Direction to invest 4 billion feet of gas

Tuesday 29 June 2021 136Direction to invest 4 billion feet of gas

 Baghdad: Saad Al-Sammak

Iraq is heading to raise the investment capacity of gas produced currently from one billion and 500 million to 4 billion cubic feet up to the year 2024, and increase the quantities supplied to its power stations.
Undersecretary of the Ministry of Oil, Hamed Al-Zobaie told Al-Sabah: "Iraq aims to reach the investment of 4 thousand million feet of gas by the year 2024, which means producing more than 10 thousand megawatts of electricity."
And he indicated that "new discoveries of free gas will allow reducing the average natural gas import bill over the coming years."
Al-Zoba’i predicted that “the total natural gas investment by 2023 will reach about 2 billion and 700 million standard cubic feet per day, after the completion of investment projects with a capacity of one billion and 200 million cubic feet per day of associated gas from the Artawi fields in Basra and the fields of Dhi Qar and Halfaya in Maysan.”
He expected that "the entry of the Mansouriya fields in Diyala and the crutch in Anbar for service, which are invested by major international companies as specialized fields for free gas, will contribute to reaching the goal of investing 4 billion standard cubic feet by the end of 2024, as 400 million cubic feet per day are being invested in the Mansouriya field and 300 million cubic feet." Standard on a crutch.

Shafaq News/ Today, Tuesday, Basra Gas Company signed an agreement with the International Finance Corporation (IFC) to grant the company a loan of $360 million for a period of five years.

The company said in a statement received by Shafaq News Agency, that this loan will contribute to the expansion and increase the capacity of Basra Gas Company to process an additional 400 million standard cubic feet per day of natural gas. This is a 40% increase from the company's current capacity, which aims to help the country meet its growing energy needs and power an additional 1 million Iraqi homes.

According to the statement, the Basra plant project to separate liquids from gas will reduce greenhouse gas emissions by about 10 million tons annually.

And Oil Minister Ihsan Abdul-Jabbar Ismail said, "The signing of this loan supports joint efforts to maximize the optimal investment of gas associated with oil operations, by treating it with the latest modern technologies and striving to achieve our goals of converting burned energy into clean and useful energy, and working to reduce emissions and harmful environmental effects. .

He pointed to the importance of strengthening cooperation with sober international banks to implement and support sustainable development projects, including gas investment projects in the Basra Gas Company.

Ismail added that this loan opens new horizons for more cooperation and transactions that serve common interests and goals, stressing Iraq's commitment to maximizing associated gas investment projects, and achieving the standards and goals stipulated in the Paris Agreement.

For his part, Malcolm Mays, Managing Director of Basra Gas Company, said: “We are pleased to sign this agreement with the International Finance Corporation, which is the first loan agreement of its kind in the oil and gas sector, and it is a milestone that we are proud of. This agreement demonstrates the strength of Iraqi companies, such as Basrah Gas Company and its ability to attract financing and confidence from international banks. The aim of this five-year loan is to support the company's growth project, the Basra Gas-Liqued Processing and Separation Plant (BNGL) project and converting wasted flared gas into much-needed energy in line with our strategy and with the vision of "The Iraqi government to boost electric power production and create a more sustainable energy industry. This agreement would not have been possible without the great support of the Ministry of Oil, the International Finance Corporation and our shareholders."

Don't you just hate those drunk bankers?  I too, would rather deal with the sober ones!

This is great news for Iraq.  They have been burning this gas (money) for years.  Now they are going to be able to use it for electricity in their country and they will be able to sell it to other countries for profit.

green loan

Monday 05 July 2021 16green loan

Mohamed Sharif Abu Maysam

After the Ministry of Oil announced, last Thursday, the signing of a loan with the International Finance Corporation, which it called the “green loan,” many of the public questioned what this new loan was, which the ministry described in its statement as “the first of its kind in

 Iraq}.
The “green loan” falls within the framework of the so-called green financing to reduce greenhouse gas emissions and environmental pollution in all its forms, in a sustainable context that aims to achieve economic growth and is in the process of achieving environmental and service goals.
and social.
The goals of green finance do not stop there, as they are aligned with the sustainable development goals set by the United Nations with seventeen goals and 169 long-term goals, and international reports indicate that the value of green finance in 2019 amounted to 298 billion dollars.
Among the most important objectives of this type of financing, is mitigating industrial pollution, treating and recycling waste, recycling sewage, financing green or environmentally friendly projects, and achieving medium and long-term strategic balance for environmental and service goals, in a way that ensures those in charge of it meet the needs of individuals. of goods and services and they are in the process of preserving the environment and the permanence of its resources. Hence, the priority in this loan is to provide fresh drinking water to the people of Basra, and to address the environmental imbalances caused by the work of the oil companies, especially those related to the damage caused to agricultural lands and the increase in gas emissions rates and the increase in the need for medical services due to what was left behind by the oil industry’s exhaust and industrial waste
other. It is important that the issue is not limited to the program of the Basra Gas Company related to its environmental program, as the company receiving the loan from the International Finance Corporation, as this loan can be an opportunity to oblige the relevant authorities to implement its environmental, health and service objectives, and motivate the environmental authorities to coordinate with the sectoral ministries and governments To put an end to the file of waste, pollution and abuse of agricultural lands in Basra and all cities
other.
As long as this loan, which the ministry described as “support” is at the heart of Iraqi efforts “to reduce gas flaring and will contribute to the growth projects of the Basra Gas Company, enhance the country’s transition opportunities towards clean energy and a green economy, and open the country to sustainable financing,” this breakthrough It can be employed under the obligation imposed by the financing institution

An Iraqi plan to invest 4 thousand million cubic feet per day of gas

An Iraqi plan to invest 4 thousand million cubic feet per day of gas
Oil in Iraq - archive

Live: The Iraqi Ministry of Oil revealed its plan to invest gas fields in all governorates, with the goal of investing 4 thousand million cubic feet per day.

And the ministry's spokesman, Assem Jihad, said in a statement to the Iraqi News Agency (INA), that "Iraq invests more than 50 percent of the gas, and the largest part of it is associated with oil fields and its production is linked to oil, meaning that the higher the oil production, the greater the quantities of gas."

The spokesman added, "As for the other part, it is natural gas and it is called free gas that is present in the ground, such as the crutch fields in the western region of Anbar, the Mansouriya field in Diyala governorate and Siba in Basra, and the amount of gas produced is related to the amount of oil extracted."

The spokesman indicated that the ministry has made progress in gas projects, as it was able to achieve an investment of more than 1,500 million standard cubic feet per day. Today, the production of the Basra Gas Company, which was established years ago, has reached nearly 1,000 million standard cubic feet per day.

He explained that the ministry's plan aims to invest all gas fields, as it was agreed with American companies to invest gas in Dhi Qar Governorate, as well as an agreement with a Chinese company to invest gas located in Maysan Governorate, pointing out that these two governorates will provide more than 500 million feet. standard cube per day.

The spokesman added: "There is a preliminary agreement with the French Total Company, to invest gas in the Artawi fields in two phases, each phase will achieve 300 million cubic feet per day, in addition to referring the Mansouriya field to a Chinese company," stressing that "these projects will contribute to stopping the flaring operations. Gas".

And he indicated that "the World Bank report, which indicated the burning of more than 70 percent of the associated gas in oil rights, is inaccurate, and it neglected Iraq's exposure to major challenges in recent decades that led to the targeting of gas facilities and since the eighties until 2003, no development operations were carried out on those facilities." facilities, and the infrastructure of the fields was collapsing."

A spokesman for the ministry stated, "There are talks with international companies to develop the crutch field, which is the largest gas field in Iraq," noting that "the ministry aims, through its plans, to achieve an investment of approximately 4 thousand million standard cubic feet per day during the coming years, in addition to Stop burning gas.

Economy News - Baghdad

No one knows the number of promises made by successive Iraqi governments after 2003 to invest associated gas, from which oil extraction operations have burned 629 billion cubic feet so far, spoiling all the memoranda of understanding that they signed with international companies for the same purpose, so that the words of Prime Minister Mustafa Al-Kazemi came yesterday, Monday. In Washington, about an upcoming agreement with the United States to invest in gas, a link in a series of long promises that have not seen the light of day for 18 years .

Economist Hammam Al-Shamaa says, "Any investment in associated gas in Iraq does not exist, for official statements are one thing and reality is another ."

Al-Shammaa added, “The official data is misleading the Iraqi people, and the first obstacle to the implementation of these projects is corruption, as the money of the project is spent and goes to the pockets of the corrupt,” noting that “there are those who accuse Iran and its agents, but this is not true. They obstruct these projects for their own personal interests ."

According to the final statement of the strategic dialogue round between Iraq and the United States, which was held during the presence of Prime Minister Mustafa Al-Kazemi in Washington, and his meeting with US President Joe Biden, he announced a "historic" project that will begin next fall, and that it has been under discussion for many years and includes extracting gas from oil fields. in Iraq .

A White House official stressed that this project is very important not only to Iraq's energy needs, but also to the climate aspect, which is clearly central to our agenda here in the Biden administration .

The Iraqi government had signed a contract with the American company Honeywell to process natural gas from the Artawi oil field, during the visit of Prime Minister Mustafa Al-Kazemi and the ministerial delegation to the United States on August 20, 2020 .

On November 27, 2011, Iraq announced the conclusion of a final agreement worth $17 billion with Royal Dutch Shell, British-Dutch and Mitsubishi of Japan, to treat gas in southern oil fields. And that it will be the optimal exploitation of gas, especially since the country owns two types of gas, which are associated and free .

Under the agreement, which has not yet seen the light of day, the Basra Gas Company will be established, of which the government was supposed to own 51 percent, while Shell owns 44 percent, and Japan's Mitsubishi owns 5 percent, with the aim of collecting gas in the Rumaila, Zubair and West Qurna fields .

The Ministry of Oil had announced on April 1, 2021, that the American company "Baker Hughes" for oil services, is the closest to winning a contract to invest natural gas in the Cruz field in Anbar Governorate, in the west of the country, and there are advanced negotiations with the company, and (it is one of the arms of the company). General Electric of America), and there is a high possibility that the contract will be signed with this company alone, or that it leads a coalition to develop the field .

The Akkas field in Anbar contains, according to estimates, 5.3 trillion cubic feet of natural gas, so it is one of the largest gas fields in Iraq .

The oil expert, Asri Musa, confirmed last April that the mystery in the large number of government contracts with the uselessness of them, is due to the overlap of politics with the oil field, and the price here is very high, and that what Iraq signed in previous years through all governments, they are all memoranda An understanding and it did not rise to the level of contracts, with the exception of Baker Hughes, adding that the matter is nothing more than intentions, and every government takes control of matters and tries to walk it temporarily until its term expires and goes, and thus it became a chain over the previous governments .

Iraq is the second country after Russia in burning associated gas, according to a global classification, and the US Energy Information Administration has estimated that Iraq has ignited 629 billion cubic feet of natural gas, due to the insufficiency of pipelines and infrastructure so far, indicating that this burning amount of gas Enough to power 3 million homes .

In May 2020, Iraq also signed a final agreement worth $1.07 billion with the Chinese Petroleum Engineering and Construction Company to build and operate facilities to process natural gas extracted with crude oil in the giant Halfaya field .

World Bank data indicate that the Iraqi oil fields' lack of gas collection equipment, leads annually to burning 18 billion cubic meters of associated gas .

According to international estimates, this burning costs Iraq $2.5 billion annually, or 1.55 billion cubic meters of gas per day, which is 10 times what Iraq imports from Iran .

Iraq has proven reserves of natural gas, estimated at 280 trillion cubic meters, or (1.7 percent) of the world's reserves .

According to the US Energy Administration, "70 percent of Iraqi gas is associated gas, and 30 percent is natural gas, and that Iraq destroys 62 percent of its gas production, which is equivalent to 196 thousand barrels of oil, even if the price of a barrel is $70 at the normal rate, the The amount wasted 45 billion dollars, which is enough to create an entirely new gas industry .

Associated and natural gas fields are spread in most of the Iraqi oil provinces, by 70 percent in the Basra fields (Majnoun, Halfaya and Rumaila), 10 percent in the Kirkuk fields, and 20 percent in the northern and western regions of the country, according to a complete statistic obtained by "New World" within Gas file, which I published last year.

Economy News - Baghdad

In contrast to the development witnessed by oil after licensing rounds with international companies during the years after the US invasion of the country in 2003, and the increase in production quantities that reflected positively on the country’s imports; There are many questions that are raised about the reasons for not repeating this experience in investing gas, which is estimated annually - according to estimates by parliamentary committees - at about 18 billion cubic meters .

Natural gas in Iraq is divided into two types: the first is gas associated with oil, which constitutes the largest part of the country's gas wealth, and the second is free natural gas, which is represented in the Cruz field in Anbar Governorate (west of the country), the Siba field in Basra (south), and Mansouriya in Diyala (east ).

In addition to the economic losses caused by the failure of the experience of investing in gas and importing it at about $ 5 billion annually, and from Iran in particular, and not benefiting from it in power plants, as burning it causes environmental disasters with its negative effects on the southern regions of the country, including Basra Governorate in particular .

gas flaring losses

Iraq came second after Russia globally for the fourth year in a row among the countries with the highest burning of natural gas, as World Bank data indicate that in 2016 it burned a total of 17.73 billion cubic meters of gas, and then this rose in 2019 to reach 17.91 billion cubic meters .

The high rate of associated gas flaring in Iraq is directly proportional to the increase in oil production, in light of the country’s continued suffering from the wars it witnessed during the last four decades, which in turn led to the destruction of associated gas investment facilities that Iraq had begun construction in the seventies of the last century .

The data of the International Energy Agency indicated that the amount of gas that Iraq burns daily is sufficient to supply at least 3 million homes with electric power, which post-2003 governments have been unable to address their problems so far .

The natural reserves of Iraqi gas are estimated at 132 trillion cubic feet - according to the Organization of Petroleum Exporting Countries (OPEC) - 700 billion cubic feet of it were burned as a result of the poor ability to exploit it, with its daily production of associated natural gas reaching 2.7 billion cubic feet, and it aims to reach 3.1 billion cubic feet, and it is estimated at 1.5 of the global reserves of OPEC, and 1.8 of the global reserves, and ranks 11th in the world according to the international ranking .

In 2020, Iraq destroyed an estimated 18 million cubic meters of gas, and if this amount was converted to a barrel, it would destroy the equivalent of 62% of its gas production, which is equivalent to 196,000 barrels of oil, which is equivalent to approximately $45 billion .

So far, Iraq is exploiting about half of the amount of gas, and burning the other half, and that annually costs about 2.5 billion dollars, equivalent to 155 billion cubic meters per day, and equivalent to 10 times what it imports from Iran, according to estimates and data of concerned authorities .

After recently announcing the investment of 1.5 billion cubic feet of natural gas, the Iraqi Oil Minister, Ihsan Abdul-Jabbar, suggested that his country's production of gas would reach 4 thousand cubic feet (1 million cubic feet = one million standard cubic feet), (equivalent to 4 billion cubic feet of gas). Natural), before 2025, revealing that his ministry has implemented 3 gas investment projects in the governorates of Basra, Maysan and Dhi Qar (south), in addition to investing gas in the Mansouriya field in Diyala Governorate (southeast) to produce 1.5 billion cubic feet .

first error

It is possible to count Iraq's orientation towards foreign investment companies in the field of oil extraction during the years 2009-2019 without turning to the extraction of gas associated with the first mistake, in light of the presence of 5 licensing rounds; 4 of them are related to extractives, and only the fifth of them was related to gas, and it came in 2017, but it is a step that the oil expert Bilal Al-Khalifa describes as “late”, blaming the Iraqi oil policy for the delay in the investment of associated gas .

The investment of associated gas has 3 aspects: the first is related to the economic aspect, by providing resources and income to the state budget in the range of 2.5 billion dollars annually. The second aspect is social, with many unemployed young people operating in the event that gas treatment plants are prepared. The third is environmental, if we calculate the amount of carbon emitted into the atmosphere, which the Caliph estimates at 150 million tons, and combustion pollutes the air with the heat of the region, specifically the southern regions .

Regarding the most prominent steps to be taken by the state to invest associated gas, the Caliph calls on the Iraqi government to provide exceptions for foreign companies to invest in this gas through contracts, decisions and tax exemptions with more temptations than what exists now, with the need to abolish the administrative bureaucracy, change the form of contracts and make them partnership contracts, instead of from service .

And because the ministers of the post-2003 governments, specifically in the ministries of oil and electricity, were not academics and scientists, with the absence of a clear strategy for them to have classic ideas and limit them to increasing oil production, away from investing gas to sell the largest amount to secure more revenues for the state; The gas sector has faced great difficulties in developing its investments, and has reached what it is today, says a member of the Oil, Energy and Natural Resources Committee in the Iraqi parliament, Ghaleb Muhammad .

He wonders about the reasons why Iraq does not produce natural gas in the oil and gas fields with the possibility of using it to generate electricity after its liquidation, stressing that the state can generate 5 to 6 thousand megawatts of electricity if it sets strategic plans that contribute to investing in gas, not destroying it .

At the height of the high temperatures in the summer and their decline in the winter, Iraq needs more than 22,000 megawatts, with power plants to generate about 19 to 20 megawatts, but the main problem in Iraq lies in the fuel used with imported gas, which negatively affects the environment of Iraq. , says Muhammad.

In addition to what was mentioned, Iraq's failure so far to invest associated gas is one of the puzzles that are looking for solutions so far, with all the contracts announced with giant oil companies, to solve this puzzle by linking it to the political aspect that dominates the economic aspect, according to the economist Abdul Rahman Al-Mashhadani .

Al-Mashhadani is surprised that Iraq pays several billions annually to import gas from Iran, and does not operate its gas stations, warning at the same time that the country will be subjected to subsequent UN sanctions as a result of the negative effects of environmental pollution due to burning gas .

As for the possibility that this sector will witness development during the coming period or at least the coming years, Al-Mashhadani links the openness of this sector towards investment with the elections scheduled for next October .

There may be hope that Iraqi Prime Minister Mustafa Al-Kazemi will take steps that contribute to the development of the gas sector in the event that the elections are postponed for another 6 months, for example, or he is re-elected to head the government to start projects and not just run them.

Thanks Yota691 for this interesting article. It's amazing they burn their own gas that can provide power to citizens, they pay Iran for gas, and don't use their own natural gas. Blessings ... :salute:RON

Economy News - Baghdad

Iraq burns and wastes $6.9 million of natural gas per day, or about $7.5 billion a year, and while Iraq's natural gas reserves are estimated at 126 trillion cubic feet, the country still imports natural gas from Iran.

To reduce the waste of natural gas, the Ministry of Oil, in cooperation with the American company Baker Hughes, is working to produce natural gas from two fields in Dhi Qar Governorate. By implementing this project, Iraq will produce 200 million cubic feet of natural gas per day.

Oil Minister Ihsan Abdul-Jabbar said, in press statements: "Our first goal is to dispense with oil as a fuel in electric power plants. In the year 2025, we will have nothing known as crude oil to be used in the production of electric power, and then we will reach the limit of reducing the natural gas we import to a minimum. levels".

Iraq, which is one of the importers of natural gas from Iran for use in the production of electric power, is under American pressure to invest in its gas and oil fields and not rely on Iran, but Iraq so far supplies half of its electricity needs from Iran, either directly or indirectly by importing Iranian natural gas to operate electricity production plants.

And the American ambassador to Iraq, Matthew Toler, says, "Baker Hughes is a well-known American company that has weight, and is now working with the Iraqi Ministry of Oil to use associated gas and increase the production of electricity for the people of Iraq, and to reduce the amount of harmful gases that cause climate change. What an American brought to Iraq It is not limited to security support, but extends to supporting Iraq in producing energy, achieving prosperity for the people of Iraq and attracting investments.

He added, "The Ministry of Oil has recently done a lot of agreements and contracts in this direction, including a group of projects with (French Total) that will add (600) million standard cubic feet of investment in a number of fields in Basra Governorate, and also in Maysan Governorate," pointing out He added, "It was agreed with a Chinese government company to invest in gas and provide 300 million standard cubic feet per day."

He added, "All these plans come in order to stop burning gas and turn it into useful energy that supplies electric power plants, support the Iraqi national economy, provide job opportunities, and so on," stressing that "the ministry has introduced a new axis, which is the investment of renewable energy (solar energy) and therefore there are agreements and projects. With the French company (Total) and global sources to provide large quantities.”

He pointed out that "the government and the ministry have promising plans to implement projects in that direction, and we hope that they will cover part of the local need or all of the need, even though the local need is constantly growing."

He pointed out that "gas investment is linked to an increase in oil production, but it is important to contract with international companies in light of the health challenges facing the global economy in general," noting that "the presence of these companies is a message that Iraq is an attractive investment environment for international companies."

Shafaq News/ The Ministry of Oil expected to end gas flaring in Iraq's oil fields by 2027, as the second largest producer in the Organization of Petroleum Exporting Countries (OPEC) seeks assistance from international oil companies to help control the flaring of associated gas.

"I am optimistic that gas flaring will end in 2026-2027," said Ali Hammoud, Director General of the Technical Directorate at the Ministry of Oil, on the sidelines of the IBBC conference in Dubai for Standard & Poor's Global Platts, noting that "Iraq currently burns about 45 percent of its gas production of 2.8 billion feet. cube per day.

"These projects currently under development should help reduce the associated gas that is being flared," he added.

Iraq was the second worst country in the world in terms of gas flaring after Russia in 2020, burning about 17.37 billion cubic meters of gas last year, according to the World Bank.

Hammoud pointed out that "the Ministry of Oil is also conducting negotiations with international oil companies to develop non-associated gas from two fields, Akkas and Mansourieh."

Iraq needs to increase gas production because it is under increasing pressure from Washington to rely on itself to supply its electric stations with fuel instead of relying on Iran, which has been under US sanctions since 2018.

You’d think as greedy as this mob is, pushing this issue far down the road would make them pull their hair out wasting untold millions of $$$$$.

The technology is already here.... “ projects currently under development “ is a pretty pathetic excuse.

Whatever the real ( selfish ) reasons are, the people of Iraq are losing a lot of $$$$$ at the hands of government officials foot dragging this issue. Then again, foot dragging is a process they excel at.
