Psaki said that Al-Kazemi's visit will shed light on the strategic partnership between the United States and Iraq and the strengthening of bilateral cooperation in the strategic framework agreement, according to the Iraq News Agency, "conscious."

She noted that the visit will also focus on key areas of mutual interest, including through education, health, culture, energy and climate initiatives.

She indicated that President Biden looks forward to strengthening bilateral cooperation with Iraq on political, economic and security issues to include joint efforts to ensure the lasting defeat of ISIS.

And the adviser to the Prime Minister of Iraq had revealed, yesterday, that Al-Kazemi would conduct a tour of a number of Western countries at a later time, while indicating that he would discuss in Washington the file of the exit of US forces from the country.

He said at the time, "The nature of the discussions that Prime Minister Mustafa Al-Kazemi will hold during his upcoming visit to the United States will focus on the exit of American forces, with a popular supportive trend for that," noting that there is seriousness on the American side in holding bilateral talks.

Official: Fuad Hussein and Qassem al-Araji in the Iraqi delegation to Washington

Shafaq News/ Shafaq News Agency obtained an official roster of the members of the Iraqi delegation heading to Washington next week.

According to the document issued by PM Mustafa al-Kadhimi's office, the delegation will stay in the U.S. capital for two days to resume the rounds of the Strategic Dialogue.

The delegation includes Minister of Foreign Affairs Fuad Hussein, National Security Advisor Qassim al-Araji, and head of the National Commission for Investment Soha Daoud, along with a group of undersecretaries and senior military officials.

United States President Joe Biden will welcome Iraqi Prime Minister Mustafa al-Kadhimi to the White House on July 26, his office has announced.

The meeting will “highlight the strategic partnership between the United States and Iraq”, the White House said in a statement on Friday.

White House Press Secretary Jen Psaki said Biden “also looks forward to strengthening bilateral cooperation with Iraq on political, economic and security issues to include joint efforts to ensure the enduring defeat” of ISIS.

The meeting will take place against the backdrop of growing concerns among US officials about more frequent attacks against the US targets in Iraq and Syria.

There have been at least eight drone attacks targeting the US presence since Biden took office in January, as well as 17 rocket attacks.

The Biden administration has responded by twice targeting Iraqi armed groups operating inside Syria, including one close to the Iraq border.

Iraq has long been an arena for a bitter rivalry between the US and Iran despite their shared enmity towards ISIS. 

Baghdad’s relationship with Washington has been complicated since the US assassinated the last year Iranian top General Qassem Soleimani and senior Iraqi militia commander Abu Mahdi al-Muhandis at Baghdad International Airport. The drone strike on January 3, 2020, was ordered by then-President Donald Trump.

Al-Kazemi talks about Iran’s debts and the files of his visit to Washington, and confirms: The crowd is a young institution

Shafaq News/ The Iraqi Prime Minister, Mustafa Al-Kazemi announced, on Sunday, the existence of a mechanism to pay the debts owed by Iraq in favor of Iran, while confirming that the completion percentage reached 85% in the file of the electrical connection with the Gulf countries.

And the Iranian debts are sums of money owed by Iraq since the imposition of US sanctions on Iran in 2018, payable in return for providing the Iranian side with gas and power lines.

Al-Kazemi said during an interview with the Saudi "Al-Arabiya Al-Hadath" channel, that "Iraq is working on the electrical connection with the Gulf countries and has been able to complete 85% of it so far," stressing that "the electrical system will be protected after providing additional protection."

The Prime Minister indicated that the Iraqi government "found a mechanism for the Iranian debt file," noting that "political corruption spoiled the process of providing services to citizens, and that the country's exposure to security and economic collapse was the reason behind accepting the prime minister's job."

Targeting missions

Regarding the missile and drone attacks targeting diplomatic missions and American interests in Iraq, Al-Kazemi noted that "the non-state groups want to turn Iraq into a battlefield," sending a message to them by saying that "you have no choice but the state, and your absurd actions do not serve anyone."

The Prime Minister stressed that "real steps have been taken to protect diplomatic missions and arrest a large group of violators," noting that "coordination with the Kurdistan Region led to the arrest of some violators, and we will protect all state institutions."

On his visit to Washington and meeting with US President Joe Biden on the 26th of this month, Al-Kazemi explained, "His visit to Washington comes to organize US-Iraqi relations and end the US combat presence, because the Iraqi forces are ready, and there is no need for foreign combat forces on the ground, except for the training and intelligence role." ".

He added, "Protecting the borders with Syria is a top priority and the gaps are very few now," adding, "ISIS is trying to exploit the circumstances and is looking for media operations, not qualitative ones, and is looking for an incubator without success."

Regarding the Arab depth, Al-Kazemi indicated that "Iraq's relations with Saudi Arabia are very excellent, and Baghdad is in dire need of its Arab brothers."

He noted that "the Saudi crown prince is a personal friend of his, and he is very happy with his reform efforts in Saudi Arabia," stressing that his current government seeks to "restore Iraq's historical role in the region and bring the views of the countries of the region closer."

Regarding the Iraqi-Egyptian-Jordanian coordination, the Iraqi Prime Minister revealed the existence of a summit, the fifth of its kind, to be held in Cairo, stressing that "coordination with Jordan and Egypt is not a new axis."

The Iraqi Ministry of Foreign Affairs announced, on Tuesday, the arrival of the Iraqi negotiating delegation to the American capital, Washington, to hold the fourth strategic dialogue session between the two countries, which is scheduled to take place next Friday.

A spokesman for the Iraqi Ministry of Foreign Affairs, Ahmed Al-Sahaf, said in a statement that, " Foreign Minister Fuad Hussein arrived today in the American capital, Washington, at the head of the negotiating delegation to hold the fourth round of strategic dialogue scheduled to take place on July 23 between Iraq and the United States of America."

 

He added, "The Iraqi delegation will be headed in this round of negotiations by Mr. Fouad Hussein, Minister of Foreign Affairs, and the US delegation will be led by Foreign Minister Anthony Blinken."

 He pointed out that "this round of negotiations comes as a prelude to the dialogue that will be led by His Excellency Prime Minister Mustafa Al-Kazemi on the Iraqi side, and on the American side, US President Joe Biden."

But the Iraqi side is now saying that American combat troops have got to go. Al-Kadhemi emphasized in a new statement at the start of this week: "The visit will be to set out this relationship, and to put an end to the presence of combat forces, because the Iraqi army can now fight for itself on behalf of Iraqis and the world against terrorist groups in Iraq. There is no need for combat troops."

He did say that US training and intelligence assistance, along with air power when requested would continue to aid the anti-ISIS and counterterror mission in the country.

Since Trump's final year in office, the presence of US combat forces in Iraq has been scaled down little by little, with some bases even being handed over to Iraq's army; however, Iraq's parliament all the way back in January 2020 passed a resolution demanding a full and final exit of all US troops. This was prompted by the assassination that month of IRGC Quds chief Qassem Soleimani and founder of Iraq's powerful Kataib Hezbollah militia, Abu Mahdi al-Muhandis.

This was followed by large-scale protests across major Iraqi cities demanding that foreign troops leave. Since then there's also been ***-for-tat attacks between pro-Iranian Iraq groups and American forces. Recently Biden has struck 'Iran-backed' targets inside eastern Syria near the Iraq border. 

Days ago US Mideast envoy Brett McGurk reportedly discussed a full US withdrawal with Kadhemi in Baghdad, in order to lay some of the groundwork for the later July meeting at the White House. According to AFP:

Some 3,500 foreign troops are still on Iraqi territory, including 2,500 Americans, who have been posted to help fight the Islamic State group since 2014.

In Washington, Kadhemi is expected to push for a concrete timetable of American troop withdrawal. The implementation of their departure could take years.

But given such a relatively small presence of about 2,500 troops, one wonders why a draw down would "take years".

No doubt a stalled US exit has much more to do with ensuring the 'security vacuum' isn't immediately filled by Iran. However, it's too little, too late given Iranian Shia ascendancy in Baghdad happened the moment the Bush administration toppled Saddam Hussein.
