Mr. Ammar al-Hakim: The Shiites of Iraq differ from others in the rest of the countries, and the rotation of the three presidencies has problems

{Politics: Euphrates New} The head of the National State Forces Alliance, Mr. Ammar al-Hakim, confirmed on Monday that the Shiites of Iraq differed from others in the rest of the countries, while the rotation of the three presidencies was considered "problems."

Ammar al-Hakim said, during his participation in the Rafidain Forum 2021 for dialogue, that: “The Shiite in Iraq is not Shiite in the rest of the countries, and it is a contract with partners for the components of his country within the social contract and they differed on the borders of their country and the administration of their state. And the
Shiites in Iraq are not Shiites in any other country in the world. Iran, Saudi Arabia, or a non-state, and they are governed by the social contract with the rest of the components in their country, but they differ in their political views, even in the same country.
He added that: "The Shiites in one country are different and multiple in the intellectual and political aspect, and not dismantling and saying that they are all in one beginning and with one goal is incorrect, and the same is true for the rest of the sects and components," indicating "the Shiites are one in creed; but in politics they are not one." .
As regards recycling of the three presidencies, said Mr. Ammar al - Hakim, said: " The political ambition is legitimate in the positions of the three presidencies; but the reality is subject to the formation of the largest national bloc electoral considerations , which owns a half - plus-one in the House of Representatives and realize that it is democratic.
We must recognize With the occurrence of fragility in the political system and the greater external interference, and we are not against the efficient addressing the positions of responsibility, but we focus on the message of reassurance to society, and if the rotation in the positions of the three presidencies adds concerns, this must be reviewed.
And between: "We are not with the Lebanonization of the political situation in Iraq and there are realities in the national project, and personally that such rotation in the positions of the three presidencies may generate some problems and the issue is better in understanding and integration."
The prime alliance of the forces of the state: " The magnitude of the challenges ahead of us less than the previous if we want to postpone the elections as possible , which gets the biggest Valtaqidat of the postponement of the elections and is contained postponement and we move towards a deadline of opinion Saeb came the will of the supreme reference people.
And guidance reference supreme focus in the provision of The right ground for better electoral results, and the political and social forces are concerned with improving the reality for holding transparent and fair elections."
He concluded: “The parliamentary system in Iraq is not completely consistent with the electoral system in Iraq,” explaining, “The parliamentary system talks about blocs, and the election law talks about votes and candidates and dismantles the blocs. It guarantees a greater opportunity for independent personalities, and is a step to reassure the street."
Ammar Al-Hakim pointed out that: "The results of these elections may reorganize the political work further, and that one of the declared and clear concerns of those who withdrew from the elections is because they did not find a horizon for the future. The forces withdrawing from the elections may reverse their decision.
He continued: "The electoral campaign is long and extends for three months, which drains effort and money if it is started early and tries not to exploit the Ashura and Husseini decrees, and there is a public reproach on the political elites represented in the October movement.
The head of the National State Forces Alliance pointed out: “We are urging the judiciary to pursue any attempt to infiltrate the elections, manipulate the results, and falsify them. They participate in the elections,
and today there is no concern about the components of the Iraqi people, and we must go to cross-component alliances, and if there were two alliances in the arena, there would have been a positive movement and we lack the responsible team and the people are not satisfied with the political performance, no matter how excellent."
He went on to say: "The situation in Iraq is not ideal, and carrying arms and political money is a serious risk, and that any electoral process is fraught with risks in Iraq and elsewhere, but there is a great development that whoever protects and wants the state has become a slogan for most competing political forces, which is a great achievement for the logic of the state."
The magic key to the stability of Iraq to be for himself and for the benefit of his people and be at a distance of positive with everyone and open with everyone and not be in the lap of one of it is bigger than it is not to be a follower of a building on its history and its people and that the money for one and hand Verddh collapse and conflict. "
Between Mr. Ammar al-Hakim: "The reference and the people are no longer satisfied with the political forces raising slogans without applying them in the fight against corruption and other files, and we need an electronic government, automation, and reducing people's communication with the government institution, but through electronic communication, it is part of the fight against corruption."
A clear vision must be presented to solve these problems and to go to actions, not words, to restore the confidence of our people, the reference and the world."
And he added: “The Iraqi is self-flagellation, and this feature is good for development. Unfortunately, there are cases of frustration and generalization of negatives. These generalizations do not lead to a result. This is our destiny. The street has to choose and bear responsibility for its choice. We bet on popular maturity. Half of the Iraqi people were born after the fall of the dictatorship, and 70% of the people do not hold a contract.” the past and they hope to build the present and the future.
We bet on the maturity and awareness of the people in recognition of exploiting the possibilities of the state, and any exploitation of institutions and statesmen and the possibilities of the state by any political faction , it is unacceptable and must be legally held accountable and the electoral Commission to bear the responsibility to address these gaps.
the President of The ministers are stern talk to the ministers and those responsible for employing the capabilities of the state, and the exploitation of the capabilities of the state is a sign of weakness, and it is illegal and forbidden money.”
The head of the National State Forces Alliance stressed, "The previous popular reluctance to vote has justifications, and people wished to witness development in the economic and service aspects. When the terrorist pressures ended, people began to demand services quickly, and everyone's movement for broad participation contributes more to change.
As for the propaganda campaign The lengthy process did not happen in the world, and it is an implementation of the electoral law, and the people who want to achieve change must come out and participate in the elections and choose who is worthy.”
He added: “The forces of the state that are strengthened by the strength of the state and the forces that are strengthened by the weakness of the state are the non-state forces, and the uncontrolled weapon is every weapon outside the legitimacy, and we are happy with the agreement to end the presence of the American forces at the end of this year,” adding, “The fragile political system means external interventions in our affairs that must To build a strong state and prevent external interference that will continue if Iraq is weak."
Regarding the possibility of voting electronically in the upcoming October elections, Mr. Ammar al-Hakim said: “We do not have electronic voting in the elections, and the election law and the procedures of the Commission have tried to put safeguards to prevent data breaches, and the results through manual counting and sorting, and photos of the results will be presented within 48 hours of voting and adoption.” Among the companies, it makes us confident that we will have transparent and good elections."
He noted: "The priority is to restore the people's confidence in the system and political forces, and this gap is the most dangerous thing in the scene, and we are concerned with gaining the people's trust and taking the right steps with them. The performance during 18 years, the size of the influence of the political forces and the extent to which their slogans can be applied, and the assessment of this remains for political history to determine the compass.
And the head of the State Forces Alliance stated, “The state cannot manage everything and put its hand on everything, and society has the ability to advance the economy through agriculture and industry. Business and procedures should be facilitated for investors."
Mr. Ammar al-Hakim concluded: "We were serious about changing the constitution through communication and continuing meetings with various forces, and we formed a committee within the parliament from a diverse fabric, but the political forces decided to transfer it to the next government."

The Independent High Electoral Commission acknowledged that "special voting" will be exclusively with the biometric card during the upcoming elections, while the Supreme Judicial Council announced, on Tuesday, the formation of an investigation team to monitor electoral fraud attempts, and managed to arrest a number of suspects of attempted fraud.
The Director of Procedures and Training in the Operations Department of the High Commissioner, Daoud Salman Khudair, told Al-Sabah: "According to Elections Law No. 9 of 2020, the voting of special voters from the security forces, the displaced and the inmates in prisons is by using the (biometric card) exclusively in the elections that will take place on the tenth of the month. It will be withdrawn after the voter casts his vote at the polling station.
He added that "the voting in the past was either by biometric card, short-term or conditional without a card."
For his part, electoral expert Saad Al-Rawi confirmed that "the backbone of any elections is an accurate and reliable voter register that includes the names of all voters in the country."
Al-Rawi added in an interview with "Al-Sabah", that "Iraq needs all voters in it, whether they are civilians, soldiers, voters abroad, the displaced or others, to obtain a single biometric card that bears a fingerprint, a photo and all the voter's information."
He explained that "since 2014 until now, almost half of the voters have owned this card," noting that "the election law specified that private and external voting be with the biometric card exclusively, and since the voters abroad do not have these cards, they were denied participation in the elections." the next elections."
"The security forces, including the army, the police, the popular and clan mobilization forces, who number more than one million voters, only 650,000 voters have this card," he added.
Al-Rawi warned that "the biometric card has not been completed for all Iraqi voters so far, and when it is completed, it will end suspicions of fraud and manipulation of the election results."
He pointed out that "there are some problems with this card, which is sending the information of all voters, civilian and military, to other countries for printing, and its arrival and distribution are delayed for months, which causes problems due to the frequent visits of voters to registration centers to receive it to no avail."
The election expert stressed, "the Commission's need for a plan to complete the voter register, either by completing the biometric card or the national number or through a population census."
In the meantime, Nebras Abu Souda, assistant media spokesman in the Electoral Commission, said: "The commission has set the conditions that govern and regulate the electoral campaigning process for the candidates, so this process is not a qualitative process, but rather an organized one according to the law."
She pointed out that "there are several parties monitoring the advertising campaigns, such as the Media and Communications Commission, as well as by the Commission," adding that "violators of the terms of the campaigns may reach the point that the file is referred to the competent courts when the matter goes beyond the fact that it violates the electoral campaign."
On the other hand, a statement by the Media Center of the Supreme Judicial Council stated that "the council has formed a working group that includes a number of investigative judges and judicial investigators, in cooperation with the security authorities of the executive authority, to monitor the attempts of some to rig the elections, manipulate the will of voters and buy election cards."
He added, "The team has begun its tasks, as a number of the accused who are currently being investigated have been arrested," and the Judicial Council warned, according to the statement, "Anyone who tempted himself to think of using illegal means in the upcoming legislative elections, as the most severe legal measures will be taken against those who commit these crimes." the crime".

Experts in law and in electoral matters called for reconsidering Article 76 of the Constitution and amending it or reconsidering the interpretations of the Federal Court regarding this article, specifically the “largest bloc” paragraph, which in every election raises widespread controversy after the results appear.
Electoral expert Adel Al-Lami explained in an interview with "Al-Sabah" that "the expression of a parliamentary bloc appears only on the occasion of parliamentary life and is not used in naming candidates for elections. In electoral processes, political entities are called by names such as (party, electoral list, electoral alliance, electoral coalition) and others Of the names, and none of them is called an electoral bloc, and the term (a bloc) was given to a bloc of a number of parties, alliances, or independent members of a parliamentary bloc, i.e. a parliamentary bloc.
He added that "the decision of the Federal Court issued in this regard is its decision issued on 8/11/2014 in the number (45/T.Q/2014) and its content is that the expression (the most numerous parliamentary bloc) contained in Article (76) of the Constitution means (either the bloc that formed after the elections through a single electoral list, or the bloc that was formed after the elections from two or more electoral lists and entered the House of Representatives and became its seats after entering the House and after its members took the constitutional oath in the first session that is more numerous than the rest of the blocs, and the President of the Republic undertakes to assign its candidate to form the Council of Ministers in accordance with the provisions of Article (76) of the Constitution and within the period specified in it).
And he indicated that "no one but the Federal Court can decide on this matter, and if any decision or law is issued that violates this provision, it is not considered and is considered in violation of the Constitution," and added, "Since it is more correct, according to constitutional and democratic norms in most countries of the world, that the electoral list that wins the elections is Which nominates the prime minister, who will be assigned automatically by the president of the republic or the king in monarchies, and accordingly, it was proposed to amend Article 76 of the constitution by the committee to amend the constitution formed by the president of the republic - and I am one of its members - so that the winning list in the elections is the one who nominates The Prime Minister and for only two times, meaning that if the candidate of this list does not obtain the confidence of the House of Representatives within 30 days from the date of assigning the President of the Republic, this list nominates another candidate and if the latter does not obtain the confidence of the House of Representatives, the House is considered dissolved and new legislative elections are re-conducted.

Abu Ragheef: The next prime minister must represent all Iraqis, and the elections include 80% of the new faces

{Politics: Al Furat News} Nawfal Abu Ragheef, the spokesperson for the National Wisdom Movement affiliated with the National State Forces Alliance, stressed the need for the next prime minister to be a representative of all Iraqis.

Aborgev said; For the “Al-Mastra” program broadcast by Al-Furat satellite channel on Thursday evening, it said: “There is nothing that cannot be verified about the confinement of weapons in the hands of the state. Iraqi street.
He described the Popular Mobilization Forces as "the official national body, part of the government's formations, and an auxiliary force to the main state forces," noting that: "The forces that are strengthened by the weakness of the state are the forces of non-state and vice versa, and we do not believe in any forces or wings parallel to the state."
Aborgev added: "It is not logical for the political forces to come after all the blood that was shed in the demonstration arenas and the words of the reference to repeat the previous mistakes, which were based on quotas and failure to hold the wrongdoers accountable, and the need to leave the previous regions and have the courage to say that this party is incapable of administration."
He continued, "Participation in the elections will be broad, given that everyone wanted it early, and the voter faced a moment of honor in front of the polls by choosing the best, and insisting on the right position would strengthen this space and become a basic rule for others to follow."
Aborgev pointed out that: "Some are disturbed by the designation of our alliance {the alliance of the forces of the national state}, and we say that proving something does not negate
anyone else. The relationship on the Iraqi issue is balanced, as Iraq is able to be a meeting point for the rivals in the region, and it is in the interest of a tripartite Iraqi-Jordanian-Saudi meeting."
Concerning the conditions for the coalition’s support for the next prime minister, Aborgev replied: “The coalition’s vision must be the characteristics of the next prime minister that he represents all Iraqis and there is a political commitment. As for the public interests, he has no right to take sides and give priority to his interests over public interests, and he must benefit from from previous experiences.
He added: "We are pleased that a goal in favor of Iraq has been achieved, and the current government has succeeded relatively, and it is credited with its ability to communicate with contradictions in the international and external space for the benefit of the country. It blames bias and duplicity in dealing with regions without others; ".
And between: "What will be achieved after the elections will be dependent on the language of numbers, as it will be the ruler, and the discourse will be shaped either by the formation of the state in its true sense, or we will go back to the past, and we have no choice but to the work of democratic life."
We hope that the precedence will be at the level of responsibility, and we regret the contradictions that occur in the political discourse, and the upgrading of the discourse will enhance the culture of meeting.” And
Aborgev concluded: “Our task is difficult to reform the political system; But it is not impossible, and it is possible with the expansion of the forces of moderation and moderation, and we adopt the theme of rejecting oppression, abolition and exclusion,” stressing that “the early parliamentary elections guarantee 80% of new faces.

The United Nations mission in Iraq announced on Tuesday measures to prevent fraud in the upcoming elections, while the commission revealed high-precision security features for the ballot paper that is used for the first time and ensures the credibility of the process.

The head of the United Nations mission in Iraq, Jenin Plasschaert, spoke about the measures that prevent fraud in the Iraqi elections scheduled for the tenth of next October, or tampering with the electronic card in a way that achieves the credibility of the election.

She indicated during a press conference in Baghdad that the United Nations supports credible Iraqi elections that will be different from the previous ones. She stressed the continuation of supporting women to participate in the elections, stressing that "Iraq needs deep reforms, and therefore boycotting the elections is not valid."

She indicated that a new electoral system has been put in place and that Iraqis will vote for individual candidates and not only for political parties, and there is an independent auditing company to monitor the election results.

She explained that the United Nations will provide the largest assistance in the world to the Iraqi elections, noting that it has more than 130 experts present in Iraq for monitoring and electoral assistance, representing five times the number in the 2018 elections.

She warned candidates who lure voters with money to get their votes on polling day, saying, "For those candidates who want to pay $200 per voter for showing a picture to vote for these people, I tell them you are wasting your money, mobile phones will not be allowed inside the polling stations." "Everyone should refrain from attempts to buy off voters, tamper with the results, pressure or threaten to cut salaries," she stressed.

And Plasschaert stressed by saying that Iraq is five weeks away from holding the elections, and at this stage it cannot be postponed or postponed.

Baghdad, Sep 8 (Prensa Latina) The United Nations Assistance Mission for Iraq (UNAMI) on Wednesday began to take preventive measures prior to the parliamentary elections to be held on October 10 in this country.

A group of 130 experts and some 600 support staff will supervise the elections, according to UNAMI head Jeanine Hennis-Plasschaert.

The elections will be held a year earlier to meet demands from protesters who ousted former Prime Minister Adel Abdul Mahdi's Government in November 2019.

Hennis-Plasschaert announced that additional measures will be adopted to prevent electoral fraud such as confiscating voter cards after use and disabling them for 72 hours.

A total of 3,249 candidates run in Iraq's elections, to reach 329 seats in Parliament.

Each constituency will put three to five seats at stake, with a quota designed to elect female candidates.
