The above comments are on target for Iraq's behaviour until a year ago.  I just don't see it applying to Kazemi.  He has been nothing like his predecessors of these last 18 years.  The reason I believe so  strongly in this finally being THE push to adequately adjust their financial structure is that nothing stops Kazemi.  I called him the anointed one when he took over.  His every major move seems blessed by every country and world leader both civil and religeous.  He is in the final steps now, imho, of tying up his White Papers and taking off.  This week is a good example as he meets and signs off on trade and investment plans rather than borrowing money with Egypt, Jordan and now the EU.  The man is a tireless worker rarely seen in Iraq and his success is so smooth that it seems almost pre-ordained.   

We are there........almost!    Notice I did not say soon, that death knell wording fit well with decades of delays, but this Kazemi guy, he is completely different.  Almost it is!

The Prime Minister affirmed that "the progress we have made on the security front pushes us, through the strategic dialogue that we started in 2020 with the International Coalition, to find time and technical mechanisms for withdrawing the coalition's combat forces, and the continuation of cooperation in all fields, especially armament, rehabilitation, training and intelligence support." "We look forward to NATO countries continuing to train, qualify and equip our armed forces, support military colleges, expand police training programs, and train specialized skills and technicians in air and sea weapons to enable them to confront terrorism," Al-Kadhimi added.  


Al-Kazemi expressed his "hope, through these endeavors, to obtain the necessary expertise to build military institutions in a way that helps raise the level of their professionalism and efficiency, with the need to equip them with the necessary modern and advanced military equipment, hoping that we will strengthen efforts to reform the security system and contribute to maintaining Iraq's security and stability."  


He explained, "We in Iraq are proud of the religious, sectarian and national diversity of the components of the Iraqi people, and Iraq has succeeded in playing a constructive role in achieving security and stability within its regional and international surroundings. He added, "Challenges have accumulated in front of the Iraqi economy over the past years due to wrong policies, mismanagement, corruption and lack of planning, in addition to the almost total dependence on oil as a main source of state revenue."  


He pointed out that "the reform white paper aims to restore balance to the Iraqi economy, and put it on a path that allows the state to take appropriate steps in the future to develop it into a diversified economy that creates opportunities for citizens to live a decent life."  


And the Prime Minister indicated that "economic reforms cannot be achieved without achieving economic growth, and that Iraq is seeking to encourage the international community to enhance investment opportunities in Iraq in a way that guarantees the achievement of sustainable development that contributes to supporting economic reform."  


He pointed out that "the pledge we made at the beginning of my assumption of the position of prime minister is to hold legislative elections, and we affirm our commitment, through discussions with all political and popular forces, on the need to ensure free, fair and fair elections."  


Al-Kadhimi stressed, "We are making all efforts to ensure electoral security through military and security plans that we have been preparing for months, and through training and practices carried out by security institutions in preparation for election day, aimed at protecting voters, international observers and journalists."

Therefore, we must strive to spare Iraq from being an arena for regional conflicts on the one hand or international conflicts on the other."    


He stressed that "Iraq's security and stability is affected by the security of the region, and the security of the region can only be achieved by adhering to international resolutions that call on all parties to the conflict to abide by international legitimacy, respect human rights, non-interference in the internal affairs of countries and avoid launching any cross-border aggression for any independent and sovereign country." Not an easy task when almost everybody is corrupted. But as soon they implemented the e-government project ( e-contracts, e-customs, e-banking, e-payment, e-salaries. etc) It will help to curb corruption. Just my opinion.!

The North Atlantic Treaty Organization "NATO" decided , Thursday, to expand its presence in Iraq in order to confront the threats posed by the terrorist organization "ISIS", which has increased significantly during the recent period.
In a statement, NATO Secretary-General Jens Stoltberg said that NATO will expand its presence in Iraq, and is committed to increasing the number of its forces to 8 times, i.e. to 4,000 soldiers, explaining that this expansion comes to confront the remnants of terrorists.
The alliance indicated that Stoltenberg held a lengthy meeting with the Iraqi Prime Minister, Mustafa Al-Kazemi , at the NATO headquarters in Brussels, and assured him that Iraq can count on the support of NATO, pointing out that "NATO is ready to expand cooperation between Iraq and the coalition."
Stoltenberg explained that the mission of the foreign forces will be non-combat, and of a purely training and advisory nature, indicating that the Iraqi forces will remain required to provide security and confront ISIS.
The Iraqi Prime Minister met, earlier on Thursday, with the permanent representatives of the North Atlantic Treaty Organization (NATO) in Brussels, according to a statement by his media office. Building our military institutions and strengthening the capabilities of our armed forces and security services in the face of terrorism, and we have a serious desire to develop this joint cooperation,” he said, adding that the alliance was a partner in providing support for Iraq’s efforts to defeat ISIS.
And he added, "Iraq was and still is the first line in the war against the terrorist organization ISIS, and this war, regardless of its severity, has earned our security forces significant experience at the regional and international levels," noting that Baghdad seeks to cooperate with NATO countries to maintain training, And work continuously to raise the readiness of its military and security capabilities.
"We look forward to NATO countries continuing to train, qualify and equip our armed forces, support military colleges, expand police training programs, and train specialized skills and technicians in various types of air and sea weapons to enable them to confront terrorism," he added, expressing his hope to "obtain the necessary expertise to build institutions." This will help raise the level of its professionalism and efficiency, with the need to equip it with the necessary modern and advanced military equipment.”

An official in the Iraqi Foreign Ministry confirmed that the government is making unremitting efforts to benefit from the experiences enjoyed by the NATO forces in Iraq, explaining to Al-Araby Al-Jadeed that the dialogues between Baghdad and NATO previously focused and still focus on that cooperation should be It is limited to training Iraqi forces and providing them with the equipment and weapons they need, without the Alliance carrying out any military missions on the ground.
NATO forces are present in Iraq, at the Victoria base near Baghdad International Airport, and in a small location inside the Green Zone in Baghdad, in addition to the Harir base in Erbil (the capital of the Kurdistan region of Iraq).
