Regarding the financial budget, Nazim said that "the file of government appeals in some provisions of the 2021 budget is still under consideration by the Federal Court, and the government has begun preparing the 2022 budget."

He added that "the change in the exchange rate of the dollar came in the interest of the Iraqi economy as a whole, and the government benefited from changing it, as well as the projects," noting that "the government cannot change salaries except by a law from Parliament."

And on the appointments, the spokesman for the Council of Ministers explained, "The state ministries have prepared the degrees of deletion and creation, which have been referred to the Federal Service Council."

He noted that "there may be a negative situation or an increase in prices, but these are partial challenges, but with the overall vision of the reform paper (the white paper), the Iraqi economy will accept greater problems unless the dollar exchange rate changes, so the government benefited from the change in the exchange rate and the projects benefited from this change. Also, and that the Iraqi economy will recover little by little, and not only by changing the exchange rate, but for all the decisions and visions of the white paper in this government."

He added that "the issue of preparing a new salary scale for employees is one of the contentious issues that are still between the executive and legislative authorities, but it is a problem in the first place related to the legislative authority," noting that "the government cannot change salaries because changing them is a matter of law and the law does not change except by the Council of Ministers." He added that "the government is firm in achieving its goal by defining three main goals, the first is financial: which is to reduce the deficit in the public budget, the second goal is a monetary goal by increasing reserves, and the third goal is to increase the competitiveness currently produced within the country towards other goods exported from Neighboring countries, and this is the main goal that the government seeks by filling the budget deficit.”  

He pointed out that "the devaluation of the dinar has increased the competitiveness of the Iraqi price, describing that goods that come from abroad, especially Turkey, Iran, Syria, Saudi Arabia and Jordan, benefit from the strength of the Iraqi dinar against the dollar because the dollar is a global currency, and when the dollar exchange rate is raised, the competitiveness of goods will rise and fall." Because it reduces Iraqi exports from abroad."  

And the Central Bank of Iraq decided earlier to adjust the exchange rate of the dollar against the Iraqi dinar, as the purchase price of the dollar from the Ministry of Finance amounted to 1450 dinars, and the price of selling it to banks was set at 1460 dinars per dollar, while the selling price to the citizen is 1470 dinars per dollar.

The head of the Kurdistan Regional Government's representative in Baghdad, Faris Issa, told the Iraqi News Agency (INA), that "the federal government decided to send 200 billion dinars to the Kurdistan government this month, as a government letter was issued to the Federal Ministry of Finance for the purpose of disbursing the amount and transferring it to the region."

He added, "The Kurdistan Representation in Baghdad also received the book."

{Economic: Al Furat News} The Prime Minister's Advisor for Financial and Economic Affairs, Mazhar Muhammad Salih, revealed an "important matter" in the draft financial budget bill for 2022.

Saleh told {Euphrates News}: "This budget will be characterized by greater revenues and less deficit if the spending ceilings remain less than the deficit, as the financial obligations will then be lower."
He added, "It is the duties of the current government as long as there is plenty of time to prepare the budget, even if the new parliament wants to make observations or make changes to it."
Saleh pointed out, "Circumstances are changing, and there may appear surprises, as it relied on an oil price of 50 dollars per barrel, according to what was announced by the Ministry of Finance."
And Finance Minister Ali Allawi announced last Thursday the completion of the preparation of the draft financial budget law for 2022, and that it will be presented within 3 weeks to the Council of Ministers.
And Allawi indicated in a press statement that "the price of a barrel of oil in the 2022 budget will be $50, or 65% of the total. The state budget goes to salaries, and OPEC may add 450,000 barrels to Iraq's oil production." 
And he indicated, "There are about 6.5 million citizens who receive financial dues from the state." 
He pointed out, "The state's oil resources are eroding due to the large obligations of salaries and retirement, and that the improvement in oil prices does not solve the financial distress quickly because of internal and external debts, and the state's resources in Iraq are used incorrectly."

Shafaq News/ The Ministry of Finance confirmed on Sunday the support of the pension fund in the country's budget for the year 2022.

Today, Minister of Finance Ali Abdul-Amir Allawi chaired the meeting of the twentieth session of the Committee for the Preparation of the Federal General Budget Strategy for the medium term 2022-2024, in the presence of the Prime Minister’s advisors, the undersecretaries of the Ministries of Finance and Planning, the advisor to the Ministry of Finance, the head of the General Authority for Monitoring Federal Ministries’ Allocations, the President of the Public Pension Agency, and a number of Relevant General Managers.

A statement issued by the ministry stated that the meeting discussed a number of basic topics, including setting spending ceilings by the Ministry of Finance within the framework of the 2022 budget, in addition to discussing the issue of public debt, determining loan ceilings, including ongoing loans, and following up on them.

The meeting also witnessed the completion of the study of the mechanism for applying the proposed budget model and discussing ways to prepare and implement the federal budget for the next year according to the determinants of the current economic reality and in line with the reform orientation adopted by the Iraqi government aimed at preparing a qualitative budget that depends in essence on performance and productivity programs to be followed, according to the statement.

In another context, during the session, the allocations of the General Pension Agency were discussed within the next year's budget and the emphasis on supporting the pension fund to ensure the provision of the best pension services to a wide segment of Iraqi society.

Allawi stressed the importance of initiating the preparation and implementation of the draft budget in accordance with the prepared strategic plans that support the reform paths that are in the interest of the national economy and giving priority to strategic projects implemented through development loans.
