A source in the Iraqi government revealed to Shafaq News Agency, last week, that Al-Kazemi is working to establish a regional summit in the capital, Baghdad.

 

It is hoped that the countries surrounding Iraq will participate in this summit, in addition to Qatar, the UAE and Egypt, to be held after the middle or late of this month.

 

 Al-Kazemi's government has been working since taking power a year ago to restore Iraq's relations with its Arab and regional surroundings, after the tension witnessed by previous governments.

Baghdad is to host a regional summit late this month, with French President Emmanuel Macron attending, the Iraqi prime minister's office said on Monday.

Iraq's Foreign Ministry said Saudi King Salman and Turkish President Recep Tayyip Erdogan had been invited, although an exact date has not been announced.

Baghdad is under pressure from powerful pro-Iran armed groups in Iraq to ensure that American personnel from a US-led coalition, which includes French troops, withdraw from the country.

 

Baghdad has not said whether newly inaugurated President Ebrahim Raisi of Iran would attend.

Iraq is seeking to establish itself as a mediator between Arab countries and Iran.

Mr Macron told Iraqi Prime Minister Mustafa Al Kadhimi in a phone call that he planned to visit Iraq to attend the conference, Mr Al Kadhimi's office said.

It would be Mr Macron's second visit to the country in less than a year.

Iraq, an ally of Tehran and Washington, has been an arena for bitter rivalry between the two countries.

Baghdad has this year hosted senior Iranian and Saudi officials in efforts to help Tehran and Riyadh restore their relations, which collapsed in 2016.

 

A rebuilding of ties between those two regional heavyweights would benefit Iraq, which regularly sees rocket attacks by pro-Iran groups against US interests, including troops sent to fight ISIS.

Iraq officially declared victory over ISIS in 2017, but 2,500 US soldiers, alongside other coalition troops, remain in the country, and the extremists continue to carry out attacks.

Several hundred French troops are in Iraq as part of the anti-ISIS coalition in both Iraq and Syria.

While Iran considers ISIS to be an enemy, it is more preoccupied with the US presence in Iraq than any risk of a resurgence by the militants.

 

US President Joe Biden announced in July that US combat operations in Iraq will conclude by year-end.

The presence of pro-Iran paramilitaries in Iraq is routinely used by Tehran as a bargaining chip in diplomacy with Baghdad, Iraqi officials say.

Ramzy Mardini, an associate at the Pearson Institute at the University of Chicago, said the planned regional meeting was an "important step in symbolism and reflects the co-operative ties of the prime minister to regional leaders".

But its significance "should not be overstated".

The Iraqi "state ... remains contested, internally", Mr Mardini said.

Iraq's pro-Iran armed groups regard Mr Al Kadhimi, who has faced an uphill battle in trying to contain their power, as too close to Washington.

Mr Macron "praised Iraqi diplomacy as balanced" during Monday's call, Mr Al Kadhimi's office said.

{Political: Al Furat News} Foreign Minister Fouad Hussein delivered, on Tuesday, the President of the Islamic Republic of Iran, Ibrahim Raisi, a letter of invitation from Prime Minister Mustafa Al-Kazemi to attend the "Conference of Neighboring Countries in Baghdad".


. In the ministerial statement, {Al-Furat News} received a copy of it that: "During the meeting, the importance of strengthening bilateral cooperation relations between the two current countries was discussed."
The Minister of Foreign Affairs stressed that: "Organizing the conference of the Iraqi neighbors comes in the context of measures aimed at supporting the political process and economic growth in Iraq." 
While he expressed: "his hope for more cooperation with the Islamic Republic of Iran to serve the interests of the two countries," stressing that "the establishment of sustainable security in the region will not be achieved without the participation of Iraq's neighboring countries."
The Minister of Foreign Affairs stressed that: "Convening this conference will provide the conditions for dialogue between countries, leading to a common understanding at the level of the region."
For his part, President Raisi described "this decision by the Iraqi government as a blessed step," adding that: Iran considers dialogue between the countries of the region in the context of addressing issues and improving relations between them, a step towards strengthening regional security and stability.

Yesterday, Tuesday, the Minister of Foreign Affairs, Fuad Hussein, handed the new Iranian President Ibrahim Raisi an invitation to Prime Minister Mustafa Al-Kazemi to attend the peace conference for the neighboring countries of Iraq.
Hussein said: The organization of the "Iraqi Neighboring Countries Conference" comes in the context of measures aimed at supporting the political process and economic growth in Iraq, noting that the establishment of sustainable security in the region will not be achieved without the participation of the two neighboring countries. He believed that the convening of this conference would provide the conditions for dialogue between countries, leading to a common understanding at the level of the region.
Meanwhile, President Raisi described the Iraqi government's initiative to hold a peace conference in Baghdad as a "blessed step", referring to Iran's full support for Iraq and its quest to contribute to solving Iraq's problems, "because it considers the growth and prosperity of this country a part of its growth and prosperity."  
He promised dialogue between the countries of the region, in the context of addressing their issues and improving relations among them, as a step towards strengthening regional security and stability.
The foreign minister had held talks with his Iranian counterpart, Mohammad Javad Zarif, on ways to strengthen bilateral relations and face the challenges they are witnessing.

Hussein also met yesterday, Tuesday, with the Secretary of the Iranian Supreme National Security Council, Admiral Ali Shamkhani, and they exchanged views on issues of common concern, including the issue of confronting terrorism and foreign interference in the region.
In another context, the Parliamentary Committee on Agriculture called on the Prime Minister to invest in a conference of neighboring countries to raise the water problem and find solutions for it with the Turkish and Iranian sides.
Committee member Jamal Fakher said in an interview with “Al-Sabah”: “The water crisis has begun to appear in Iraq, and there are many rivers that have dried up or their water has diminished, as Iran cut off the Karun River and Turkey’s imports of water are below the required level, despite negotiations with Turkey and Iran, but they did not provide anything."
He added that "the water file must be adopted by the Prime Minister personally because it is an important file," explaining that "there are formed committees, but they did not provide anything practical, and the three presidencies should intervene to solve this issue, especially since there is a lot of agricultural land that has dried up, and if the situation continues in this way, we will We will witness a migration from the countryside to the cities because of the lack of water."

Today, Tuesday, Prime Minister Mustafa Al-Kazemi directed the competent authorities to pay attention to the entrances to Baghdad, which are currently not worthy of the capital and its position.

The media office of the Prime Minister stated, in a statement received by the "National News Center", that "Al-Kazemi inspected the Dora-Yusufiyah highway project, toured with the engineering angel in the project, and was briefed on the joints of its work and the stages of completion."

The statement added, "Al-Kazemi held a meeting with the engineering owners of the Ministry of Construction, Housing and Municipalities, and the owners of the company executing the project, where he thanked the technical and engineering staff, and all project workers."

Al-Kazemi said, "The project represents the beginning of correcting many projects that have remained ink on paper without real implementation, for various reasons, foremost of which is corruption and mismanagement."

He explained, "This project has been designed for decades, and it is of great importance, and it is necessary to be a model for correcting the situation in the future, with regard to the development of important roads in Iraq and all other projects."

The Prime Minister affirmed that “all the needs of implementing this project will be provided; With the aim of completing it on time,” he directed the competent authorities to “pay attention to the entrances to Baghdad, which are currently not worthy of the capital and its position.”
