Shafaq News/ The representative of the United Nations Secretary-General in Iraq, Jenin Plasschaert, said on Tuesday that the legislative elections that will be held on the tenth of this month will be different from the previous elections.

 

"These elections have the ability to be different in several respects, as from us we will be able to provide greater assistance in the monitoring process, while benefiting from previous lessons for the success of these elections," Plasschaert told Shafaq News Agency on the sidelines of a press conference she held in Baghdad. The electoral process is also different today from what it was in the 2018 elections.”

 

She added, "I repeat what I said earlier that the United Nations will be an effective partner to ensure the integrity of the elections, and it is essential that these elections be completely different from the 2018 elections," adding, "Based on the recent simulation yesterday, I am pleased to confirm that these elections will be completely different from the previous ones."

 

She explained, "It was a set of previous observations and procedures that had to be changed, and their course re-corrected, and this is what is currently being worked on," noting that "all current efforts are to prevent a recurrence of the events of 2018".

 

And she indicated that "the United Nations worked hard to prevent any fraud, as well as the current efforts are in the same framework to prevent fraud in Kirkuk and any other region," explaining that "the elections are not necessarily to change people alone, but rather to change the political track."

 

She stressed that "there are important measures that have been taken to reduce any fraud that may occur in these elections... Therefore, I tell you, this election is different from the previous one."

 

She explained that "the United Nations for the first time has a different mandate now," adding, "I know that there are fears, anger and great disappointment, as we saw through the demonstrations, so the elections came and we are doing what we can to make the elections fair, different and transparent, and after the elections we will continue our work in Iraq."

She pointed out that "our mandate today is different from the mandate given to us in the 2018 elections to avoid many previous mistakes, and the electoral climate today is different from previous climates," adding, "I was close to Tahrir Square, and these elections are a demand of the demonstrators."

 

 

 

 

Candidates for the legislative elections are competing in 83 electoral districts, unlike the previous elections, where Iraq was divided into 18 districts, meaning that each province's candidates shared one electoral district. The total number of general polling stations is 8273, while the number of private polling stations (members of the Ministries of Defense, Interior and other security categories) is 595.

 He pointed out that "all the data provided by the Al-Fateh alliance in the recent period will qualify it to form the government and nominate the prime minister by obtaining the majority of parliamentary seats," noting that "the Al-Fateh alliance will be the owner of the largest bloc in the upcoming elections."

About one million seventy-five thousand and 727 Iraqi military voters will go to the polls tomorrow, Friday, to elect their representatives, distributed over 595 polling stations in all governorates of Iraq, two days before the general elections.

120,126 displaced persons and hundreds of hospital and prison inmates are also entitled to vote in special polling stations.

The Iraqi Electoral Commission announced the completion of preparations for holding the elections, stressing that the Security Committee is working to secure the electoral process completely, especially that the government is keen to conduct fair elections in accordance with international standards.

The elections will start next Sunday for civilians, amid strict security measures, and under international and local supervision and oversight to ensure their integrity.

The commission identified the categories covered by the special vote, namely: the Ministry of Interior, the Ministry of Defense, the Counter-Terrorism Service, the Ministry of Interior of the Kurdistan Region, the Ministry of Peshmerga, and the displaced, in addition to the Iraqi prison inmates .

".

Al-Hindawi added, "The special vote will also include the casting of 120,126 displaced people in 86 polling centers by 309 polling stations, in addition to the voting of hundreds of hospital and prison inmates at special polling stations," noting that "715 international observers will be deployed in all polling stations ."

He continued, "About 500 foreign media professionals will cover the electoral process, which is the widest of its kind in the region," reiterating "the need to abide by Prime Minister Mustafa Al-Kazemi's directive to the security forces to adhere to complete neutrality during the special voting process and to prevent officers from exerting any pressure on the government." She concluded by saying, "Counting and sorting will take place after the end of the special poll, but the results will not be announced," noting that "the announcement of the preliminary results will be within 24 hours after the end of the general vote."

In addition, the Director of the Office of the Electoral Commission in Basra Governorate, Haider Al-Silawi, confirmed that the elections are taking place smoothly.

Al-Silawi told Shafaq News Agency, "There is no malfunction in the voting devices, and the number of participants reached 55 thousand from all security forces."

In a related context, the Director of the Office of the Electoral Commission in Wasit Governorate, Haidar Jaber, told Shafak News Agency, that there is "no malfunction in the voting machines.

And Jaber said, "The voting rate now in the coming hours is 10 percent of the total of 21,920 special votes."

In Wasit Governorate, the percentage of voting reached 37 percent out of 22 thousand members, according to the director of the Wasit Elections Commission.

In Karbala, the outcome of the mid-term report in the province reached 11,250 people who voted, with the participation of 25 thousand members until 12 noon, with 13 stations and 61 private voting stations.

The Karbala Elections Commission stated, "Among the stations, there is one station for the displaced," noting that "the participation rate until 12 noon was 41%."

For his part, the Director of the Office of the Electoral Commission in Anbar Governorate, Nusrat Ayad, confirmed today, Friday, that "the percentage of voting for Anbar Governorate reached 33%, until 12:00 pm."

Iyad explained to "Shafaq News", "There are three positions regarding the voting rates, which are opening, middle and closing, and the middle rate was 33%, noting that the polling stations close at six in the evening."

He pointed out that "the percentage of voting is good, because the polling stations opened at seven in the morning, and the voting rate was to twelve, that is, within five hours only 33% of the voters voted, within the special vote, and six hours remain to announce the final percentage." .

Ayad denied what was reported by some social media sites about news that "an influential party in Anbar stormed the third station in the Jerusalem Center in Fallujah, with the cooperation of the station's director and a police brigade commander, and prevented the entry of observers of political entities by force of arms and threats."

He continued by saying that "this news is inaccurate and has nothing to do with reality, and the elections are going smoothly and according to the procedures prepared by the Operations Department in the National Office, and no violation was recorded inside the polling stations."

For her part, the representative of the European Union mission to Iraq, Viola von Cramon, said yesterday, Friday: "We have 10 teams that monitored the special vote in Iraq."
"The mission will have 90 teams observing the general vote that will take place on Sunday," she added.
The special polling process ended on Friday evening, while the High Elections Commission confirmed earlier that 1,075,727 security personnel, 120,126 displaced voters, and 676 inmates in prisons are included in voting, to elect candidates for parliament.
