The leaders also stressed, according to the statement, the need to follow the necessary procedures to start implementing the joint Iraqi-Jordanian economic city project and agree on the need to strengthen the electrical interconnection project and link the gas transmission networks between Iraq and Egypt through Jordan.
The President of the Republic, Barham Salih, considered the Iraqi-Egyptian-Jordanian cooperation a turning point towards prospects for peace and development in the region and in response to the challenges of the regional and international situations.
As for Prime Minister Mustafa Al-Kazemi, he said: “Baghdad warmly invited the brothers, His Majesty King Abdullah II and President Abdel Fattah Al-Sisi, after holding a successful summit during which it was agreed to activate development projects between the three countries and expand the scope of cooperation at all levels, in the service of our peoples and strengthening of a joint approach.
As part of the official meetings with the two great guests, Parliament Speaker Mohamed Al-Halbousi met, in the presence of First Deputy Hassan Al-Kaabi, President of the Arab Republic of Egypt Abdel Fattah Al-Sisi, and Jordanian King Abdullah II.
A statement by his media office stated that Al-Halbousi welcomed President Al-Sisi, noting the depth of the historical and fraternal relationship that unites the two brotherly countries, noting that holding the tripartite summit in Baghdad is an important and major step in supporting Iraq and enhancing means of joint cooperation, stressing the support of the legislative authority in Iraq for the Iraqi-Egyptian tripartite cooperation. A member of the Parliamentary Security and Defense Committee Saran Al-Ajibi told Al-Sabah: “Baghdad’s hosting of the tripartite summit is a great gain for Iraq, and it may move the wheel of economic life through the New Mashreq project, but this matter requires concerted efforts in order to enhance security, especially on the borders in the future in order for this project to gain greater success and the confidence of countries in Iraq's ability to control

On the other hand, a member of the Parliamentary Economy Committee, Nofal al-Nashia, explained to “Al-Sabah”: “The tripartite summit in Baghdad and the unification of economic, political and security visions is evidence of the new approach to formulating the economic policy of the three Arab countries.”
He stressed the importance of "Iraq taking this opportunity to upgrade and revitalize its economy in light of the economic alliances with the Arab countries through this summit," calling for "concluding agreements in accordance with the interests of the three countries in the areas of trade exchange and drawing up political and security plans to protect the region through the exchange of security information." In turn, the head of the Iraqi Center for Media Development, Dr. Adnan Al-Sarraj, said in an exclusive interview with Al-Sabah: "The summit of the three Arab leaders, Iraq, Egypt and Jordan, meets after two temporary postponements for political, technical or health reasons for Jordan and Egypt, while Iraq was eager for this vital Arab meeting." . 
He pointed out that "Iraq had previously expanded the circle and area of its Arab movement since the years of the establishment of the new regime after 2003, and there were difficulties to explain, but Iraq showed its good will and seriousness in opening up to Arab countries and working economically, security and politically to establish security in the region and provide economic climates for the interests of those countries and Iraq.

He pointed out that "the summit achieves political cooperation - which may be the best in the Arab and regional region - as it is an addition and renewal of effective Arab cooperation, and a renewal of confidence between the parties, especially since the summit set the Arab and regional level to ensure stability in the region security, politically and economically so that the summit will be positive for partners and non-partners."

A member of the Parliamentary Foreign Relations Committee, Amer Al-Fayez, also welcomed the holding of the tripartite summit, and said: "Iraq's return to its Arab incubator and taking its leading position is an important issue from all political, economic and social aspects, and it is its natural right." Member of Parliament Yonadam Kanna, pointed out that "Iraq needs to harness those Arab and regional relations and visits to serve the public interest from all axes, not just the economic or material ones."
Kanna said in a press interview: "Iraq has suffered many challenges with its Arab and regional surroundings after 2003, when there was a state of rejection of the new regime by some countries, but after years and a great effort from the Iraqi negotiator, that view changed and Iraq began to take its real place as an axis." basis in the region and the world.

Egypt's President Abdel Fattah al-Sisi arrived in Baghdad on Sunday, marking the first visit by an Egyptian head of state to Iraq since Saddam Hussein invaded Kuwait in 1990.
 
The conflict ruptured diplomatic relations between Iraq and Egypt but these have improved in recent years with many senior officials from both countries exchanging visits.
 
The United States has been urging Iraq to boost ties with Arab nations to counter Iran's influence in the country and Sisi's visit is part of a summit between Egypt, Jordan and Iraq.
 
This is their fourth round of talks aimed at strengthening security, economic, trade and investment cooperation. In recent years, Iraq had signed cooperation deals in the energy, health and education sectors with Jordan and Egypt.
 
Jordan's King Abdullah arrived in Baghdad shortly after Sisi and was also received by Iraqi Prime Minister Mustafa al-Kadhimi and Iraqi President Barham Salih.
 
Kadhimi, Sisi and Abdullah held a summit in Amman last year and were due to hold another in Baghdad in April, but this was delayed after a train crash in Egypt that left dozens dead and wounded.
 
Egypt signed 15 deals and memoranda of understanding in sectors including oil, roads, housing, construction and trade in February after Iraq's cabinet in December approved renewing its contract to supply the Egyptian General Petroleum Corporation (EGPC) with 12 million barrels of Basra light crude for 2021.
 
"The president affirmed Egypt's aspiration in developing bilateral cooperation with Iraq into a sustainable framework of economic integration and strategic cooperation, especially in light of the great challenges facing the region," an Egypt presidency statement said.
 
Iraq is also planning to build a pipeline that is meant to export 1 million barrels per day of Iraqi crude from the southern city of Basra to Jordan's Red Sea port of Aqaba.

An important summit between Egypt, Jordan and Iraq saw them seek to increase security and economic cooperation.

 
Egypt, Jordan and Iraq sought an increase in security and economic cooperation at a recent summit. According to reports, it saw the “Egyptian head of state visit Iraq for the first time in three decades.”
 
That is a big deal. It shows that Cairo and Baghdad are repositioning themselves as important regional centers after years of crises, conflict and the weakening of major states saw power shift to Turkey, Iran, Israel and Gulf nations.
 
Cairo, Baghdad and Damascus are the historic major cities of the region and have been important centers of the Arab world for more than 1,000 years. This means what we are potentially seeing is a Baghdad-Cairo discussion that could shore up stability in the region after waves of terrorism and extremism.
 
But there are challenges.
 
 
 
Iran has a huge role in Iraq. It has weakened the state and has militias running around Iraq, attacking US forces and threatening protesters.
 
Syria, across the border, is divided between Turkish occupation and the regime-held areas, as well as the US role in the eastern part of the country.
 
Jordan needs economic support, and it has weathered waves of Syrian and Iraqi refugees for years. A recent accusation of a “coup” plot has also unnerved the Hashemite Kingdom.
 
Egypt is rapidly increasing its ties to Sudan and other states in Africa.
 
“America is back,” US President Joe Biden has said, and it appears the Egyptian leader’s visit to Baghdad is a way of saying, “Egypt is back.”
 
Egypt was the premier power in the region in the 1950s and ’60s, exporting soft power – media and culture – along with military power. Under Gamal Abdel Nasser, it played a role of influence from Lebanon to Jordan and from Syria to Yemen.
 
That changed over time, but Egypt continued to have a great deal of power. It was the first major country in the region, after Turkey, to normalize relations with Israel, an epic deal that showed peace could be achieved instead of endless war.
 
Today, it is Iran and Turkish-backed Muslim Brotherhood groups such as Hamas that want endless war in the region.
 
Egypt has played a larger role not only in Africa but also in the East Mediterranean, working with Greece and the new East Med Gas Forum. Israel is a part of this forum, along with Cyprus, France, Italy, Jordan and the Palestinian Authority. The UAE, which has peace with Israel, is close to Egypt as well and has been working with Greece.
 
All of this shows that the Egyptian leader’s trip to Baghdad is of historic importance. In recent years, Saudi Arabia has renewed relations with Iraq after years of hardship in the wake of the 1991 Gulf War.
 
“The visits by Egypt’s President Abdel Fattah al-Sisi and Jordan’s King Abdullah II came as Iraq seeks to move closer to Arab allies of the United States in the Middle East,” France24 reported.
 
Iraq is also seeking to establish itself as a mediator between Arab countries and Iran after hosting talks in April between Tehran and Riyadh, the report said. Sisi met with Iraq’s president and prime minister.
 
“Iraq’s recovery paves the way to an integrated system for our region built on the fight against extremism, respect for sovereignty and economic partnership,” Iraqi President Barham Salih said on Twitter.

The big three that met in Baghdad also discussed Libya and Yemen. They called for foreign mercenaries, a code word for Turkish-backed Syrians who Ankara dumped in Libya, to go back to Turkey.
 
They also called for renewed efforts to reach a “just and comprehensive peace” between Israel and the Palestinians and for the creation of an independent Palestinian state.
 
This is important because Iraq generally has not played a constructive role in the Israeli-Palestinian conflict. However, Jordan and Egypt are peace partners with Israel, and a new Israeli government is working on outreach.
 
Prime Minister Naftali Bennett spoke with Sisi on Monday, and Foreign Minister Yair Lapid met with his Bahraini counterpart and will meet with UAE officials on Tuesday and Wednesday. Winds of change are in the air.

Last Sunday, a summit of the leaders of the three countries was held in Baghdad: Egypt, Iraq and Jordan. This is the fourth summit of country leaders. The presidents of Egypt, Iraq and Jordan have previously held 3 other summits among themselves: the first was in Cairo in March 2019, followed by the New York Summit in September on the sidelines of the United Nations General Assembly meeting, which some consider a continuation of the Cairo Summit, and the penultimate summit held in the capital Jordanian Amman in August 2020. 

 But the Baghdad summit is different from the rest of the summits that preceded it. This summit inaugurated the first visit of an Egyptian president to Baghdad in 31 years. The last time Hosni Mubarak visited Iraq was in 1990, before the Iraqi invasion of Kuwait, which led to the severing of the Iraqi-Egyptian relationship, like the rest of the Arab countries. The other thing is that the Baghdad summit reflects in itself the essence of this alliance more than any other summit.  

This tripartite alliance, no matter what the economy is about, is primarily a political alliance to balance Iranian influence in Iraq. Therefore, the Baghdad meeting puts points on the letter more than the rest of the previous meetings - at least in terms of symbolism. 

Despite this, the economic benefits that will accrue to the participants in this gathering, albeit in varying proportions, cannot be ignored - of course, if this gathering lives and lasts for a long time. The Baghdad Seal represents an agglomeration of countries with a population of 147 million. This is a significant labor force on the one hand, and a huge consumer market on the other. Therefore, the cooperation and integration of these countries, if achieved, would lead to a decrease in the debts that they owe, which is very large, and thus accelerating the growth rates of the gross domestic product of these countries, which now amounts to about 517 billion dollars.  

In the short and medium term, Jordan may be the largest economic beneficiary from this pool. Through its territory, Iraqi oil pipelines will be extended to Aqaba, and Egyptian energy lines, from which Egypt has a surplus, will pass. This will lead to the activation of the movement going and back from Iraq to Egypt and vice versa through this country.  

As for Egypt, it will be the biggest beneficiary of this gathering in the long run. This huge market, if it arises, will give Egypt additional opportunities and possibilities, accelerating the process of its transformation into an economic tiger. For its part, this political-economic grouping will give Iraq the opportunity to restore its balance, which it has lost since the US invasion, and to obtain the human resources it needs for reconstruction and building the economy.

He pointed out that Iraq is one of Egypt's promising markets and has many opportunities for investment, trade and economic cooperation. He added that Egypt's most prominent exports to Iraq include furniture, cotton, dough, various food ingredients, medicines, oils, iron, silicone, dried onions, soap, cleaning materials, tiles, ceramic sanitary ware, agricultural crops, clothing, petroleum and carbon products.

 

He pointed out that Egypt also exports vegetables and fruits to Iraq, while it imports chocolate and cocoa products .

 

On the other hand, economic expert Khaled El-Shafei said that the tripartite summit between Egypt, Iraq and Jordan will create great economic convergence, in light of cooperation between the three countries in several areas, including trade in goods, services and raw materials .

 

He said that economic cooperation between the three countries will expand in the coming period, especially with regard to electrical interconnection projects, as Egypt seeks to become a regional center for energy and gas export to Jordan. This will lead to more convergence, he said .

 

Al-Shafei indicated that the New Mashreq alliance is based on maximizing the use of the resources of the three countries. He referred to a project to extend an oil pipeline from the port of Basra in southern Iraq to the port of Aqaba in Jordan and then to Egypt, through which Jordan buys Iraqi oil at a price lower than the international market price .

He explained that Egypt will also benefit from the process of refining part of this Iraqi oil on its territory, while Iraq imports electricity from Egypt.

The Minister also stressed the importance of coming up with real data and achievements to be submitted to the leaders of the three countries. He called for holding a panel discussion at the level of ministers to set the general framework and agree to sign a cooperation agreement soon, and to hold bilateral meetings and continuous communication between the concerned parties from both sides to reach visions and a final formula for cooperation. To activate the permanent Jordanian exhibition in Iraq, and to set up specialized mobile exhibitions in Iraq, Egypt and Jordan, as it is an important experiment for the dissemination and promotion of national products and the direct sale of these products, and to familiarize people with the products of their countries and their marketing .

For her part, the Jordanian Minister of Industry, Trade and Supply affirmed the "distinguished and close relations that bind the two countries," noting that "her visit came to follow up on the results of the tripartite summit at the bilateral level and the leaders' assurances about enhancing economic integration in light of the serious and real desire of the three countries and what was focused on during the summit from Economic integration, especially in the industrial and commercial fields.

She expressed her "thanks for the efforts of the Iraqi side in reaching this stage of cooperation, and affirmed its support for all the proposals and proposals made by the minister regarding the economic city, holding exhibitions and holding conferences," noting that "there are many projects and industries that can be launched from and take advantage of the available opportunities and increase The level of industrial and economic cooperation, trade exchange and overcoming the difficulties between the two countries .

Mostafa Madbouly confirmed that he will direct the Minister of Housing to pay a visit to Baghdad with officials of the concerned companies, in order to agree on more projects that can be implemented through the oil-for-reconstruction mechanism, and so that they are included in Iraq's budget for the next year.

Madbouly praised the friendly and brotherly relations between Egypt and Iraq, which are based on mutual respect, referring to his visit to Baghdad last year, during which agreement was reached on a number of joint development projects, as well as the oil-for-reconstruction mechanism, which will represent an effective mechanism for implementing projects.

For his part, the Speaker of the Iraqi Parliament praised the stances of the Egyptian political leadership towards supporting Iraq's issues in various regional and international forums, and the strong messages they contained in support of Iraq's unity and sovereignty.

Muhammad Al-Halbousi also praised the results of the interviews he held with senior Egyptian officials during his current visit to Egypt, expressing his optimism that the coming period will witness consolidation of cooperation relations with Egypt.

Al-Halbousi stressed the importance of the mutual visits made by officials of the two countries during the last period, pointing out that the Iraqi parliament will support the implementation of joint projects for bilateral cooperation by including the allocations for these projects in the budget law.

Minister of Public Works and Housing Yahya Al-Kasabi will head a Jordanian delegation heading to the Iraqi capital, Baghdad, on Monday, to follow up on the outcomes of the tripartite summit held in Baghdad.

Al-Kasabi is accompanied by a number of representatives from the construction, housing, contracting and industrial sectors, as the work meetings will continue until next Thursday.
Al-Kasabi will hold several working meetings with the concerned parties in Iraq during the days of the visit, which comes in implementation of the royal directives of the government to enhance the prospects for cooperation and expansion in them and in the interest of the Prime Minister to frame joint cooperation in line with the interest of the two countries in all fields, especially the economic fields and what is related to the field of housing, construction and contracting .
On Monday morning, Al-Kasabi held a meeting with representatives of the participating parties in the Jordanian delegation heading to the Iraqi capital, Baghdad, in the presence of the Acting Secretary-General and those concerned in the ministry, in the presence of representatives of the participating delegations.
Al-Kasabi and representatives of the participating delegations discussed the agreements and items that will be signed during the working visit of the Jordanian delegation, stressing the need to focus on translating the visit into work agreements on the ground.
It is noteworthy that Al-Kasabi had headed a delegation to Iraq last February.

In turn, Al-Adhari stressed that the visit of Jordanian government and parliamentary delegations to Iraq is evidence of the existence of a political will to open politically to Iraq, noting that Iraq has overcome the challenges of terrorism. This came during his meeting with the Minister of Public Works and Housing in the Hashemite Kingdom of Jordan, Yahya Al-Kasabi, and his accompanying delegation, which included representatives of the public and private sectors from the Jordanian side, in the presence of Baghdad Municipality agents and a number of general managers.

A statement of the secretariat quoted the mayor of Baghdad as saying that "the meeting that brought us together with the important delegation from the Jordanian side included inviting them to enter the labor market by participating in competition with other Arab and Iraqi companies to implement projects of the secretariat of Baghdad in its various fields."

He added that "I am very happy with the increase in the bonds of cooperation between Iraq and its Arab brothers and the expansion of work fields after the approval of the budget and the inclusion of projects by the Ministry of Planning, especially since the financial allocations are at the gates of launch."

The Mayor of Baghdad also called on all Arab and Iraqi companies and contractors to compete to implement projects in various fields in the sewage, water, roads and bridges sectors to rise up the reality of the capital Baghdad again.

And he indicated that "this meeting comes within the prime minister's vision and directives to strengthen and increase cooperation with Arab countries."
