Shafaq News/ The Parliamentary Legal Committee confirmed, on Friday, that the political environment is not safe for the Parliament elections to be held on schedule.

Committee member Salim Hamza told Shafak News Agency; "The political environment is unstable and has become unsafe, and therefore it will affect the holding of the House of Representatives elections, scheduled for October 10."

He added, "The political, economic, security, health and service situation is unstable and affects the daily life of the citizen. This is another reason for postponing the elections."

Hamza pointed out that "the political blocs are before public opinion with the elections being held on schedule, but the truth supports postponing them to their original date of April 2022."

Shafaq News/ The Prime Minister's Adviser for Elections Affairs, Hussain Al-Hindawi, confirmed on Thursday that boycotting the elections or withdrawing candidates will not change the scheduled date for holding them.

 

Al-Hindawi told Shafak News Agency, "The High Elections Commission confirmed that the upcoming parliament elections will take place on the scheduled date, which is October 10."

 

He added that "the boycott and withdrawal from the electoral process will not affect the date of its holding."

 

Earlier today, the leader of the Sadrist movement, Muqtada al-Sadr, announced his withdrawal from the legislative elections scheduled for next October in Iraq, and at the same time decided to withdraw his hand from the current federal government headed by Prime Minister Mustafa Al-Kazemi, and the subsequent one as well.

 

Following al-Sadr's statement, First Deputy Speaker of Parliament Hassan al-Kaabi and the Sadrist bloc's candidates announced their withdrawal from the upcoming elections.

He announced that the United Nations will employ (150) UN experts to enhance the electoral support efforts provided to Iraq, and work as a preparatory team for the monitoring process, and they will be distributed to four main centers in Iraq, and (100) UN experts will be sent in mid-September whose main task will be to monitor the elections .
He also reviewed the efforts of the United Nations, which are divided into two axes in the field of electoral support, namely: technical assistance and electoral observation, so that the United Nations Electoral Assistance Mission in Iraq is the largest of the United Nations.

He noted that the strategic communication team will arrive in Baghdad soon.

As Iraq's legislative elections draw near, a major conflict between Sunni political leaders has started to rear its head for several political, societal and economic — but also regional — reasons.

This has led Sunni politicians to warn of the impact of the conflict between the leader of the Advancement alliance, Mohammed al-Halbusi, and the leader of al-Azm alliance, Khamis al-Khanjar, as they deem this a reason Sunnis could lose a number of seats in the next parliament.

Sunni parliament member Raad al-Dahlaki said on Aug. 2, “The fierce competition between the two alliances’ candidates will result in the loss of Sunni seats, especially in the mixed electoral governorates of Baghdad and Diyala, among others.”

Sunni politicians said in press statements, “What is currently taking place on the Sunni street is an electoral competition that has nothing to do with the regional role, and we expect more battles to emerge with the aim of settling other scores.”

The real conflict began when Halbusi sent on July 23 a text message to Khanjar, accusing him of selling the land of some Sunni areas.

“We shall not allow you to give up on the lands, and I have repeatedly tried to keep the national interest and the Sunni cause away from useless differences," the text stated.

A few minutes later, Khanjar replied in a statement: “I cannot reciprocate and use the same words that I do not know how and where you learned them from, but I promise you that I will remain a defender of the rights of my family, the rights that you wasted for fear of losing your position.”

The text and the statement were leaked to political and media WhatsApp groups and fact-checked by Al-Monitor. Halbusi’s text message was insulting toward Khanjar, especially when he described him as “a waiter in a restaurant.”

Rahman al-Jubouri, a former senior researcher at the National Endowment for Democracy in Washington, told Al-Monitor “some of the goals of the Sunni-Sunni conflict are economic, while others are related to the Sunni leadership and yet others to regional axes.”

He added, “The Sunni leadership brings great economic benefit to those who lead it. Therefore, the conflict between Halbusi and Khanjar has erupted because they are the main poles of Sunni politics.”

This is the first time the conflict between Sunni parties has reached this stage, which some consider a healthy condition that has produced two Sunni political approaches — one of which will receive two-thirds of the votes while the other will receive one-third.

But the fact remains that this conflict between the two most prominent Sunni leaders is naturally affected by regional conflicts, as Khanjar is affiliated with the Iranian-Qatari-Turkish axis while Halbusi is affiliated with the US-Gulf axis, especially Saudi Arabia and the United Arab Emirates.

Halbusi, who is the youngest speaker of parliament in Iraq's history, is working to limit Khanjar’s role as the most prominent Sunni competitor. At the same time, he is strongly refraining from angering Khanjar’s Shiite allies, all of whom are close to or are accused of being loyal to Iran.

Khanjar and Halbusi are running several pages on social media defending themselves, having courted Sunni activists and journalists to defend them and advocate against the other.

“Funded” accounts on Facebook demonizing both sides have recently emerged, which suggests the two could be engaged in an electronic war.

A Sunni activist told Al-Monitor on condition of anonymity that “there are funds that are being paid to Sunni activists and bloggers to join a team of opponents, as well as to managers of WhatsApp groups that witness great discussions and clashes.”

“You rarely find a Sunni activist who does not care about the Halbusi-Khanjar conflict, but some of them adopt frank views and publish videos and misleading information aimed at bringing down the opponent,” he added.

A few weeks ago, Khanjar promised to return the families of the Jurf al-Sakhr district in the northern Babil governorate to their homes after more than seven years of displacement because of the Islamic State’s control of their area, which came under the control of armed Shiite factions after the liberation operations.

Khanjar said his promise would materialize on the first day of Eid al-Adha. It did not. Armed Shiite factions tried to stand with him, as they worked to bring together a few tribal sheikhs in the Jurf al-Sakhr district and spoke in front of the Iranian-backed media about their return to the area, which is said to be devoid of its inhabitants to date.

After Khanjar made the promise, Halbusi called it electoral propaganda, "not a humanitarian and moral issue.”

Sunnis are now divided between supporters of the Advancement alliance led by Halbusi and al-Azm alliance led by Khanjar. However, some go in the direction of saying that “what is happening is healthy as it offers voters two options only, as is the case in the US elections.”

Halbusi — who did not defend his most prominent Sunni rival, businessman Jamal Karbouli, when he was arrested on April 18 on charges of “corruption” despite being a party leader represented in parliament — is now seeking to get rid of Khanjar, being the last obstacle in the Sunni arena.

Nonetheless, Halbusi and Khanjar are likely to meet immediately after the elections to forge political alliances and perhaps form a large Sunni front within the Iraqi parliament.

Committee Chairman Shirwan Al-Dobardani said: The provincial councils law has witnessed a first and second amendment, and the third amendment is awaiting legislation after the completion of discussions and final drafting, noting that these last amendments will be presented to the Presidency of the House of Representatives for a vote on them as soon as Parliament resumes work.
Al-Doberdani explained to "Al-Sabah" that "there are two laws for the governorates, the first No. 21 of 2008 regulating the management process, financial departments and the work of their councils, while the second regulates the elections of governorate and district councils, noting that the recent amendments were formulated to be twinning with the House of Representatives law such as multiple departments and the biometric system.
He called on the government, according to the previous law of 2019 in force, to set the date of the provincial elections, after the upcoming Parliament elections, revealing the proposals of the Third Amendment, which included reducing the age, number of seats and multiple constituencies, and winning the highest votes.

{Local: Al Furat News} The Electoral Commission announced, on Sunday, the preparation of a quarterly report to be submitted to the House of Representatives, which includes a summary of the institution's activities and preparations related to the upcoming electoral process, while noting the withholding of (short-term) cards for the years 2015-2016 from the voter register.

The Commission stated in a statement that {Euphrates News} received a copy of it, that “the Electoral Commission has opened the door for applying for a job (data entry) to work on tabulating and entering the poll results, and then training and preparing them to carry out the task of entering forms for the results of counting and manual counting, as well as downloading memory stick data ( USD), and the conditions for their appointment included: the applicant should have at least a preparatory certificate, have experience in using computers and work on printing programs, and be independent and not affiliated with any political party.

And she indicated, "The data entry process will be through the Results Management and Classification Division, formerly known as (Data Entry Center) of the Operations Department, which is the division concerned with receiving electronic results on polling day through the VSAD and memory stick (USD) for the purpose of Carrying out the matching process between these data within a period of (24) hours after the end of the voting process, as stipulated in Article (38) of the Elections Law No. 9 of 2020, as well as receiving the results of the manual counting and sorting forms from the stations that will be recounted manually in the event of a difference in percentage 5% between manual and electronic counting and sorting based on the aforementioned material.

She explained, "The Electoral Commission worked on preparing a quarterly report for the period from (1/4 to 30/6/2021) to be submitted to the Iraqi Parliament, which includes a summary of the institution's activities and preparations related to the upcoming electoral process in all its legal, technical, administrative and financial aspects, as well as the activities of the offices of its Kurdistan Region.

And she indicated: "In order to simplify the procedures for those wishing to apply for a job (polling officer), the Electoral Commission has worked in this regard to extend the application process for another period of seven days, starting from August 2 to August 8 of the current year 2021, and it has also formed teams Work from provincial electoral offices that undertake the task of visiting state departments and institutions throughout Iraq to receive applications from those wishing to work directly.

In the same regard, the Electoral Commission receives complaints from applicants for the position of (polling officer) who did not submit their forms to the registration centers, through the complaints window on the official website of the IHEC (www.ihec.iq), provided that the complainant attaches the complaint with the form that clarifies Reasons for not receiving it.

And she confirmed that, "The Electoral Commission will continue to work to block the (short-term) electronic cards for the years 2015-2016 from the voter register, to ensure that they are not used on polling day, and work is underway with the examining company to examine the software, servers and carrier media, as well as with the (Miro) company that manufactures devices. The Department of Parties and Political Entities Affairs in the Independent High Electoral Commission considered external financing of parties a "red line", while stressing that strict measures were taken to preserve the commission's warehouses from any fires that might affect them.
The director general of the constituency, Dr. Heyman Tahsin, told Al-Sabah: The department has put in place some instructions regarding the unification of electoral propaganda places in coordination with the Municipality of Baghdad and the municipalities of the provinces, so that they do not affect traffic signals and traffic and cut off indications.
Tahseen revealed that his department continues to monitor the financing of parties at home by providing them with annual final accounts sent to the Office of Financial Supervision, noting that internal funding depends on members' "subscriptions" and financial subsidies from the budget.
Regarding external financing of parties, Tahsin stressed that this funding is governed by Article (3) of Parties Law No. (36) of 2015, which includes submitting an official request to his department to decide on it “acceptance or rejection” in the event that there are external funds, stressing that his department has not received No request regarding this financing.
Regarding what the Minister of Interior, Othman Al-Ghanimi, said, that the commission’s warehouses were built from a combustible “sandwich panel,” the director general of the department stated that the commission had provided its offices with sums of money to install modern fire-extinguishing systems, noting that some of the warehouses were made of this material and not all of them. .
He added that there are other warehouses in Dohuk governorate that were established from this material, but they are coated from the outside with iron, and upon inquiry from the Civil Defense there, it was found that they conform to the technical specifications and there is no fear of fires, pointing out that the Commission allocated sums of money in order to change the material Sandwich panel to another material conforming to the standard technical specifications recommended to prevent fires.
Tahseen explained that there are warehouses that are not qualified for this purpose, but the Commission coordinated with the governors in the region and the north and the Ministry of Trade to replace some of the stores and provide them with a modern, fundamentalist system to put out fires.
On a parallel note, Commission spokeswoman Jumana Al-Ghalay told the Iraqi News Agency (INA): "The Commission has developed a plan for distributing biometric cards that were received from the Spanish company Andra, which were distributed among the Commission's offices after being audited and ensuring that they conform to the technical specifications," noting that "the Commission" It will operate mobile teams, especially in remote areas, for voters who cannot reach to collect their biometric cards, and they will be delivered to their homes."

The noose is increasing on the leader of the Sadrist movement, Muqtada al-Sadr, with the insistence of the Iraqi political actors, and with it the government of Mustafa Al-Kazemi, to hold elections next October.
The situation is that the pressure that al-Sadr put on everyone when he announced his boycott of the elections last month turned back on him and he became surrounded by partners and opponents who insist on achieving the elections without delay.
The messages of the political actors were not clear, as they were during the past two days, because they did not mind going to the elections without their partner and opponent Muqtada al-Sadr, who, when he retreated politically, aimed at forcing the actors in the political scene to make adjustments in the balance map in a way that ensures his presence politics in the next five years.
Later, everyone expected a close return for al-Sadr, after making preliminary understandings with the boycott group, including the civil forces, but until the time of writing this report, according to intersecting sources, the understandings had not reached a coherent and clear degree. It was leaked close to al-Sadr's atmosphere, that he responded to repeated calls for him to rescind, to set conditions related to the conditions and security of the elections, but he also wanted immunity from political targeting, as al-Sadr was accustomed to a political presence coupled with a religious aura.
On the other hand, al-Sadr discovers that he himself started a rope game with the proof of the elections, whether they were held on time with its terms and conditions, or postponed until the Shiite balance was restructured, until he faced political tactics from his opponents that succeeded so far in achieving a political rebound on al-Sadr.
Everyone is now pushing the election boat to its mooring in October, and in fact they are pushing the pressure on al-Sadr to its maximum, to the point that the parties’ chambers and public opinion makers are surrounding al-Sadr with expectations of a new parliament and a government that will emerge from it, without the Sadrist movement, for the first time in 15 years.
Officials at the Iraqi Electoral Commission told Asharq Al-Awsat that "the procedural processes are continuing without interruption (...) the elections are on schedule, and it is difficult to inform the technical companies of any emergency now, because they have already launched their operations."
Legally, the boycott of al-Sadr does not prevent the formation of a new parliament after next October, but politically the political process will be in front of an unprecedented scene, in which the most prominent players are out of power.
In this way, Al-Sadr will have only two options, either to reverse his decision and return to the race, but in this case he needs an unconventional context, outside the box, that guarantees his popular immunity, in addition to internal negotiations with Shiite actors to maintain the balance of power, but this possibility will allow opponents such as Qais al-Khazali, and the rest of the leaders of the armed factions imposed an agreement in which they would resolve the Sadrist supremacy complex.
As for the second possibility, it involves al-Sadr’s political adventure and daring, in which al-Sadr is determined to the end to boycott to keep watching the political scene being formed without him, and in a parliament controlled by extremist and pro-Iranian forces and factions, which will face regional and international challenges, within the framework of the American conflict.
And if the second possibility is correct, it is a political tactic that the political process did not know with Al-Sadr, who used lightning political strikes to achieve quick goals within a known time frame.
The elections now seem, more than ever, to be the most dangerous democratic entitlement since 2003, not because of the intersection between the participants and the boycotters, but because they represent the height of the conflict between a current involved in the Iranian-American conflict, and another that adopts the role of mediator far from the axes.

Today, Sunday, August 8, 2021, at the headquarters of the Ministry of Foreign Affairs in Baghdad, the Chairman of the Board of Commissioners of the Independent High Electoral Commission, Judge Jalil Adnan Khalaf, signed a memorandum of understanding with the European Union Mission to monitor the elections of the House of Representatives 2021, where its head, Ambassador Martin Hutt, signed on behalf of the mission.
The signing ceremony was attended by the Senior Undersecretary of the Ministry of Foreign Affairs, Nizar Al-Khairallah, and Head of the International Organizations and Conferences Department, Dr. Abbas Kazem Obaid. 
The most important items of the memorandum included that the Electoral Commission provide the members of the European Union mission with information related to the elections and as deemed by the Board of Commissioners throughout the duration of the electoral process, as well as facilitating the access of the mission’s staff to the polling and counting stations. and their escorts in the polling stations, polling stations and counting and sorting.
The signing of this memorandum comes in the context of the final preparations for holding the elections on October 10, 2021, for which the Commission has completed all the necessary preparations to conduct them on the expected date.
