Several dead in Iraq attack blamed on IS group, say security sources

At least 11 people were killed late Tuesday in an attack on a village in eastern Iraq blamed on the Islamic State group, security sources said.

 

The attack on Al-Rashad in Diyala province left "11 dead and 13 wounded", a local security source said.

Another said that civilians were among those killed by small arms fire in the village, home to many members of the security services.

The area has been sealed off and reinforcements sent to hunt for the attackers, the first source said.

Both sources said most of the village's inhabitants belong to the same Bani Tamim tribe as the Diyala provincial governor.

IS surged to control large swathes of Iraq and Syria in 2014, but its "caliphate" later crumbled under successive attacks.

Iraq declared it defeated in 2017 and the group was smashed in neighbouring Syria in 2019.

But the jihadist threat remains and the group continues to carry out attacks.

A UN report published early this year estimated that around 10,000 IS fighters remained active across Iraq and Syria.

In early September, 13 Iraqi federal police officers were killed in an IS attack on their checkpoint near northern city Kirkuk.

In July, the group claimed responsibility for an attack on a market in a Shiite district of Baghdad, Sadr City, in which around 30 people died.

Earlier this month, authorities announced two significant arrests outside Iraq: of the planner of a 2016 IS-claimed attack that killed 320 in Baghdad, and of IS's suspected finance chief, Sami Jasim al-Jaburi.

More than 20 Iraqis were killed and wounded in an attack by ISIS. terrorist ISIS ", on the night of Tuesday-Wednesday, on a village in the eastern province of Diyala. 

Security sources in Diyala told Al-Araby Al-Jadeed that the terrorist organization attacked the village of Al-Rashad in the city of Muqdadiya, northeast of Diyala, explaining that ISIS used medium and light weapons during the attack, which left 6 dead and 15 wounded, some of them in critical condition. 


She indicated that the injured were taken to nearby hospitals for treatment, while a large military force arrived in the area and carried out extensive searches in search of the perpetrators of the attack. 

In addition, the Security Media Cell stated that an Iraqi force managed on Tuesday to arrest two people involved in the bombing of the gate of the Abu Saida Court in Diyala Governorate, which occurred on Monday. 

The cell stated in a statement, "Based on accurate intelligence information, the Second Brigade of the Rapid Response Division in the Ministry of Interior was able to arrest two of those involved in the bombing of the gate of the court building in Abi Saida district, Diyala governorate, which took place on 10/25/2021." 

She pointed out that the arrest process took place after the formation of a working team comprising elements of the police and intelligence after obtaining judicial approvals, pointing out that "the statements of the detainees were recorded judicially after they openly admitted to setting up and detonating explosive devices, as they were handed over to the competent authorities." 

Despite the Iraqi security forces’ continuous announcements of successful operations against ISIS cells and pockets in separate areas of the country, and the continuation of the semi-weekly military campaigns, all of this has not yet limited the occurrence of almost daily terrorist attacks in those areas. 

The organization usually targets civilians and security forces in its attacks, which are often carried out at night or at dawn by armed ambushes or attacks targeting military barracks, villages, and rackets that ISIS has designated as targets because of its standing with the security forces.

The Prime Minister, Commander-in-Chief of the Armed Forces, Mustafa Al-Kazemi, vowed to prosecute the perpetrators of the Muqdadiya crime in Diyala Governorate.  

  

 

  

The Commander-in-Chief said in a post seen by "Nass", after midnight Tuesday on Wednesday (October 27, 2021), "The terrorists tried what we did. We fulfill what we swore."  

Al-Kazemi added, "We will chase them wherever they flee, inside and outside Iraq, and the Muqdadiyah crime against our people will not pass without retribution...Oh God, bear witness."  

"The more they shed innocent blood, the more we insist that we end any trace of them in the land of Mesopotamia," he stressed.  

  

The Joint Operations Command issued a statement denouncing the terrorist attack on the village of Al-Hawasha in Al-Muqdadiya District, Diyala Governorate.  

And a statement of the leadership, a copy of which was received by Nass, said after midnight Tuesday on Wednesday (October 27, 2021), "October 27, 2021, the criminals of the terrorist organization Daesh are trying to return to their desperate methods of targeting innocent, safe citizens after their inability to confront our military and security forces on the spot." The extension of the national territory and after the defeats of their remnants and their inaction as a result of the painful blows in the battles to purify the Iraqi land from their defilement wherever they are.  

The statement added, "The criminals carried out a terrorist attack on the village of Al-Hawasha in Al-Muqdadiyah in Diyala Governorate, and as a result of the attack 11 martyrs, including a woman, and a number of unarmed civilians were wounded."  

The command statement continued, "Iraq's leadership, people, security and military forces are determined and trust in God not to leave these fragments from remaining, and they will be pursued, both in Iraq and abroad, until God completes his victory and our battle with them continues."  

He concluded by saying, "Iraq will remain resistant to terrorism and its incubators, and the determination will not be weakened or morale affected. Rather, this cowardly act will increase our determination to track down the criminals and impose the most severe punishments on them in retribution for the blood of our righteous martyrs."  

  

On Tuesday, the President of the Republic, Barham Salih, described the terrorist incident that targeted a village in Diyala Governorate, as "a despicable attempt to destabilize the country."  

President Saleh said in a blog post followed by "Nass" (October 26, 2021), that "the cowardly terrorist incident against our people in Diyala is a despicable attempt to destabilize the country."    

He added that the incident "is a reminder of the need to unite ranks, support our security services, close loopholes, and not underestimate the threat of ISIS, and the importance of continuing the national effort to end its remnants in the entire region."    

And he concluded, "Mercy and eternity to our righteous martyrs, and a speedy recovery to our wounded."    

  

The "Azm" coalition, led by Khamis al-Khanjar, demanded, on Tuesday, an immediate investigation into the attack on a village in Muqdadiya in Diyala Governorate.  

A statement of the coalition, a copy of which was received by "Nass", (October 26, 2021), stated that "the official spokesman for the Azm Alliance (Salah al-Jubouri) demanded the Commander-in-Chief of the Armed Forces, Mustafa al-Kazemi, to conduct an immediate investigation into the security breach of ISIS in the Muqdadiyah district in Diyala province, which went Nearly 14 martyrs were killed and more than 20 wounded, according to preliminary statistics.      

Al-Jubouri stressed, "The need for the Commander in Chief and the Diyala local government to take a serious stand and take clear and deterrent measures to stop the setbacks and security breaches committed by the terrorist organization ISIS against defenseless civilians in the various villages and cities of Diyala."      

He said, "The priorities of the Alliance resolve that the next government will be able to actually, and not by saying, guarantee the security and protection of the Iraqi citizen from all forms of terrorism and its gangs, whether it is ISIS or uncontrolled arms groups, which is a basic requirement for approval of any future government, taking into consideration the vital importance of Diyala Governorate." and its cities.      

  

On Tuesday, the leader of the Sadrist movement, Muqtada al-Sadr, commented on the bloody attack on Diyala province, which killed more than 10 people.  

Al-Sadr said in a blog post, followed by "Nass" (October 26, 2021), "Terrorism and its crimes should not be overlooked, and we should not be distracted by conflicts over seats and politics, and terrorism should not be forgotten."          

He added, "Here is one of the villages of Muqdadiya that is wracked by terrorism in the midst of the political conflict. The mujahid should not leave the berms, as terrorism is still lurking in the prosperous Iraqis. Wake up, may God have mercy on you... Otherwise, terrorism will return."

A security source said, on Tuesday, that the "not final" outcome of ISIS shooting and targeting citizens in Muqdadiya district amounted to 11 dead, and 6 wounded.  

The source told the "Nass" reporter (October 26, 2021), that "11 people were killed as a result of the attack, including:

Al-Husseini pointed out that "the deployment process comes according to a systematic and specific plan through stationed points and ambushes in agricultural areas that pose a threat to security," noting that "Al-Rashad and the nearby villages are not part of the security responsibility (of the crowd) and the recent deployment comes to support the security effort in Strengthening stability in coordination with the rest of the formations.
The International Coalition condemned the ISIS attack on the village of al-Rashad in Muqdadiya, Diyala, and affirmed its continued support for Iraq.
The Arab Republic of Egypt also expressed its strong condemnation and denunciation of the "vile" terrorist attack that targeted Diyala Governorate, which led to the death and injury of a number of Iraqi civilians.

A statement by the Presidency of the Republic, received by Shafak News Agency, stated; "During the meeting, it was stressed the need to investigate the crimes of the terrorist organization ISIS committed in Iraq, and joint coordination between the competent Iraqi government agencies and the UN investigation team in this regard, and to provide all support to the team in carrying out its tasks."

The statement referred to President Barham Salih, stressing "the importance of bringing those involved in terrorist crimes to justice, retribution, drying up their sources of funding, documenting crimes committed by ISIS and collecting evidence about them, especially those related to mass graves, and ensuring that those involved do not go unpunished, and in a manner that preserves the rights of victims and prevents the recurrence of these crimes".

He pointed out that Saleh congratulated "Mr. Christian Reicher on his assumption of his position as head of the United Nations investigation team to promote accountability for the crimes committed by ISIS (UNITAD), wishing him success in his important humanitarian work."

Shafaq News/ The Kurdistan Democratic Party in Diyala considered, on Thursday, that the "bloody incidents and massacres" in the Muqdadiyah district were reactions and repercussions after the elections, warning against directing and regional intervention to return the province to the "sectarian square".

 

Sherko Tawfiq, media official for the 15th Center of the Democratic Party - Diyala Organizations, told Shafaq News Agency, "The attacks and massacres of Al-Muqdadiya have a regional and political orientation against the background of the repercussions of the election results and a programmed regional scheme to return Diyala to the sectarian war and the pre-2007 square."

Last night, Diyala witnessed two attacks. A source told Shafaq News Agency, that a security delegation headed by National Security Adviser Qassem Al-Araji and the membership of Interior Minister Othman Al-Ghanimi, Army Chief of Staff Abdul Amir Yarallah and Deputy Commander of Joint Operations, in addition to the Minister of Immigration Evan Faeq, arrived in Diyala Governorate.

 

The Chief of Staff of the Army, Lieutenant-General Abdul Amir Rashid Yarallah, and the Deputy Commander of Joint Operations, Lieutenant General Abdul-Amir Al-Shammari, visited the site of the terrorist crime in the Al-Rashad village of Al-Muqdadiya district, northeast of Diyala Province, on Wednesday.

 

The Iraqi Army Chief of Staff, and the Joint Operations Command, vowed to the perpetrators of the Muqdadiyah crime to "shake the ground under their feet", and those who described it as "dissonant voices" would feed them "leads, not stones."
