Iraq seeks funding from Russian and Korean partners to build nuclear reactors
image.jpeg

9th June, 2021

The Iraqi Radioactive Resources Regulatory Commission announced, on Wednesday, June 9, 2021, that Iraq intends to build 8 reactors capable of producing about 11 gigawatts.

The head of the authority, Kamal Hussein Latif, said in a statement to media outlets followed by "The Obelisk" that the authority is seeking to obtain funding from potential partners for the $40 billion plan and pay the costs over a period of 20 years.

He added that the authority discussed cooperation with Russian and South Korean officials, and in the event of building the planned number of power plants, this will not be enough to cover future consumption because the country is already facing a gap of 10 gigawatts between capacity and demand and expects to need an additional 14 gigawatts this decade.

He pointed out that the Cabinet is reviewing an agreement with the Russian company Rosatom to cooperate in building reactors, as South Korean officials said they wanted to help build the stations and offered the Iraqis a tour of reactors in the United Arab Emirates operated by the Korea Electric Power Company. He explained that the nuclear authority also spoke with French and US officials about the plan.

The history of the Iraqi nuclear program dates back to the mid-1950s, when initial understandings began with the Soviet Union to build a reactor for peaceful purposes.

It is noteworthy that the Iraqi Authority for the Control of Radioactive Sources had confirmed, on the 3rd of last November, that 5 countries are candidates to establish a new reactor in Iraq, namely the United States of America, Russia, Argentina, South Korea and France.

Reveal the developments of the project to establish a nuclear power plant in Iraq

{Local: Al Furat News} A government official revealed the latest development of the project to establish a nuclear plant to generate electric power in Iraq.

The Undersecretary of the Ministry of Health and Environment, Jassem Al-Falahi, said in a press statement: “The ministry is the one that took over the organization of the project. In the matter, a special committee was formed in this field, affiliated with the Council of Ministers.

He added, "There is no doubt that this aspect is related to the environment. In addition, we are responsible for protecting our country from atomic radiation, and we have our opinion in this regard."

Al-Falahi indicated that the project "is still in the initial stages, it is still under research and study. They have identified twenty sites, and they will choose one of these sites," adding that "there are still conflicting opinions about the use of nuclear energy in the production of electricity, because European countries seek to get rid of nuclear energy." ".

He continued, "I think it is not bad, but I see that there are other ways to solve the problem of lack of electricity, and I think that relying on solar energy through solar panels is one of these ways, as well as using dam water is another way and it may be a good investment, as we can benefit from a nuclear plant." to produce electricity.

On May 20, the head of the Iraqi Commission for the Control of Radioactive Materials, Kamal Hussein Latif, revealed that the National Committee for Nuclear Reactors is in the process of studying 20 candidate sites for setting up nuclear reactors in Iraq.

Latif said, in a press statement, that "20 initial sites have been identified so far, and then the internationally approved scientific projection methods will be used to reduce them to 5 sites, after which only two of them are identified, one authentic and the other an alternative."

He pointed out that "the selection process was carried out in two accurate scientific ways through differential and weighting equations, the first is the "Kenny" method and the second is the "Site" or singular value method, using the ArcGis system, stressing that "the report on choosing the site is nearing completion and sending it to the Prime Minister's Office."

He added, "The selection depends on two stages with the same goals, but for each stage the accuracy is higher in order to reduce the number of elected lands in order to determine the site more accurately. Then there is a final stage, which is the security assessment," noting that "the first stage includes technical goals, selection requirements, evaluation and consideration of population distribution issues." It is preferable that the nearest community be located 5.2 km away from the site, and that the population in that area does not exceed 500 people per square kilometre, and that the community does not exceed 65 thousand people at a distance of 30 km.

Latif explained, "With regard to the seismic nature of the region and the earthquakes, the land must be free of tectonic plates, and no earthquake more than 2 Richter has been recorded during the past 50 years, and it must be flat land and stable soil that is not eroded with torrents and there is no height or A mountain, a large plateau, or a valley for a distance of 20 kilometers from the site, because the heights with rain may cause torrential torrents of water to erupt on the site, and it is preferable that the height of the site does not exceed 350 meters above sea level for the calculations of boiling and evaporation of the reactor water.”

It seems to me, that with all that desert sun they have, an array of solar panels would do better there than anywhere else.  Have they tried that?  If solar panels can't handle the job in the desert, where will they work?

This crossed my mind as well, however, business is business and all about payoffs & profits and stuffing more $$$$$ into already bloated bank accounts for the greedy.

Follow-up - Mawazine News
, the head of the "Rosatom" Atomic Energy Corporation, Alexei Likhachev, spoke today, Wednesday, about the Russian company's negotiations with the Iraqi side on building nuclear reactors with Russia's technology in Iraq.
Likhachev said, "Rosatom will sign documents with Baghdad on cooperation in the field of peaceful nuclear energy as soon as negotiations are completed," according to "Novosti Agency".
Earlier, well-informed sources in Rosatom revealed that the project to build nuclear reactors in Iraq is still under discussion
, and the sources said, "Within the framework of the dialogue with Iraqi partners on nuclear issues, the full agenda for potential cooperation, whether in the energy field or in non-energy applications of nuclear technologies for peaceful purposes, is being discussed."
For its part, the Iraqi authorities announced that they "intend to build 8 nuclear reactors worth about forty billion dollars in the coming years to address the electricity shortage in the country and respond to the increasing demand annually, especially in the summer."
The head of the Iraqi Commission for the Control of Radioactive Sources, Kamal Hussein Latif, said that "discussions with the Russian company "Rosatom" have gone an excellent way," adding that his country is conducting similar discussions with another country.
He pointed out that 8 reactors do not constitute the final figure, as they produce only 8,000 megawatts, which covers the current need for consumption until 2030-2035. Ended 29/A43

Shafaq News/ The Iraqi government approached the International Atomic Energy Agency, to allocate nuclear fuel to Baghdad, as part of its project to establish a special nuclear reactor to produce electricity, according to previous agreements dating back to 1980.

A government source told Shafaq News Agency, that  the Iraqi government asked the International Atomic Energy Agency to allocate fuel for the year 2030 and research the possibility of Iraq to restore this activity, and attached to the request the presidential orders issued in 1980 and other administrative orders in which committees were formed to follow up on the subject and are in the archives Prime Minister's Office.

Iraq, which suffers from a great shortage of electricity, has announced its endeavor to build eight nuclear power reactors by 2030 to produce eight thousand megawatts per month of electricity, or 25 percent of its total needs, which may reduce its dependence on the outside.

The Russian state nuclear energy company "Rosatom" confirmed that it is negotiating with Iraq "a full program of work for possible cooperation on the applications of nuclear technologies for peaceful purposes in the fields of energy and other fields."

The cost of this Iraqi project is $40 billion.

It was revealed last April that Iraq is in talks with France, Russia and the United States to build nuclear reactors for civilian purposes.

The Iraqi Atomic Energy Commission was established in 1956, and Baghdad tried to develop nuclear weapons in the 1970s until the outbreak of war with Iran (1980-1988). After the Gulf War (1991) that followed the invasion of Kuwait, Iraq allowed UN weapons inspectors into the country, and by 1994, they were satisfied with the dismantling of Iraq's nuclear program. In 1998, the late Iraqi President Saddam Hussein stopped allowing international inspectors to enter the country.

The United Nations Security Council lifted restrictions on Iraq's nuclear activities in 2010, and signed the International Atomic Energy Agency's Protocol on the Non-Proliferation of Nuclear Weapons.

LMAO!!! A country that can’t supply its citizens with electricity and basic living essentials talking about building satellites and nuclear reactors.
Still wanting to borrow money and corruption abound.
It appears this new burst of oil money from the recent price hike has these crooks brains all messed up.

The up coming elections is gonna be pretty interesting, curious to see if they will elect any honest goat herders this session…

If my AC went out all the time, I would be looking for alternatives too!  I hate the heat!

If they put the reactor close to the Kuwait border, then Iraq AND Kuwait will be watching it closely to make sure none of the radical muslims blow it up.  That would be a strategic (although sneaky) move.   If you were going to blow it up, you would have to plan around the Iraqi and the Kuwiati armies.

Govt rules and regs are over doing it most times but with the NRC, I'll let them have their way when it comes to a nuclear reactor plant. Too many negative possibilities of things gone wrong or low bid, half ass construction to mess around with in a nuclear plant.

I know Iraq doesn't deal with the NRC but hopefully there is some kind of strict watchdog.

Think about accidents already.

My post above was about time, not safety. Being in the business for about 35 years, I credit myself to know a little about nuclear power.

We have INPO here in the states for oversight.

We have the IAEA and WANO as oversight groups in the world organizations.

In the 70's US nuke plants were running about 75% of the time. INPO was founded (after TMI), and by the 90's they were running about 92%.

Three Mile Island was pure human error, but proved that the safety design works... Containment and redundant systems. No hazard to human life and the environment.

Chernobyl, operated out of their design basis; wrong person in charge; no containment system. Their thought was, if you need a safety system, you don't have faith in your design... A reactor in a pole barn ain't going to do it. Nuff said.

Fukushima, the Design Basis called for a walk to guard against a 20 foot tsunami... They got hit by a 30 foot tsunami. That's why we didn't or won't built nuclear electric plants in Hawaii.

China bought four Westinghouse AP1000's in 2012 and the design wasn't even done yet. I think the first one went operational in 2019, maybe earlier.

But, if you were to purchase a existing design plant... like those at Palo Verde Nuclear... You could beat that in today's environment.

To clarify...

I'm not saying that the NRC is not a good oversight group... I've worked with them and counted on them for support. They're just going to slow you down.

As Ronald Reagan said, the last thing you want to do is to answer the door and hear a guy say, " hi, I'm from the government, and I'm here to help".

Also, the typo above is "wall" , not "walk".

As always, best wishes to everyone.
