The secretariat stated, in a statement that Mawazine News received a copy of it, that "the Council of Ministers issued the system of the first amendment to the system of the Parents and Teachers Council No. (1 of 1994)."

Mubasher: The Iraqi Council of Ministers approved the approval of the National Integrity and Anti-Corruption Strategy for the period from 2021-2024, which was prepared by the Federal Integrity Commission.

The General Secretariat of the Council of Ministers said, in a statement today, Tuesday, that the strategy came with the aim of contributing to the fight against corruption and reducing it.

He announced the head of the Iraqi Integrity Commission , Alaa Jawad Hamid, December 14 / December 2020, for the completion of procedures for entry into force of the National Anti - Corruption Strategy and the National index for the integrity of the next four years.

In a separate statement to the General Secretariat of the Council of Ministers, today, Prime Minister Mustafa Al-Kazemi directed to follow up on the implementation of decisions and directives issued by the Council of Ministers or the Speaker of the Council .

 

The directive also stipulated monitoring of those who obstruct the implementation of these decisions and directives, and to go to the departments in the field to follow up their work .

Shafaq News/ The Iraqi Council of Ministers held its weekly session on Tuesday, headed by Mustafa Al-Kazemi, during which it took 14 new decisions.

 

In a statement received by Shafaq News Agency, Al-Kazemi's office said that the Council of Ministers approved the following recommendations:

 

1- Continuing to implement the decision to vaccinate all persons working in shops, restaurants, malls, laboratories and the rest of the places subject to health control, and considering it a basic condition of the conditions for renewing and granting health licenses, while holding violators accountable by imposing fines and closing after the date of 1/9/2021, in the event that these requirements are not met .

 

2- Not allowing the following categories to stay and consider them absent from work, unless they are brought in a vaccination card or a negative (PCR) examination weekly for those who are not covered by the vaccine or those infected during the previous three months period (supported by medical reports from the competent committees) starting from 1/9/2021 :

 

a. Employees of ministries and departments not affiliated with a ministry, as well as institutions and departments of the private sector.

 

B. Students, staff and faculty in all public and private institutes, colleges and universities.

 

c. Students (who are over 18 years old), employees and teaching staff in all public and private schools.

 

3- Requiring all government departments of the state not to receive any references unless what is mentioned in paragraph (2) above is achieved.

 

4- Not allowing the holding of union elections and holding all conferences, without prior announcement that non-vaccinators are not allowed, or those who have a negative PCR examination that was conducted within (72) hours before the date for those who were not covered by the vaccine or those infected during the previous three months period (supported by reports) from the competent committees) to attend elections and conferences, starting from 1/9/2021.

 

5- Requiring all Iraqis traveling outside Iraq to present the international certificate of vaccination with the Covid-19 vaccine, starting from the date of 1/10/2021, in addition to the requirements of the countries to which they are traveling, with the exception of those who have special cases that prevent him from being vaccinated or injured during the three-month period The previous one (supported by medical reports from the relevant committees), and his obligation to bring a negative PCR test proving that he did not have Covid-19 disease when traveling.

 

6- A requirement to receive a minimum first dose of the Covid-19 vaccine as a condition for obtaining an exception from the partial or comprehensive curfew (when necessary to impose it).

 

7- Emphasis on the Media and Communications Authority to oblige all media channels to broadcast awareness programs on the benefits of vaccination against Covid-19 disease, urging citizens to pre-book through the electronic platform for vaccination with Covid-19 vaccines available in hospitals and health centers throughout the governorates, and emphasizing not to host Non-specialists regarding Covid-19 vaccines, not spreading rumors, holding violators accountable and closing the channel

 

The Council of Ministers also discussed a number of other topics on the agenda, and issued the following decisions:

 

First / Allowing profitable oil companies to employ daily wage earners with engineering specializations, as an exception from Cabinet Resolutions (315 and 337 of 2019), according to the transparent advertising and competition mechanism, provided that their number does not exceed 6000 employees.

 

Second / Approval of the exclusion of the lands belonging to the University of Baghdad from paragraph (2) of the Council of Ministers Resolution (175 of 2019), for the aforementioned university’s need for the real estate shown in the letter of the Ministry of Higher Education and Scientific Research No. (11014 on April 30, 2021).

 

Third / Approval of authorizing the Minister of Finance to contract with banking experts from outside and inside Iraq with expertise, competence and competence, with an exception from the instructions for implementing government contracts No. (2 of 2014), and the controls attached thereto.

 

Fourth / Approval of the recommendation of the Ministerial Council of Economy regarding approval of what was stated in the Ministry of Planning letter No. (2/8/3238 dated February 9, 2021), taking into consideration the opinion of the General Secretariat of the Council of Ministers.

 

Fifth / agree to the following:

 

- Implementation of the third part (critical part) by the Ministry of Finance of the Basra Water Pipeline Project / Al Bid’ah Canal, specifically (Kilometer 00+166 to Kilometer 500+220), at a total cost of ($475,000,000), only four hundred and seventy-five million dollars, and this part was considered a first stage. , provided that only $200,000,000 will be allocated and financed for the remainder of this year/2021, and from the petrodollar revenues of Basra Governorate, and an amount of only $275,000,000 will be two hundred and seventy-five million dollars for the next year/ 2022, from the additional investment account within the agreement The framework between the Federal Ministry of Finance and the China Export Corporation (Sinosure), outside the framework of borrowing named in the form of guarantees.

 

The companies of the Ministry of Water Resources implement the part mentioned in paragraph (1) above, in order to shorten the time and reduce costs by making use of the energies available to the Ministry of Water Resources, as an exception to the instructions for implementing government contracts (2 of 2014).

 

- Assigning the Center for Engineering Studies and Designs, one of the formations of the Ministry of Water Resources, and a consultant in Basra Governorate, for the purpose of providing technical advice to the companies of the Ministry in charge of these works.

 

Sixth / agree to the following:

 

Referring the task of the Higher Committee for Poverty Reduction Policies in Iraq to the Ministerial Council for the Economy.

 

- Re-formation of the Permanent Technical Committee for Poverty Alleviation Policies, formed under the Diwaniya Order (237 of 2015), reported by the Prime Minister’s Office letter No. (M.R.O/74/9384 on June 25, 2015), to become headed by the Minister of Planning and the membership of representatives For the ministries of (Finance, Planning, Education, Health, Labor, Social Affairs, Higher Education, Scientific Research and Agriculture, and the Ministries of Planning and Labor in the Kurdistan Region), representatives of the National Investment Commission, the Human Rights Commission and civil society organizations, and the Deputy Secretary-General of the Council of Ministers, representing the General Secretariat of the Council of Ministers.

 

Seventh/ The Ministry of Oil supplies the Ministry of Water Resources with fuel, oils and fats on deferred payment for a period of one month, at a rate of 100% for the listed departments:

 

1. The General Authority for the Operation of Irrigation Projects.

 

2. The General Authority for the Maintenance of Irrigation Projects. 

 

3. River dredging department.

Mubasher: Mustafa Al-Kazemi, the Iraqi Prime Minister, chaired today, Tuesday, the twenty-second regular session of the Council of Ministers, during which the developments of events in the country were discussed, and the topics on the agenda were discussed.

Al-Kazemi indicated at the beginning of the session that the government was able to accomplish important steps on the path of reform, despite the heavy legacy and great challenges, and it is continuing to work according to plans and strategies in order to put the country on the right path, according to a statement by the Prime Minister’s Information Office.

And Al-Kazemi indicated that the government recently launched the annual government performance report, in which it included accurate information about what it accomplished from May 2020 to May 2021, and everything that is in the process of being accomplished.

He stressed that the government established a path for reform and change, prepared the requirements for the elections, and achieved successes in the oil, agriculture, communications and water resources sectors, and was able to activate the anti-corruption file by arresting dozens of senior corrupt officials, and succeeded in removing the specter of war from Iraq, and proceeded with balanced internal policies. Al-Kazemi indicated that the process of sorting the land was carried out by the Ministry of Construction, Housing, Municipalities and the relevant institutions, and its legal status has been adapted to facilitate ownership for those entitled without legal obstacles, and an electronic application will be announced soon for registration and identification of eligible categories away from any manipulation.

He explained that the government is currently working to provide loans from banks and banks to help build housing units, stressing that construction operations will be subject to laws, urban plans and infrastructure plans, in order to prevent any urban distortion in the new residential complexes.

The Iraqi Prime Minister stressed that the government is keen to provide adequate housing for citizens who suffer from a real housing crisis, and that the launch of land distribution will increase the number of job opportunities in the private sector for countless groups, and the wheel of the economy will return to spinning for the good of Iraqi society.
