Mubasher: The Integrity Commission in Iraq revealed today, Saturday, a new strategy to combat corruption.

 

The Integrity Commission stated that the new strategy is not only to combat corruption, but to enhance integrity and combat corruption, indicating that the main purpose of this strategy is to raise the level of integrity first, and then achieve a tangible decline in corruption phenomena, according to the Iraq News Agency "conscious".

She added, that the strategy will include a set of measures at the time level specified for it, such as classifying the phenomena of corruption files that have been categorized according to the period required for the purposes of treatment, including the exceptional phenomena of corruption, which are a basic priority in terms of their gravity, danger, importance and comprehensiveness, and require treatment within a short framework.

And she continued, "Extraordinary corruption phenomena such as smuggling Internet capacities, corruption in the sale of foreign currency, corruption at border crossings, encroachment on public and private real estate, corruption in licensing rounds, and corruption in contracts for medicines and medical supplies) are dealt with by several parties.

She pointed out that "general phenomena of corruption appear in most of the executive bodies and agencies, and their treatment falls within the medium term, such as (corruption in tenders, auctions and contracts, reluctance to implement investment projects, taking bribery or committing integrity violations by exploiting the job position, and violating the revenues of and state assets).

She stressed that the importance of the current strategy comes from the fact that it represents a response to the requirements of the United Nations Convention against Corruption at the international level, which Iraq has ratified under Law (35 of 2007), Article (5) of it.

The authority expected that the ministries and state institutions would respond at a high level and interact more with this strategy, as they will have the main roles in confronting the identified and marked corruption phenomena in their institutions, after they are the beneficiaries of addressing these phenomena.

And she indicated that the current strategy will adopt national indicators (the National Integrity Index, the National Corruption Risks Index, and other national indicators) under unified institutional mechanisms to monitor and diagnose corruption phenomena, and follow up on the efforts of the executive bodies in analyzing the causes of the emergence of phenomena or unique external obstacles.

Yesterday, Monday, the Integrity Commission launched the National Integrity and Anti-Corruption Strategy for the years "2021-2024", stressing the need to intensify diplomatic efforts to ensure the recovery of wanted persons and smuggled Iraqi funds.
The head of the Integrity Commission, Judge Alaa Jawad, told "Al-Sabah" on the sidelines of the launch of the anti-corruption strategy: that the step came in conjunction with the launch of the government reform paper, which included paragraphs addressing the problem of corruption and the failure of the economy and investment, stressing that the launch of the strategy is only an important endeavor that serves the citizen and the country. Raising the standard of living and accessing the stage of major investments and project construction.
He added that all countries affiliated with the International Anti-Corruption Convention resort to security methods to deter the scourge of corruption, and everyone's efforts must be combined to combat it, expressing the authority's optimism to launch the strategy approved by the Councils of Ministers and Representatives, in which the Judicial Council, the Board of Financial Supervision and various other parties contributed. Jawad stressed that corruption is a scourge that must be combated through the two gates of the national and international challenge because it is a global problem that all countries suffer from, noting that Iraq has sought the assistance of the United Nations through its association with the International Convention against Corruption.
Jawad stressed the need to intensify diplomatic efforts to ensure the recovery of wanted persons and smuggled Iraqi funds, calling on the ministries to document the challenges they suffer from and develop visions to address them to advance their files. 
The head of the Integrity Commission noted the imminent launch of the semi-annual report of his institution, which witnessed the activation of investigations and recovery of funds, in addition to an increase in the rates of whistleblowers and informants, revealing that the report contained judicial rulings against job titles, whether inside or outside Iraq.
The commission had made it clear, in a statement, that the strategy is one of the requirements of the United Nations Convention against Corruption, to which Iraq joined in the year 2007, and it is an advanced step in this field, as it entrusts tasks and duties entrusted to all state institutions and sectors, and then committees that measure the level of Commitment of those institutions and sectors to those tasks, then evaluation is carried out.

And the department stated that "the work team from the office was able to set the priorities for the project of preparing a study and designs for the construction of the building of the Judicial Palace complex in the governorate, due to an exaggeration in it, pointing out that the cost of preparing the study is (1,000,000,000) billion dinars."  

She explained that "two fundamentalist seizure reports in the two operations were organized, and presented to the Judge of the Investigation Court specialized in integrity issues in Al-Muthanna, to take the appropriate legal measures."  

During the meeting, the head of the commission, Judge Al-Saadi, urged the directors of the commission’s investigation directorates and offices in Baghdad and the governorates, that the commission’s efforts should be supportive of the reconstruction and construction processes, find effective solutions for lagging projects, and actively contribute to removing the obstacles that prevent the citizen from enjoying these services. projects.

The real one, such as adding a zero to the number (600) tons, so it becomes (6000) tons, and adding a zero to the number (700) tons, so it becomes (7000) tons.”  

And the department continued, "The directorate's staff managed to thwart the attempt before the processing process by the Northern Cement Associate, and seized the accused and the original and manipulated receipts and all priorities, and included them in a fundamentalist seizure report, and it was presented to the investigative judge specialized in integrity issues in the province, who decided to arrest the accused." on the case.”

Al-Kinani continued, "I demand the Supreme Judicial Council to enact a law that lifts the immunity of all Iraqi parliament, and there are very serious confessions."
