Alsumaria News / Baghdad

A member of the Parliamentary Finance Committee, Jamal Cougar, said today, Tuesday, to the most prominent doors to which the financial surplus can be directed from the difference in the price of a barrel of oil globally.

Cougar said in an interview with Alsumaria News, "The global oil prices at this stage are considered very normal compared to the price in the federal budget, and it is not possible to talk about the existence of a surplus between the two prices, on many considerations, including that the prices currently are approximately $ 66 per barrel of a kind. As for Iraqi oil, it is two dollars or a little more, and the net price in the budget is 45 dollars, "indicating that" selling Iraq For oil at $ 62 a barrel, it is not considered a net amount for the country's treasury, given that the licensing rounds take between 14-16 trillion dinars, and for each barrel at least two dollars are given to the companies, which means that the disbursements of each barrel amount to an estimate of up to 15 dollars, which means that the surplus, even if it is Is present, it will be very few. "

Cougar added, "In the event of an increase in global oil prices during the next few months, it is possible to benefit from it within the main chapters, the first of which is preparing a supplementary budget, given that holding elections in October will make it difficult for the next government and parliament to prepare a budget for the next year, which makes us need." To a supplementary budget, "pointing out that" the other door is the possibility of benefiting from the expected surplus to pay off outstanding foreign loans that were due to be paid and were postponed in the budget, including the prices of gas exported from Iran to Iraq To run the power stations. "

"The third chapter is to feed the central bank’s reserves, from which a large amount of surplus amounts were withdrawn in previous periods, if they rose to large numbers, in order to revive it for its importance in the monetary and financial policy of the country."

Iraq has achieved the highest oil imports since 2019

{Economical: Al Furat News} A member of the Oil, Energy and Natural Resources Committee in Parliament, Ghaleb Muhammad Ali, revealed that Iraq achieved during the month of April the highest revenue from oil exports since 2019 until now.

In a statement, Al Furat News Agency received a copy, Muhammad Ali said, "Iraq sold its crude oil during the last month (last) at $ 62 a barrel, and sales revenues reached about $ 5.5 billion, which is the highest in the country's revenues since the end of 2019."
And that "this amount when transferred amounts to 8 trillion dinars, in addition to other non-oil revenues, which amounted to a trillion dinars, so the number becomes 9 trillion dinars that entered the Central Bank of Iraq during the past month."
Muhammad Ali explained, "The presence of these sums makes us see the conditions of the Iraqis and the economy better, but what exists on the ground is the opposite. We see that the Iraqi economy is unstable and there is a continuous rise in the exchange rates of the dollar in the markets, which negatively affected the market and thus the life of the Iraqi family." Although there are a lot of revenues generated from the sale of oil. "
He stressed that "the Central Bank of Iraq is not able to control the exchange rates of the dollar, and there is a continuous rise within a few days, which calls for the opening of an investigation by the government about what is going wrong in this bank and the rapid increase in the exchange rates of the dollar and the possibility of removing him from his position and selecting people worthy of this position." Who controls all the money in Iraq. "
A member of the Parliamentary Oil Committee acknowledged that "there are cases of corruption in the central bank, especially in the window of selling the dollar, because the exchange rates amount to 145 thousand dinars for a bill of 100 dollars, while in banking shops it reaches 150 thousand dinars," stressing that "this difference between the selling prices The purchase will be from the share of the parties that will use the people's money in the upcoming elections. "
He explained, "The central bank must adopt a monetary policy whereby it can maintain stable dollar prices as it affects the lives of citizens, and take a stand far from the parties, since it is currently under their control."
On May 27, the Ministry of Oil announced the final statistics of the exported quantities of crude oil and the revenues achieved for the month of April, which amounted to 5 billion 549 million and 517 thousand dollars. The amount of exports of crude oil reached 88 million 398 thousand and 319 barrels, and the average price per barrel reached {62.779} dollars. .

A call for an investigation of the rise in the dollar's price despite the increase in oil revenues

{Economic: Al Furat News} A member of the Oil, Energy and Natural Resources Committee in Parliament, Ghaleb Muhammad Ali, called for an investigation to be opened regarding the continuous rise in the exchange rates of the dollar, despite the increase in oil revenues.

Muhammad Ali said in a press interview that Iraq sold its crude oil during the month of May for $ 62, and achieved revenues of about $ 5.5 billion, which is the highest since the end of 2019, noting that these revenues amounted to 8 trillion dinars after being converted into the Iraqi dinar, and non-oil revenues were added to it. A trillion dinars worth.

He added, "All those revenues, which amount to 9 trillion dinars, were entered into the Central Bank during the current month," noting that "despite the recovery of these revenues, we see that the economy is unstable and there is a continuous rise in the exchange rates of the dollar in the markets, which negatively affected the market. And thus in the life of the Iraqi family. "

Muhammad Ali expressed his surprise at the inability of the Central Bank to control the price of the dollar, pointing out that the continuous increase in the price of the foreign currency calls for the opening of an investigation by the government to solve the problem of the imbalance in monetary policy.

The exchange rates of the dollar rose to reach 1492.5 dinars per dollar, despite the government decision for the exchange rate, which is fixed in the budget, 1450 dinars.

Today, Saturday, Representative Muhammad Shia Al-Sudani suggested that Iraq will achieve a financial surplus estimated at 20 billion dollars by the end of this year, warning that resorting to external loans may have other goals.

Al-Sudani said in a statement received by Noon News Agency, “According to the data of the Oil Export Company (SOMO), the total oil revenues for the past seven months (from January to the end of July) amounted to approximately 40 billion dollars, compared to the estimated oil revenues (the first seven months). According to the approved budget), which amounts to 28.6 billion dollars on the basis of exporting 3 million barrels per day (considering 250,000 from Kurdistan not counted in SOMO's monthly revenue reports) and at a price of 45 dollars per barrel.

Al-Sudani added, "With this, a financial surplus of no less than 11 billion dollars has been achieved, as for the estimates of oil revenues for the remaining five months of the year, and due to the recovery of the economies of the major countries, which is likely to stabilize oil prices at their high levels, if not higher than the current level, as we note from the past three months." , as well as the possibility of higher sales as well. We will have achieved an annual surplus in oil revenues of nearly 20 billion dollars if it does not actually exceed that, and this is equivalent to the amount of the financial gap (planned deficit) which is also less than 20 billion dollars, excluding non-oil sources of income.”

Al-Sudani, on the other hand, noted that Through experience in previous budgets, the deficit in it was always a planned deficit, i.e. just a number that ends the fiscal year and has no significant effect and this particular year when the budget was approved at the end of April and the exchange was 12/1 for the four months, in addition to the low exchange rate until July, what I mean, beyond any doubt, that the exchange rate for this year will not exceed in the best cases 70%, and therefore there is no real deficit in this budget, which means that there is no argument against those who pay for foreign loans unless it is for other purposes, that the difference between the oil revenues that were made It is estimated in the budget for seven months and the surplus actually achieved until the end of the current month, and as we mentioned, the amount of 11 billion dollars is sufficient to compensate for the foreign loans associated with contracts amounting to approximately 10 billion dollars to finance all project contracts whose financing was linked to foreign contracts, linked to the executing companies and monopolized by them. It is indispensable, while emphasizing that some of the projects proposed to be funded by The loans do not represent development or service projects, but some of them can be implemented through investment and the private sector, such as Mosul Airport, for which 300 million euros were allocated, and the suspended train project in Baghdad, for which 150 million euros were allocated from the French loan.

Al-Sudani indicated that "many projects, including hospitals, can be financed at half the cost and the best specifications in the event that there are real economic and technical feasibility studies prepared by sober parties, and by calculating the coming months, we will have achieved additional income that exceeds half of the deficit and self-financed all our projects and we got rid of foreign loans that The country costs billions of dollars in interest, and at a time when we recall that the article on loans in the 2021 budget was the focus of great controversy during the approval of the budget law for this year, and the number of members of Parliament who voted in approval was by a small number compared to the number that rejected these loans.

Al-Sudani specifically called on the Prime Minister and Minister of Finance, “to prepare a supplementary budget urgently to replace the commercial loans for projects and fill the budget deficit with the surplus available as a result of the increase in oil prices and the transformation of some projects into investment opportunities and contentment with internal loans and loans provided by international institutions for service and strategic projects of Low interest, this is as a first proposal, as for the other proposal, the ministries of finance and planning submit urgent proposals to take advantage of the surplus in oil sales as a result of the increase in prices, to replace it with commercial borrowing, and to be satisfied with internal loans and loans provided by international institutions for service and strategic projects with low interest.

Increasing crude oil export outlets

Tuesday 10 August 2021 102Increasing crude oil export outlets

 Baghdad: Shukran Al-Fatlawi

Member of the Federation of Businessmen Mahmoud Mahdi stressed the importance of the multiplicity of export outlets for Iraqi crude oil, in order to create more flexibility in the delivery of Iraqi oil to global markets, in order to move away from the challenges facing the corridors
Conventional raw transfer.
Mehdi indicated that work should move towards finding other outlets for the export of crude oil, so that there would be flexibility in exporting, especially since Iraq stops exporting more than 30 days a year due to weather conditions and sometimes more, which necessitates us to move towards cooperation with neighboring countries in this
matter.
He said that "oil imports today represent the main source of funds for Iraq, and working to ensure the flow of exports at all times is very important, and it gives Iraq an opportunity to increase oil exports after the global economy recovers and export quantities increase."
It is noteworthy that it was agreed to extend an oil pipeline from Iraq to Jordan, to increase the export outlets for crude oil and not to rely on a single source in case the strait is closed.

Mubasher: The Iraqi Ministry of Oil said today, Wednesday, that the total exports of crude oil for the month of August 2021 amounted to 94.66 million barrels, according to the preliminary statistics issued by the Iraqi Oil Marketing Company "SOMO".

The Ministry of Oil added, in a statement, that export revenues from crude oil amounted to 6.53 billion dollars during the month of August.

The statistics showed that the total quantities of crude oil exported for the month of August from the oil fields in central and southern Iraq amounted to 91.66 million barrels, while from the Kirkuk fields through Ceyhan port, the exported quantities amounted to 3 million barrels.

The average daily exported quantities amounted to 3.05 million barrels, and the average price per barrel was more than 69 dollars.

The Ministry of Oil noted, in its statement, that the price of crude oil, which is marketed by "SOMO" with all its qualities and specifications, is a monthly price, not a daily price, and it has nothing to do with the daily changes of the global oil market.

The ministry stressed that it is not subject to judgment by some individuals or websites regarding the rise and fall of Iraqi oil prices and the announcement of inaccurate numbers according to the rise and fall of oil prices in global markets, which causes distortion of facts and information about it.

The amount of crude oil exports during the month of July reached 90.47 million barrels, achieving revenues of $6.48 billion, compared to $6.14 billion during the month of June.
