The director general of the department, Rasti Yousef Hamid, told "Al-Sabah" that "the agencies, especially the vehicle registration agency, the law firm, the machinery registration form and the bills of exchange were in the past ordinary models without any specifications, which makes it easier for the weak-minded to forge them and use them, and consequently, the rights of citizens are lost." And he indicated that "the department, as part of its plans for the current year, has opened a number of judicial departments to absorb the momentum witnessed by some departments in the provinces, including the notary of Sinjar in Nineveh Governorate and the notary of the monastery in the province of Basra."
Hamid added that "the ministry has coordinated with the local governments in the governorates to form a committee for the purpose of acquiring real estate belonging to the state to replace the leased book offices, as two properties were found in Maysan and the same in Wasit."
He pointed out that "the departments were supplied with about 31 notary clerks after graduating from the course held at the Judicial Institute, as they were trained in various judicial and criminal fields and the detection of forgery, as well as a human rights subject to familiarize them with how to deal with auditors."

e-government necessities

Wednesday 19 January 2022 135e-government necessities

 Dr.. Saad Al-Taie

The e-government is one of the important results of the use of the communicative, administrative and organizational Internet. Modern communication and information technology has created a wide network of communication nodes that can be employed in the administrative apparatus of any country in the world, which works to benefit from this technology in a real and serious way, in order to enable it to develop Its administrative systems are in a way that achieves the maximum benefits from the application of information and communication technology, enabling it to achieve the highest level of efficiency in providing services to citizens, in addition to the need for high quality standards in the services provided to them.
The e-government has enabled the citizens to achieve innumerable benefits in terms of completing their transactions and administrative affairs as quickly as possible and with the least amount of expenses, in addition to being able to shorten the time that was wasted in completing transactions in their traditional form. In our country, it is necessary to expand the reliance on the electronic government provided to citizens because it will constitute very great benefits for citizens in terms of economic, administrative, organizational and temporal aspects, and in terms of the efforts made in the completion procedures and the efforts and time wasted by citizens in the process of completing transactions.
It is unfortunate that we are in the twenty-first century and the administrative system in our country still adopts the traditional procedures in managing administrative cases for citizens, and reliance on paper documents is still the norm despite the backwardness of this administrative system and its inconsistency with the current era of information and communication technology and the advantages it has that are infinitely superior. It can be compared to the paper medium that is out of time.
The application of e-government in all departments and ministries will represent a huge qualitative leap that moves the administrative system to very advanced stages, as it will eliminate bureaucratic procedures and reduce the great waste in the time required to complete transactions as well as spare citizens the time they spend in reviewing various departments and ministries and the lost The big loss in the time spent on completing them, which represents a great loss in the working times in which they are supposed to work in their various jobs or professions, which in total means a large loss representing a loss in the total product of our national economy, which was supposed to be allocated for the development of our economic reality And be additives that contribute to its growth and prosperity.
Going to the electronic government option in the administrative system of our country is one of the strategic options that must be done in a comprehensive and integrated manner in all departments and ministries in order to get rid of the outdated administrative system in place, which depends on the paper intermediary in the completion of citizens’ transactions, which is characterized by slow and the loss of a very long time from in order to complete the achievement.
