The file is nothing but some repeated calls from political blocs that this file should be subject to the central government.

 

It is clear that the current Iraqi government, which has inherited complex and major problems and is preparing to organize elections, does not seek any escalation with the region regarding this file in any way, and for this reason it has left the freedom to move in the export of its oil, and left the file to be found by the new government. Iraq's revenues without the region

 

On the other hand, the National Oil Marketing Company "SOMO" stated that the total revenues and exports of crude oil during the first half of this year amounted to 33 billion dollars, noting that the region's oil exports are outside these revenues.

 

The Associate Director General of the Oil Marketing Company for Crude Oil and Gas Affairs, Ali Nizar Faeq, told the official Iraqi News Agency (INA), "The sales of crude oil during the first half of this year, extending from its beginning until the end of last June, amounted to 33 billion dollars. And at a monthly rate of about 5 billion and 500 million dollars," he said, noting that these sales were for Basra light and heavy oil from the southern ports, as well as from the northern port of Kirkuk crude oil exported through the Turkish port of Ceyhan.

Although most of the political forces did not attack the region regarding the oil export file because they were preoccupied with preparations for the upcoming parliamentary elections, it returned to the fore again with a series of accusations of favoring the region at the expense of the rest of Iraq.

The new criticisms came after the Iraqi government transferred an amount of 200 billion Iraqi dinars (137 million dollars) as aid to the region outside the controls set by the 2021 budget, which stipulated that a budget be allocated to the region in exchange for overseeing its oil export and the delivery of part of the revenue from its border crossings.

Al-Faili added in a statement, "Despite the delivery of the entire oil product to the southern provinces, its investment budget does not exceed this amount for each province, which is paid monthly to the region," noting that the region exports its oil product without referring to the federal authority at prices lower than its market average. world, which causes a double loss for the Iraqi state.

 

Al-Faili added that this monthly expenditure for the region, if it was distributed monthly to each of the southern governorates, would have contributed to solving many problems of unemployment and poverty, supporting the disadvantaged classes, and defuse the ongoing social crises in those governorates.

 

Most of the Iraqi production of crude oil that is exported by the Iraqi government comes from the province of Basra, and then the provinces of Maysan, Dhi Qar, Wasit and Kirkuk.

We talked a lot on the subject of the federal general budget and the conditions for the region to hand over its share of the budget until after it had implemented the conditions mentioned therein, and among those conditions is the region’s commitment to produce 450,000 barrels per day and the delivery of SOMO 250 thousand barrels per day, despite the fact that the region’s production exceeds 600,000 barrels and that the region did not Baghdad knows the amount of oil produced or the oil exported, and the numbers are nothing but leaks from some Kurdish politicians.
A few days ago, we heard from the media that the Iraqi government transferred an amount of 200 billion Iraqi dinars (137 million dollars) as aid to the region outside the controls set by the 2021 budget, which stipulated that a budget be allocated to the region in exchange for overseeing its export of its oil and the delivery of part of the revenue from its border crossings.

We did not hear a position on that from the members of Parliament, nor from the large blocs that made the decision to object to the federal government and hold it accountable against this procedure, which violates the general budget law.

Even the critics of the corruption of the previous governments are now as silent as the graves in making a single note against this government, and my great reproach to the people of the south and the center for their silence because of those who steal their money to rebuild the areas of others and neglect their own.
On the other hand, SOMO explained that “sales from the Kurdistan region, which are outside the exports of the Oil Marketing Company, and directly exported by the region, amounted to up to 77 million barrels of oil during the first half of this year, and its revenues are likely to be around 4 billion and 800 million. dollar.

On the other hand, the National Oil Marketing Company "SOMO" stated that the total revenues and exports of crude oil during the first half of this year amounted to 33 billion dollars, noting that the region's oil exports are outside these revenues.

Thus, the ratio of the region's revenues to the revenues obtained by the federal government is 14.5% of government revenues. This means that it receives higher amounts of money than is allocated to it in the federal general budget.
I did not mention an important point, which is that these revenues are oil only, as there are other revenues, including taxes, fees, customs and others. If those revenues were collected, the total would reach more than that percentage.
The injustice that is inflicted on the south by the federal government and the region, can be summarized thus, with regard to the oil file only:
1 - It is taking the funds of the center and the south from the federal general budget by the region without contributing even one dinar to it.
2 – Its export of crude oil takes from the central and southern share of the quantity specified for it by the Organization of Petroleum Exporting Countries (OPEC), as the Kurdistan region’s failure to comply with the “OPEC +” agreement leads to the demand of “OPEC” for Iraq to reduce 6 million barrels per month from its production. It should be noted that the average price of a barrel for the month of July is $72, so the region's failure to export oil costs Iraq $432 million for the month of July only. This is in addition to the amount transferred from the federal government to him, which is 137 million, so the total is 569 million dollars per month.
3 - To control the decision issued to the center and the south, despite the fact that the federal government is unable to transfer the simplest employee in the region.
4 - If this amount had been utilized, it would have been sufficient to construct a plant with a capacity of approximately 1,000 megawatts. Thus, within one year, we would be sufficient to generate electric power

On Saturday, the Kurdistan Regional Government announced the issuance of a decision by the federal government to send 200 billion dinars to the region, as part of its share under the 2021 budget.  

 

  

The representative of the Kurdistan government in Baghdad, Faris Issa, said in a statement to the official agency, followed by “Nass”, (August 14, 2021), that “the federal government decided to send 200 billion dinars to the Kurdistan government this month, as a government letter was issued to the Federal Ministry of Finance for the purpose of disbursing the amount.” and transfer it to the region.  

He added, "The Kurdistan Representation in Baghdad also received the book."

A member of the Finance Committee, Muhammad Ibrahim, said on Sunday (August 15, 2021) that the amounts delivered by the federal government to the Kurdistan Region are considered advances, noting that they come from a political door to dampen the atmosphere before the elections.

Ibrahim said in a statement to  IQ News , "The Kurdistan Regional Government has not yet committed to handing over oil revenues and border crossings to the federal government."

And he stated, "The sums of the 200 billion that were sent to the Kurdistan government, are considered an advance made by the federal government to the region, like the rest of the previous governments since 2004, which were mentioned in Article 11 of the Budget Law."

He pointed out that "the sums handed over to the region are illegal, but they are the prerogatives of the Prime Minister and bear political aspects within the framework of the vision of some political blocs that allied with the Kurdish side and are trying to moisten the atmosphere and satisfy the Kurdish side before the elections and the formation of the next government."

Yesterday, the federal government decided to send 200 billion dinars to the Kurdistan government for the current month of August, as a government letter was issued to the Federal Ministry of Finance for the purpose of disbursing the amount and transferring it to the region, according to the representative of the Kurdistan government in Baghdad, Faris Issa.

Shafaq News/ The Kurdistan Regional Government announced today, Saturday, the issuance of a decision by the federal government to send 200 billion dinars to the Kurdistan Region, as part of its share under the 2021 budget.

The representative of the Kurdistan government in Baghdad, Faris Issa, said, according to the Iraqi News Agency, that "the federal government decided to send 200 billion dinars to the Kurdistan government this month, as a government letter was issued to the Federal Ministry of Finance for the purpose of disbursing the amount and transferring it to the region."

He added, "The Kurdistan Representation in Baghdad received the book as well."

It is noteworthy that a source in the Kurdistan Regional Government, announced last July 11, that the federal government had deposited 200 billion dinars in the account of the Bank of the Regional Government.

At the end of last June, an official source in the Kurdistan Regional Government announced that Prime Minister Mustafa Al-Kazemi signed an official letter to disburse 200 billion dinars as an advance earmarked to pay the salaries of employees working in the public sector in the region.

To me ,myself,and I, this sounds exactly like the HCL! I could be wrong, I don’t remember anything like this happening in the past! If I remember correctly the Kurds took up themselves to withhold the money from Baghdad for the oil! So maybe we are finally seeing some cooperation out of these two factions! They better get their act together or they are going to see act II from isis . They can see what is happening in Afghanistan! They see what is happening when that moron biden pulled the plug! Plus crooked sleepy joe has already directed act 1 in Iraq! We all Remember, what happened  when obama put him in charge in 2010! I think the JV was promoted to the Varsity under crooked sleepy pervert joe! JMHO 🤠

SULAIMANI — Kurdistan Regional Government (KRG) Representative in Baghdad Faris Isa said on Saturday night (August 14) that the federal Council of Ministers has decided to send 200 billion Iraqi dinar ($137 million) to the Kurdistan Region for this month.

Under an agreement with Prime Minister Mustafa al-Kadhimi, the KRG began to receive a monthly stipend of 200 billion dinars per month in July.

The agreement, however, does not resolve major budget disagreements between Erbil and Baghdad, which have prevented the implementation of the 2021 Federal Budget Law. KRG officials are keen to note that the stipend is not the Region’s budget share.

Isa told NRT that the federal Ministry of Finance, relevant offices, and the KRG representation in Baghdad have been informed of the transfer.

He said that the money is expected to be transferred to the Region on August 25, adding that the transfer will continue until the end of this year and is guaranteed.

During 2020, the KRG struggled to pay its employees, missing five monthly disbursements entirely and cutting four others by nearly a quarter. Government employees had their pay cut by twenty-one percent during the first six months this year.

Workers were paid in full in July for the first time in more than a year. It is unclear whether public servants will receive a full salary in August or beyond.

The salary cuts have had a significant effect on the economy of the Kurdistan Region because of the KRG’s role as the Region’s most important employer.

Kurdistan is supposed to hand over oil and Baghdad is supposed to hand over money.  Neither wants to be the first to "hand over" anything.  I don't think they trust each other.  Come on folks, this is your countrymen!  Maybe this will be the start of the trust.  It sounds like they may need to unite the country to keep the bad guys in Afghanistan at bay.
