Today, Tuesday, Adviser to the President of the Republic, Abdullah Al-Zaidi, determined the fate of the corruption proceeds recovery law, while he invited the next parliament.

Al-Zaidi said in a press interview, "The law for recovering corruption proceeds was written in the corridors of the Presidency of the Republic by Iraqi experts, judges, lawyers, and university professors, in addition to the law's contribution by advisers to the Presidency of the Republic."

He added that "the draft law for the recovery of corruption proceeds was sent to the House of Representatives, and went to the Legal Committee in the House of Representatives, but it was not voted on in this parliamentary session," expressing his hope "that the law will be studied objectively and thoroughly by the House of Representatives in the next session with the possibility of The amendment, making observations, and sending it to the Presidency of the Republic again.”

He stressed that "the law for recovering corruption proceeds is important for Iraq and provides the state treasury with the money that was stolen, after it is voted on by the House of Representatives."

The President of the Republic, Barham Salih, stressed, earlier, that the draft law on the recovery of corruption proceeds represents a step that complements the basic role of the efforts of state institutions and integrating roles and coordination between them in combating corruption and recovering the proceeds of corruption, as it includes proactive measures aimed at preventing corruption from occurring, and subsequent procedures that work to recover funds Corruption and its revenues, and to benefit from successful international experiences in combating corruption.

The head of the Council of Advisors in the Presidency of the Republic, Ali Shoukry, confirmed, earlier, that the law on recovering corruption proceeds crossed the loopholes and adopted international conventions, as the law received wide support from various active political blocs.

No yet Dinarrock, it takes time for the Kurds, Shiite and Sunni to agree but  Al-Sadr likes the work Al-kazemi is doing implementing the reforms project.  Hoping for Al kazemi to stay as PM

Agreed I sure hope Kazemi gets the appointment it sure would go a long way to keep the current plans in place and hopefully speed up the RV!!!

An informed source revealed the amount of money recovered by the Anti-Corruption Committee headed by General Ahmed Abu Ragheef.

The source said that the money recovered by the Anti-Corruption Committee since May 2020 until the arrest of Sabah al-Kinani exceeds eight billion dollars, adding that the accused in various corruption cases were referred to the judiciary after investigations proved their involvement in major financial corruption cases that cost the state budget huge sums.

Iraq is moving diplomatically to recover its money and real estate in Jordan, Switzerland and other countries

Baghdad Today, Saturday, the Ministry of Justice revealed diplomatic moves to restore Iraqi money and real estate in Jordan, Switzerland and other countries, while summarizing its role in preserving citizens' properties in the liberated areas . The ministry’s spokesman, Ahmed Laibi, said, according to the official agency, that “the role of the Ministry of Justice in preserving citizens’ real estate in the liberated areas was to transfer records to safe areas during that period, and to refer to the central records to make any sale or purchase on these real estate.” In addition to placing seizure signs on some of them until the return is proven. Laibi added, "The Ministry of Justice organized a conference to recover the looted funds in mid-September under the supervision of the Minister of Justice, Judge Salar Abdul Sattar Muhammad, and it was agreed to hold several memoranda of cooperation and agreements in the recovery of funds and real estate abroad as well through the Office of Foreign Litigation." He stressed, "The ministry has a lot of diplomatic moves to recover money and real estate, including Jordan, Switzerland and others."

He added that "the accused (businessmen and employees of various positions in government departments) were charged with various corruption cases and were referred to the judiciary after investigations proved their involvement in major financial corruption cases that cost the state budget huge sums."

Despite the different estimates regarding the looted, smuggled and frozen Iraqi funds before and after 2003; However, they remain shocking numbers that could have played an important role in changing the reality of the country and the lives of millions of citizens, the lowest of which is estimated at $150 billion, and the highest at $1.1 trillion.
In light of the recent efforts to recover these funds, Minister of Justice Salar Abdul Sattar confirmed that “Iraq has sent letters through its embassies around the world to all countries where there are looted Iraqi funds, whether they were deposited in banks during the rule of the former regime or related to money laundering that occurred After 2003, committees were formed through the legal department in the ministry, in cooperation with the Ministry of Foreign Affairs, to address the authorities of those countries and recover these funds.
Abdul Sattar signed in Cairo the “Arab Protocol to Prevent and Combat Trafficking in Persons, Especially Women and Children,” which is the protocol supplementing and supplementing the “Arab Convention against Transnational Organized Crime,” and said: “Iraq is keen, by signing this protocol, to strengthen Iraq’s role in Cooperation with Arab countries in combating the phenomenon of human trafficking, especially women and children, which comes as a complement to the Arab Convention against Transnational Organized Crime.
He added that "this protocol will enter into force after the ratification of 7 Arab countries, and it is part of a comprehensive Arab agreement to combat organized crime."
He pointed out that "Prime Minister Mustafa Al-Kazemi seeks to speed up Iraq's return to its uniqueness and its return to its Arab world and to sign important agreements in several fields," noting that "organized crime, especially human trafficking, is widespread in the whole world, including the Arab region, so there must be a presence Agreements to limit its spread.
The protocol was signed on behalf of the Arab League by the Assistant Secretary-General for Legal Affairs, Ambassador Dr. Mohamed El-Amin Ould Akik. The signing was attended by the Secretary-General of the Arab League, Ahmed Aboul Gheit, the Iraqi ambassador to Egypt and the permanent representative to the Arab League, Ahmed Nayef Al-Dulaimi, and 15 Arab countries signed the protocol.

I wonder if this is Dinar or USD? Either way the article says “could have” If they recover those luted funds, change “could have” to “it will” And  those citizens receiving the benefits 🙏 Kazemi wants change

My understanding is it’s Yankee Green Backs....although squirreling away a few Bazillion IQD would not hurt the criminals cause any. The Federal Integrity Commission is heading to conclude memorandums of understanding with a number of Arab and friendly countries to open up prospects for cooperation, exchange information about wanted persons and their money, and organize requests for legal assistance to recover them and smuggled money belonging to Iraq.
The Director-General of the Recovery Department in the Integrity Commission, Dr. Moataz Faisal Al-Abbasi, told "Al-Sabah": "The basic criteria that are set for concluding memoranda of understanding are opening prospects for cooperation, exchanging information about wanted persons and their money, and organizing requests for legal assistance, while choosing the countries with which memorandums are signed. It is where there are wanted men in its lands.”
He revealed that "the commission is in the process of concluding a number of memorandas with countries, including (the Hashemite Kingdom of Jordan, the Republic of Lebanon, the State of Kuwait, the Republic of Turkey and Poland), and it is continuing to seek other countries to conclude such memoranda and enhance cooperation with them," stressing that "the priority remains in selecting countries according to Belief and knowledge of the possibility of smuggled corruption funds in those countries, as well as a number of files that are supposed to be resolved.” He added that "the file for the recovery of wanted persons and smuggled money is a file that includes a set of priorities and documents, the most important of which is (the request for international assistance that is submitted to a country in which the accused or convict is located) in which it requests seizure of the money of the convict or the accused in those countries. The file is prepared in the recovery department, It is sent to those countries through the Ministry of Foreign Affairs and then the authority concerned with responding to such requests."

Moataz Al-Abbasi, Director General of the Recovery Department at the authority, said that "the basic criteria that are set for concluding memoranda of understanding are opening up prospects for cooperation, exchanging information about wanted persons and their money, and organizing requests for legal assistance. , according to "Al-Sabah".

This file is prepared in cooperation between the recovery department and the agencies concerned with airports and ports." Borders, Passports, Anti-Money Laundering and Combating Terrorism Office, Arab and International Police, and after sending a request for legal assistance, that country may accept it or reject it or ask for certain clarifications. for the purpose of bringing an action in that country to recover the money.”  

Regarding the returns and results of the (Looted Funds Recovery) conference, which was held recently in Baghdad, the Director General of Recovery confirmed that “the general framework of the conference is scientific, in which working papers and research specialized in recovering funds were presented by official and scientific bodies and specialized researchers, and the conference was entitled (Recovering the looted funds). How - procedures, difficulties and available means), as experiences and viewpoints were exchanged in developing money recovery mechanisms and following the best ways and mechanisms that the United Nations Convention against Corruption portrayed as the international agreement on this issue.  

And he indicated that "a number of recommendations amounting to (18) were also reached, in the interest of developing work on money recovery and encouraging countries to work among themselves for the purpose of finding non-traditional ways in the matter of money recovery and building confidence between countries and good faith in implementing international obligations." .  

Al-Abbasi explained that "the holding of the conference helped with the presence of many ministers and concerned authorities in the various participating countries in opening side dialogues with the countries that must cooperate with them for the purpose of building confidence in preparation for activating the recovery files and discussing possible means to overcome the obstacles that stand in the way of activating requests for legal assistance related to the recovery of funds and assets."
