Shafaq News/ The visit of the Iraqi delegation headed by Prime Minister Mustafa Al-Kazemi coincides with the expiry of a 120-day exemption - on July 30 - granted to Iraq to continue importing Iranian electricity.

Since 2018, Washington has granted Baghdad exemptions to import Iranian energy, which has been subject to US sanctions since that year.

The Vice President of Foreign Reports, Matthew Reed, concerned with US foreign policy, based in Washington, said that US President Joe Biden does not want to fight a battle with Baghdad over the waiver of sanctions.

"The extension is virtually guaranteed in light of the intense summer heat," he added.

Rachel Zimba of New York-based Ziemba Insights and senior fellow at the Center for a New American Security expects the waiver to be granted despite Iraq's difficult dependence on Iranian fuel.

"The Iraqis may request additional waivers to facilitate payment to Iran," Zimba said.

Iraq has suffered from electricity shortages this year due to the intermittent supply of electricity and Iranian gas, while Iraq is facing difficulties in settling billions of dollars in arrears to Tehran without the threat of financial repercussions from the United States. Iraq was the second worst country in the world in terms of burning gas after Russia in 2020, It has held that rank since at least 2016, according to the World Bank.

Shafaq News/ The American newspaper "Star Tribune" stopped at the meanings of US President Joe Biden's announcement of the end of the combat mission of American soldiers in Iraq at the end of this year, noting the great significance of the announcement's implications, and that the majority of the forces that will remain will be reclassified their role, but they will not withdraw quickly. .

wise move

The American newspaper indicated in a report translated by Shafak News Agency; Although Biden announced the end of the combat mission, and transformed it into training, advisory and support missions to deal with the threats of ISIS, a limited number of soldiers will be redeployed, and that the majority of the 2,500 soldiers currently in Iraq will remain, and their mission will be reclassified to become in the areas of training and advice. .

The newspaper considered this a "wise" move given the threat posed by ISIS, which is resurrecting itself, and the existing threats from Iran, which already enjoys enormous influence in Iraq, including with Shiite militias responsible for attacks on American soldiers.

And she added that during the upcoming elections, it will become clear whether Biden's precise policy will be sufficient to stabilize the political position of Iraqi Prime Minister Mustafa Al-Kazemi, noting that it is not likely to satisfy the most hostile Shiite opposition groups, which demanded a complete American withdrawal.

eternal wars

However, the newspaper considered that the political transformations in Iraq and Afghanistan, and the renewed efforts to end the era of detention of detainees at Guantanamo Bay in Cuba, confirm Biden's determination to end the "eternal wars", and to shift more broadly from the era of the "war on terror", towards Asia, especially towards China, A country that, unanimously, foreign policy experts present the greatest geopolitical challenges.

She added that just as the vision of Barack Obama's administration to move towards Asia faltered, due to the emergence of ISIS and the continuation of the regional conflict, the Middle East may also confuse the Biden administration, noting that this had previously happened in Iraq before when US forces were forced to return militarily to a country that had withdrawn. from it in 2011 in order to eliminate and defeat ISIS.

In exchange for Biden's withdrawal from Afghanistan, which is popular among the Americans, the Americans, the Pentagon and the allies may sound the alarm if the Taliban takes control of the country again and returns to the practice of brutality, especially against women and girls, that characterized its previous rule, and it is likely that is happening.

malicious roles

The American newspaper stated that other threats remain, including expansion by Iran, which has chosen a new hard-line president who may eventually reject Biden's attempt to negotiate a return to the Iranian nuclear agreement, noting Iran's "malign" roles in other regions, including Yemen, which is witnessing the worst humanitarian crisis in the world, in Syria, where Iran and Russia supported the Assad regime, and also in Lebanon, which is falling into an economic abyss that further destabilizes it.

She noted that these crises, including the conflict between Israel and the Palestinians and the constant threats of terrorism, could all attract the United States to the region.

That is why the newspaper concluded by saying that Biden was not mistaken about the need for a strategy to focus on China, but he would have reassured the country and the world, had he dealt with the withdrawal in Afghanistan as is the case in Iraq.

An American call to treat Iraq’s militias as “ISIS” and support Al-Kazemi for a new term

Reports & AnalyticsWashingtonbreakingISISShiite factionsMustafa Al-Kazemi 2021-07-31 14:38A-AA+

Shafaq News/ The American "Brookings Institution" called for starting to deal with Shiite militias in Iraq in a similar way to the way ISIS was treated, and to develop policies accordingly to make its "fighting" sustainable and verifiable.

The American report, translated by Shafak News Agency, indicated; Washington's counter-terrorism strategy in Iraq focuses on seeking to permanently defeat ISIS, adding that the United States, like Iraq, is also mired in a war with militias allied with Iran, as its bases in Iraq were attacked seven times during the month of July alone.

The report pointed out that Washington tried to find ways to confront the Shiite militias and their branches, but it indicated that the integration of these forces into the Iraqi political system and society did not facilitate dealing with them using tools such as those used to confront ISIS.

After stressing the importance of defeating ISIS, the report pointed out that the organization’s ability to survive was linked to “the continued dominance of Shiite militias linked to Iran, which directly undermine the government by attacking its security forces,” adding that the forces acting as a proxy for Iran are responsible for the killing. More than 600 Iraqis, thousands of protesters wounded, activists murdered or kidnapped, and Iraq "turned into a republic of fear."

Therefore, the American Institute report called for “formally treating the Shiite militias linked to Iran as equal to ISIS and developing policies accordingly, so that the United States and its allies can begin the process of developing standards to combat these groups in a sustainable and viable manner.”

The report pointed out that senior Iraqi officials began classifying the attacks launched by these militias as "terrorism", while the Biden administration struck the militias at least twice. The report described this change in the Iraqi tone, and the proportionate US strikes, as "welcome", but added that formally dealing with the militias allied to Iran as "equivalent to ISIS, it will create a sense of the direction and purpose of future US military responses to militia attacks, in addition to To the broader issue of how Washington deals with Iranian proxies, which is a signal of non-existent intentions, and could enhance American deterrence.

The report considered that the attacks of Iran’s proxies should not be treated as “anomalous cases or as indications of the collapse of the regime in Iraq, because this reduces the inevitability of containing these groups,” calling for dealing with “Iran’s proxy groups as the same problem and they are directly responsible.” about terrorism and turmoil in the country.

The report suggested reaching a grand bargain between the internal allies of the United States in order to "support their attempts to keep US forces in Iraq and conclude a buffer zone against the influence of Iran and its proxies."

The report called on the United States to make it a priority to direct the Iraqi political parties allied with it, towards concluding this big deal that seems unlikely to be verified by them alone, explaining that Washington has helped the Kurdistan Regional Government and Baghdad to improve relations between them since Al-Kazemi and the Prime Minister of Kurdistan Region, Masrour Barzani. his position.

He pointed out that making a broader effort depends on the values and goals that bind the actors allied with the United States and the establishment of sustainable mechanisms for settling disputes between them.

The American Institute concluded by saying that treating Iran's proxies as equivalent to ISIS, along with the presence of a broad front allied with the United States in Iraq, would "enhance the credibility of the Biden administration and its negotiating hand with Iran, in nuclear negotiations and regional de-escalation efforts."

While the report also called for expanded sanctions against individuals and forces allied to Iran to undermine its attempts to cross-party alliances, it was created to say that the United States may not be able to eliminate these groups and their infrastructure, but it can focus on individuals, rather than organizations, by stopping Funding and support for Iraqi institutions controlled or controlled by those individuals or groups linked to Iran.

He concluded by saying that Al-Kazemi, who he described as the prime minister of the "compromise" government, does not have a political base, and that the United States should help him secure an additional term, which is an opportunity that Washington and its allies must seize.

A military operation against ISIS remnants in Anbar (from the Observatory)

A military operation against ISIS remnants in Anbar (from the Observatory)

Huda Jassim (Baghdad)

The US ambassador to Iraq, Matthew Tueller, said yesterday that reconfiguring his country's forces in Iraq does not mean leaving all forces, but rather changing their mission according to a timetable that ends at the end of this year.
The Iraqi News Agency quoted the ambassador as saying that the US forces will be present in Iraq under the international coalition forces to provide advice and training, revealing that dialogues are continuing with Iraqi security leaders to continue
assessing the extent of Iraq's need for support to combat ISIS. He believed that Iraq is an important country, and that its stability contributes to the stability of the Middle East, warning at the same time against corruption and external and internal interventions that lead to the weakness of the Iraqi state.
He pointed out that the Iraqi side wants the Iraqi forces to carry out combat operations alone, but at the same time it needs the support of the international coalition in other areas, including training and combat advice and sharing intelligence information. He pointed out that the past two years witnessed a great development for the Iraqi forces to be able to fight ISIS, especially that the Iraqi air force, reinforced with F-16 aircraft, increased the ability of the ground forces to fight terrorism.
At the conclusion of the last round of the strategic dialogue between the two countries, the two countries agreed to end the tasks of the US combat forces in Iraq by the 31st of next December and to transfer their tasks to training and advisory.
In another context, the spokesman for the Commander-in-Chief of the Iraqi Armed Forces, Major General Yahya Rasoul, reported yesterday that 5 ISIS militants, including 4 leaders, had been arrested in Sulaymaniyah Governorate in the Kurdistan Region.
He said, in a press statement, that the forces of the Counter-Terrorism Service, in cooperation with the Kurdish Asayish forces, managed to arrest 5 ISIS members, including 4 leaders of the organization's Qaqaa Brigade, in the city of Sulaymaniyah.
In addition, a number of people were killed in some Iraqi cities, while the other number were injured to varying degrees, as a result of sporadic violence.
In Maysan Governorate, a security source said that a man killed two people, then committed suicide in the center of the city of Al-Amarah.
In another context, Iraqi Prime Minister Mustafa Al-Kazemi confirmed yesterday that the Iraqi government strongly aspires to restore Iraq's economy to its strength, after the situation reached very low levels as a result of rampant corruption.
Al-Kazemi said, during the meeting of the Supreme Committee for Reform: "Our meeting is to announce the start of implementing the administrative and executive mechanisms of the economic reform plan within the white paper," according to a statement by the Iraqi government.
He added: "Since we launched the reform white paper to address the rampant corruption in the country, we have been working to create an appropriate atmosphere for its implementation, and this plan would rebuild the Iraqi economy in a proper manner that would achieve sustainable development for the country."
He explained that the reform plan would provide a solution to the chronic economic management crisis, which is represented by complete dependence on oil, and the failure to diversify sources of income.
