BAGHDAD - In light of the confused internal conditions in Iraq, the government is completing its preparations for holding a regional summit scheduled for the end of this month, with the participation of the neighboring role. The summit is scheduled to discuss the problems and challenges the region is going through, especially the escalation in Lebanon and Yemen and the targeting of ships in the Gulf, as well as Baghdad's political support. and economically.

On the sidelines of the meeting - which is expected to witness high-level representation from the participating countries - there will be bilateral and tripartite meetings between the parties in the region to resolve many controversial files, most notably water quotas and the accompanying dispute between Turkey, Iraq and Iran, in addition to the file of the US withdrawal from Iraq As well as the discussions between Iran and the United States regarding the nuclear deal.

It is no secret that the main objective of the upcoming summit is to attract the world to Iraq's leadership once again in the region, in addition to strengthening the economic components of the state by encouraging investment and openness to capital and technology, enhancing job opportunities, as well as developing the Iraqi economy.

And the head of the Center for Political Thinking, Ihsan Al-Shammari - confirms - to Al-Jazeera Net - that sending invitations to the leaders of the countries is a sign that Iraq will end the preparations for the summit, especially since this meeting will support the positive neutrality taken by Iraq and will strengthen its diplomatic relations with the countries of the world, enabling it to restore its leading role, as well as From working to stop foreign interference in its affairs.

Controversy before the summit
The Foreign Relations Committee of the Iraqi Parliament confirms that it is not aware of any information about the summit and its agenda, and the government and the Ministry of Foreign Affairs did not inform the Parliamentary Committee of any details related to a meeting that includes leaders of Iraq’s neighboring countries and some influential countries in the Iraqi scene, says committee member Amer Al-Fayez.

Al-Fayez explained - to Al-Jazeera Net - that the internal problems that Iraq suffers from are only a reflection of the external conflict, and zeroing these problems begins with settling the crises experienced by the external parties, so that the Iraqi interior will be stable.

Al-Fayez - who did not rule out in his speech the existence of a defect in the implementation of the outcomes of the summit - confirms that the current government headed by Mustafa Al-Kazemi is only two months old, as legislative elections will be held next October, and the government will accordingly turn into a caretaker government, and this period The short time will not allow the implementation of these outputs, which explains the transfer of the summit's recommendations to the next government.

Mediation matures
Iraq, which seeks through the summit to reduce the tension between the two biggest rivals in the region, namely Saudi Arabia and Iran, will use the summit to bring views closer, which will reflect on the safety of the countries of the region.

And the Iraqi politician Rahim Al-Aboudi indicates - to Al-Jazeera Net - that Iraq has left international isolation and will work through the upcoming summit to establish its role as a mediator in the region to reduce the tension between America and Iran or Saudi Arabia and Iran, and Al-Aboudi continues by saying that the expected summit will witness side meetings on the sidelines of the meeting In the region, an American delegation will meet with another Iranian to discuss the Iranian nuclear file and ways to stop the clashes affecting the interests of the two parties in the countries of the region, in addition to another joint meeting that will be held on the sidelines of the summit between Tehran and Riyadh to resolve the problems between them.

Al-Rubaie: The Al-Fateh Alliance is keen for Iraq to regain its sovereignty, position and role in the region and the world (communication sites)
conditional support
Active political forces in Parliament - such as the Al-Fateh Alliance, which includes blocs supporting the Iraqi factions - praised the government's step in hosting a regional conference, but they set conditions for this support, which makes it imperative for the Prime Minister to observe those requirements.

In this regard, the spokesman for the Asa’ib Ahl al-Haq movement, Mahmoud al-Rubaie, says - to Al-Jazeera Net - that the Al-Fateh alliance seeks for Iraq to restore its sovereignty, its position and its role in the Middle East and the world, so it is necessary that the Baghdad regional summit be held on the basis of sovereignty and independence that it violates Foreign military presence.

Al-Shammari: The summit will support the positive neutrality taken by Iraq and will strengthen its relations with the countries of the world (Al-Jazeera Net)
Active Participation
As a result of the conflicts in the region that turned Iraq into an arena for settling scores between some regional parties, the summit comes under circumstances that are of great importance in mitigating the conflict, especially that the main parties that will participate in this meeting have reached 8 countries, according to Al-Shammari, who is Saudi Arabia. Kuwait, Qatar, UAE, Turkey and Jordan, in addition to Egypt and Iran.

The head of the Center for Political Thinking indicates that French President Emmanuel Macron will be present, along with representatives of the permanent members of the UN Security Council, as well as the Secretary-General of the Arab League and the Secretary-General of the Organization of Islamic Cooperation.

This high-level participation and representation reflects Iraq's restoration of its role in the region, according to the professor of international relations, Ali Fadlallah, who says - to Al-Jazeera Net - that Iraq's success in organizing this summit will be met with complex and complex diplomatic tension and spasm between the countries of the region, and therefore the map of relations will not be affected. At this speed, but the Iraq regional summit will be the first bold step to extinguish some of what he called diplomatic fires between the countries of the region.

The Al-Kazemi government's involvement of Qatar in the meeting of neighboring countries aims to obtain economic support from Doha.
Saturday 08/14/2021

Emir of Qatar Sheikh Tamim bin Hamad Al Thani

Qatar sought to enhance its economic influence in Iraq within the framework of a policy of soft pressure
Qatar is involved in one way or another in the crises that the region is going through, including Iraq

Baghdad - Iraq announced, on Saturday, that it will deliver an official invitation to Qatar to attend the summit of neighboring countries, to be held in Baghdad, at the end of this August.
A statement by the Iraqi National Security Adviser stated that Counselor Qassem al-Araji arrived in Doha to hand over an invitation to the Emir of Qatar, Sheikh Tamim bin Hamad Al Thani, to attend the summit.
The statement indicated that the Iraqi official will deliver a message to the Emir of Qatar from Prime Minister Mustafa Al-Kazemi, without details.
The invitation is the sixth for neighboring countries to attend the Baghdad summit, where Iraq handed official invitations to Turkey, Saudi Arabia, Jordan, Kuwait and Iran.
The aim of hosting the conference at the level of leaders of neighboring countries is to reduce tension in the region and focus efforts to combat terrorist groups.
Baghdad wants to strengthen its economic relations with neighboring countries and open its doors to investments, especially to establish projects in areas affected by the war against the terrorist organization "ISIS".
The reasons for sending the message to Qatar to attend the summit are not known, even though it is not from the neighboring countries, but this matter is evidence of Doha's involvement in the internal affairs of Iraq, as is the case with a number of countries in the region.
The Gulf states, including Egypt, decided in 2017 to cut ties with Qatar after accusing it of supporting extremist organizations, interfering in state affairs, linking relations with Iran and opening the way for Turkish soldiers to station themselves in the country.
However, after a period of discussions and Qatar's pledge not to provoke tension within the boycotting countries, a Gulf reconciliation was held in the city of Al-Ula in Saudi Arabia on January 5, according to which normal relations were restored.
However, the Qatari media did not change its approach despite the reconciliation and continued to attack a number of Gulf countries, as it continued to interfere in the Iraqi affairs amid many crises known to the Arab region.
There were numerous visits between Iraqi and Qatari officials during the reign of Al-Kazemi, the most recent of which was the visit of the Deputy Prime Minister and Minister of Foreign Affairs of Qatar, Sheikh Muhammad bin Abdul Rahman Al Thani, on March 24, 2021, to Baghdad.
He also visited Doha in mid-March, Iraqi Interior Minister Othman Al-Ghanimi, He met the Qatari Prime Minister and Minister of Interior Sheikh Khalid bin Khalifa bin Abdulaziz Al Thani.
Several security and economic agreements were concluded between the two parties, a policy followed by Qatar to maintain its influence in countries experiencing crises, including Iraq.
Iraq is looking for economic support from neighboring countries and wants to resolve the outstanding security issues with the escalation of Iranian threats and the threat of militias, amid the Gulf states' fears of a deteriorating security situation.
Iraq had received a dialogue between Iran and Saudi Arabia regarding the Yemeni file, but it did not achieve much regarding the Yemeni crisis.

He added that "Baghdad preceded the Kurdistan region in the process of establishing serviced residential cities as the project of the huge Basmaya complex, which is an old project, and apartments were distributed to citizens," stressing that "Al-Kazemi's government took a decisive decision on the issue of distributing the remaining Basmaya apartments, which remained undistributed for a long time due to Because of its high prices, the increase in the amount of interest, and the reduction of the first material payment that is collected from the citizen.”

Nazim pointed out that "this government reduced the interest and the first payment and reduced the prices of the housing unit, which prompted citizens to apply for these apartments, which were fully distributed, and this applies to other projects."

home project

Nazim added that "a comprehensive home project for all citizens, and there are hundreds of thousands of plots of land," stressing that more than three million applications have been received, which are being audited and will be distributed to those who deserve it.

He cautioned that “a good, important and unprecedented home project, and there are other projects for all ministries that can provide land,” noting: “In the Ministry of Culture, we opened a new file on existing plots of land that will be converted into housing for employees.”

funicular

Nazim pointed out that “the suspended train project was presented in the Council of Ministers and discussed two or three times, and it has material, economic and technical aspects, and otherwise,” noting that “the Council of Ministers voted to initiate this project and gave authorization and signing contracts to the Minister of Transport, and this is considered progress in this matter.” “.

The Ministry of Culture

indicated that he “focused in the management of the Ministry of Culture, in light of the Corona pandemic and the lack of a budget during a whole year, on conducting internal reforms at the structural level, and a new structure for the ministry was completed that led to the deletion of dozens of departments and people that were incorrectly opened for special circumstances,” noting. He indicated that he "developed a strategic plan for the coming years for the ministry's work through a team of experts, in addition to submitting a new law to the Ministry of Culture, Tourism and Antiquities."

He explained that "the old law is the law of the previous regime, and unfortunately, neither a minister nor any ministerial cadre before this period addressed the change of this law, but now the law has been submitted to the House of Representatives."

He added, "The Ministry of Culture completed the National Day Law and it was submitted to the House of Representatives. As for the departments that were suffering from productivity problems, new plans were drawn up for the House of Public Cultural Affairs and the Fashion House, all of which lead to an increase in their productivity in the production of books and activities, and so on." He indicated that he "changed half of the advanced administrative cadre around which corruption and suspicion cases hovered, and that these cases were completed and ended either by dismissing the corrupt or relieving those involved, and new cadres were appointed from general managers and heads of bodies whose impact appeared in their departments."

He noted that "as a result of these changes, the Tourism Authority was able to make profits and distribute the salaries of its employees without referring to the Ministry of Finance, and this matter has not been achieved since 2003, as well as the matter with the Antiquities Authority, in which there were many corrupt people, and they were isolated and expelled, and this work culminated in the recovery of 17 thousand artifacts. From the United States and other visible pieces that don't appear much in the media."

two important decisions

Nazim confirmed that “the Ministry of Culture has been working for a while to issue two decisions; The first relates to the many heritage houses in Baghdad, which form part of the cultural memory and are now in a miserable condition and are subject to extinction,” noting that “Prime Minister Mustafa Al-Kazemi, when he presented a project to give the Ministry of Culture the right to dispose of these heritage buildings and houses and grant them to cultural institutions, requested a study on the subject.” For these many buildings and for the Ministry of Culture to take over their management and grant them to artistic institutions.”

He pointed out that “the Commission for Antiquities and Heritage developed the study and set the controls, and it was presented last Tuesday to the Council of Ministers and was discussed, and the Council of Ministers voted on it to grant the Ministry of Culture the right to dispose of these heritage buildings and to grant them to important cultural and artistic institutions in order to thrive in the cultural work.”

Nazim continued: “As for the second decision that the ministry was working on, it was related to state documents, because there is great concern in the Ministry of Culture over the Iraqi state documents that are in the House of Books and Documents in the National Library,” explaining that “this house stores in a large hall all the documents of the Iraqi state.” Since its establishment a hundred years ago, there is concern about this house after a series of fires that occur due to electrical short-circuits or an active act, so the issue was presented to the Council of Ministers as well so that everyone bears the responsibility to preserve all the documents of the Iraqi state, which are important documents that represent a century of time.

He pointed out that "he demanded the allocation of 750 million dinars within the emergency budget in order to preserve these documents, and the approval was voted on in order to preserve them because they represent the modern history of Iraq."

Iraq seeks to turn from a messenger to an engine for the Saudi-Iranian talks

Baghdad - Mawazine News
After being weakened by successive crises and wars during the past forty years, Iraq today seeks to play the role of mediator in the Middle East, through a regional summit aimed at "defusing" crises in the region.
Iraqi Prime Minister Mustafa Al-Kazemi, who came to power in May 2020, following an anti-regime protest movement in October 2019, aspires to make Iraq one of Tehran, Riyadh, Ankara and Washington.
The summit, scheduled in Baghdad at the end of this month, aims to give Iraq a "constructive and inclusive role to address the crises afflicting the region," according to sources from the prime minister's vicinity.
So far, only French President Emmanuel Macron, the only non-regional player participating in the event, has been confirmed, along with his Egyptian counterpart Abdel Fattah el-Sisi and Jordan's King Abdullah II.
Turkish President Recep Tayyip Erdogan and Iranian Ibrahim Raisi, as well as Saudi King Salman bin Abdulaziz, were also invited to participate, but they have not confirmed their attendance yet, according to an Iraqi source.
In the event that the Iranian and Saudi rivals attend together at the same table at this summit, this will constitute an event in itself, and may strengthen Baghdad's position as a "mediator", according to Renad Mansour, a researcher at Chatham House.
Baghdad was originally, during the past months, the scene of closed meetings between representatives of Riyadh and Tehran. Mansour believes that Iraq's current goal is to shift from its position as a "messenger" to a "motor" of talks between Iran and Saudi Arabia, which severed relations in 2016.
So far, the Iraqi organizers have not revealed the topics that will be raised during the summit.
A Western observer following the file, who asked not to be identified, explained that "Iraq wants to take control of matters in determining its course, and no longer wants to be subject to the effects of regional tensions." It is also assumed that the issue of Iraq's sovereignty will be raised during the summit.
Another sensitive file may be raised at the summit, which is the military operations that Turkey is waging in northern Iraq and in Iraqi Kurdistan against the Kurdistan Workers' Party, which is classified as a "terrorist" by Ankara.
The repeated Turkish strikes, which sometimes kill civilians on Iraqi soil, arouse Baghdad's discontent, but did not raise the tone much in this file against its neighbor Turkey, which is one of its most prominent trading partners.
On the domestic front, the summit comes less than two months before the early legislative elections, which are being organized while Iraq is experiencing a social and economic crisis amid the outbreak of the Covid-19 epidemic.
Renad Mansour points out that "Iraqis do not feel that this government represents them," adding that "many Iraqis find themselves victims of the chronic corruption that is rampant in all parts of society, while Iraq witnessed a hot and dry summer, during which fires in hospitals left victims, and electricity was cut off.
