A protest against corruption in Iraq
From a protest against corruption in Iraq (Getty)

Complaints are increasing in Iraq about the phenomenon of ghost employees or those known locally as "aliens", which are draining the budget of government departments , in conjunction with demands made by government officials to end this problem.

While the Ministry of Planning has taken measures to get rid of them, officials considered those measures "shy" and not commensurate with the scale of the crisis. The budget for salaries is about 5 billion and 500 million dollars a month, paid to about 10 million Iraqis, distributed among 6 million employees, retirees and beneficiaries of the social welfare network.

The term "aliens" appeared in the Iraqi state institutions after 2014, and they are people who provide all or half of their salaries to their officials in exchange for long absences from work, or fake names whose salaries are paid by officials, or people who have died and death certificates have not been issued for them and officials or individuals still remain. Of their families get salaries instead of them.

The Ministry of Planning confirmed its endeavor to get rid of ghost employees in government institutions, noting that it had formed an executive committee headed by the head of the Central Bureau of Statistics, and direct supervision by the Minister of Planning, to prepare a database for employees.

According to the spokesman for the Ministry of Planning, Abdul Zahra Al-Hindawi, "The ministry has so far introduced more than two million and 500 thousand job numbers to the database, and mobile teams have been formed to visit institutions and state departments of the ministries and governorates, in order to complete the aforementioned database before the end of this year." He explained in a televised statement, "The employee database will give details of the functional body and reveal the real number of employees and the number of fictitious ones."

A source in the Integrity Commission, an independent body responsible for monitoring corruption, told Al-Arabi Al-Jadeed, “There is no clear statistics on the numbers of ghost employees, but we know that they are in the tens of thousands in government institutions, and almost no department is free of them, and we receive constant complaints from officials. The ministries complain about this file. "

According to the source, "this file is the legacy of previous governments and their influential parties, which were working to appoint employees by the thousands, and also included fake names, to obtain salaries for fake jobs."

He emphasized that "the steps of the Ministry of Planning are very weak, but rather they are just talk about forming a committee without implementation," pointing out that "this file needs a decisive position by the government and parliament and the formation of a high-level committee in cooperation with the Integrity Commission to move and open this file." ".

He considered that, "Unfortunately, there is no serious governmental and parliamentary follow-up on the file, especially that the government is on the verge of elections, and the party forces that caused the existence of this file are themselves among the major powers in Parliament and have influence in the political process, which makes getting rid of this file an issue." Very difficult. "

The deputy of the Kurdistan Alliance, Ghaleb Muhammad, confirmed the existence of thousands of satellite names, indicating in a press statement that "there is coverage on those names from the ruling parties for electoral reasons."
