And the Prime Minister demanded not to link the financial dues to the Kurdistan region and the salaries of employees to political differences and that the last agreement between the region and the federal government be a reference to solve all problems.
During the meeting, Talabani also stressed the importance of consensus between the Iraqi political forces and parties in order to provide a decent life and prosperity for the people of Kurdistan and Iraq, who have suffered greatly as a result of successive crises.
He indicated that the joint endeavor to reach this goal is a task that falls on the shoulders of all national forces

A political source in the Kurdistan region said, on Monday, that a delegation from the Kurdistan region will visit Baghdad, to hold discussions on the implementation of the budget law for the current year .

The source said, "A delegation from the Kurdistan Regional Government will visit the capital, Baghdad, today, to hold discussions on the mechanisms for implementing the budget law, and calculating the region's dues with the federal government," noting that "the delegation includes both the Minister of Finance of the Kurdistan Region, Awat Sheikh Janab, and the Minister of the Region for Relations Affairs. The Minister of Kurdistan Region for Federal Government Affairs, Khaled Shwani, announced today, Monday, the formation of a committee with the Center to start the audit procedures.
Khaled Shwani said, "The Kurdistan Regional Government has expressed its full readiness to implement the obligations that fall on the region and stipulated in the budget law."
He added, "A committee was formed from the financial oversight bureaus in Baghdad and the region to start the audit procedures stipulated in the budget law, in addition to auditing the value of oil," noting that "discussing with the Ministry of Finance of the federal government on the mechanism of calculating the share of the Kurdistan region."

Mubasher: Khaled Shwani, Minister of the Kurdistan Region for Federal Government Affairs in Iraq, announced today, Monday, the formation of a committee with the Center to begin audit procedures.

Shwani told the Iraqi News Agency (INA): "The Kurdistan Regional Government has expressed its full readiness to implement the obligations that fall on the region and stipulated in the budget law."

A spokesman for the Vice President of the Kurdistan Regional Government confirmed that the delegation of the Kurdistan Regional Government, who visited the capital, Baghdad recently, confirmed commitment to the federal budget law for the year 2021.

Samir Hawrami said during a press conference followed by PUKmedia : The delegation of the Kurdistan Regional Government headed by Qubad Talabani, Deputy Prime Minister of the Kurdistan Regional Government, who visited Baghdad recently discussed with officials in the federal government the steps to implement the budget law.

He added: During the meetings, it was decided to form several joint committees between the Ministry of Natural Resources, the Ministry of Oil and the Financial Supervision Bureaus in the Kurdistan Region and Baghdad in order for those committees to submit their reports to the Ministry of Finance on the mechanisms for implementing the budget law.

He continued: During all the meeting, we confirmed the commitment of the Kurdistan Regional Government to the paragraphs set by the budget law, and there is a technical delegation currently in Baghdad to discuss the obligations that fall on the Kurdistan Regional Government to implement in accordance with the budget law.

He explained: There are no major problems and we are waiting for the implementation of the budget law soon because we have confirmed our full commitment to the budget law.

On Tuesday (June 7, 2021), the spokesman for the Vice President of the Kurdistan Regional Government, Samir Hawrami, announced that there are no major problems in the implementation of the budget law, indicating that they are waiting for Baghdad to implement the law.

Hawrami said in a press conference attended by  IQNEWS that "the delegation of the Kurdistan region is currently holding talks with the concerned authorities in the federal government regarding the development of mechanisms for implementing the budget law."

Hawrami pointed out that "the Ministry of Natural Resources has expressed its willingness to carry out its duties within the budget law," noting that "there are no major problems for implementing the law and we are waiting for Baghdad."

An informed political source told  IQ News that a delegation from the Kurdistan Regional Government will visit the capital, Baghdad, to hold discussions on the mechanisms for implementing the budget law, and calculating the region’s dues with the federal government, indicating that the delegation includes the Minister of Finance of the Kurdistan Region. Building trust is very difficult in Iraq. They have a very very low trust society, for a variety of reasons....ethnic conflict, past history, bad choices in leadership, bad religious ideas.  Once enough trust has been established, it will work. One thing watching all this happen slowly has taught me is that generally speaking, what we think of as Western or American culture, rooted as it was, in Christianity, is in my opinion for different reasons, vastly superior to Islam. 

 

Everything takes much much longer in Iraq...trust, progress.

The visit comes a day after a delegation from the Kurdistan Regional Government (KRG) traveled to Baghdad for similar discussions with Iraqi counterparts.

BasNews has learned that the Erbil meetings will focus on the technical aspects of implementing the budget law.

After weeks of parliamentary discussions, Iraq’s legislature late in March approved the budget law, in which the share of the KRG was secured in return for 250,000 barrels of oil and 50% of non-oil domestic revenues.

Bafel Talabani, the co-chair of the Patriotic Union of Kurdistan, met today, Tuesday, with Khamis al-Khanjar, head of the Azm Alliance, and a number of prominent Sunni leaders.

During the meeting, which was attended by a number of members of the Political Bureau and the leadership council of the Patriotic Union, the obstacles that stand in the way of the political, economic and security process in the Kurdistan Region and Iraq were discussed, and views were exchanged on this issue. The two sides stressed the strengthening and consolidation of relations between all parties, nationalities and components in order to fundamentally address the problems between the Kurdistan Region and Iraq.

Bafel Talabani explained the decision and strategy of the Patriotic Union, saying: The National Union supports the language of dialogue and common understanding and welcomes any efforts that work to revive the spirit of harmony and coexistence and believes in joint action.

The upcoming elections were another focus of the meeting, as the delegation of the Patriotic Union of Kurdistan clarified its position on it, declaring that the Patriotic Union of Kurdistan is with the elections being held at the time specified for it, and that it informed all parties of it. It is necessary to hold fair and transparent elections and to hold them under the supervision of the international community, away from all interference.

{Political: Al Furat News} A representative of the Patriotic Union of Kurdistan (PUK) bloc revealed a new and close visit of the government delegation in the Kurdistan region to the capital, Baghdad, with the aim of resolving the issue of the region's share of the financial budget for 2021.
 

"The share of the Kurdistan Region is present in the Federal Budget Law for the year 2021, so the law must be applied," Rizan Sheikh Diller said in a press statement.
 She added that "the problems are related to Article 11 of the law," explaining that "the federal government asked the Kurdistan government, papers and legal procedures for the budget, related to revenues and public expenditures since 2014 until now."
Sheikh Dler indicated that, "a delegation from the Kurdistan region is scheduled to visit the capital, Baghdad, in the next few days, to reach more understanding with the government and the Ministry of Finance, in this regard," adding that "there will be no problems between the two parties, and the implementation of the law."
The negotiating delegation of the Kurdistan Region, headed by the Deputy Prime Minister, Qubad Talabani, visited the capital, Baghdad, last week and held a series of meetings with the federal government, including a meeting with Prime Minister Mustafa Al-Kazemi, before the delegation returned to Erbil.
Talabani wrote, in a tweet on Twitter: "We are very close to a final agreement on a mechanism for implementing the budget law," adding that "there are good intentions from both parties, and that adhering to the text of the law will have a positive impact on the financial situation in the Kurdistan region, and will direct relations Between Baghdad and the Kurdistan Region towards a new stage.
And the Kurdistan Regional Government announced, last Sunday, sending two important files to Baghdad this week.
"The two files concern the Kurdistan region's oil expenditures and non-oil revenues," said Jutiar Adel, a spokesman for the regional government, during a press conference.
And regarding sending the salaries of Kurdistan region employees, Adel said, "I most likely will reach this issue to the implementation stage, and part of it has already reached the implementation stage, and in the near future financial dues will be sent to the Kurdistan region within the federal budget."
It is noteworthy that the House of Representatives voted on March 31, 2021, to approve Article (11) of the Iraqi Budget Law for the year 2021 related to the Kurdistan Region’s share of the budget.
The Kurdistan Region needs 895 billion dinars per month to distribute salaries without deduction, i.e. up to 10 trillion and 740 billion dinars annually.
 Article 11 of the Budget Law states that: 
First: Receivables between the Federal Government and the Kurdistan Region shall be settled for the years from 2004 to 2020 after the Federal Office of Financial Supervision, in coordination with the Office of Financial Supervision of the region, has audited them to show the final accounts approved by the Federal Office of Financial Supervision from the revenues The realized finances and expenditures after excluding the sovereign expenditures and what was spent for the region within the ruling expenditures.
 Second:
 A- The Kurdistan Regional Government is committed to producing crude oil from its fields at an average quantity of no less than 460,000 barrels per day. The quantities needed to cover production, transportation and operating expenses are excluded, according to the data provided in this regard, and the quantities consumed locally in the region and the quantities that cover the allocations of the region’s share of petrodollars, provided that they are not less The values of the delivered quantities for the amounts realized from the sale of 250 thousand barrels of crude oil per day at the price of SOMO.
Paragraph (a) above is implemented in coordination between the Federal Ministry of Oil and the Ministry of Natural Resources in the Kurdistan Regional Government. 
C- The Kurdistan Regional Government is obligated to hand over non-oil revenues to the state treasury and according to the Federal Financial Management Law, provided that the Federal Office of Financial Supervision, in coordination with the Office of Financial Supervision in the region, audit the data related to those revenues.
 D- The balances owed by the Kurdistan Regional Government of the Trade Bank of Iraq with government and private banks are settled, and the Ministry of Finance schedules monthly installments deducted from the region’s share, starting from the fiscal year 2021 and for a period of 7 years. 
E - The federal government is obligated to pay the dues of the Kurdistan Region mentioned in this law and the schedules attached to it after the region implements paragraphs (a, b, c, d) of this article.
 Third - Obligating the Kurdistan Region to provide the Federal Ministry of Finance, after auditing the Federal Financial Supervision Bureau, in coordination with the Office of Financial Supervision in the region, with the staffing for its affiliated formations (civilian - military), distributed according to grade, vacant and occupied job title, and gender, according to the numbers specified for it according to the manpower schedule (c). ) Attached to this law no later than 06/30/2021.
 Fourthly:
The Kurdistan Regional Government is obligated to pay the salaries of the region’s employees from the allocations within the appropriations of the region’s budget (employee compensation) and before any payment order for any other expenditure from its current budget.

Very Well Put Rochester!!!  I lived in Egypt for 5 years and everything took FOREVER to get done!  It did not matter what it was... "inshallah!" was the favorite word.  It is a completely different mentality! 

I do think that they are definitely moving forward.  I think that they are closer than we think.  I also think that they are stalling.  It's all done but for some reason they are waiting for something to come together.... whatever that is... I don't know?  We shall see soon enough.

Yes, that is the true meaning... the way they use it... meh, maybe tomorrow.... maybe the next day. Ummm... whenever.... God willing.  Referencing, when they will finish repairing my bathroom... or anything for that matter.  LoL!  Hopefully, for the purpose of the IDQ the true meaning is at hand!

, the former Speaker of the Parliament of the Kurdistan Region, Youssef Muhammad, confirmed, on Sunday, that the reason for Kurdistan not handing over its lists of employees to Baghdad is the presence of "alien" employees, indicating that the region's authority cannot cut the salaries of its employees.
Muhammad said in a televised interview, which was followed by "Mawazine News", that "the authority in the Kurdistan region must hand over the lists of employees to the central government in Baghdad," noting that "there are (alien) employees in the region."
He pointed out that "there are many problems related to the file of employee salaries in Kurdistan," noting that "there is no legal justification for deducting the salaries of the region's employees."
Muhammad noted that "reliance on oil is a big mistake, especially by Kurdistan, and the persistence of problems with the federal government and the failure to solve them exacerbates the situation," calling for "there will be long-term agreements between Baghdad and Erbil."
He stressed that "Kurdistan's revenues are sufficient to distribute the salaries of employees, and the problem in the region is the lack of fair administration and transparency in dealing."

Shafaq News/ Qubad Talabani, Deputy Prime Minister of Kurdistan Regional Government announced on Wednesday that the Federal Council of Ministers decided to release the region's share of the financial budget for the year 2021.

In a speech today on the sidelines of the HITEX exhibition in Erbil, Talabani said: The Iraqi Council of Ministers decided yesterday to launch the region's budget (..) We hope that this step will be a new page in the relations between Baghdad and Erbil.

He also added: We hope that this step will ease the challenges facing the region.

Regarding the importance of the HITEX exhibition, he said: The goal is not to make the government electronic, but rather to have good governance.

He also said: Before taking advantage of technology, we did not know the number of employees, how they are and where they are? But when we started with the biometric system, we benefited greatly from the sciences of technology.

He continued by saying: We wanted to know how much we pay from salaries and how to pay?, adding: We want to announce that soon we will distribute 475,000 "UPN" to employees.

He added by saying that: This will make it easier for us to eliminate those who receive two or three salaries at the same time.

He added: We want to speed up the process of registering companies, because currently the process takes between 28 to 31 days if you do not have any problems, but we seek to make the registration process within 24 hours, noting that this process may strike the interests of some parties or institutions, but we insist on Program implementation.

On Tuesday, the Prime Minister of Kurdistan Regional Government, Masrour Barzani, announced that an agreement had been reached regarding the region's entitlements in the federal budget.

Barzani said in a tweet on Twitter, which was seen by Shafak News Agency; “I spoke with Federal Prime Minister Mustafa Al-Kazemi as part of the ongoing negotiations and commitment to making the relationship between Erbil and Baghdad more clear.

He added, "I am pleased to announce that an agreement has been reached under which the dues from the federal budget will be sent back to the Kurdistan Region, with a retroactive effect, starting from January 2021."

Shafaq News/ The Kurdistan Democratic Party bloc in Kurdistan Parliament welcomed on Wednesday the approval of the Iraqi Council of Ministers to send the region's share of the financial budget for the year 2021.

The bloc's spokesman, Peshua Hawrami, said in a press conference held today, that if this last agreement entered into force and the federal government sent the region's share, it would be an outlet or key to resolving all disputes and outstanding issues between Erbil and Baghdad.

And he added: It is also clear that the differences between Erbil and Baghdad are not limited to the budget only, and there are other issues that need dialogue, agreement and solution.

Hawrami went on to say that the federal government pledged to send the region's budget from the general budget as soon as possible, and we hope that the issue of salaries will have priority in the region's share of the budget.

A spokesman for the Democratic bloc confirmed that the regional government had, during the previous period, to pay the salaries of employees from its internal revenue.

Mubasher: The Iraqi Ministry of Trade announced today, Wednesday, the start of a high-level delegation headed by the Minister of Trade, Alaa Al-Jubouri, talks with the Ministry of Trade and Industry in the Kurdistan Region.

The Ministry of Commerce said, in a statement, that the discussions come to resolve outstanding issues, convergence of views, and develop joint mechanisms to serve the citizen.

On June 6, the Iraqi President , Barham Salih, received the co-chair of the Patriotic Union of Kurdistan, Pavel Talabani, at the Peace Palace in Baghdad.

The meeting stressed the importance of strengthening communication and dialogue and resolving outstanding issues between the federal government and the Kurdistan Regional Government in accordance with the constitution and legal frameworks, in a way that achieves social justice and preserves the rights of all employees and citizens, and that providing the requirements for a decent living is a priority.

The President of the Kurdistan Regional Government , Masrour Barzani, confirmed   last December that the regional government will work seriously to address outstanding issues with the federal government and continue its reforms to reduce costs, increase revenues and improve governance.

Shafaq News/ The Kurdistan Regional Government confirmed, on Wednesday, its serious commitment to implementing the provisions of the federal financial budget for the current year.

 

Government spokesman Gutiar Adel said in a press conference, after the weekly session of the regional government, "We showed seriousness in adhering to what was stated in the Iraqi budget law."

 

He added that the regional government handed over to the federal government all the required data regarding the implementation of the budget items.

 

The financial budget stipulated that the region hand over 250,000 barrels per day of oil and half of the other financial revenues to the federal government in return for 12.6 percent of the budget.

 

Baghdad is scheduled to send the amounts of the region's share of the budget retroactively, starting from the beginning of the fiscal year.

 

Adel pointed out that "the joint work between the Office of Oversight in the region and the federal government continues to work, and there is a great development, and they will certainly have reports and we will publish them in the future."

 

He added that the Kurdistan Region's oil production is 430,000 barrels per day, 30,000 barrels per day of which go to local consumption.

 

He added that the region had previously been forced to sell oil at prices lower than the prices of international markets as a result of pressure from Baghdad, but the financial budget for the current year gave legitimacy to the region by selling its oil.

 

With regard to raising the price of gasoline, he said, "The government seeks to make prices in the interest of citizens, but we cannot compare our situation with Baghdad because it has more than 5 refineries, and we have only two refineries."

 

And on the salaries of the region's employees, "we decided that the payment of salaries will be every 30 days, and they are committed to it, and it may be delayed for a day or two, but it will not be more than that."

The Parliamentary Energy Committee announced that the Baghdad and Erbil governments had reached final agreements on the outstanding issues.
Committee member Amjad Al-Aqabi said, according to the official agency, that "the visits made by the delegation of the Kurdistan region, headed by Qubad Talabani, to Baghdad led to reaching final understandings and developing radical solutions to the outstanding issues for years."
