ERBIL (Kurdistan 24) - An official in the Kurdistan Regional Government said that a delegation from the Kurdistan Regional Government will visit Baghdad next week to discuss the implementation of the general budget law, and indicated that the payment of employees' salaries at the present time depends on the imports available to the government.

Assistant Prime Minister of the Kurdistan Regional Government for Financial and Economic Affairs, Rebaz Hamlan, told Kurdistan 24, "The delegation of the Kurdistan Regional Government intends to visit Baghdad next week with the aim of implementing the Iraqi budget law for 2021, especially the part related to the rights and entitlements of the Kurdistan Region."

He pointed out that the Kurdistan Regional Government delegation will discuss technical issues in implementing the budget law as it is, especially after the region has confirmed its commitment to the law, and said that the delegation includes technicians from the Ministries of Finance and Natural Resources.

And about whether the regional government will continue to reduce funding for a percentage of salaries, Hamlan said, "This issue depends on Baghdad's obligations."

He continued, "If Baghdad sends the region’s share and it is sufficient with oil imports, taxes and customs, then there will be no deductions."

"But if not sent, the deduction will remain in light of the imports available to us, but the deduction will be less this month," Hamlan added.

Regarding the budget of the Kurdistan Region for the year 2021, Hamlan said that "the draft law contained some deficiencies, and it was sent to the Ministry of Finance to fix these issues, and then it will be sent to the Council of Ministers at the next meeting and then referred to the Kurdistan Parliament."

I haven’t spent as much time on this site as I used to, so I’m sure I’ve missed a lot, but why are they still talking about the 2021 budget and getting ready to start projects and such when the budget was approved and passed months ago? Shouldn’t they already have the money from the budget and spending their funds, OR are they waiting on something???

To answer your question, I have no idea and they probably don't either! Everything was looking good a couple of months ago now I don't know what the hell is going on. They said the budget was passed a while back and now they are discussing it. Looks like the old Iraq if you ask me.

may be they forget to add " something extremely important ( the secret rate? ) " in the 2021 budget.

ERBIL (Kurdistan 24) - Vice President of the Kurdistan Regional Government, Qubad Talabani, said Monday that the technical talks between Erbil and Baghdad have not stopped and are still continuing, and indicated that a government delegation will travel to Baghdad soon to discuss the implementation of the federal budget law for 2021.

The Assistant Prime Minister for Financial and Economic Affairs, Rebaz Hamlan, has previously said that the government delegation will visit Baghdad this week to conduct technical consultations on the mechanisms for implementing the budget law.



Last March, the Iraqi parliament succeeded in approving most of the articles of the federal financial budget for 2021, especially the region’s share, after disagreements and negotiations that spanned for many months. In the following month, the President approved the bill, to enter into force.

The budget amounted to 164.4 trillion dinars (about 112 billion dollars), and a fiscal deficit of 63 trillion dinars (about 43 billion dollars).

There are still pending technical issues that include the doors of law enforcement throughout Iraq, especially with regard to the Kurdistan Region, as many officials say.

Talabani told Kurdistan 24 that negotiations with the federal government "have not stopped," indicating that the KRG delegation will return to Baghdad "soon."

He added that the visit aims to hold discussions with Iraqi officials about implementing the Federal Budget Law , sending the region’s share.

After months of disagreements and negotiations, the Kurdistan Region and the federal government reached an agreement on thorny issues, including oil sales and non-oil revenues, in a step that the Kurdistan Regional Government said would help reduce tension between the two sides and pave the way for resolving all outstanding differences.

Talabani said, "Our discussions are continuing, our relations are continuing, and our delegation will return to Baghdad soon to complete the talks ... We hope that the budget law will be implemented."

Iraq relies on oil to finance 97 percent of its budget, and its commitment to the OPEC + agreement to cut oil production has reduced the financial resources of a government struggling to deal with the repercussions of years of war and rampant corruption.



Previously, the Prime Minister of the Kurdistan Region, Masrour Barzani, praised the approval of the federal budget , and said it helped restore a "glimmer of hope" to improve relations with the federal government.

SULAIMANI — Responding to allegations that the Kurdistan Regional Government (KRG) is failing to uphold numerous parts of a recent budget deal, member of Iraq’s Council of Representatives’ Finance Committee Ekhlas Dlemi on Friday (May 28) claimed that the KRG has given the federal government all required data related to oil, customs income, and the number of public sector workers it employs.

On Friday, Change Movement (Gorran) lawmaker in the Council of Representatives Kawa Mohammed told NRT that the KRG had not turned over that data.

A member of the Kurdistan Democratic Party (KDP), Dlemi told state-owned Iraqi News Agency (INA) that the federal government challenged some provisions of the law, noting that the law was supposed to be implemented after its publication in the Official Gazette.

On March 31, the Council of Representatives passed Iraq’s annual budget, which included a financial agreement between Erbil and Baghdad.

The KRG is supposed to receive 9.5 trillion Iraqi dinars ($6.5 billion) from the budget, which will be disbursed in monthly increments, in return for submitting 250,000 barrels of crude oil per day to Iraq's oil marketer SOMO for export and a portion of the income derived from customs duties at international border crossings with Iran and Turkey.

Dlemi added that the federal government has not taken the initiative to determine a method or mechanism to send the Region’s budget share, but failed to mention that the KRG has not sent any oil or customs income.

Mechanisms for sending money from Baghdad to Erbil are well-established and some types of cash transfers between the two governments are ongoing. On Saturday, Baghdad sent 46 billion Iraqi dinars ($31 million) in payments for wheat purchases.
