He pointed out that, "through the work of the supervisory committee, it will follow up the projects that have ceased to exist and that have been neglected for years and led to a waste of public money in all governorates, especially the projects whose contracts were signed between 2005 to 2007 and the years that follow, and which have died out and need additional work to re-work in them. Therefore, the sub-committees of the Services Committee, with the participation of the concerned ministries, will prepare evaluations for these projects to follow up on them, and to see if they can be re-worked on again.

Tufayli also stressed "the need for investment in infrastructure, activation of laws and state control over national bodies in the governorates, in addition to providing a safe environment and empowering people to activate investment and eliminate corruption."
A member of the Parliamentary Investment and Economic Committee concluded, "We have great unemployment and the state is not leaders in appointing them, and their opportunity lies in investment projects."
The House of Representatives voted on October 27, 2015 to amend Investment Law No. 13 of 2006.
This law aims at the following: First: Encouraging investments and transferring modern technologies to contribute to the process of developing and developing Iraq, expanding and diversifying its production and service base. 
Second: Granting projects that obtained an investment license from the Commission additional facilities and exemptions from taxes and fees according to what is stated in this law.

Mubasher: The Parliamentary Services and Reconstruction Committee in Iraq revealed, today, Sunday, two draft laws, the first aiming to own every Iraqi a residence, and the second settling the slums file.

A member of the committee, Abbas Al-Atafi, told the Iraqi News Agency (INA): "The Services Committee followed up many laws that contribute to resolving the housing crisis and the decisions of the Council of Ministers related to this matter, as well as the housing complexes file of the National Investment Authority and the Ministry of Construction and Housing."

Al-Atafi pointed out that "there are two draft laws within the House of Representatives, the first that guarantees every Iraqi housing, and the second guarantees dealing with the construction of informal settlements on official and agricultural lands, especially those that have turned into residential areas."

A member of the committee affirmed that "the committee proposed solutions to the housing crisis and stressed the need for prices in residential complexes to be commensurate with the living and financial standard of the middle-income and low-income citizen."

Al-Atafi added, "The Services Committee also sought to monitor the housing sums of the suspended housing complexes in the Ministry of Housing and Construction and discuss their problems, and devoted one day a week to discussing the problems of residential complexes between the General Directorate of Housing and State and Municipalities and followed up with the governors granting them powers to distribute plots of land for employees."

And he considered that "granting housing units to certain segments within the Ministry of Housing does not fully meet the needs of the citizen," noting that "there is a problem of not delivering the completed apartments and leaving them vulnerable to extinction, and there must be a study to solve the issue."

Al-Atafi pointed out that "the Services and Reconstruction Committee followed up the file of the stalled projects with the Investment Authority and the beneficiary departments, resolving investment opportunities and converting them to projects that serve citizens."

The General Secretariat of the Council of Ministers announced the removal of technical and administrative obstacles to the stalled projects, while it revealed holding companies that were lagging behind.
Spokesman for the Municipality, Haider Majeed, told Al-Sabah: “The Supreme Committee for Services and Reconstruction held several meetings with representatives of the provinces in the presence of officials from the Ministries of Construction, Housing, Planning and Finance,” indicating that “the committee decided to focus on projects that have achieved advanced rates of achievement and do not need Many efforts and funds to complete it. ”
He added, "All of those parties and parties have identified projects and removed all existing obstacles, including technical, financial and administrative, and to initiate them will be according to the revised timelines, especially since some projects for the Ministry of Education have doubled efforts in them after the Secretary General of the Council of Ministers Hamid Al-Ghazi met with representatives of companies and the Ministry of Education Representatives of the provinces ».
He revealed "directing companies to raise the pace of work during the next stage and give them a 3-month opportunity to present achievement rates in schools, and on the contrary, lagging companies will be held accountable and placed on the black list."
Majeed pointed out that "these companies delivered 8 schools in Dhi Qar and 4 other schools are in the process of delivery, and there are advanced achievement rates in the schools in the rest of the governorates," while noting that "the next stage will witness the delivery of the Turkish hospital in Dhi Qar province after achieving advanced achievement ratios." In it, and bypassing the simple technical problems between the Ministry of Health and the company implementing the project.

On Wednesday, the Parliamentary Economic Committee considered that what it described as the "bureaucracy and red tape" adopted by the state delayed the launch of many investment projects, while it praised the government's decision to cancel the licenses of "delayed projects."

Committee Chairman Ahmed Salim Al-Kinani said in a statement, "We commend the government’s decision to cancel delayed project licenses," adding that "the bureaucracy and red tape adopted by the state has delayed the launch of many investment projects."
 
 

Al-Kinani called for "a distinction between the real lagging investor who fulfilled all the legal conditions and did not initiate the investment project without a real excuse calling for delaying work, and between the investor who delayed the bureaucracy of administrative work in dealing with the investor, the launch of his project."

The head of the Parliamentary Economic and Investment Committee also called on the government and the Investment Authority to "pay attention to the decision to cancel project licenses, because they may arrange punitive money on the state that investors earn in the event that evidence is presented to the courts, that state departments are behind the delay in granting permits and fundamental approvals to start the project."
