Iraq Launches Human Rights National Action Plan

Yesterday, Tuesday, Iraq achieved two great successes in international forums in the field of human rights. While the Ministry of Foreign Affairs announced the selection of Iraq as president of the Social Forum of the Human Rights Council for the year 2021, the High Commission for Human Rights obtained an A rating in the Global Alliance of National Human Rights Institutions.
A spokesman for the Ministry of Foreign Affairs, Ahmed Al-Sahhaf, said in a statement: "Iraq has been chosen as the president of the Social Forum of the Human Rights Council for the year 2021, represented by Ambassador Abdul Karim Hashim Mustafa, the Permanent Representative of the Republic of Iraq to the United Nations Office in Geneva, to occupy the position of President of the Forum, to be held in 2021 / 10/5".
In addition, the spokesperson for the High Commission for Human Rights, Ali Al-Bayati, said in an interview with Al-Sabah: “The commission was ranked A in the Global Alliance of National Human Rights Institutions,” noting that “national human rights institutions have several classifications determined by international committees and approved The extent to which it conforms to the Paris Principles for National Human Rights Institutions, and among the indicators is the institution’s law, the extent of its work, the extent to which it follows up on violations, and its awareness-raising efforts to curb them.”

The Deputy Speaker of the House of Representatives, Dr. Bashir Khalil Al-Haddad, congratulated the President and members of the Commission on Human Rights in Iraq on the occasion of the decision of the International Accreditation Committee of the High Commissioner for Human Rights in Geneva (GANHARI) to raise the classification of the Iraqi Commission (IHCHR) from category (B) to (A) globally and obtain Full membership in the Global Alliance of National Human Rights Institutions and the right to vote and hold office.
A statement by his media office stated that Al-Haddad praised the role of the members of the Commission and their distinguished efforts in following up issues related to human rights throughout the country, as well as important files and communication at the regional and international levels, stressing the continued support of the Presidency of the House of Representatives for the work of the Commission, and that what has been achieved is a great moral gain.
The international classification (A) allows the Iraqi Commission to enjoy full observer status in the Human Rights Council in Geneva, similar to the observer countries, and to participate in the sessions of the International Human Rights Council and all events and activities.
In turn, the spokesperson for the High Commission for Human Rights, Dr. Ali Al-Bayati, praised in an interview with "Al-Sabah", the support received by the Commission from Parliament, in particular from the Deputy Speaker of Parliament, Dr. The Commission was supported by the Presidency of the Parliament and the Parliamentary Human Rights Committee, where the challenges were great, and Parliament contributed to supporting the Commission and obtaining an (A) rating.
Al-Bayati also praised the role of "the Supreme Judicial Council, especially the Public Prosecution Office, for the continuous cooperation with the Commission, as well as the rest of government institutions, civil society organizations, the United Nations Mission (UNAMI), especially the Human Rights Office in Iraq, and other international organizations for their continuous cooperation with the Commission."
In the meantime, the committee concerned with writing draft instructions for implementing the law of Yazidi survivors held a meeting to discuss the implementation of the law in the presence of a selection of representatives of ministries, institutions and civil society organizations who were hosted in order to prepare instructions for implementing the law in a way that matches its importance and role, with extensive discussions to Better, more comprehensive and more equitable implementation.
And the spokesman for the High Commission for Human Rights, Ali Al-Bayati, told Al-Sabah that "this is the second meeting of the committee to prepare a draft of instructions for implementing the law, which was formed by the General Secretariat of the Council of Ministers, headed by a member of the State Shura Council and the membership of the Director General of Survivors' Affairs, the representative of the Commission for Human Rights and the representative of the Ministry Labor and a representative of the General Secretariat,” explaining that “the draft that was approved at the meeting will be submitted to the General Secretariat of the Council of Ministers by the formed committee, and in turn the General Secretariat will submit it to the State Shura Council for approval, and the law will be accepted. 
to implement.”

Iraq Launches Human Rights National Action Plan

UNAMI welcomes Iraq’s adoption of a five-year Human Rights National Action Plan, launched on 26 July, at an event chaired by the Deputy Minister of Justice and organized with the support of the Office of the President and UNAMI’s Human Rights Office. 

The Human Rights National Action Plan, prepared by the Ministry of Justice and endorsed by the Council of Ministers, seeks to harmonise national legislation with international human rights standards, strengthen national policies for the protection and promotion of human rights, and build human rights capacity within government institutions.

“The need for strong and coherent action on human rights is more essential than ever. The Human Rights National Action Plan provides a solid framework for the legislative, policy and procedural reforms which can prevent human rights violations in the future and will make a difference to the lives of all Iraqis”, said Danielle Bell, Chief of UNAMI’s Human Rights Office and Iraq Representative, United Nations Office of the High Commissioner for Human Rights (OHCHR), speaking at the launch event.

The Government’s adoption of the Human Rights National Action Plan reflects Iraq’s continuing engagement with UNAMI, as well as with the broader United Nations human rights system, including UN treaty body mechanisms. UNAMI stands ready to support the government to ensure that the Human Rights National Action Plan is fully realized.
