He added, "The rise in oil prices in global markets is positively reflected on Iraq due to calculating the price of a barrel of oil at a limit of 45 dollars in the state's general budget for the current year 2021," noting that "this difference in price will cover the current deficit in Iraq's financial budget."

And the ministry's spokesman, Eid Al-Zahra Al-Hindawi told Al-Furat News that: "All financial allocations for investment projects for the governorates and ministries were launched in the 2021 budget." 
He added, "The launch process from the Ministry of Planning was carried out with the approval and follow-up of the Ministry of Finance."
Al-Hindawi explained: "The budget law was implemented in detail, as the operational ones were disbursed as salaries and investment for projects, whether as development of regions or investment projects."
On the first of last April, the House of Representatives approved the federal budget for the year 2021, which amounts to 130 trillion Iraqi dinars (89.65 billion dollars).
Documents and legislators stated that the budget is based on an oil price of $45 a barrel, and expected exports of 3.25 million barrels per day, of which 250,000 barrels per day are from the Kurdistan region of Iraq.

Mubasher: The Iraqi Parliamentary Finance Committee announced, today, Sunday, the launch of project allocations for 11 governorates, while specifying the reasons for the delay in their launch.

 

Committee member Majid Al-Waeli told the Iraqi News Agency, "Informed", that "the delay in spending the budget for some provinces occurred two months ago, but a month ago the budget was launched to 11 provinces, and the first batch of funding was made for the allocations to the provinces' plans for ongoing projects, not new."

And he indicated that "the governorates are keen to distribute the budget to the largest number of their administrative units."

Al-Waeli added, "The committee has refined the reconstruction plans submitted by the governorates," stressing that "the ongoing projects have not stopped and have not been delayed by the committee, as they were previously approved."

He pointed out that "there is an in-depth scrutiny of the allocations and the plan for the reconstruction of new projects in addition to the many conditions," explaining that "these projects must be fairly distributed among the administrative units in the governorates and according to the population representation, in addition to the strategic projects that serve more than one administrative unit, and this percentage is only More than 15%, in addition to many conditions, according to the water, electricity and health sectors.

He noted that "the study and audit of new projects after they were completed and reached the Finance Committee and checked, went to the Ministry of Planning, and all these stages need time, which led to a delay in launching the allocations for new projects."

He stressed that "there are no delays in the ongoing projects, and the first batches have been released according to the percentage of completion, and things are going well."

The Parliamentary Finance Committee said, on Monday, that the Civil Service Law and its institutions are working to find a solution to unify the salaries of employees that suffer from large differences between ministries, as well as eliminating aliens and double salaries.    

Committee member Jamal Cougar explained in an interview with the newspaper “Al-Sabah” and followed by “Economy News”, that “the government may reconsider the salary scale by activating the Federal Civil Service Department to eliminate aliens and multi-salaries,” noting that “this matter concerns the current and future governments, but The question remains, can the government do that?  

He added that "the solution lies in the civil service law that regulates salaries, but the problem is that the civil service institution represented by the Federal Service Council does not have an owner yet and needs to arrange itself as it is modern and it will do a great job if the government takes it seriously."  

He continued, "Through this law, there will be a unification of the salary scale and the unification of the lists of employees in the state in one record, and this is not a small matter, as double-salaries, multi-salaries and aliens will be discovered."

Today, Monday, the Parliamentary Finance Committee confirmed that there are several articles in the country’s general budget for the year 2021 that have not been implemented so far, while noting that the appeals submitted by the government concern only five articles.

A member of the committee, Jamal Cougar, told the “National News Center” website, “Parliamentary finance, pending the resolution of the appeals submitted by the government to the Federal Court, with articles (8, 12, 4, 52, 50), within the 2021 budget law, including what concerns The petrodollar fund and the increase in the prices of agricultural crops.

And Cougar stated, "The resolution of the appeals by the Federal Court, during the coming days, cannot be considered a gain for the government, because the House of Representatives has developed an alternative to these articles in the event that they are challenged," stressing that "50 percent of the articles of the current year's budget have not been implemented."

The Council of Ministers had earlier authorized Prime Minister Mustafa Al-Kazemi to file an appeal with the Federal Court on some items of the federal budget for the 2021 fiscal year.

The Parliamentary Finance Committee announced covering the deficit in the 2021 budget.

The committee's rapporteur, Ahmed Al-Saffar, said in a statement to state television, which was seen by "Al-Iqtisad News", that "the budget deficit is a planned deficit that was covered when oil prices crossed the $65 per barrel barrier."

In another context, Al-Saffar pointed out that "the investment budgets spent annually range between 5-10%."

It is noteworthy that the International Monetary Fund expected that Iraq would achieve the highest economic growth among the Gulf states during 2021 and expressed its optimism that the Iraqi economy would register the highest growth rates in the region compared to the countries of the region (the Gulf, Egypt and Jordan).
The Fund's report suggested its expectations for the recovery of the Iraqi economy after a series of fundamental reforms in the structure of the local economy, which were adopted by the Iraqi government and the Ministry of Finance last year, represented by the white paper for financial and economic reform.

Saleh said in a press statement, "The final accounts related to the country's budgets can go back to previous years and up to 2020 and be audited by the Federal Financial Supervision Bureau, which will give its opinion on the annual final account."
He added: "The House of Representatives must vote on the final accounts for 2013 and the budget (the reality of the situation) for the year 2014, which represents the actual and presented expenditures, and then the rest of the final accounts can be presented to the Council of Ministers successively in order to submit them to the House of Representatives for approval in accordance with the constitution and the financial management law in force." .
 He pointed out that "the expenses and expenditures are prepared within the control work of the Federal Oversight Bureau, but the process of approving them with the observations made by the Bureau in its report must be presented successively to the House of Representatives."
He continued, "In 2020, there was a budget (status) of expenditures and revenues, which necessitated its submission by a separate law as a general budget and a final account at the same time," noting that "all of this depends on the role of the next parliament in approving the series of final accounts completed auditing by the Audit Bureau. Federal Finance.
 He pointed out that "we cannot express final accounts for the fiscal year 2021 when it is completed at the end of this December, unless the House of Representatives approves a series of final accounts year by year, successively, starting from 2013 and upward."
