On Tuesday, the Cabinet Secretariat announced that profitable oil companies would be allowed to operate daily wage earners.

The secretariat said in a statement seen by "Al-Iqtisad News", that "the Council of Ministers decided to allow the profitable oil companies to employ daily wage earners with engineering and technical specializations, according to the mechanism of advertisement and transparent competition, provided that their number does not exceed (6000) employees."

Mubasher: The Iraqi Council of Ministers, at its weekly meeting today, Tuesday, headed by Prime Minister Mustafa Al-Kazemi, agreed to amend the decision of the Supreme Committee for National Health and Safety (Combating the Corona Virus Pandemic) No. 117 of 2020, amended by Resolution (3) of 2021, regarding stopping projects and contracts In light of the Corona pandemic.

In this regard, the Council of Ministers approved the following mechanism:

 

1- Counting the duration of the Corona pandemic crisis as a period of suspension for government contracts that were suspended due to this pandemic, from July 31, 2020, until February 20, 2021, whether the suspension was completely or partially without resulting in any harm to the contractors with the contracting parties, from Where it is not required to pay late fines and insurance fees throughout this period and without any financial consequences or claims on the contracting parties.

2- Applications for inclusion in paragraph (1) above shall be submitted after the aforementioned date to a specialized committee formed in the Ministry of Planning headed by the Deputy Minister of Planning for Administrative Affairs, the Director General of the Contracts Department in the aforementioned Ministry, and a representative of the relevant government agency as needed.

3- The aforementioned contracts that were affected by the Corona pandemic after the date mentioned in paragraph (1) above are dealt with by the contracting authority, in accordance with the law and the instructions in force, including controls No. (6) attached to the instructions for implementing government contracts (2 of 2014), and the contracting conditions for work Civil engineering or equivalent general conditions for electrical and mechanical engineering works, or standard documents for contracts subject to these documents by counting that period (complete or partial suspension or extension), and the Ministry of Planning shall decide any dispute about this between the contracting authority and the contractor or company contracting.

Mubasher: The Iraqi Council of Ministers, headed by Mustafa Al-Kazemi, agreed, during its weekly meeting, today, Tuesday, to authorize the Minister of Commerce to pay a payment of farmers’ dues for the wheat and rice crops - wheat and rye -.

The Council of Ministers stated in a press statement that the payment of farmers' entitlements will be from the available cash in the account of the General Company for Grain Trade, provided that the amount of the payment will be deducted later from the farmers' entitlements that will be financed by the Ministry of Finance in the future.

The Council also approved, during the same session, granting the head of the Dhi Qar Governorate Reconstruction Fund administrative and financial powers to the competent minister, based on the provisions of Article No. 13 of the Dhi Qar Governorate Reconstruction Fund Instructions No. 2 of 2021.

The Council of Ministers approved the draft law of an economic, commercial and scientific cooperation agreement between the Government of the Republic of Iraq and the Government of Hungary, with its referral to the House of Representatives, based on the provisions of Articles (61 / Clause First, and 80 / Clause Second) of the Constitution.

Riyadh – Mubasher: The Iraqi Council of Ministers held its regular session today, Tuesday, headed by the Prime Minister, Mustafa Al-Kazemi.

Al-Kazemi said, according to the Prime Minister’s media office, that government support, such as the food basket and other types of support, should be directed to the poor and deserving class, noting that the current receipt of businessmen, senior employees and fictitious names for support with food supplies represents administrative failure and corruption.

The Prime Minister added that the government has great interest in providing the food basket that will be distributed to the poor, and that it will contain more materials than the materials currently distributed, in terms of quantity and quality, and this is one of the current government's priorities to alleviate the suffering of the poor and provide them with the requirements of a decent life.

Al-Kazemi stressed that the government does not accept that the poor, their strength and their salaries turn into a rich substance and exploitation of the elections.

The Prime Minister indicated that there are complaints about the procedures of some joints of the Ministry of Labor and Social Affairs and suspicions of exploitation for electoral purposes at the expense of the livelihood of the poor through the support of some candidates regarding social welfare salaries, stressing that the government will verify these complaints.

He continued, "We categorically reject the ministries' exploitation of the elections. This government is professional and whoever uses the ministries for electoral purposes will be subject to investigation. I directed the ministries to be close to citizens to provide services to our people and to work with all seriousness and utmost energies to restore citizens' confidence in the political process and elections."

 

Al-Kadhimi pointed to the opening of the Nasiriyah Teaching Hospital, the concrete bridge and the power station, and the laying of the foundation stone for Nasiriyah Airport and a number of other projects; In order to serve the people of the province, stressing that the government will continue to do so with the rest of the provinces.

And he added: "And we proved that we are a government of deeds, not of words. We visited Dhi Qar Governorate and opened many lagging projects that were supposed to be completed years ago, but mismanagement and corruption caused their delay."

Today, Tuesday, Prime Minister Mustafa Al-Kazemi chaired the twenty-third regular session of the Council of Ministers, during which he discussed the latest developments in the country, as well as discussing the topics on the agenda.

At the beginning of the session, the Prime Minister recalled the seventh anniversary of the blessed fatwa of His Eminence Sayyid Ali al-Sistani, stressing that the fatwa contributed to providing support and achieving victory over ISIS terrorist gangs.

His Excellency also extended his sincere congratulations to the Iraqi press family and the Journalists Syndicate on the occasion of the 152nd anniversary of the founding of the Iraqi press, and praised the great role of journalists in diagnosing problems and evaluating the situation.

His Excellency also touched on the anniversary of the founding of the popular crowd, which had a prominent role alongside the armed forces in achieving victory and preserving the unity of Iraq.

During the session, Mr. Al-Kazemi reviewed his visit to Dhi Qar Governorate, which witnessed the opening of many lagging projects, and explained that these projects should have opened years ago, had it not been for mismanagement and the accumulation of corruption.

His Excellency indicated that the visit of Dhi Qar witnessed the opening of the Nasiriyah hospital, the power station, the concrete bridge and laying the foundation stone for the Nasiriyah International Airport and other projects that serve the people of the province.

His Excellency renewed his directives to all ministries to be close to citizens and to address all problems and obstacles that stand in the way of providing services, stressing the need to work with utmost efforts in order to restore citizens' confidence in the political process and elections. Al-Kazemi referred to complaints about the procedures of some joints of the Ministry of Labor and Social Affairs, and suspicions of their exploitation for electoral purposes at the expense of the livelihood of the poor, by supporting some candidates regarding social welfare salaries, and his Excellency indicated that these complaints will be verified, stressing his refusal to exploit the poor and transfer their salaries. After the Council of Ministers discussed the topics on the agenda, it issued the following decisions:

First / Approval of the draft law of the ratification agreement on economic, commercial and scientific cooperation between the Government of the Republic of Iraq and the Government of Hungary, and refer it to the House of Representatives, based on the provisions of Articles (61 / Clause First, and 80 / Clause Second) of the Constitution.

Second / Approval of the amendment of the decision of the Supreme Committee for National Health and Safety (Combating the Corona Virus Pandemic) No. 117 of 2020, amended by Resolution (3) of 2021, regarding stopping projects and contracts in light of the Corona pandemic, by adopting the following mechanism:

Third / Approval of authorizing the Minister of Trade to pay a payment of farmers’ dues for wheat and rye from the available cash in the account of the General Company for Grain Trade, provided that the amount of the payment will be deducted later from the farmers’ dues that will be financed by the Ministry of Finance in the future.

Fourth / Approval of granting the head of the Dhi Qar Governorate Reconstruction Fund the administrative and financial powers to the competent minister, based on the provisions of Article (13) of the Dhi Qar Governorate Reconstruction Fund instructions (2 of 2021).

Fifth / Approval of extinguishing the debts of the late former Iraqi football player (Ahmed Radi Amish), based on the provisions of Article (46) of the Federal Financial Management Law No. (6 of 2019) as amended, and Cabinet Resolution (28 of 2020).

Sixth / Approval of the recommendation of the Ministerial Council for Energy (92 for the year 2021), as follows:

- Paying the advance payment amount of (35,000,000), only thirty-five million dollars in crude oil equal to the amount of the loan, which will be paid under the crude oil loading agreement to be signed between the Oil Marketing Company and Litasco (the lender) to avoid financing one project from two different budgets (operating budget Dhi Qar Oil Company and the Federal Investment Budget), an exception to the instructions for implementing the federal general budget for the fiscal year/2021.

Seventh / agree to the following:

1- Establishment of the city of Rafael within the total area of the area surrounding Baghdad International Airport, which has an area of (106) thousand acres, and offering it as investment opportunities based on the provisions of Article (7/b) of the amended Investment Law No. (13 of 2006), provided that compensation is paid The owners of the lands with other suitable lands to enable them to implement their requirements from the Ministry of Finance, and an exception to the Cabinet Resolution (175 of 2019) from this project

2- Amending the Council of Ministers Resolution (175 of 2019), with a total area of (106) thousand dunams instead of (16003) dunams, mentioned in paragraph (2) of the aforementioned Council of Ministers decision, to include all lands surrounding Baghdad Airport.

3- Amending the area granted in accordance with the aforementioned cabinet decision to Daeco International Holding Company, whose area is (4000) dunams, to become (1800) dunams, and according to the agreement concluded with the aforementioned company.

4- Granting the Emaar Company a plot of land of (1,000) acres on the land of the airport to establish a residential area with integrated facilities, a cultural and sports club with a golf course, according to international standards.

5- Excluding civil aviation and military sites (Air Force Command, Martyr Muhammad Alaa Air Base, Land Force Command, Army Aviation and Air Defense) located within the area surrounding Baghdad International Airport from the above paragraphs until an alternative is available.

Shafaq News/ The Minister of Planning, Khaled Batal Al-Najm, announced on Wednesday, the start of applying the approved Iraqi standard specification for the examination and evaluation of conformity for vehicles of all kinds, starting from the first of next September.

 

This came during his meeting with the Director General of the Standardization Department in the Central Agency for Standardization and Quality Control, Ban Norouz Ibrahim, and a number of members of the committee concerned with developing vehicle specifications, according to a planning statement received by Shafaq News Agency.

 

Al-Najm said, "The date of the first of next September will be a final date to work on what is included in the Iraqi specification for the safety and security requirements for vehicles."

 

The minister called on importers and traders to "take this date very seriously, for after the first of September, no car will be allowed to enter unless it conforms to the specifications."

 

He pointed out that "the implementation of the standard was scheduled to start at the beginning of this year, but it was decided to postpone the implementation, due to the conditions of the Corona pandemic and the halting of global trade, and the suspension of various contracts," stressing that the Council of Ministers took a decision to consider the pandemic period as a compelling circumstance. .

Shafaq News/ On Wednesday, Prime Minister Mustafa Al-Kazemi called on tribal leaders to support the state to preserve Iraq's unity, stressing the government's endeavor to revitalize the various productive sectors.

 

Al-Kazemi said during his meeting with a number of Samarra tribal sheikhs, according to a statement received by Shafaq News Agency, "I commend our tribes in Samarra and their role in enhancing security and their cooperation with the security forces in standing as a bulwark against terrorism."
