The Cabinet Secretariat announced, on Monday, the registration of two million citizens on the site for the distribution of residential plots, while it indicated that nearly 8 million citizens have logged in to the electronic registration site .

Municipality spokesman Haider Majid said, "The registration mechanism on residential lands is proceeding at a high rate, and the process of entering the site is very easy, and the link for the platform has been announced to register citizens on plots of land ."

Majid explained, "Until two days ago, the number of entrants to the electronic registration site reached nearly 8 million citizens, and two million registered ."

He pointed out that "the site is designed in an easy and uncomplicated way, and any citizen can register, and there are criteria set by the committee and priorities for citizens and certain points, where the owner of the highest points will be included in the priority to receive the plot of land."

On Friday, Adviser to the Prime Minister, Sabah Abdul Latif, revealed the number of applicants for the "Dari" initiative, which was launched to solve the housing crisis in the country.

Abdul Latif said, "The number of those who entered through the electronic portal of the Dari initiative amounted to about nine million citizens," noting that "two and a half million people have fully completed the registration requirements," according to "Aware".  

He added, "The country needs 3 million housing units to solve the crisis," noting that "the initiative will cover 550,000 plots of land only as an attempt to ease the crisis."  

He stressed that "the initiative's portal will be open to citizens for three weeks, and the remaining two weeks of age," explaining that "the initiative adopts the principle of points in granting land, as these points are calculated according to the information provided by the applicant, whether she is a widow, a family of martyrs, or those covered by social care and some The categories of media professionals and athletes, provided that they have not previously acquired housing or a plot of land.  

Regarding loans for lands that will be granted through an initiative, Abdul Latif indicated that “the Central Bank raised the ceiling of loans granted for housing by two trillion dinars,” noting that “the use of loans will focus on two government outlets, namely, the Housing Fund, which the Prime Minister directed during his visit to him to increase and grant loans. Without any interest, the second outlet is the real estate bank.  

Abdul Latif added, "The financial ceiling of the real estate bank in granting loans will be 150 million, while the financial ceiling of the housing fund will be 75 million, and its interests will be zero for a period of 20 years."

And the Central Bank of Iraq announced, earlier, an increase in the allocation to the housing sector to more than (1.9) trillion dinars, indicating that this came to raise the ability to make the initiative funds available to the largest number of beneficiaries.

Shafaq News/ The former Minister of Construction and Housing, Bankin Rekani, confirmed on Sunday that Iraq needs 3 million and 500 thousand housing units to address the housing crisis in the country.

 

Rikani told Shafaq News Agency, "The numbering system for housing units in the municipal departments in the governorates does not exist," noting that "we worked on a new system when we were in the ministry and we could not implement it, in that there would be a unified numbering for all housing units."

 

He added that "the existing rate of housing units and the actual need is not less than 3 million and 500 thousand housing units, given that the average Iraqi family is not less than 5 people."

 

And Rikani, that "there is an increase in the rate of population growth in Iraq at a rate of one million citizens annually," stressing that "we need 250 thousand housing units per year."

 

Iraq is suffering from a stifling housing crisis due to the increasing number of Iraq's population and the limited housing complexes, in addition to the citizen's inability to build his own housing unit due to the high cost of land and construction materials.

 

In early February 2021, the Central Bank of Iraq launched a new initiative in granting loans to employees worth 125 million dinars to purchase housing units in investment housing complexes.

 

However, specialists saw the Central Bank's initiative as "like a fantasy", because of the administrative routine and complex instructions for government banks, and the profits and burdens placed by those banks, which makes the person who wants to obtain the loan to buy a housing unit think carefully before taking this step.

 

Real estate prices in the Iraqi market are witnessing a significant increase in the prices of housing units, including plots of land and the role, especially after approving the new dollar excursion rate and granting financial loans to employees and citizens.

The Cabinet Secretariat announces the details of the decision to distribute residential lands among citizens
  
 

1. The Ministry of Construction, Housing, Public Works and Municipalities is responsible for distributing residential lands to all citizens in the new cities that the Ministry creates within the (Dari) initiative.

2. Citizens who previously acquired a plot of land under valid laws or decisions are not included in the provisions of this decision.

3. Adopting the electronic program, which is automatically supervised by the Council of Advisors, to differentiate between citizens for obtaining a plot of land, selecting those covered, and announcing their names on the basis of the total points they obtained in each governorate for meals.

4. The Ministry of Construction, Housing and Public Works and Municipalities, in coordination with the governorates, and through municipal institutions, shall form technical committees in each governorate; To check the data of citizens applying for residential plots.

5. The Ministry of Construction, Housing, Public Works and Municipalities, through coordination with the National Investment Commission and the investment authorities in the governorates, shall announce investment opportunities for the development of new cities.

6. The Ministry of Construction, Housing, Public Works and Municipalities, in cooperation with the Advisory Board, shall prepare the following:

a. Mechanisms to attract developers or investors to each new city to ensure that it becomes an attractive city for housing, with integrated infrastructure, services, entertainment, education, health and others.

NS. Establishing controls that oblige the developer or investor to implement all public service utilities within the new cities and hand them over to the concerned sectoral authorities.

7. The Ministries of Finance and Agriculture are obligated to complete the procedures for transferring the ownership of the lands of new cities whose designs have been approved from the General Directorate of Urban Planning located outside the boundaries of the basic design to the nearest municipal institution, in preparation for its inclusion in the future expansion of that municipality, or the creation of other municipalities.

8. The Ministry of Justice, through the real estate registration departments, opens notes for real estate registration in the new cities, and takes the necessary measures to issue title deeds for the parcels of land in these cities, in the names of citizens.

9. Municipal institutions in the governorates shall open a municipal department concerned with these new cities, to facilitate procedures for registering residential lands in the names of citizens and providing services.

10. The Real Estate Bank and the Iraqi Housing Fund shall take the necessary measures to provide easy-term loans to citizens to build their housing units.

 The recent decision of the Council of Ministers regarding the creation of new cities in the provinces and the provision of adequate housing for Iraqis, received great praise from specialists and citizens. The decision includes that the Ministry of Construction, Housing and Municipalities will distribute residential lands among all citizens in the new cities created by the Ministry, without including citizens who previously obtained a plot of land under laws or decisions in force with the provisions of this decision.

Al-Zaidan explained to Al-Sabah, that "in addition to providing housing units, these major projects will provide hundreds of thousands of job opportunities, as they will contribute to the employment of craftsmen and engineers and increase the demand for construction materials, most of which are locally manufactured, as well as other building requirements," noting that “The decision, if implemented on the ground, will cause an unprecedented urban revolution in the world.”

Al-Zaidan continued, "The establishment of these cities is also beneficial in reducing congestion, especially with the expansion of cities and the construction of highways and annuals."

In turn, the industrial expert, Aqil Al-Saadi, called for the need to adopt locally manufactured materials and Iraqi labor to complete these cities.
Al-Saadi told Al-Sabah: "The decision is positive and we strongly support it, but we must rely on the national industry from the public and private sectors in establishing these cities, because of their importance to the Iraqi economy in general."
The decision stresses the need to establish controls that oblige the developer or investor to implement all public service facilities within the new cities and hand them over to the concerned sectoral authorities, and grant them the right to benefit from part of (residential lands, commercial, industrial, and service areas) and (30%) of schools located within the cities The new, in accordance with the provisions of the Investment Law (13 of 2006), its amendments, and the regulations and instructions issued thereunder.
Citizens welcomed the decision, as Ali Muayyad, an employee, considered it a long-awaited dream.
He said, "Will I finally achieve the dream of living with my family in a house we own, after moving more than once between renting homes?"

Zainab Muhammad (a housewife) also praised the decision, saying: "After obtaining the land, the loan, and starting construction, I will be able to marry off my son, who recently graduated from the Faculty of Languages."
She added, "We are going through a bad financial situation. We cannot add a new building to the house we own, which is 60 square meters, and we are seven people."
As for Ayoub Salah (the owner of a taxi), he said: "I hope that the decision will be implemented as soon as possible, so that I can get the land and start construction."

The Governor of Baghdad, Muhammad Jaber Al-Atta, directed, on Wednesday, to receive the transactions of citizens applying for a residential plot of land within the "Dari" initiative.

Another Al-Kazemi program for the benefit of the Iraqi people. Iraq needs him to continue as Prime Minister....IMO..!  Sadr claims he is for the Iraqi people, but he's holding up the process of  gevernmental power sharing - where all parties won representative seats, and feel they should have influential positions accordingly.
