Prime Minister Mustafa Al-Kazemi confirmed the government's efforts to reach one million housing units across the country, while noting that work is underway to launch more than ten housing projects similar to the Basmaya project in Baghdad and the provinces.
Al-Kazemi said in a speech during a visit to the Bismayah residential complex yesterday, Saturday: "I am pleased to visit the city of Bismayah after it was revived during the past year, and I am here to oversee the implementation process of the decisions taken and direct them to expedite it."
A statement from his media office quoted him as saying: "During the past year, we provided the required amounts for the company executing the project to intensify work in it, after the company's work had been suspended since 2019 due to the economic crisis, useless laws and improper management, and we reduced the percentage of the minimum down payment from 25% to 10% to facilitate the matter for citizens wishing to buy apartments in the Basmaya complex, and we have also reduced the annual interest rate from 4% to 2% in support of citizens in light of the current economic challenges.”
He continued, "We have corrected the path with several measures, and indeed the citizen is encouraged to buy all available apartments in the city, and we are currently working on developing the project to reach its goal, which is 100,000 housing units, of which only 35,000 have been completed so far."

Prime Minister Mustafa Al-Kazemi revealed, on Saturday, new housing projects in Baghdad and the provinces, during his visit to the Basmaya complex.

Al-Kazemi said in a statement to the Prime Minister's Media Office, which was reviewed by "Economy News", that "I am pleased to visit the city of Bismayah after it was revived during the past year, and I am here to supervise the implementation process of the decisions taken and direct them to speed up."

He added, "During the past year, we provided the required amounts for the company executing the project to intensify work in it, after the company's work had been suspended since 2019 due to the economic crisis, useless laws and improper management."

He continued, "We reduced the minimum down payment from 25% to 10% to facilitate the matter for citizens wishing to buy apartments in the Basmaya complex," noting that "we also reduced the annual interest rate from 4% to 2% in support of citizens in light of challenging circumstances. current economic.

And he indicated that "there was a great deal of reluctance in the project due to a number of wrong decisions and instructions and incorrect management, and we corrected the path with several measures, and indeed the citizen was encouraged to buy all the apartments available in the city."

He said, "We are currently working on developing the project to reach its goal, which is 100,000 housing units, of which only 35,000 have been completed so far, and we are working to support the Bismayah complex by establishing the required infrastructure, including the construction of a highway between Bismayah and Baghdad, and we have allocated sufficient funds for it in budget this year.

And he added, "We also worked to support several economic projects and small investment opportunities for citizens to activate the wheel of economic movement in the city of Bismayah," stressing, "We seriously support other projects to reach one million housing units across Iraq."

He pointed out that "we finally voted to establish the city of Rafael after removing all legal and other obstacles, and it is ready to go."

He stressed that "work is underway to launch more than ten similar projects in Baghdad and all other provinces to build new cities and housing complexes."

The Parliamentary Services Committee confirmed that it is discussing the law of the Reconstruction Council and its maturation to include it on the agenda of the upcoming sessions of the House of Representatives, in addition to following up on housing decisions and their instructions throughout Iraq as a central topic.
Committee member Abbas Al-Atafi said in an interview with "Al-Sabah": "The committee is working on holding workshops to discuss the law of the Council of Reconstruction for its final maturation and to present it to the parliament in the coming days." 
He stressed that "the committee places most of its attention on the issue of housing because it is a pivotal issue, considering that Iraq is going through a major housing crisis, and there is follow-up by the committee in all governorates of the decisions and instructions related to the subject, in addition to the follow-up of the Central Bank's initiative in this regard."
Al-Atafi criticized "the delay in the completion of investment housing projects, as well as the high prices of housing units in those projects, which do not match the income of the citizen in the middle and poor classes," noting that "the decisions of the Council of Ministers in the previous and current governments were not complete to solve the housing crisis because there are many matters The task was not addressed by Cabinet decisions to provide a real solution to the housing crisis.”
He explained that "the real remedies to solve the housing crisis start from providing the land and the way to exploit it, because most of it belongs to the state's real estate and the Ministry of Finance, and when it adheres to it without giving it to the owner of the jurisdiction (the Ministry of Municipalities or the Ministry of Housing) it does not achieve a positive step forward and remains an outstanding issue between the citizen and the implementing agency." To work, and if we go back to all the residential complexes in Iraq, we will find that the citizen cannot receive an official document for his housing unit, but only a contract because of the ownership of the land to the real estate of the state or the contracting party, even though it is not within its competence to contract,” noting that “there are laws that obligate state properties to return these properties.” Land which is the 80th law of municipalities.
