Erbil (Kurdistan 24) - The Deputy Prime Minister of the Kurdistan Regional Government, Qubad Talabani, said that the negotiating delegation and the federal government are about to finalize the mechanisms necessary to implement the 2021 budget law.

And Talabani, the head of the negotiating delegation in Baghdad, posted on his Twitter account, "We are on the verge of completing the necessary mechanisms to implement the 2021 budget law."

He continued, "There is goodwill on both sides in implementing the budget law, and it will have a positive impact on relations between Baghdad and the Kurdistan Region after the stalemate that occurred last year, with the economic recovery."

The negotiating delegation of the Kurdistan Regional Government, headed by Talabani, ended a visit to Baghdad to resume discussions on outstanding financial issues with the federal government, which was concluded with a meeting with Iraqi Prime Minister Mustafa Al-Kazemi.

Since the approval of the general budget for the year 2021, the Kurdistan Region has not received a single dinar from the federal government, which prompted the regional parliament to accuse Baghdad of not fulfilling its obligations despite Erbil's affirmation of its commitment to the law.

ERBIL - Kurdistan Region Prime Minister Masrour Barzani on Thursday met with the Kurdistan Regional Government’s high-level delegation to Baghdad, to discuss the process of negotiations with the federal government.

"In the meeting, the negotiation process between Erbil and Baghdad for the implementation of the 2021 budget law was discussed, along with the results of the delegation’s recent visit to Baghdad," Barzani's office said in a statement.

"During their recent visit, the KRG’s delegation to Baghdad had struck an agreement with concerned Iraqi ministries and authorities on the mechanisms of implementing the budget law."

The new round of talks between the KRG delegation and Iraqi political leaders came around two months after Erbil and Baghdad reached an agreement on the Federal Budget Law and Kurdistan Region's share from it.

Thursday's meeting reiterated the Kurdistan Region's compliance to the budget law in return for its financial rights which should be guaranteed by the Iraqi government, the statement said, adding that it also "addressed the KRG’s duties within the framework of the budget law regarding its oil and non-oil revenues

Talabani said in an interview with "Al-Sabah": "Our last visit to Baghdad witnessed accusations of a political nature, to the effect of obtaining special interests for the region within the discussions of approving the federal budget, but the truth is exactly the opposite, as Baghdad is the strategic depth of the region."
He added, "Mutual visits prove that Iraq is our country and that we are part of its concerns and seek to solve its problems. From this point of view, we will visit Basra, Dhi Qar, Anbar and the rest of the provinces in order to exchange visions and dialogue to find common national solutions."
Talabani stressed that "the country needs a real renaissance and finding exceptional solutions and ideas for its accumulated problems, and what helps in this is its possession of abundant capabilities, wealth and bounties, but they all need successful management and hard work, and this will not be achieved in a tense political atmosphere."
He noted that "the regional government has opened a new page to resolve outstanding problems with the federal government, and our strict commitment to what is stated in the General Budget Law for 2021 has been repeatedly announced, and within this principle we held meetings with the Prime Minister, the ministries of finance, oil and the Bank of Commerce and Financial Control to find out what the consequences of The region has obligations under the budget law implementation instructions in order to fulfill them. 
Talabani added that "one of the priorities of this visit is to inform the partners and the executive and legislative bodies that the Kurdistan region is ready to implement its legal obligations stipulated in the Federal Budget Law, and thus we will not be a reason to sabotage the agreement between Baghdad and the region, and our position stems from our keenness to sustain the relationship, According to the Iraqi constitution.

Perhaps you should read between the lines... more is happening than they are letting on. (at least that is what I think) Intentional stall... way too much forward progress and then not! I personally think they are ready and attempted and had to pull back because of a technical issues.  But that is my opinion. and so is this... It's coming!

Adil said during a press conference that he hopes Baghdad will reciprocate and send budget transfers to the Kurdistan Region in the near future.

Regarding public sector workers’ salaries, he said, the KRG will pay workers once every month under the framework of the reform law, but did not address longstanding cuts.

Under the 2021 Federal Budget Law, which passed on March 31, the KRG is supposed to receive 9.5 trillion Iraqi dinars ($6.5 billion) from the budget, which will be disbursed in monthly increments, in return for submitting 250,000 barrels of crude oil per day to Iraq's oil marketer SOMO for export and a portion of the income derived from customs duties at international border crossings with Iran and Turkey.

Those budget transfers would theoretically enable the KRG to pay full public sector salaries. For more than a year it has either not paid public servants or cut their salaries by nearly a quarter, leading to widespread frustration among the Region’s middle class.

ERBIL, Kurdistan Region — The Kurdistan Regional Government (KRG) will send reports on oil and non-oil revenues to Baghdad in the next few days to further budget implementation, a KRG spokesperson said on Sunday.

“Following continuous visits of a Kurdistan Region delegation to Baghdad, two important dossiers will be sent to Baghdad this week, one related to expenditures from oil produced in the Kurdistan Region, another related to federal non-oil revenues,” Jotiar Adil told reporters on Sunday.

“I believe the budget will be implemented in the near future. Some of it has already been implemented,” he added.

A Kurdish delegation travelled to Baghdad for a four-day visit last week, headed by Deputy Prime Minister Qubad Talabani, who said that Erbil and Baghdad are close to finalizing “mechanisms necessary to implement the 2021 budget law.” 

The 2021 budget was passed by the parliament in late March after intense, more than three months after it was approved by the cabinet, but the Region is yet to receive its share of federal funds.

Baghdad sending the Kurdistan Region its budget share is conditional on Erbil fulfilling its commitments, which include handing over 250,000 barrels of oil per day, paying back money it borrowed from the Iraqi Trade Bank, sending non-oil revenues and prioritizing paying the salaries of its civil servants and Peshmerga before any other spending.

Last month, Iraqi Prime Minister Mustafa al-Kadhimi saida committee was working on sending the Region’s share of the budget for May. 

The delay in budget implementation has hindered the salary payments of Kurdistan Region civil servants. On May 26, KRG’s financial assistant, Rebaz Hamlan told Rudaw that he thinks the budget will be implemented in June. 

Lawmaker Ali Hama Salih said that the KRG doesn’t have sufficient funds to meet salaries despite having already cut wages of its public employees. 

The Kurdistan Region needs 895 billion dinars a month to cover its payroll, amounting to 10.7 trillion dinars a year. Employees who make more than 300,000 Iraqi dinars (approximately $200) per month will see their paycheques cut by 21 percent as a result of the new budget.
