 Baghdad: Shaima Rashid

Yesterday, Wednesday, the Independent High Electoral Commission started the manual counting and sorting of some of the Karkh and Rusafa stations, among the 140 stations included in the process. The final will be in seven days.
He added that "after the commission has completed sending all the results and considering the appeals, the Board of Commissioners will ratify the results and announce it to everyone." The memory stick is sent to the National Office, which numbered 504 stations, in addition to the 140 stations whose results were not stored in the memory stick and were not sent via satellite.
He pointed out that "manual counting and sorting will be for 140 stations only, the results of which were not stored in a memory stick and were not sent via satellite."
In the meantime, things are still ambiguous about the issue of announcing the final results of the elections and whether those results will be canceled with the presence of major objections from most of the political blocs, which expressed their dissatisfaction with the results, which are still vague until now.
Experts stressed that although the trend towards canceling the elections is possible, but it is unlikely that the elections took place and became a reality, but the interpretation of the Commission remains the most important for what is happening today in terms of ups and downs in the number of votes for candidates.
The legal expert, Ali Al-Tamimi, ruled out canceling the election results, as it is "out of the question" neither in the constitution nor in the electoral law.
Al-Tamimi told "Al-Sabah": "In the previous elections, the manual counting and counting were repeated after appeals were submitted against fraud and the burning of ballot boxes. Parliament at that time was present and decided to repeat the counting and manual counting, and the Federal Court supported this decision at the time, and 9 Judges from the Commission and the counting has been completed and the result is identical.” He added, “Now that Parliament does not exist, the Council of Ministers can re-count and count manually or rely on 8000 boxes.”

State Forces Alliance: Some polls closed after 72 hours, and we demand a new counting and sorting under UN supervision

{Political: Al Furat News} A number of candidates from the National State Forces Alliance held a press conference today, Thursday, regarding appeals and objections to the election results, calling for recounting and sorting under international supervision and in the presence of blocs monitors.

Candidate Ahmed Al-Saadi, representing the candidates in the conference, said that "there are major violations, the most prominent of which is the closing of the boxes after six o'clock."

And he indicated that "some boxes were closed after a quarter of an hour, an hour and 24 hours, and some boxes were closed 72 hours after the polling time."

He pointed out that "the general average of invalid votes is 10 percent or more, but there are hundreds of stations in which more than 20 percent of invalid votes exceeded," noting that "hundreds of stations in which the number of invalid papers exceeded 20 percent, and this is a large number."

He explained that "observers found that most of the invalid papers were for specific candidates," noting that "in some stations there are more votes for candidates than for the number of voters."

Al-Saadi demanded, "the Commission to clarify all these clear violations to preserve the rights of the people," pointing out that "we are talking in a digital and technical language about the technical problems in the elections."

He stated that "the tapes that were handed over to our candidates do not match the Commission's announcement," noting that the failure to send the results through the transmission medium opened the door to questions about the possibility of fraud.

"Our observers were subjected to all kinds of pressures inside the electoral centers," he said.

The coalition demanded "re-counting and sorting under UN supervision and in the presence of our observers."

The candidate said about Babel Hassan Fadam: "We were surprised, according to our information, that there was a very big manipulation in increasing the number of votes for some candidates."

The results of the current elections were not without skepticism, as happened to the previous ones. Despite the praise of the competing forces on polling day, including praises of the leaders of the influential forces on the progress of the voting process, the losers quickly retreated, and they issued statements challenging the preliminary results announced by the commission last Monday, 10/11/2021, and strongly rejecting them, and confirming their non-acceptance or recognition of them. This came in a dangerous and unfamiliar escalatory language, which contributed to the tension of the political situation, and was exacerbated by the categorical decisions that leaked from the meeting held on the evening of the same day, 11/10/2021, at the home of Mr. Nuri al-Maliki, and extended into the dawn of the next day.

The losers' suspiciousness and suspicion of fraud in the election results increased, after a number of candidates announced their rejection of the election results, and some of them resorted to protests and threats. This is because they were surprised by the number of votes they obtained after the announcement of the preliminary results, which is less, according to them, than the sum of their votes in the electoral stations that they counted through the tapes, which were distributed to their agents after the polls closed. This reinforced the arguments of those objecting to the results.

What made matters worse, as it is said, is the results of the manual counting and sorting of 8,547 electoral stations, which led to a change in 10 seats! There are 3681 other stations waiting for the manual count as well, and perhaps it will change the results in turn. Confusion in calculating the numbers and announcing the results without sufficient scrutiny may be an additional argument for the losers, making it difficult for them to accept the loss they did not expect, after their election campaigns were characterized by excessive optimism.

There are many numerical questions that seek answers and a logical explanation from the commission, including the presence of a large difference in numbers between the number of voters announced by the commission, which is (799, 077, 9) voters, and the number of votes obtained by all candidates, which is (639, 947, 6). One vote only, as it becomes clear that there is a big difference, which is (140, 130, 2) votes. If we subtract from it the number of invalid votes, which amount to (499,211), the arithmetic question about the number (1,680,929) is valid and requires a satisfactory explanation! In light of the clarification of this figure, many chairs can move!

It is not only these numbers that have caused a problem that requires careful explanation and clarification, but the question remains open about calculating the participation rate. Where the commission wanted to calculate it according to the equation of the number of voters in relation to the recipients of the barometric card. The United Nations mission objected to this, as it violated international standards, the Iraqi constitution and the electoral law. But the commission adopted an ambiguous number (22,116368), and divided it by the number of voters, which amounted to (90,779), to announce an ambiguous percentage of (41 percent), which is definitely an inaccurate percentage. The Commission had previously announced in one of its statements that the total number of voters is (25,182,594), and when the arithmetic equation is carried out by adopting this number, the percentage will be 36 percent.

And a quick return to the numbers: If there are signs of a crisis as a result of the failure to accept the results by the big losers, and the political repercussions and crisis that may ensue from the nature of power alliances and the issue of government formation, as the number of seats for them reflects the size of each of them’s share in the quota . If these results reflect the power struggle of the influential, on the other hand, the size of the boycott, which amounted to 64 percent, which is a very large proportion, has political, social and cultural dimensions, and it is difficult to grasp it quickly, but its expected effects will play an important role in increasing the area of opposition to the quota approach. And rampant corruption in state authorities and institutions.
