The Supreme Judicial Council launched, on Tuesday, a program to enhance capabilities to complete investigations into financial crimes.
A statement by the judiciary, which Mawazine News received a copy of, stated that "the United Nations Development Program in Iraq launched a project to strengthen capabilities to complete investigations into complex organized and financial crimes, funded by the Office of International Narcotics Control and Law Enforcement Affairs of the US State Department."
The statement added, "The ceremony was attended by the President of the Supreme Judicial Council, Judge Faiq Zaidan, the US ambassador to Iraq, Matthew Tueller, the resident representative of the United Nations Development Program in Iraq, Zina Ali Ahmed, the head of the Integrity Commission, Alaa Jawad, the head of the Integrity Commission in the region, Ahmed Anwar, and the head of the Financial Supervision Bureau." Rafal Yassin, Deputy Chief of Public Prosecution, Dari Jabr Farhoud, and a number of specialized judges.
The Chairman of the Council stressed, "This project is the result of many discussions that took place with specialists in the United Nations Development Program, as we have previously stressed in more than one meeting the importance of developing investigative procedures for investigators in the Supreme Judicial Council, the Integrity Commission and police investigators in the Ministry of Interior. In the field of combating organized crime and financial crimes in Iraq.
He continued: "As anti-corruption efforts depend mainly on developing the capabilities of the competent investigative bodies to collect evidence and present it to the judiciary in an integrated manner in order to properly apply the law and punish the perpetrators of corruption crimes based on that evidence in order to strengthen the rule of law and rebuild trust between citizens and state institutions."

Iraqi-American cooperation within the anti-corruption training program for judges

On Tuesday, the US State Department announced the launch of a training program to assist judges and investigators.   

  

  

 

  

The US embassy said in a statement, a copy of which was received by Nass, on July 6, 2021, that "Ambassador Matthew Tueller attended the launch of a training program sponsored by the United States in partnership with the Supreme Judicial Council and the United Nations Development Program."   

"This training will help Iraqi judges, prosecutors and investigators develop anti-corruption skills," she added.   

Tueller noted that "it needs effective tools and policies to help investigate and prosecute financial crimes, because the majority of these crimes are motivated by personal enrichment that harms the Iraqi state and the Iraqi people."  

He explained, "The US Department of State was pleased to fund the UNDP assessment of financial crime investigation capabilities in Iraq, as this assessment helped lay the groundwork for training and was instrumental in formulating guidelines for financial investigation techniques to be used by judges and investigators." .

The head of the Supreme Judicial Council, Judge Faiq Zeidan, said during a conference attended by "Al-Sabah": "The goal of the program is to strengthen the work of investigative judges to deal with complex financial crimes investigations and technically lead them in close cooperation with the investigation bodies represented by the Integrity Commission, the Financial Supervision Bureau and the Anti-Money Laundering Office and terrorist financing at the Central Bank, and the relevant investigation directorates in the Ministry of Interior.

the whole government are thieves? then, what about Mustafa al-Kadhimi  ( Iraq’s prime minister )? do you think he is a thief, too ( like the rest of them ) folks? if the whole government are thieves ( if there is no clean and good iraqi government politicians at all ) , then who do you think is going to push the " rv " button , folks? IMF? or the world bank? the corrupt iraqi government politicians will not care about revaluing the iqd while they can steal the money easily and smuggle out of iraqi country. if the judges in the justice department and the policemen in the police department are also thieves, then noone can combat the corruption and the corruption will go on and on until how many years?

Unfortunately, this isn’t new news for anyone who has followed the news since Maliki. There is so much corruption from so many sources, so much sectarian politics, that nothing constructive can be accomplished via Parliament or anywhere else in Iraq. The only way (imo) Iraq will do anything is an outside source hold them accountable as the UNAMI during the Chapter VII requirements. I’ve believed for years that we won’t see our money without the World Bank, the IMF, and/or the U.N. enforcing monetary regulations on Iraq. All jmho.

The General Secretariat of the Council of Ministers is following up the implementation file of the second plan of the UN Security Council resolution on the (Women, Security and Peace) agenda, which included the pillars of participation, protection and prevention.
The secretariat’s spokesman Haider Majid told Al-Sabah: “The focus during the current stage is on reviewing the priorities of plans and programs for women’s economic empowerment, in coordination with the World Bank, to adopt gender-responsive financial budgets, support business incubators in Iraq, enhance financial inclusion for women and enhance training curricula.
He noted that "the executive action plan was launched at the beginning of last June, to empower women politically and participate in the elections. Iraq also chaired the meetings of the Executive Council of the 18th session of the Arab Women's Organization, with participation in United Nations meetings, and the launch of the plan for women's political empowerment and support for participation in the elections." Prime Minister's Opening Statement
Like any other country in the world, Iraq is witnessing a series of successive challenges
that has imposed a reality that requires developing strategies, plans and programs that
respond to such changes, to ensure the achievement of stability and preserve the rights of
the current and future generations related to a decent life based on a knowledgeable
society and well-being.
Despite the enormity of the challenges and their costs, Iraq has taken steps forward
regarding structural reforms to improve the reality of human life, as a goal for
development and the basis for its achievement. These reforms aim at establishing
powerful and effective institutions that can respond to the changes and lead the
development process as well as diversify the sources of the economy in a way that
contributes to strengthening the production and service sectors, despite the costs of the
COVID-19 pandemic, which has led to responses and community and government
initiatives that united everyone’s efforts to face its challenges and mitigate its effects.
The preparation of the second Voluntary National Review report on sustainable
development in Iraq corresponded with the escalation of youth protests demanding reform
after they produced a constructive youth movement that led to early parliamentary
elections, which our government pledged to hold on the tenth of next October.
The review of the development path of Iraq and the insistence on participating in the work
of the High-level Political Forum came to express the self-commitment of the Iraqi
government to Iraqi public opinion and the international community. The review seeks to
deliver meaningful messages, including Iraq's commitment to its obligations with
stakeholders, with the presence of many challenges that require building bridges to
strengthen the bonds of community cohesion and participatory development, and building
close and balanced relations with regional and international communities.
At a time when Iraq, with its civilizational depth and value, succeeded in fending off
dangers and building resilience, developing the human being remained the first goal of
Iraq’s Vision 2030, and the main axis that occupies everyone’s interest in the path of
advancement to achieve the Sustainable Development Goals.
Accommodating internal and regional challenges represents the first element to address,
to achieve steadfastness and build resilience, which is considered the most effective
approach to achieve the Sustainable Development Goals, as well as to ensure that no one
is left behind.

UN reveals a strategy to adopt clean energy projects in Iraq

Deputy Special Representative of the Secretary-General of the United Nations, Resident Coordinator and Humanitarian Coordinator in Iraq Irina Voyashkova- Sollorano revealed a strategy to adopt clean energy projects in Iraq. 

Sollorano said in a statement to the Iraqi News Agency (INA), today, Wednesday, that "there is a strategy to adopt clean energy projects, especially projects that depend on solar energy. 

She added, "This strategy is adopted by the Iraqi government, and the United Nations is working to adopt it widely and implement it on the ground, in support of these projects that depend on alternative energy or sustainable energy.  She explained that "these projects are important for future generations in order to provide a clean and sustainable environment. 

Irina indicated that "regarding Al-Nouri Mosque, the contract was referred to the company that won the design of the project and it will take a not short period because it is a special project with many details and will be completed in coordination with the local cadres concerned with the implementation of the project.

Innovation first: new initiative by UNDP digitalizes Iraq’s public sector

 

Under the Digital Transformation and E-governance project - in Iraq-, Iraq’s Council of Ministers

Under the Digital Transformation and E-governance project - in Iraq-, Iraq’s Council of Ministers Secretariat (COMSEC) with the support of the United Nations Development Programme (UNDP) in Iraq and the Regional Hub in partnership with the implementing partner Estonia for e-Governance Academy, is launching a digital landscape assessment (DLA) to assess  Iraq’s digital maturity and foster a digital-first approach across key government institutions to better harness technology and innovation to deliver more and better results in the countries and communities in which we work.

Guided by the UNDP digital strategy’s  objectives - a call to action and innovation for UNDP and partners to better harness technology and innovation to deliver better results based on 2 concepts Digitization & Digitalization - the digital landscape assessment (DLA) will support Iraq assessing its digital landscape within the framework of the SDGs and identify digital entry points for acceleration towards the SDGs realization. It shall evaluate the current situation by reviewing existing digital strategies, action plans and regulatory frameworks. Throughout exploring the key enablers of digital government such as the political will, the role and coordination of the leading agency, the legal and financing framework , digital databases, access to services, and cyber security, the assessment will provide key short- and long-term recommendations in each area to strengthen and advance Iraq’s digital transformation in line with the SDGS targets, while tackling the digital divide and divers bottlnecks. The primary objective is to find new opportunities by harnessing the power of digital, to attain higher levels of prosperity and citizen satisfaction by providing public efficient, effective and transparent public services through the use of digital technologies

Building on the assessment upon its completion, a Public Sector Digital Transformation Roadmap is planned to be  developed to establish the baseline for Iraq’s digital governance, identify the strategic priorities for digital transformation in the public sector and outline the main building blocks of a digital society while tackling challenges and bottlenecks– e.g. secure data exchange, digital identity  and digital signature for citizens and businesses, data security and capacity development– along with proposals for the institutional, financial and legal framework of e-Governance. 

“On behalf of the Iraqi e-government national committee, it is my great pleasure to announce launching of the cooperation with UNDP Iraq. I believe that this cooperation will help the e-government national committee, Iraqi ministries, and different sectors to facilitate the achievement of our national e-government project.” says Dr. Abbas Al-Bakry, Head of Training, Development and International support Team of the Supreme Committee for E-Government in the General Secretariat of the Council of Ministers.

For the people of Iraq, the advancement in digital transformation will lead to more citizen engagement and will offer reliable, optimized and seamless access to public services and consequently decrease the need for visiting public offices in person, It will also unleash e-participation through direct engagement between the government, citizens and business

Finally, increased efficiency and engagement, digitalization of the public sector will also result in greater government transparency and accountability. When automated and standardized processes are introduced, corrupt behavior will be limited.

Iraq possesses many elements of economic power that it can exploit towards achieving the national program for sustainable local development, through the preparation of development plans and strategies, in addition to adopting options and mechanisms that will achieve progress in the levels of development achievement to reach the comprehensive sustainable development goals.

She added: "There are external opportunities in support of the program, represented in stimulating foreign investment, with the availability of the necessary conditions for that, as well as the availability of the ability to deal with modern technologies, and an offer to provide support and assistance by international organizations such as the Bank and the International Monetary Fund, and another organization such as UNESCO and the International Monetary Fund. , First Deputy Speaker of Parliament, Hassan Al-Kaabi, discussed with the United Nations Human Rights Mission in Iraq (CHRO), human rights files in Iraq and the importance of coordination and cooperation between the mission and the relevant authorities and the Parliamentary Human Rights Committee to follow up on these files.

On Tuesday, the United Nations announced a project to support the five liberated governorates, Nineveh, Anbar, Salah al-Din, Kirkuk and Diyala, while setting the objectives of the survey of institutions that was conducted in three governorates.
The Director of the United Nations Development Program in Iraq, Zina Ali Ahmed, said, according to the official agency, that "the United Nations Development Program is currently implementing a pilot project that contributes to developing technical and material assistance for micro, small and medium companies affiliated with the private sector, and it is implemented in the five liberated governorates."
She talked about the surveys carried out by the United Nations for private sector companies, explaining that "the United Nations is carrying out surveys of micro, small and medium enterprises as part of our partnership with the Ministry of Planning, and the aim is to develop a vision that helps the government develop a plan for the development of the private sector," noting that "the survey is essential To know the challenges and opportunities available to Iraqi micro, small and medium enterprises.

A ministry statement, of which Nass received a copy, stated (September 20, 2021), that "the Minister of Planning, Khaled Battal Al-Najm, met today, Monday, the resident representative of the United Nations Development Program in Iraq, Zina Ali Ahmed, and discussed with her the prospects for joint cooperation between the two sides, In accordance with the framework agreement concluded with United Nations organizations and agencies.  

The statement added, "During the meeting, the priorities of the Iraqi government in the developmental aspect, which were included in the recovery plan from Covid 19 prepared by the Ministry of Planning and recently approved by the Council of Ministers, were discussed."  

According to the statement, the minister called, "the United Nations Development Program to support the efforts of the Iraqi government, in strengthening the administrative and financial decentralization system, and work to develop the capacities of local governments to be able to apply the principles of decentralization correctly and properly," noting that "the ministry is working to develop structures The administrative supportive of the decentralization system, as well as important directions towards identifying development gaps electronically in coordination with the investment authorities in the governorates, and working to raise the efficiency of investment in Iraq, in a manner consistent with the available economic capabilities.  

The statement continued, "For her part, the representative of the United Nations Development Program expressed the program's readiness to continue supporting the efforts of the Ministry of Planning and the Iraqi government, as well as local governments in the governorates, in order to raise their technical and administrative capabilities, as well as continuing to implement service projects and cooperation in providing sustainable solutions for the return of the displaced." , according to the priorities determined by the Iraqi side,” he explained, explaining that “the meeting was attended by the Director General of the International Cooperation Department in the Ministry of Planning, Saher Abdul-Kazim.”
