The title is not a joke, and I do not lack practical skill in using highly specialized language and vocabulary, but I will write economics in another way, as our voices have been hoarse and our pens have dried for many years ago in presenting economic concepts in vain, until some of the senior officials in the state mock us, as economists. That the economists (mix sugar outside the teacup) and he did not even read the principles of economics, the sheep, yes the sheep, this creature that is good at surrendering to slaughter every day and on every occasion, whether we want to get closer to God or we want to get closer to Satan, let us show the following:

First: Coexistence with illogicality:

No one can answer me about the logical extent of the decision to prevent the export of Iraqi sheep, which is a decision inherited from the geniuses of the (beautiful time) regime of the tyrant Saddam. Until today, the geniuses of the (dust time) have not been able to bypass the complex of the socialist system and cancel this unjust decision against the Iraqi sheep. In several decisions, the most recent of which was placing it on the list of prohibiting exports by the decision of the Economic Affairs Committee (p. 40 on 14/1/2018), I will focus on the sheep in this paper and deal with Iraqi products in upcoming papers, God willing. Protecting the local product through customs policies and export support policies, not through a decision to prevent exports, because banning exports suppresses producers who have a competitive advantage from working and expanding, nor a decision to ban imports because it will grant monopoly rights to non-competitive products, so they remain subsisted on monopolistic profit and not economic profit. For years, it may extend to half a century, and the sheep is forbidden to travel, althoughAll the people applaud him outside Iraq, all the people crave his tender meat and its magical taste, and all countries, especially the countries of the region, know him well and invite him to sit at the luxurious dining tables. It would have been (distinguished by the Arabs), but it is prohibited from participating, as it is prohibited from exporting.

Second: The Federal Budget Law for the year 2021 is a leap in thinking:

Where Article (53 third): (It is allowed to export all types of raw materials, manufactured and semi-manufactured, food and animal products, as an exception from all laws and decisions in force, with the exception of iron ore, scrap, copper and aluminum), which is a law in force for one year and issued after the lapse of four months of the year, and it did not work With this article so far, it may be subject to the interpretations of obstructing legal professionals and it may appear that the sheep is not included in it, in addition to the fact that the Ministries of Agriculture and Industry adhere to the (opening and closing) lever for import and export according to standards that are not understood or justified. Nevertheless, this article is a major development in the thinking of the Iraqi legislator. However, they dropped the judge when they permitted the prohibition of importation and assigned the task to prevent the import of any commodity to the Ministers of Agriculture and Industry, and thus remained the lame-lever (opening and closing imports) in contravention of the Iraqi constitution, competition and monopoly laws, achieving the objectives of segments at the expense of other segments, distorting the price system and impeding the market mechanism.

Thousands of sheep smugglers entered prisons over the past several decades because they tried to smuggle it abroad in order to meet the external demand for it. Iraq's sheep could have filled that demand gap when they came out, but those with short minds judged them not to leave, why? It may be that the tyrant wanted to monopolize it for the sake of the paunches of the rich Iraqis, because their poor may not be able to sail his meat, suppressing foreign demand for it and making it dedicated only to satisfying local demand, and producers and breeders of sheep should reduce their production by the amount of local demand, and because local demand is determined by the share of one person in the domestic product Gross ( GDP ) and because ( GDPIt does not grow at a steady pace or at a wide pace equal to at least the population growth rate in Iraq (2.8%), the Iraqi per capita income does not allow the expansion of local demand for sheep in the first place, and because the infrastructure is destroyed, security is declining, energy is not available, production costs are high and foreign demand is suppressed By preventing export and local demand being restricted by limited per capita income, we have ruled that (supply must be dwarfed to remain at the level of stunted demand) and it may be less than it sometimes for various reasons, so the gap appears in the high prices of sheep. Without working, the deprivation of the role of sheep in correcting the structural imbalance and diversifying the Iraqi economy (those terms that we are tired of repeating since I set foot in the Department of Economics at Al-Mustansiriya University in 1982 until today), and the lost economic development syndrome will remain as long as the herds of human beings are more succumbing to deception. Political surrender of sheep to the butcher.

Third: What if?

What if there is no export ban on Iraqi sheep? Iraq today would have had a comparative advantage in the production and export of sheep and their derivatives, instead of crude oil, which destroyed our environment and bequeathed cancer, and we still import its derivatives. Stability and sustainability. If we satisfy the global demand for Iraqi sheep several centuries ago, investors from all developed countries rushed to us and introduced knowledge, technology, work and management mechanisms, and established model sheep farms in the deserts of Iraq, what would the outcome be? :

We did not suffer from desertification, as Iraq annually loses 100,000 dunums of its agricultural lands since more than twenty years ago and until now.
The green economy to provide sheep feed would cover our deserts, occupy our children, and distribute useful monthly incomes to them, which would have been reflected in the growth of GDP and the growth of the per capita share of it.
Iraq would have become the first country in the world to produce sheep, and in order to complete the episodes of this activity, it will move other tremendous activities by virtue of ( input-output relation) and accordingly , the economy diversifies and we get out of the abhorrent rentier syndrome.
The entry of major investors in sheep will not keep them from exporting live sheep, but will turn to the sheep manufacturing industry to reap more added values, so the production of meat and cuts and the field of meat freezing and sheep carrots, their shearing and skinning will flourish.
The sheep are covered with wool, so the activity of their shearing will revive, and accordingly we would have been the first country in the production of pure wool in the world, and because Iraq has a hot weather that does not need clothes and woolen covers, most of its wool goes to export, so our exports diversify and the structural imbalance in the balance of payments is addressed, as now we import everything and do not export Other than crude oil.
Sheep have skins for skinning in Iraqi slaughterhouses, and accordingly, the leather industries sector would have been advanced and competitive and would absorb a lot of manpower to be active with it, by extension, the tanning sector, which would have been distinguished in the export of these leathers to occupy a distinguished position in the global value-added chain, thus diversifying our trade balance, which is followed by the diversification of the economy.
The issue would not have stopped at the point of tanning, but rather that these abundant inputs for the leather industries will attract investors to these industries to create other added values and other economic drivers.
The field of sheep export would not have been a diversification factor in itself, but would have been followed by attracting investors at the time for the food industries and all kinds of sausages, canned goods and ready-made foods as long as the raw material is available at a lower cost, and Iraq will find itself in a distinguished position in the field of food security and a distinguished position within the value-added chain of industries food instead of importing billions of dollars.
Fourth: Were it not for the export ban, the mafias would have disintegrated:

In front of this scene, if the export of sheep had not been prevented, mafias would not have existed in the first place, and many of the mafias that lived on the situation of preventing export (at least in the field of sheep) would have disintegrated, and you will find that their activity is natural, official and legal, and there is no need to hide behind hidden practices, and there is no need to work under tables and no need to pay Bribes, commissions, and no one can blackmail anyone. The hidden economy or the informal economy will decline in favor of the official economy. These mafias include:

The sheep smuggling mafia, as there is no longer a reason to smuggle, and they are not a mafia mainly because they produce sheep and they have the right to market their production to those who pay a higher price (according to the logic of the market economy), but the idiots of restrictive thinking put restrictions that forced sheep producers to defraud them because they are incorrect. Thus, they are not mafias in the first place, and they do not know that they are not mafias, but rather they exercise their natural right, they are in violation of regulations and laws made by idiots, and no one dares to discuss those unjust laws and the extent of the economic interest in their existence.
The police mafia, whether some of them arrest sheep smugglers, imprison them and blackmail them, along with the mafia of the investigators who practice marketing the provisions of the unjust law, and the mafia of some warders, and all the mafias are unanimous in easing the atmosphere and procrastinating the fabricated issue in return for a price to release the detainees, and they are also not a mafia and do not know that they are not a mafia, but they are They are accustomed to adapting to the errors and injustices of the laws and to live with them.
The mafia of workers at the border crossings, whether some are facilitators of sheep smuggling operations by turning a blind eye or in return for a commission, or the (honest) border police mafia who implement a completely unjust law and arrest the smugglers, and some of them may reach a deal in which they release them in exchange for bribes or be executed Turn them into the prison mafia.
Thus, after getting rid of the ban on exporting sheep, these mafias, whose existence is no longer justified, will disintegrate, and they will not have the opportunity to live on the mistakes and injustices of the laws, and the jihadists of the law no longer have the opportunity to read texts, neither passively for delay and blackmail, nor with excessive positivity in exchange for procrastination and procrastination according to the circumstances, because these are slaves to molds. An inherited legality that they memorize and know how to apply it regardless of its burdens on the country. The last thing they think about is amending those laws to serve the economy, and because they are good at the art of the traffic policeman by raising the sign (legal... not legal), it is easier and more beneficial for them at the level Personal, and here I do not mean by that at all on this segment of specialists, as certainly among them honest, loyal, diligent people who grieve for the miserable reality, but the mafia is stronger and the tools permitted to them are more effective.

And when the production and marketing of sheep becomes according to the principle of (let it work, let it pass) without artificial obstacles and long and broad approvals, some of which are codified and some of which are fragmentary due to the expansion of the space for ijtihad in loose regulations, and without putting a lever in the hands of those who have interests or agendas once by opening export and import or once by preventing it, we will be In front of the market forces that are more equitable, efficient and flexible in correcting the economy for itself and getting out of its bottlenecks and always returning to stability, growth and creation of development, and when this falters, the government’s role will be intrusive with policies known to economists that are capable of supporting economic stability.
