporting the government to implement this strategic project, just like the case with the other two projects in Erbil and Sulaymaniyah.

The Prime Minister stressed, "These projects are important to us because they will strengthen the economic infrastructure of Kurdistan and move it to a more advanced stage, as well as achieve food security for the country, and it will guarantee and market the crops of our farmers and they do not have to worry about that anymore."

The Prime Minister indicated that this project will provide many job opportunities for citizens, including university and institute graduates, to increase local products with their expertise.

He explained that agriculture is one of the main economic foundations for every country, and the difference between agriculture and other sources of income is that agriculture will never end and can be sustained every year, and the production rate can be raised annually through the optimal use of modern technology.

He continued, "Therefore, we support these projects in various ways, because we are fully aware that Kurdistan has wide areas to increase our economic resources, and we should not rely only on one source of income."

The Prime Minister added that the strategic economic projects initiated by the government will enhance Kurdistan's position, enabling it to export its local products abroad, stressing that the Kurdistan Regional Government is working on this through external meetings with other countries.

He stressed that the Kurdistan Region has many plans to consolidate its economic infrastructure, through partnership between the public and private sectors, indicating that the government is responsible for supporting and protecting the private sector, and that close cooperation between the two sectors can move the wheel of project implementation.

He said that the Kurdistan Region has a number of sources of income, one of which comes from Baghdad as a constitutional right, and the other source is the sale of the region's oil at unstable prices according to what is imposed by international markets, as well as local products and income.

The Prime Minister expressed his regret after the transfer of the region's share as a political pressure card by Baghdad in the past two years, and said: "Although it is the right of the people, they did not abide by the constitution."

He went on to say: "A few months ago, a small part was allocated as a share to the region, and we are in dialogue with the (Federal) Prime Minister to continue sending this part of the quota, and we are also thinking about how to increase our influence in Baghdad, so that no political party can use this It's like a political card against us."

The Prime Minister indicated that the elections are approaching, and that the representatives of the region will go to the Iraqi parliament, and said: "We hope that our people will choose their representatives in Baghdad from those who defend the rights of the people of Kurdistan and provide them with the best services."

The Prime Minister also said that Kurdistan's economy is linked to the global economy, and therefore the situation in Baghdad is reflected on the region's economy, and added: "If we have a strong and capable people capable of defending the region in Baghdad, then without a doubt the situation will improve."

He explained that the Kurdistan Region is blessed with many natural resources and capable human resources, and will witness the implementation of major projects in all its provinces, districts and districts.

The Prime Minister concluded his speech by saying: "We hope that Kurdistan will become a developed country in the world, and not only in the region and the Middle East."

SULAIMANI — Iraq’s Ministry of Oil said on Sunday (September 26) that the Kurdistan Regional Government (KRG) should hand over 250,000 barrels of oil per day or its cash equivalent to the federal government at the price set by the country’s oil marketer SOMO.

The KRG and the federal government have been locked in a long-standing dispute over oil revenue and the federal budget.

Under the 2021 Federal Budget Law, which passed the Council of Representatives this spring, Erbil is required to send 250,000 barrels of oil or its monetary equivalent to Baghdad in return for its budget share.

The KRG has refused to send any oil or money and so the federal government has withheld budget transfers. A side deal has sent 220 billion Iraqi dinars ($137 million) per month to pay public salaries, but both sides are clear that this stipend is not part of the budget.

Oil minister Ihsan Abdul-Jabbar also told the state-owned Iraqi News Agency (INA) that once the KRG comes into compliance with the budget, SOMO will send all required files and documents to the Ministry of Finance to record the amount of income the KRG should receive.

Abdul-Jabar added that the federal government has reached an agreement with the KRG’s Minister of Natural Resources Kamal Altrushi to send one million liters of regular gasoline a day to the Region in order to combat local shortages.

Barzani calls on Baghdad to spend the region's budget with "paper and pen"

{Politics: Al Furat News} The President of the Kurdistan Regional Government, Masrour Barzani, called on Thursday, the federal government to spend the region's budget with "paper and pen."

Barzani said, during his meeting with a number of Kurdistan university students, that "under the budget law, the Iraqi government should have paid much more to the Kurdistan region than it pays; Sending something except in the last two months, and it amounted to 200 billion dinars, meaning that the Kurdistan Region received 137 million dollars, so is this the share of the regional government? No."
He added, "They come and say that the mistake is on the part of the regional government, and because the regional government did not deliver the oil, the Iraqi government refrained from releasing its share of the budget, and this is also not true."
And Barzani said, "The share of the Kurdistan region is much more than that, amounting to 900 million dollars that the Iraqi government had to spend on us, but the Iraqi government came and calculated the region's oil and internal revenues by more than it is, and exaggerated it and deducted it from the region's share, and says this is what I will spend for you because The rest is mine and I will not give it to you."
He continued, "When it is said that the regional government did not deliver its oil, we will not go and carry the barrels of oil and deliver them by hand. It has deducted the value of the oil, and says that what remains after that deduction is 200 billion dinars, which is not like that, but rather more, and if we calculate it with paper and pen, we will find that The region's share is much more, but the Iraqi government has reduced it to 200 billion dinars and says, "This is what I will spend for you now."
Barzani continued, "We said it's okay, but what did we do? From the beginning, we carried out reforms. We were not able to increase the sources of income. The amount of oil is the same, in addition to the existing trade and local revenues. And
you should not forget what we faced? And why is it resolved?" Why did we not have the required budget? For the reasons I mentioned when receiving the booth, the budget was not spent for four years, there was an ISIS war, oil prices deteriorated, all these things forced our government to borrow, when we started working in this government we had loans In billions."
Barzani added, "We said, 'Let us embark on reforms in all sectors, and we did so, and in the first two or three months we doubled the local revenues, not because we increased the sources of income, but because we reorganized what was available to us and turned it into a return to the government to return to the citizen, not that It goes to a number of individuals or entities.

The Kurdistan Democratic Party responds to "serious" accusations against the Peshmerga

{Political: Al Furat News} A leader in the Kurdistan Democratic Party responded to "serious" accusations against the Peshmerga forces.

The leader of the party, Majid Shankali, said in a press statement that "all those who make accusations and those who talk about corruption files in the Peshmerga, must bring proven documents."
He added, "These accusations lack evidence, and they are bankrupt and cannot be proven without documents and evidence," stressing that "no one may file charges against the Peshmerga institution without evidence."
Shankali pointed to the existence of the biometric system, which is adopted in Kurdistan, saying that "according to this system, there can be no presence of fictitious employees in any institution, including the Kurdistan region."
And he indicated that "the Peshmerga forces were fully biometrically registered, and the lists were sent to Baghdad, and whoever talks about this does not represent the Kurds."
He considered that "the launching of the accusations at this time is intended to be electoral propaganda, and everyone knows that the regional government is composed of the two main parties, and this is targeting them."
It is noteworthy that opposition parties in the Kurdistan region talk about the presence of thousands of fake members and employees in the Peshmerga forces, and their number exceeds "more than 12 thousand fake names registered within the Peshmerga forces and their monthly salaries are paid, but in fact they do not exist."
The opponents accused the ruling Democratic Party in the region of being behind the phenomenon.
The issue of salaries for the region's employees, including the Peshmerga forces, is one of the points of contention between Baghdad and Erbil. The Iraqi government calls for an examination and audit of the number of employees and workers in the security sector and the Peshmerga, before allocating sums of money to them in the annual budgets.
The government considers that the number of members reached 1.3 million employees and a security element out of about 5 million people living in the region, which are exaggerated numbers.

SULAIMANI — A source from Kurdistan Regional Government’s (KRG) Ministry of Finance told NRT that Iraq’s federal government has transferred a stipend of 200 billion Iraqi dinars ($137 million) to the KRG.

The source spoke on condition of anonymity because the announcement has not yet been made public by the KRG.

On Sunday, KRG Spokesperson Jotiyar Adil said that the stipend had not yet been sent because of technical issues.

The stipend is not a part of the 2021 Federal Budget Law, which has not been fully implemented because of persistent disagreements between Erbil and Baghdad over oil and customs income. Rather, it is based on side deal between the KRG and Prime Minister Mustafa al-Kadhimi that went into effect in July.

The KRG has said that it is only able to pay full public sector salaries because of the stipend. It had been either missing monthly salary payments entirely or cutting them by nearly a quarter between March 2020 and July 2021.

Public servants at some ministries have not yet been paid the September salary disbursement, which was supposed to be given out to employees starting on September 25.

Ensuring that public servants are paid is critical to the electoral campaigns of the ruling parties in the Kurdistan Region.

Voters go to the polls on October 10 to elect members of the Council of Representatives.

Barzani: Iraqi parties are no longer attacking the region in the elections..and explains the reason

{Political: Al Furat News} The President of the Kurdistan Region, Nechirvan Barzani said today, Wednesday, that the political equation in the country has changed, and there is no Iraqi party today that uses attacking the region in its electoral campaign.

Addressing the Kurdish political parties, Barzani, the deputy head of the Kurdistan Democratic Party, said at an election festival in Sulaymaniyah, "To end attacking Kurdistan, to achieve more gains, and to preserve the present and future of the region and our future generations, we must unite."

He added, "Now the time is right for all of us with one strategic program to establish real cooperation with all Iraqis within the framework of implementing the constitution, and to end the issue of depriving Kurdistan of its rights in the general federal budget."

He continued, "The Iraqi parties are no longer hostile to Kurdistan for obtaining electoral votes, because after the October demonstrations, the Iraqi people understood that the problem of the lack of services in the center and south of the country has nothing to do with the progress made in the Kurdistan Region, but this matter is related to the mismanagement of power by the influential parties in those limits."
