Mubasher: The Finance Committee of the Iraqi Parliament announced that the Kurdistan region has not handed over oil imports and outlets to the federal government.

Committee member Mahasin Hamdoun said in a statement to the Iraqi News Agency (INA), today, Sunday, that the Kurdistan Region has adopted the value system in paying the entitlements, meaning that it calculates its share on the basis of the 2021 budget, and is paid according to the difference between the region's budget and its entitlement, which is paid by the federal government.

Regarding the 2022 budget, Hamdoun saw that "it is difficult to approve the budget for the remainder of the parliament's life," explaining that "the parliament's sessions are suspended, and even if the text of the draft budget is sent in the ninth month, it is difficult for parliament to meet for approval within one month because of the proximity of the elections."

Yesterday, Saturday, the Kurdistan Regional Government revealed the issuance of a decision by the federal government to send 200 billion dinars to the region, as part of its share under the 2021 budget.

The head of the Kurdistan Regional Government's representative in Baghdad, Faris Issa, told the Iraqi News Agency (INA), that "the federal government decided to send 200 billion dinars to the Kurdistan government this month, as a government letter was issued to the Federal Ministry of Finance for the purpose of disbursing the amount and transferring it to the region."

Shafaq News/ The Finance and Economic Affairs Committee of the Parliament of Kurdistan Region demanded, on Tuesday, the regional government for a financial statement for the first six months of 2021, adding that instead of sending its budget for the current year, it must prepare a budget for the next year.

 

A statement by the committee received by Shafaq News stated that it held a regular meeting today, Tuesday, that dealt in one of its paragraphs with the region's budget for the year 2021, noting that after the discussion, the committee sent a letter to the Presidency of the Council of Ministers of the region asking it to prepare a budget for the next year 2022 instead of sending a budget The current year 2021, in order to be able to send it on its legal date in the month of next October to Parliament.    

 

The statement explained that the committee also demanded that the government, instead of sending the region’s budget bill for the year 2021, should send to Parliament two financial statements to Parliament for the first and second halves of the current year 2021, and that at the end of the fiscal year it should send the final accounts and the financial control report to Parliament.

Today, Saturday, the Kurdistan Regional Government has set the date for the release of employee salaries without deduction.
A spokesman for the Kurdistan Regional Government, Jutiar Adel, said in a brief statement, that "it will send 200 billion dinars from Baghdad with internal revenues and outlets within two days," stressing that "salaries will be distributed to employees on the 25th of this month without any deduction."
Earlier, the Kurdistan Regional Government revealed the issuance of a decision by the federal government to send 200 billion dinars to the region, as part of its share under the 2021 budget.

Shafaq News/ The Minister of Finance and Economy of Kurdistan Region, Awat Sheikh Janab announced on Sunday that Erbil and Baghdad can revitalize the economic sector in Kurdistan.

This came during his meeting with a commercial and financial delegation from Britain today, where the minister said, "The region has opened its doors for foreign investors to further develop Kurdistan."

During the meeting, the British delegation pledged to work on facilitating the implementation of business in the region, and that it would do what it could do to improve the commercial sector in Kurdistan.

Rashid's statements came during a press conference held after his meeting today with the Erbil Provincial Council, the capital of the Kurdistan Region.

The minister stated during the conference, which was attended by Shafak News Agency, that "the draft budget law was prepared earlier, but the problems that occurred in the federal government's budget prompted its delay, and currently the draft is ready."

He added that "the draft budget is ready, and even if it is not submitted to Parliament this year, it is possible to present it next year."

On the money that the federal government sends to the Kurdistan Region, the Minister of Planning explained, "What Baghdad is currently sending from the amount of 200 billion is not part of the budget, but rather an advance."

The ministry stated in a statement, that the distribution of salaries will be without deduction, provided that they are paid first to the employees of the Ministry of Health.

, a member of the Parliamentary Finance Committee, Naji Al-Saidi, confirmed, on Tuesday, that the Kurdistan Regional Government has not handed over any revenues to the federal government.
Al-Saidi told the official news agency, "The paragraph on the Kurdistan region in the budget law is very clear, as it stipulates that (the region cannot hand over any money from the general budget without handing over its oil and non-oil revenues to the federal government)," noting that "the Kurdistan region has not been handed over any revenue to the federal government.
He added, "The delivery of 400 billion dinars to the Kurdistan region constitutes a violation of the budget law." Ended 29/R77

Yawn…another day same stories. Can someone let me know when the actual physical resource of oil is moving from the Kurds to Baghdad in trade for currency as agreed upon this spring? I’ve seen the talk and read the agreements, now I’m patiently wait to see the corresponding behavior.

SULAIMANI — The federal government sent a monthly cash transfer of 200 billion Iraqi dinar ($137 million) to the Kurdistan Regional Government (KRG) on Sunday (August 29) for the second time since July, a source from the KRG Ministry of Finance told NRT.

Under an agreement with Prime Minister Mustafa al-Kadhimi, the KRG began to receive a monthly stipend of 200 billion dinars per month in July.

The agreement, however, does not resolve major budget disagreements between Erbil and Baghdad, which have prevented the implementation of the 2021 Federal Budget Law. KRG officials are keen to note that the stipend is not the Region’s budget share.

During 2020, the KRG struggled to pay its employees, missing five monthly disbursements entirely and cutting four others by nearly a quarter. Government employees had their pay cut by twenty-one percent during the first six months this year.

Workers were paid in full in July for the first time in more than a year. The KRG began distributing public sector salaries in full on August 25, even before receiving the transfer from Baghdad.

The salary cuts have had a significant effect on the economy of the Kurdistan Region because of the KRG’s role as the Region’s most important employer.

The Kurdistan Regional Government announced, on Monday, the suspension of the salaries of more than 20 thousand government employees in the region, for receiving more than a monthly salary in violation of the law.  

  

  

 

  

The Director General of Coordination in the Kurdistan Regional Government, Abdul Hakim Khusraw, said during a press conference followed by "NASS" (August 30, 2021), that "so far, the salaries of more than 20,000 employees who receive more than one salary have been cut."  

He added that "the Kurdistan region currently has one million and 200 thousand employees, according to the system."  

For his part, Minister of Finance in the Kurdistan Region, Awat Janab, said that "after meeting with all private and governmental banks, it was decided to distribute the salaries of employees through banks directly... and the decision entered into force today."  

The minister explained, "The distribution of employees' salaries will be through 20 banks, and 450,000 account numbers have been opened so far for employees."  

The minister did not indicate details about the nature of the salaries, whether they are from the government, or any other job in the non-governmental sector besides the public job.

Prime Minister Mustafa Al-Kazemi confirmed, on Thursday, that the central government will continue to send 200 billion dinars to the Kurdistan Regional Government, while noting that there is a shortcoming between Baghdad and Erbil regarding the accounts of the money and the accumulated amounts.
Al-Kazemi said in an exclusive statement to NRT today, (September 2, 2021), that "the central government will continue to send 200 billion dinars to the regional government, and there are continuous meetings during the coming period, the purpose of which is to unify the accounts between the two parties."
He added, "There is a shortcoming between the central government and the regional government regarding the accounts of the money and the accumulated amounts."
Al-Kazemi continued, "The government spent huge funds in order to make the electoral process successful."
He explained, "I will not nominate myself in the upcoming elections, and I will not aspire to head the next government."

SULAIMANI — Iraqi Prime Minster Mustafa al-Kadhimi told NRT on Thursday (September 2) that the federal government will continue to send monthly transfers of 200 billion Iraqi dinars ($137 million) to Kurdistan Regional Government (KRG) until after the October 10 parliamentary elections and the formation of the new government.

Two transfers have been made so far, which the KRG says has allowed it to make full salary payments to public servants for the first time since early 2020.

The failure of the KRG to pay salaries was the source of major public frustration.

The transfers are not part of the 2021 Federal Budget Law, which has still not been fully implemented with regard to the Kurdistan Region, but is the result of a political deal between Kadhimi and KRG Prime Minister Masrour Barzani.

"There is negligence on both sides and there is a need for a quick solution," Kadhimi said in response to a question from an NRT reporter.

Regarding electoral preparations, Kadhimi said that the government has allocated special funds to ensure that voting runs smoothly, enabling free and fair elections.
