Baghdad - Mawazine News
The Parliamentary Integrity Committee identified, on Saturday, the reasons why Iraq was at the forefront of countries in the corruption file.
A member of the Parliamentary Integrity Committee, Jawad Hamdan Al-Saadi, said, "The Integrity Committee has opened files for several ministries, including oil, industry, transport, defense and most state institutions," noting that "these files constitute a small percentage of the corruption files spread in state institutions."
Al-Saadi added, "These files have been referred to the concerned authorities from the Integrity and Public Prosecution Commission and the Office of Financial Supervision, and there is follow-up from the representatives and the committee, but so far the files are in the relevant investigation department to complete the procedures associated with the files."
He continued, "The global reports on integrity and transparency ranked Iraq at the forefront of corruption, and there are many reasons that led to this classification, including political quotas, and the imposition of people without professionalism," noting that "the Integrity Committee in its current situation is unable to address corruption files." .
Al-Saadi explained, "The Integrity Committee is unable to understand all the corruption files in state institutions," noting that "there are reasons that made the committee's work in this field weak compared to the giant and complex files, including the confusing situation due to the change of two governments, as well as the irregularity of the House of Representatives demonstrations and the spread of the Corona epidemic, as well as other reasons.” Ended 29/A 43

Too be sure Iraq is top of the heap of corrupt goes without saying....every damn country in the world is. . . The UN being the “ Clubhouse “ where they all decide how best to bend over the global population with a bag O sand for lube.

But I digress....

You’d have to be in a coma the last 18 years not to see how much emphasis ( by all the global major corrupt financial institutions ), they want Iraq to curb its corrupt ways, IS LAUGHABLE.

The successful deflection on so many issues combined with the extremely creative Iraqi criminal politicians has been nothing short of Epic.

18 years just to get this far - gotta hand it to this mob, they know precisely how to screw up a wet dream !

Iraq's "Integrity" summons 3 officials

Accused of embezzling IDPs money
Tuesday - 26 Dhu al-Qi'dah 1442 AH - 06 July 2021 AD Issue No. [15561]

The Iraqi "Integrity Commission" summoned 3 officials on charges of embezzling 19 billion Iraqi dinars (13 million dollars) earmarked for relief and sheltering the displaced who fled their homes after extremists took control of a third of Iraq in 2014.
The government body responsible for prosecuting corruption in the country said in a statement. Yesterday, "the recruitment order was issued against the former head of the (Higher Committee for Relief and Shelter of the Displaced) and two officials in the Ministry of Migration and Displacement."
Saleh al-Mutlaq, a former deputy prime minister for services affairs, headed the "displaced people's relief committee" during the Haider al-Abadi government (2014-2018).
According to Agence France-Presse, the authority explained that “the matter came against the background of the issue of transferring an amount of 19 billion dinars in violation of its powers.” She added that Al-Mutlaq had agreed to transfer 19 billion dinars to the displaced families through a private company without a decision issued by the "Higher Committee for Relief and Shelter of the Displaced." According to an official in the Integrity Commission; The amount disappeared after the transfer.
The Commission had previously issued judgments against convicts in cases related to the file of relief and shelter for the displaced; Including a ruling against the former governor of Diyala and employees of the Nineveh Governorate Office, and another against the former mayor of Samarra, and they were sentenced to 6 years in prison for violations committed by them, during which 24 billion dinars (more than 16 million dollars) were allocated at the time to address poverty and support the displaced.
The number of internally displaced Iraqis reached about 3 million between January 2014 and August 2015.
In total; Iraq has lost 450 billion dollars as a result of corruption, a third of which is outside the country, since 2003. This was one of the main motives for the outbreak of popular protests in October 2019. Iraq ranks 21st on the scale of corruption among the countries of the world, according to the classification of Transparency International. non-governmental.

An upcoming operation of the Anti-Corruption Commission to remove 200 corrupt personalities
Baghdad / Muhammed Sabah

The Anti-Corruption Committee headed by Major General Ahmed Abu Ragheef plans to hunt down more than (200) influential political figures, some of whom are first-class leaders. Arrest decisions will be ready to pursue these wanted persons between mid-July and next August.

Sources with knowledge of the government committee's moves expect that the arrest of these large heads will be accompanied by a large reaction, which may cause security chaos on the street that will push the postponement of the early parliamentary elections until April 2022.

An informed political source, who declined to be identified due to the sensitivity of the situation and information, said in a statement to (Al-Mada) that the Anti-Corruption Committee led by Major General Ahmed Abu Ragheef plans to chase more than (200) people accused of corruption, indicating that there are personalities among those wanted who have already opened Their files were closed for unknown reasons.

At the end of August 2020, Prime Minister Mustafa Al-Kazemi formed a permanent committee to investigate corruption cases and operations headed by Lieutenant-General Ahmed Abu Ragheef, and assigned the Counter-Terrorism Service to implement the decisions issued by this committee.

The source speculates that “the files of the wanted persons will be opened between the middle of this month of July and the middle of next August,” describing this period as a coup against corruption by opening heavy files that are steeped in financial and administrative corruption.

And he continues, "Half of those personalities (about a hundred personalities) of senior leaders will be chased in the coming days," believing that this will generate a reaction against these decisions, which may push the postponement of the early elections to April of 2022.

Since the formation of the committee by the prime minister last August, arrest warrants have been issued against a large number of political and administrative figures, including the head of the al-Hal Party, Jamal al-Karbouli, after he assigned the counter-terrorism agency to implement the decisions issued by the committee.

The corruption witnessed by Iraq is very large, and the money that was wasted ranges between three hundred and four hundred billion dollars, meaning that a large number of Iraqi politicians have already been involved in corruption deals.

The source added that “the targeting of the wanted persons will be for extraordinary personalities, which is expected to leave their mass base on the street, confusing the situation and pushing to change the date of the elections,” noting that the possibilities are open to a number of options.

In mid-February, the security forces arrested businessman Baha Alaa Abdul Razzaq Al-Jourani, because of his accusation of corruption in accordance with Resolution (310 BC), on a corruption case in the Ministry of Industry run by the minister affiliated with Karabila, Manhal Aziz Al-Khabbaz.

The source pointed out that "among the most prominent files that will be opened, including the file of the fall of the city of Mosul in the hands of the terrorist organization ISIS, the file of killing protesters, and issues related to wasting money and exploiting positions," adding that there are files that will appear in a striking way, such as security files that mean the involvement of influential figures. Security forces concerned with corruption and other files.”

And last December, Prime Minister Mustafa Al-Kazemi vowed to pursue all the corrupt in order to achieve the financial reforms he called for, stressing that his government will reveal “major facts” regarding corruption in the year 2021.

In turn, Saleh Mahdi al-Hamashi, an expert in economic affairs, considered in a statement to (Al-Mada) that the extent of rampant corruption in the Iraqi state is greater than the capabilities of the Anti-Corruption Committee, indicating that corruption exists even in the Council of Ministers and all or most institutions.

Successive Iraqi governments have spent since 2003, amounts estimated at one thousand trillion, including the budgets of the operational and investment ministries, where huge funds were wasted in contracting cases, as well as corruption that was rampant in most of the contracts contracted by these ministries and governorates, in which some of the political blocs were involved. .

Al-Hamashi believes that “fighting corruption in Iraq requires international assistance because of the presence of large and influential mafias that have become infiltrated in all joints of the state, run by influential political entities,” believing that the Anti-Corruption Committee can limit corruption, not eliminate it.

Efforts to eradicate corruption require electronically converting all transactions of citizens and employees to get rid of the process of direct communication between the citizen and the employee, in addition to the fact that corruption operations also come from imports, which annually amount to more than (50) billion dollars, so it is assumed that the tax side should be activated on these Incoming goods whose value is between eight to ten billion dollars, while the natural reality of the state does not exceed two billion dollars, and therefore there is a difference of six billion dollars.

The economic expert adds that "despite the formation of the government committee, corruption is growing and growing, and no force can stop it," noting that there is news we hear about, and we have not seen the arrest of those accused of financial and administrative corruption.
