The Sadrist movement led by Shiite cleric Muqtada al-Sadr has become a pressure card in choosing the next Iraqi prime minister after his gains in the legislative elections, but he still has to agree with the Popular Mobilization Forces , despite the decline in their electoral performance.

Al-Sadr was at the forefront by obtaining more than seventy seats out of 329, but his acquisition of the choice of a single prime minister is still unlikely.

However, the formation of the government and the nomination of a prime minister does not depend solely on who holds the largest number of parliamentary seats.

"The results give al-Sadr the upper hand on the political scene and in negotiations. But that is not the only important factor," explains Renad Mansour, a researcher at the British "Chatham House" center, explaining that "he must negotiate with other major blocs."

 

Popular Mobilization Force

 

Following the release of the preliminary results, the leader of the Sadrist movement gave a speech in which he indirectly referred to the Popular Mobilization. He said, "Weapons must be confined to the hands of the state, and the use of weapons outside this scope is prohibited, even if it is from those who claim resistance," stressing that "it is time for the people to live in peace without occupation, terrorism, or militias that detract from the prestige of the state," referring to the pro-Iranian factions.

Al-Hashd Al-Shaabi was established in 2014 to combat ISIS, and entered parliament for the first time in 2018.

After the popular uprising that shook Iraq in the fall of 2019, the pro-Iranian factions were accused of being behind dozens of assassinations, assassination attempts and kidnappings of activists and protesters.

Mansour does not rule out that "all parties resort to threats and violence," but that does not mean an open war between them, as he explained.

The Al-Fateh Alliance has expressed its rejection of the election results and its intention to legally challenge them, while its leaders have repeated their condemning statements since Sunday.

Hussein Monis, head of the rights movement affiliated with the "Hezbollah Brigades", one of the most influential popular mobilization factions, considered that "these elections are the worst elections in Iraq since 2003," while his bloc won only one seat out of 32 candidates.

Military spokesman Abu Ali al-Askari on behalf of this armed faction accused Prime Minister Mustafa al-Kadhimi of being "the godfather of electoral fraud", in favor of a small party he says emerged from the protests.

 

Negotiation and alliance game

 

The Iraqi political analyst, Ali Al-Baydar, does not see the Al-Fateh Alliance as an opposition force in the Iraqi political scene. He explains that "the culture of the opposition is far from politics in Iraq, everyone wants to share power," noting that "the coalition is trying to immunize armed groups from any accountability, so I find it very difficult to exist outside the system of power."

In the new parliament, which is expected to be fragmented, the game of negotiations and alliances will have a great place, opening the door to choosing a prime minister and sharing ministerial portfolios.

The Hashd can count on its traditional alliance with Nouri al-Maliki. This old Shiite politician, who held the premiership for the longest period in the country's history, came as a surprise in these elections, as his parliamentary alliance won more than 30 seats.

In a country that suffers from deteriorating infrastructure, and is awaiting reforms to combat chronic corruption, the Sadrist movement actually taking the position of prime minister without challenges and makes it vulnerable to criticism.

Malik explains, "Muqtada al-Sadr clearly has a greater margin of maneuver to seek more influence. But he is not the only player," adding that "the most verifiable result is the selection of a compromise prime minister, but the Sadrist movement has a great ability to influence him."

Maliki was pretty bold stating he was going to form a Bloc so large he would surround Sadr. Well, “ for many reasons “ that just ain’t gonna happen, so they tell us. Perhaps his influence is being minimized more than we think ???

 

In this next Parliament, they need to shut this obstructionist down. Hasn’t there been from elements within The Hague, charging him and his cohorts with Genocide ? Seems like a great time for an arrest and hand over to The Hague.
