Mubasher: The Iraqi Prime Minister, Mustafa Al-Kazemi, chaired, today, Monday, the regular session of the Council of Ministers, held in Nineveh Governorate.

 

Al-Kazemi said, according to a statement by the Prime Minister's Media Office, that the government had formed a special committee for the reconstruction of Mosul, noting that he had issued directives to develop a road map and a quick action plan; To address the problems faced by the province.

The Prime Minister added that the government has also started working on important strategic projects in the governorate. Including the Mosul airport and the train station, directing all ministries to provide all their capabilities to the Mosul Reconstruction Committee; to succeed in its mission.

The Prime Minister directed the ministers to make regular visits to Nineveh; To find out their problems, and to develop effective and quick solutions to them.

He continued, "I came to Umm al-Rabeein today to hold a cabinet session, to find out what Nineveh suffers from in various fields. We are very sorry to see that Nineveh is still suffering from service and construction problems."

The Prime Minister noted that corruption and mismanagement are among the factors that caused the fall of the province to the hands of the ISIS gang, indicating that the government fought corruption as much as it could.

And he added, "I know that all Iraqis and the people of Mosul among them supported us in the war against corruption, but the battle is long, and it may be greater than the battle of ISIS, and it needs our solidarity together. The future is for the lovers of Iraq, and there is no future for corruption, terrorism and incompetence."

The Prime Minister arrived in Nineveh this morning, at the head of a government delegation, which included members of the Council of Ministers; To inspect the situation in the province, and hold a session of the Council of Ministers to take a number of decisions regarding them.

The Prime Minister inspected the Mosul Dam and the dam management project building, reviewed the dam's work, and met its workers.

The Mosul Dam project manager gave a detailed explanation of the dam, its importance, and the work done to maintain it, and the filling work from the top of the dam was also inspected.

Mr. Al-Kazemi stressed the importance of the Mosul Dam, and the need for the staff working in it to carry out continuous maintenance operations, and to monitor the filling operations that it requires.

It is noteworthy that Mosul is the city and center of Nineveh Governorate, and is considered the second largest city in Iraq in terms of population and area after Baghdad.

{Political: Al-Furat News} Prime Minister Mustafa Al-Kazemi said from Nineveh, today, Monday, that the battle against corruption is long and may be greater than the battle of ISIS.

Al-Kazemi said in a session of the Council of Ministers held in Nineveh Governorate, “Nineveh Governorate is dear to the hearts of all Iraqis, and it is one of the hallmarks of civilization. It is no coincidence that Nineveh is one of the examples of Iraqi diversity, and it is not a coincidence that the land of Iraq brings together all this diversity, which we consider a source of strength, and we see it as the essence of Iraqi identity.”

 He added: "The nations that preserve their diversity and respect this diversity are the living civilized nations, and the Iraqi diversity would not have reached this day without the authentic Iraqi metal, their respect for each other, and their pride in their culture," noting that "on this beloved land, the world witnessed a journey of sacrifices from all Our people, in defense of Nineveh’s identity, its Iraqiness, and its authenticity, refusing to let this great city be captive to terrorism and reactionary, and the Iraqis won over terrorism because the Mosulis, or as it is said in our dialect (Al-Masalwa), are at the forefront of the defenders of their city.

He continued, "Our people in Nineveh came to Umm al-Rabeein today to hold a cabinet session, to find out what Nineveh suffers from in various fields. The province is in the hands of the ISIS gang, we fought corruption as much as we could, and I know that all Iraqis and the people of Mosul among them supported us in the war against corruption, but the battle is long and it may be greater than the battle of ISIS, and it needs our solidarity together.”

He stressed, "We formed a special committee for the reconstruction of Mosul, and directed us to draw up a road map and a quick action plan, to address the problems that the province suffers from, and we also started working on important strategic projects in the province, including Mosul Airport and the train station."

He directed "the ministers to make regular visits to Nineveh to find out its problems and develop effective and quick solutions to them."

 He called on all ministries to provide all their capabilities to the Mosul Reconstruction Committee to succeed in its mission.

 He concluded his speech by saying: "I say to our people in Mosul: The future is for the lovers of Iraq, and there is no future for corruption, terrorism and incompetence, and we are with you and your family in all the cities of Iraq, with you to rise, we help each other, no one helps us after God but ourselves, our will, and our authentic values." remission

{Local: Al Furat News} The Council of Ministers voted on 23 decisions regarding Nineveh Governorate, during its regular session held today, Monday, in the city of Mosul, headed by Prime Minister Mustafa Al-Kazemi.

The decisions were summarized as follows: 

First / releasing the funds of Nineveh Governorate, the frozen balances, to projects for the benefit of the movable departments, provided that these projects are identified, in coordination with them and the High Committee for the Reconstruction of Mosul, and included in coordination between them and the Ministry of Planning, in accordance with Article (2 / first / 6 / a) of the budget law Federal General Assembly for the fiscal year 2021.

Second /  
1- Allocating the remaining area of Al-Ghazlani camp (after transferring the ownership of an area of (3000) dunams from the aforementioned camp to the current Ministry of Defense, according to what is indicated in the sequence (60) of the meeting minutes, according to Cabinet Resolution 243 of 2020). To the municipality of Mosul, to establish a residential investment project in accordance with the Investment Law (13 of 2006), provided that the project is presented in public auction as required by Cabinet Resolution (245 of 2019).

2- Forming a committee from the Ministries of Defense, Transport, Construction and Housing, the National Investment Commission and the Civil Aviation Authority, the Supreme Commission for the Reconstruction of Nineveh, to consider the development of a comprehensive plan for the remaining areas of the Ghazlani camp lands within one month, and to take sectoral approvals regarding what was mentioned above ( approval).

Third / The Central Bank of Iraq has taken the appropriate measures regarding the re-work of banking companies in Nineveh Governorate in accordance with the laws and instructions, after the security audit is carried out by the National Security Agency within a period not exceeding 30 days from the date of receiving the audit request from the Central Bank, and upon its completion the approval is considered Obtained when no answer is given.

Fourth / The Ministry of Industry and Minerals rehabilitated factories and laboratories in Nineveh Governorate, according to the financial discounts available to it.

Fifth / Reconstruction of the old city of Mosul, according to what was stated in paragraph (1) mentioned above, in coordination with the relevant authorities.

Sixth / The Ministry of Finance paid compensation for the first batch sent by the budget department in the aforementioned ministry, according to the letter of the Nineveh Appeals Court Presidency No. (1088) dated June 16, 2021, and Nineveh Governorate letter No. 2742 dated June 17, 2021, if available Financial assignments.

Seventh, the Civil Aviation Authority, in coordination with the French side, took appropriate measures as soon as possible, regarding the follow-up to the implementation of the rehabilitation of Mosul International Airport with the representative of the French company (ADP-1), as indicated in the Cabinet Resolution (221 of 2020).

Eighth/
 1- The Tourism Authority of the Ministry of Culture shall review the investment contract concluded regarding the Nineveh International Oberoi Hotel, and take the appropriate measures in this regard. 

2- The Minister of Culture may offer the hotel above for investment, as an exception from Cabinet Resolution (245) of 2019, to one of the companies specialized in this field after completing the aforementioned procedures in paragraph (1).

3 - Inclusion of the Mosul Hotel in paragraph (2) above.

Ninth / Waiting to create new administrative units in Nineveh Governorate until the population census is conducted, as indicated in the Cabinet Resolution (34 of 2020).

Tenth / Establishing the Hawally Street and the Sixth and Seventh Bridges in the city of Mosul, in coordination between Nineveh Governorate and the ministries (Finance, Planning, Construction, Housing, Municipalities, Public Works, and Culture).

Eleventh / The ministries (Finance and Planning) took appropriate measures regarding the implementation of Article (2/Second/Deficit/2/B/2/K) of the Federal General Budget Law for the fiscal year 2021, to finance a number of infrastructure projects for the benefit of the Ministry of Health during 2021, including the construction of the Republican Hospital in Nineveh Governorate.

Twelfth: The Ministry of Construction, Housing, Municipalities and Public Works resumed work on localized ministerial projects in Nineveh Governorate, in coordination with the Ministry of Planning, according to financial allocations.

Thirteenth / The Ministry of Planning undertakes to find a treatment for the suspended projects in Nineveh Governorate, according to the aforementioned governorate’s proposals or any other proposals on the subject according to what was stated in Article (2/First/6/C) of the Federal General Budget Law for the year Finance 2021.

Fourteenth / Salah al-Din Governorate took legal measures regarding the settlement of the contract signed with Zahra Company regarding the project of the Ministry of Electricity in the northern region (Bayji line - west of Baghdad, and Qayyarah gas line - Yarmajah secondary) if it had a legal justification, with the joint operations command assuming the line of insurance Qayyara gas and protect the teams assigned to implement the project.

Fifteenth / The inclusion of the Ministry of Higher Education and Scientific Research, in coordination between it and the Ministries of Finance and Planning, the projects whose details are shown in the accompanying list linking the letter of the Ministry of Higher Education and Scientific Research No. (S/2302) dated July 12, 2021, based on the provisions of Article (2) /First/6/a) of the Federal General Budget Law for the fiscal year 2021, even if that is in the 2022 budget.

Sixteenth / Approval of the study prepared by the Higher Committee for the Reconstruction of Mosul, numbered 190, dated July 10, 2021, and considered it a ground for projects needed by Nineveh Governorate.

Seventeenth / Approval of the following:

1- Forming a committee headed by a representative of the Ministry of Construction, Housing, Municipalities and Public Works, and the membership of representatives from the Ministries of (Finance/State Real Estate Department, Justice/Real Estate Registration Department), the Office of Endowments for Christian, Yazidi and Mandaean Religions, and Nineveh Governorate.

2- The aforementioned committee shall set the controls for ownership and ownership in Christian towns located in the Nineveh Plain that have national, religious, ethnic and sectarian specificities.

Eighteen / 
1- Approval of the recommendations of the working group authored on the audit of expenditures for the years (2013-2019), regarding the salaries of the Nineveh Health Directorate, which are set out in the Federal Office of Financial Supervision letter No. (13/5/9/5213) dated March 24, 2021, According to the following:

A - The ministries of finance and health provide adequate allocations for the salaries of the Nineveh Health Department’s employees, taking into consideration the central appointments and promotions of the aforementioned department’s employees.

B - The Federal Office of Financial Supervision opened an investigation with the Ministry of Health regarding the allocations exploited from them and the allocations not added during the two years (2018 and 2019).

C- The Ministry of Finance made the necessary allocations for direct employees during the year/2017 whose salaries have not been paid to date, despite the soundness of their security position.

d- Forming a committee from the Nineveh Health Department, which will be responsible for counting the names of employees, the amounts of their salaries who are not covered by the saved salaries, and carrying out the necessary accounting treatments.

e- Reconsidering the promotions issued during 2018, and deducting the wrongly disbursed differences for some employees.

F- The Nineveh Health Department expeditiously submitting the financial statements and obtaining the approval of the consolidation record from the Ministry of Finance.

2- Imposing a penalty on members of the Diwani Order Committee (8 for the year 2020), which was formed according to the letter of the General Secretariat of the Council of Ministers No.

Nineteenth / Approval of paragraph (3) of the third axis / recommendations from the weekly report of the Corona pandemic in Iraq, which are set out in the Ministry of Health book No.

A- The management of the medical research centers project at the University of Mosul with a capacity of (150) joint beds shall be between the Ministry of Higher Education and Scientific Research / University of Mosul, and the Nineveh Health Department, and it is used for non-communicable diseases.

B - Authorizing the Nineveh Health Department to spend from its budget, after strengthening it with the amounts required from the Ministry of Finance and the sums for the development of regions in Nineveh Governorate.

Twenty/ Allowing cars to be officially registered before (10 June 2014), from the years of manufacture 2012-2013-2014, in the Nineveh Governorate Traffic Directorate, provided that the beneficiary is a resident of Nineveh Governorate.

Twenty-first / Approval of the recommendations of the Ministerial Council for Energy (107 of 2021) attached to the letter of the General Secretariat of the Council of Ministers, numbered (21599) on August 10, 2021, and from the allocations of the Ministry of Water Resources without requesting additional financial allocations.

Twenty-second / creation of job grades; For the purpose of confirming contractors with the Electoral Commission, whose service exceeded 5 years or more, based on Article (61/b) of the Budget Law, and the formation of a joint committee headed by a representative of the Ministry of Planning, with the membership of representatives from the Ministry of Finance and the Electoral Commission; To study the conversion of (temporary) contracts in the Commission into operational contracts.

The Council of Ministers voted on 22 decisions related to Nineveh Governorate, during its regular session held yesterday, Monday, in the city of Mosul, headed by Mustafa Al-Kazemi, who directed the development of a road map and a quick action plan to address Nineveh’s problems and accelerate the reconstruction in the province, stressing that “nothing will stop us.” About building our homeland,” while laying the foundation stone for the reconstruction of Mosul Airport and the train station in Ayman Mosul, to begin their reconstruction.

The Prime Minister recalled the souls that rose to martyrdom, whether from our Yazidi people, or the heroic spirits of the youth of Iraq who sacrificed themselves in order to defeat terrorism and restore the land and its people.
He stressed the work to build a museum that commemorates the martyrs of this place, including children, women and valiant fighters, who defeated terrorism on behalf of the will of good in the whole world, pointing out that the government is doing everything in its power to address the file of displaced and missing Yazidis, and to provide all help, love and responsibility to the Yazidi survivors from the grip ISIS is evil, as well as following up the fates of those kidnapped from them. He pointed to the continuation of the implementation of the Sinjar Agreement, which will pave the way for the launch of reconstruction and construction projects in the region, and will restore intimacy, love and coexistence to it as it was throughout the ages, returning Sinjar, the land of martyrdom, the land of Iraqi blood that gathered from every Iraqi province and was shed generously and profusely, to preserve the entity of Iraq.

Al-Kazemi said, during the foundation stone laying ceremony, "Mosul has always been an important link in the global transport movement between East and West," noting that "the historical importance of Mosul was based on its civilizational history, as it was based on its strategic location in the region and the world."

 

Al-Kazemi added, according to a statement by his office received by Shafak News Agency, that "this strategic advantage must be optimally invested economically for the benefit of Iraqis in general, and for the residents of this province in particular."

 

He continued, "We are determined to develop modern and rapid means of transportation in the province, in order for Mosul to regain its economic and historical role again."

 

Al-Kazemi said, "We directed the development of work in the Mosul station, and we are continuing to improve its connection with other Iraqi provinces and neighboring countries, and the development of transport lines passing through it."

 

He pointed out that "Mosul will be an important crossing point in the transportation of goods and commercial movement incoming and outgoing from Iraq, and it will be an important tributary in diversifying sources of wealth and developing the Iraqi economy, away from dependence on oil."

 

He stated that "developing and facilitating the movement of transport, will create more jobs and job opportunities for our people and youth in Mosul, and will bring prosperity and enhance local stability in all its aspects."

 

He also said that "Mosul is Iraq's bread basket in agriculture, and an important gateway to Iraqi trade, both external and internal as well."

 

Al-Kazemi also met with a group of citizens of the city of Mosul, and listened to their problems and the suffering of their regions.

 

Al-Kazemi promised to study their proposals, to overcome all obstacles that stand in the way of meeting the needs of citizens, and to advance the reality of their governorate by adopting construction and reconstruction projects.

 

Al-Kazemi had arrived earlier on Monday in Nineveh and held a government session in Mosul before visiting Sinjar district, the stronghold of the Yazidi Kurds who were subjected to genocide at the hands of ISIS in 2014.

Head of the National Investment Commission, Suha Daoud Najjar, said that the decisions taken by the Council of Ministers in its regular session held yesterday, Monday in Nineveh Governorate headed by Prime Minister Mustafa Al-Kazemi, send a message of reassurance to investors wishing to enter the Mosul market and aim to encourage investment in the province.

Najjar, who attended the meeting of the Higher Committee for the Reconstruction of the Governorate yesterday in the city of Mosul, which was chaired by Prime Minister Mustafa Al-Kazemi, stated, "The commission will work with the committee and in cooperation with the relevant ministries and government institutions to complete these decisions within the prescribed period.

She called for concerted efforts for the reconstruction of Nineveh Governorate." Which enjoys attractive elements for investment, primarily its geographical location, its historical dimension, and its natural and human resources.

For his part, Chairman of the Nineveh Investment Commission Medhat Al-Ani confirmed that the holding of the cabinet session in Mosul and the visit of the head of the National Investment Commission to the province will push the wheel of investment in the city and encourage capital to participate in the investment process, referring to the Cabinet’s decision to allocate the remaining space from Ghazlani camp to the municipality Mosul, (after transferring the ownership of an area of (3000) dunums of it to the Ministry of Defense to establish a large residential, recreational, and commercial investment project that will be presented in the form of investment opportunities in accordance with the amended Investment Law No. (13 of 2006).

Today, Monday, Prime Minister Mustafa Al-Kazemi confirmed the continuation of the implementation of the "Sinjar Agreement", indicating that it will pave the way for the launch of reconstruction and construction projects in the region.

Al-Kazemi said in a speech during his meeting with the clans and dignitaries of Sinjar in Nineveh Governorate, according to a statement by his media office, "This place has become sacred because pure and pure blood was shed here, the blood of our honorable Yazidis, and the blood of young people from all over Iraq who liberated it because it is their honor and their land."

The Council of Ministers decided to exclude my projects (Shatt Al-Arab Hotel, malls and chalets, the mall and hotel apartments affiliated with the Sports City) in Basra Governorate, from the Council of Ministers’ decision (245 of 2019) related to the presentation of investment opportunities by advertising, after the Ministry completed its procedures for withdrawing work from the company implemented or any procedures implemented by the Ministry.

The decision also included assigning the General Company for Sports Investments, affiliated to the Ministry of Youth and Sports, to negotiate with the specialized companies; To give investment opportunity, and access to contractual clauses in accordance with the Investment Law (13 of 2006) and its amendments.

The Council of Ministers decided in its thirty-first session, held in Nineveh Governorate, on 08/16/2021, the following:

Approval of the Ministry of Finance’s disbursement of the first batch compensation sent to the Budget Department in the aforementioned ministry, according to the letter of the presidency of the Nineveh Appeals Court No. (1088) dated 06/16/2021, and Nineveh Governorate Book No. (2742) dated 06/17/2021, if financial specializations are available.

Nineveh province, Najm al-Jubouri, revealed, on Saturday, the date for the reopening of banking companies in Mosul.
Nineveh Governor Najm al-Jubouri said to the official news agency, "The decision to allow banking companies in the city of Mosul to carry out their work was voted on by the Council of Ministers and will be circulated to all departments of the Prime Ministry," noting that "a month was given to the Ministry of Finance and the Central Bank to implement, if they did not If there is any security or legal obstacle to a section of the companies, the companies will start their work.”
He added that "the Council of Ministers voted unanimously to open banking companies in Mosul," noting that "in Mosul, there are 72 exchange companies, and they were permanently prevented from working by the Central Bank of Iraq and the Ministry of Finance due to a reservation by the National Security Advisory." 
 Al-Jubouri added that "the governorate earlier tried to provide assistance and was able to obtain approval to re-work with 12 companies, provided that they deal in the Iraqi currency. Therefore, the people of Mosul are forced to travel to other places to convert foreign currency."
He pointed out that he "suggested to the Council of Ministers that these companies open, and if there is a security concern to be resolved within a month and outside the limits of the month, all exchanges are opened", stressing that the proposal was unanimously approved and was approved.
