The minister also confirmed that the federal government will continue to disburse this advance until the end of the current fiscal year, adding that the region's share of the current year's budget needs to be resolved by the financial oversight bureaus of Baghdad and Erbil, stressing that the Kurdistan government has fulfilled its obligations in this regard.

Regarding the financial budget for the next year, Dara Rashid said: We are going to hold elections, and before or after we will visit Baghdad again on the subject of the budget for the year 2021, as well as preparing for the preparation of the 2022 draft law.

Kurdistan Regional Government Prime Minister Masrour Barzani said in a speech today, Monday, that  economic projects enhance infrastructure and move Kurdistan to an advanced stage, and we are thinking of increasing our influence so that no party can use our share as a political card, pointing out that  Kurdistan's economy is linked to the global economy and the situation. In his speech, which came on the eve of laying the foundation stone for the farmers’ wheat marketing project in Simel district, Dohuk governorate, he added that the  project aims to achieve food security and includes a sophisticated wheat silo and storage warehouse, as well as a food processing line with the latest technology, with a total value of 121 Million dollars. The marketing capacity of the project is more than 150 thousand tons.


Barzani explained that "the project to market farmers' wheat in Dohuk is one of the strategic projects included in the agenda of the ninth ministerial formation that pays great attention to such projects.
He pointed out that this project, which is located in Simel district, is the third project of its kind after others similar in Both Erbil and Sulaymaniyah, and expressed his hope that this project and other projects would achieve the desired success in laying the foundations for the economic structure of Kurdistan.

He stressed that the Kurdistan Region has many plans to consolidate its economic infrastructure, through partnership between the public and private sectors, indicating that the government is responsible for supporting and protecting the private sector, and that close cooperation between the two sectors can move the wheel of project implementation.


He said that the Kurdistan Region has a number of sources of income, one of which comes from Baghdad as a constitutional right, and the other source is the sale of the region's oil at unstable prices according to what is imposed by international markets, as well as local products and income.

The Ministry of Finance in the Kurdistan Regional Government announced, on Sunday, the start of paying the salaries of its employees.

The leader of the party, Majid Shankali, said in a press statement that "all those who make accusations and those who talk about corruption files in the Peshmerga, must bring proven documents." 
He added, "These accusations lack evidence, and they are bankrupt and cannot be proven without documents and evidence," stressing that "no one may file charges against the Peshmerga institution without evidence."
Shankali pointed to the existence of the biometric system, which is adopted in Kurdistan, saying that "according to this system, there can be no presence of fictitious employees in any institution, including the Kurdistan region."
And he indicated that "the Peshmerga forces were fully biometrically registered, and the lists were sent to Baghdad, and whoever talks about this does not represent the Kurds."
He considered that "the launching of the accusations at this time is intended to be electoral propaganda, and everyone knows that the regional government is composed of the two main parties, and this is targeting them."
It is noteworthy that opposition parties in the Kurdistan region talk about the presence of thousands of fake members and employees in the Peshmerga forces, and their number exceeds "more than 12 thousand fake names registered within the Peshmerga forces and their monthly salaries are paid, but in fact they do not exist."
The opponents accused the ruling Democratic Party in the region of being behind the phenomenon.
The issue of salaries for the region's employees, including the Peshmerga forces, is one of the points of contention between Baghdad and Erbil. The Iraqi government calls for an examination and audit of the number of employees and workers in the security sector and the Peshmerga, before allocating sums of money to them in the annual budgets. 
The government considers that the number of members reached 1.3 million employees and a security element out of about 5 million people living in the region, which are exaggerated numbers.

Today, Monday, the Ministry of Finance in the Kurdistan Region announced that it had received 200 billion dinars from the federal government in Baghdad.

The ministry said in a statement, that within the framework of the existing agreement between the Kurdistan Regional Government and the federal government, an amount of 200 billion Iraqi dinars arrived in the region today. 

According to the ministry’s statement, “the agreement concluded between Baghdad and Erbil stipulates that the federal government will send an amount of 200 billion dinars until the end of this year as an advance until the completion of the audit of the region’s imports by the Federal Oversight Committee.”

SULAIMANI — A source from Kurdistan Regional Government’s (KRG) Ministry of Finance told NRT that Iraq’s federal government has transferred a stipend of 200 billion Iraqi dinars ($137 million) to the KRG.

The source spoke on condition of anonymity because the announcement has not yet been made public by the KRG.

On Sunday, KRG Spokesperson Jotiyar Adil said that the stipend had not yet been sent because of technical issues.

The stipend is not a part of the 2021 Federal Budget Law, which has not been fully implemented because of persistent disagreements between Erbil and Baghdad over oil and customs income. Rather, it is based on side deal between the KRG and Prime Minister Mustafa al-Kadhimi that went into effect in July.

The KRG has said that it is only able to pay full public sector salaries because of the stipend. It had been either missing monthly salary payments entirely or cutting them by nearly a quarter between March 2020 and July 2021.

Public servants at some ministries have not yet been paid the September salary disbursement, which was supposed to be given out to employees starting on September 25.

Ensuring that public servants are paid is critical to the electoral campaigns of the ruling parties in the Kurdistan Region.

Voters go to the polls on October 10 to elect members of the Council of Representatives.

{Political: Al Furat News} The President of the Kurdistan Region, Nechirvan Barzani said today, Wednesday, that the political equation in the country has changed, and there is no Iraqi party today that uses attacking the region in its electoral campaign.

Addressing the Kurdish political parties, Barzani, the deputy head of the Kurdistan Democratic Party, said at an election festival in Sulaymaniyah, "To end attacking Kurdistan, to achieve more gains, and to preserve the present and future of the region and our future generations, we must unite."

He added, "Now the time is right for all of us with one strategic program to establish real cooperation with all Iraqis within the framework of implementing the constitution, and to end the issue of depriving Kurdistan of its rights in the general federal budget."

He continued, "The Iraqi parties are no longer hostile to Kurdistan for obtaining electoral votes, because after the October demonstrations, the Iraqi people understood that the problem of the lack of services in the center and south of the country has nothing to do with the progress made in the Kurdistan Region, but this matter is related to the mismanagement of power by the influential parties in those limits."
