Beginning of contract assignment

In 2017, 5 central markets owned by the General Company for Central Markets were transferred to investment by the Prime Minister / Supreme Investment Committee in coordination with the National Investment Commission to the UAE company (DAMAC) without the participation of the Ministry of Commerce or the concerned company (the General Company for Central Market), and these markets They are: (Salhia Central Market, Al Amel Central Market, Al Shaab Central Market, Al Adl Central Market, and Al-Mustansiriya Central Market).
And (DAMAC) is an Emirati real estate company founded in 2002, and it is considered one of the largest real estate companies in the Middle East and the Arab world. Its headquarters is in Dubai. It has expanded its spread in the Middle East and the Arab world by establishing many major projects.

The underlying corruption

Officials at the Ministry of Commerce told the “National News Center” that “after correspondence with the National Investment Authority, the latter informed us that the company is (UAE DICO) and not (DAMAC); It turned out that the so-called (DICO) does not have a branch or representative office in Iraq.
The officials add that "the commission at the time insisted on preparing contracts before it, and despite being informed of our terms and our amendments to the contract, it refused to do so and struck our demands on the wall."

They assert that "since that date, the five markets are still a hostage to the investor, and our overtures to the National Investment Authority to withdraw the licenses from them were in vain."

Pressure meets destructiveness

The officials add that “the investing company (not registered with the Registrar of Companies) is not satisfied that it does not record any completion rate for these central markets, but rather it exerts pressure to keep contracts as they are in their interest.” Despite the fact that it is located in vital and strategic areas in the governorate of Baghdad, and that its survival in this case is a distortion of the landscape of Baghdad governorate.

Earlier, Prime Minister Mustafa Al-Kazemi warned the Investment Authority against corruption at the expense of the national interest, stressing that the founding of the mistake resulted in chaos in projects and there are many excesses in the issue of investment.

An appeal to the Prime Minister

Officials in the Ministry of Commerce called on Prime Minister Mustafa Al-Kazemi to “withdraw investment licenses and return them to the central markets to announce them again and to invite bids for sober companies to start the reconstruction and investment campaign and the advancement of the company’s reality and enter the state as a strong competitor to the private sector,” stressing that this would “meet the needs of the private sector.” All Iraqi society, as stated in the founding statement of the General Company for Central Markets.

Last Wednesday, Al-Kazemi visited the Ruthani Commission for Investment and was briefed on the progress of work and the obstacles facing investment in the country, and directed the following:

1- Cancellation of all licenses for investment projects whose completion rate ranges between (0-35%) and the time period available for project implementation has expired, and the number of projects to which this applies is (1128) projects.

2- Full commitment to implement the provisions of Article 28 of the Investment Law by sending warnings to unfinished projects. The National Investment Commission shall supervise and follow up the implementation of procedures.

3- Leaves are withdrawn in the event that the investor does not adhere to the completion period.

Al-Kazemi had also directed, during his visit to the Investment Authority and his briefing on the progress of work and the obstacles facing investment in the country, according to a statement by his office, to “fully adhere to the application of the provisions of Article 28 of the Investment Law by sending warnings to incomplete projects, provided that the National Investment Commission shall supervise And follow-up implementation of procedures, ”and also directed to“ withdraw licenses in the event that the investor does not comply with the completion period.

 Al-Najjar told Al-Sabah: “Canceling investment licenses for delayed projects will provide the state with financial resources as a result of the issues arising from these projects, such as customs exemptions on building materials and the characteristics of the entry of large numbers of foreign workers, in addition to ending the control of project investors lagging on state-owned land.”


She added that the directives are an important step that has positive and tangible economic effects, indicating that it will end customs exemptions that affect the local industry, which will contribute to restarting local factories and attracting Iraqi manpower, as well as limiting the granting of entry characteristics for foreign workers that affect the creation of Local employment opportunities. 

Al-Najjar emphasized that the directives will contribute to improving and developing investment work, by returning those previously transferred lands and putting them up again to implement real projects that are tangible on the ground. 

 

In another matter, the President of the National Investment Commission stated that the (20) thousand housing units in the Basmajah complex that the authority proposed aim to reduce the effects of the housing crisis in the country, indicating that lowering prices and reducing the interest rate, and facilitating facilities in the payment process, were the most prominent measures taken by it.

The Commission in presenting these units, and confirms that the Commission will proceed to address the housing problem that plagues the country.

The source said in a statement to Al-Maalouma Agency that “prominent political leaders are afraid of issuing arrest and summoning orders against senior officials in the current and previous Anbar government against the background of information indicating that the judiciary intends to issue orders against senior officials who committed financial and administrative corruption operations while they assumed administrative positions.”

He added, “The Administrative Court issued arrest and summoning orders on all members of the Anbar Council before its dissolution on charges of the disappearance of huge sums of money, and the file was closed at the time, indicating that“ the stage of entry of the ISIS terrorist To the governorate and the previous displacement of citizens, many projects have been marred by financial and administrative corruption by senior officials in the governorate and the disappearance of billions of dinars allocated to projects and the displaced.

It is noteworthy that the era of ISIS terrorists witnessed the disappearance of huge sums of money, the fate of which has not been revealed until this hour in Anbar.

The Ministry of Trade announced, on Thursday, that the Director General of the Iraqi Exhibitions Company and the Supervisor of the Marketing Campaign in Diyala Province, Sarmad Taha Saeed, in general, inspected the marketing and storage sites in Silo Baquba, Al-Banaker Center and Baladruz Center in Diyala Governorate, accompanied by the Director of Relations and Media Department, Mr. Muhammad Rajab Nazhan.
The director of the Iraqi Exhibitions Company, during his inspection tour that included storage sites and Silo Baquba, confirmed in a statement that Mawazine News received a copy of it, "the streamlining of the entry of wheat quantities, laboratory examination procedures, and sample withdrawal, in addition to the process of storing wheat in pans and sites designated for storage."
He added, "The quantities received up to 5/26/2021 of wheat marketed from farmers amounted to (101,544,280) tons in Silo Baquba, Al-Banakir Center and Baladruz Center, where these quantities were distributed (90,532,760) first-class wheat and (10,673,010) tons of second-class wheat."
He explained that his visit "also included meeting with a number of farmers and marketers and listening to their opinions and problems regarding the marketing campaign in Diyala governorate, and stressing the need for concerted efforts for the success of the 2021 marketing season plan to ensure food security for the Iraqi citizen."
He stated, "The marketing season for 2021 is achieving great success after the stability of marketing operations and the absence of violations compared to previous years, and this is an indication that the steps taken by the Ministry of Commerce were important steps to achieve success and overcome the problems of previous seasons."
The Director General stressed, "the necessity to solve all the problems and obstacles that the farmer suffers during marketing and to take urgent and rapid measures to reduce these obstacles in a way that secures the achievement of the public interest."

The General Secretariat of the Council of Ministers said in a statement received by the "National News Center" that "the Secretary-General of the Council of Ministers, Hamid Al-Ghazi directed to provide all facilities for the success of the battery production project, which was inaugurated by the Minister of Industry and Minerals, Manhal Aziz Al-Khabaz, today, Wednesday, at Babel / 1 Factory in Baghdad."

The statement added that "the Government Coordination and Citizen Affairs Department in the General Secretariat, through its membership in the relevant committees, contributed to the completion of the project, as it is part of the government program projects that the Prime Minister announced earlier."
He added, “The project of producing non-permanent batteries (SMF) in the magic eye in Babel Lab (1) in the batteries factory affiliated to the General Company for Automobile and Equipment Industry, works with a production capacity of (500) thousand batteries per year with four capacities (62, 74, 90 and 100) amperes. “According to the statements of those in charge of the project, the new battery bearing the mark (Baghdad) will be put on the local market soon, to take its role in competing with imported goods.”

He stated that "the new battery (Baghdad) enjoys high-quality European specifications and a real guarantee for a period of (6) months at very competitive prices."
The statement pointed out that "the factory operates according to modern international technology and its production line includes advanced environmentally friendly machines and equipment from the Italian company, Sofima."
