He continued, "We admit that this disease afflicted our country for decades, as billions of dollars were stolen and smuggled during the era of the previous dictatorial regime, and unfortunately after 2003, founding errors allowed corruption to worsen in a more dangerous way, and some took advantage of the security chaos and legal loopholes to steal and transfer the people's money. out of Iraq.   

Al-Kazemi stressed that "corruption and the recovery of the Iraqi people's money smuggled out of Iraq is a priority for the current government, and that corruption and terrorism are two sides of the same coin, and corruption and squandering the state's capabilities and capabilities are explicit terrorism, and corruption paved the way for ISIS gangs to desecrate the land of Iraq."

The Integrity Commission, the judicial authorities, the Ministry of Justice, and Financial Supervision revealed, within one year, corruption files that were not disclosed for 17 years, and recovered funds looted from abroad. He stressed, "The corrupt must be well aware that these funds will be returned to their owners, no matter how long and how far away the time is, and they will face the law with the crimes they committed, with our insistence on returning the smuggled money, and with your efforts, ideas and brotherly responsibility that unites us, we will fight the scourge of corruption and money smuggling, and we will create an environment safe and fair for our peoples."

The conference will be held under the auspices of Prime Minister Mustafa Al-Kazemi, with the participation of Arab League President Ahmed Aboul Gheit, a number of justice ministers, heads of judicial councils and supervisory bodies, as well as a number of representatives of Arab associations and organizations, legal, academic and media figures related to the issue of combating corruption.      

Through the conference, Iraq hopes to address important topics related to the issues of recovering looted funds and smuggled assets, finding ways to facilitate their recovery operations, and preventing the provision of safe environments and havens for them.

Shafaq News/ The Deputy Head of the Iraq Funds Recovery Fund, Moataz Al-Abbasi, revealed on Thursday that about $38 million in Iraqi funds were recovered abroad.

Specialists in the Fund for the Recovery of Stolen and Smuggled Funds at the Commission of Integrity stated that the recovery of funds depends on the principle of international cooperation and solidarity and under the umbrella of legal frameworks and agreements between countries, indicating that these funds, which amount to tens of billions of dollars, include smuggled before and after 2003.
The Director General of the Recovery Department and Vice President of the "Iraq Funds Recovery Fund" in the Integrity Commission, Moataz Faisal Al-Abbasi, said in an interview with Al-Sabah: "The Fund faced many challenges, including the lack of a budget until mid-2021, and during its founding period, it was able to recover from Jordan." 65 thousand dollars in cooperation with the competent and legal authorities, in addition to the recovery of nearly 12 million euros from Spain in cooperation with the competent legal authorities.
He pointed out that "the fund was able, with another effort, to recover nearly $26 million from Germany in cooperation with the competent authorities," noting that "there is a United Nations convention against corruption at the international level and the Arab Convention against Corruption, and their mechanisms stipulate how to recover and obtain money."
For his part, the Director of the Administrative and Financial Authority of the Integrity Commission, Bassem Jassem, told Al-Sabah that "Iraq is a member of the International Anti-Corruption Agreement and is very serious in combating corruption within the framework of Arab and foreign action to return the looted funds," explaining that "the Arab Anti-Corruption Agreement is one of Within its umbrella, the Iraqi Integrity Commission represented by the Recovery Department and the Money Recovery Fund, therefore, the Commission is serious about its work to return the looted funds through diplomatic and other means.
He added that "a lot of the looted money was returned to Iraq in cooperation with the Arab League protocol represented by the International Police, and a group of smuggled money was returned, and the Law of the Recovery Fund allows the informant and the holder of the money to return it in accordance with the Money Recovery Fund Law."
He explained that "the most cooperating countries with Iraq in returning its looted money are the countries surrounding it, and there is no clear size and accurate statistics for these funds because they were registered in fictitious names at the time of the previous regime," and indicated that "the recovery of money is not only related to cash money, but to real estate, stocks and companies, i.e. It's two types of money smuggled by people."
While the Director-General of the Legal Department at the Ministry of Justice, Hanan Munther Nassif, indicated in an interview with "Al-Sabah", that "working to return the looted funds requires international, regional and local solidarity, and that the convening (the conference for the recovery of looted funds) in Baghdad came based on the implementation of the decisions of the Council of Ministers. She stressed that "there is a great difficulty in tracing the looted funds, because they entered the economies of those countries, many of which have refrained from cooperating and coordinating with Iraq to reveal these funds."

".
He pointed out that "the money after 2003 and smuggled outside the country requires real effort, high-level investigators, and effective intelligence intervention, and it is possible to pursue them and follow up on their families, given that these people were occupying positions within the Iraqi government and fled with these funds."
