Iraq's Commission on Public Integrity (CPI) on Monday announced the issuance of arrest warrants and summons against 58 current and former officials accused of corruption.

The CPI said in a statement: "The judiciary issued eight arrest warrants and 50 summons against current and former officials last March."

"Arrest warrants have been issued against a deputy in the Iraqi parliament, a former MP, a former minister, and a former ministry undersecretary," it added.

The statement indicated that the arrest and detention orders included current and former governors, as well as 25 executive directors of state institutions, including current and former officials, in addition to several government employees who were appointed to temporarily fill vacant posts.

The statement noted that 22 members of local councils and others are also wanted by the authorities.

The CPI did not mention the names of the concerned parties or the charges brought against them, stating only that they have been involved in corruption cases.

 

In February 2020, the CPI announced the issuance of 82 summons and arrest warrants against former and current ministers and their subordinates, in addition to summoning 624 executive directors during 2020.

Last August, Iraqi Prime Minister Mustafa Al-Kadhimi formed a special committee to investigate major corruption files, and assigned the tasks of implementing arrest warrants to the special force headed by the prime minister.

According to Transparency International, Iraq is among the most corrupt countries in the world.

The PM and the Supreme Court has the money all figured out. They have calculated about how much money they can get from all these crooks an compared it against the deficit. 
When these thieves pay their fine their set free. Everyone wins an if it helps bring the RV quicker I’m all for it...

Sairoun: the political cover behind the spread of corruption

The (Sayeroun) Parliamentary Bloc confirmed that the basis for rampant corruption in Iraq is the availability of political cover for the corruption files that are taking place. 
"Corruption has become a societal phenomenon and has negatively affected the political, security and economic process," said Riyadh Al-Masoudi, a member of the bloc, in an interview with Al-Sabah. Therefore, all previous government heads sought to confront and end corruption, but did not complete their measures against it. He added that "previous governments, despite their repeated attempts, failed to eradicate corruption," noting that "the government of Prime Minister Mustafa Al-Kazemi formed a special committee to combat corruption and arrested many of the corrupt." 
He pointed out that “the large files presented by former Prime Minister Adel Abdul Mahdi, which exceed 24 large files, the government is still unable to open them, and it needs time to prepare its affairs and to real measures that have an impact in facing the corrupt and combating the sources of corruption,” pointing out that "All the problems that Iraq is facing and going through are caused by the rampant corruption in Iraq, which it has lived through since 2003."
 Al-Masoudi called on the government to "learn from international experiences in combating and fighting corruption, as it is a scourge that has decimated the country, and that there is a real waste of public money that has cast a shadow over providing good services to citizens." If dealing with that does not change with a new methodology and tools, Iraq will remain under the shadow of corruption and lose all its economic, political, security and social capabilities.

Representative legal: Confining weapons is an important step in combating corruption

The Parliamentary Legal Committee called on the government to keep weapons in its hands as a first step in combating corruption.
A member of the committee, Bahar Mahmoud, told Al-Sabah: “The government's steps in combating corruption are slow,” indicating that “any prime minister cannot undertake reform and fight corruption, except after restricting weapons to the hands of the state.”
She added, "Corruption is involved in all the joints of the state, so fighting it is not an easy task."
It indicated that "it is not possible for an electoral cycle and a single government cabinet to do this, because this file depends on a series of steps that must be followed and completed in stages."
She pointed out that "steps to combat corruption are slow despite the intention for reform."

Since saddam husein regime until now. It isn't surprising, is it. It is like the way doing business in the iraqi government circles. Corruption= easy money to become very wealthy iraqi politicians. The question is who dares to combat the corruption and kill the corruptors ( dirty iraqi politicians )?

ERBIL, Kurdistan Region — Arrest warrants for 53 officials had been issued against officials in April, the Iraqi Commission of Integrity announced on Monday as the government takes action against corruption.

“The warrants include three current members of the parliament and one former parliament member,” Iraqi state media reported on Monday, quoting a statement from the commission.

The warrants also include three former ministers and eight governors, two of which are still in office.

Iraq's recent crackdown on corruption followed nationwide protests in October 2019. Among the protestors' main demands was the end of corruption.

Iraq ranks among the most corrupt nations in the world, ranking 160 out of 180 in Transparency International's annual report.

The government has worked to combat corruption and recovered around a billion dollars in 2020. But corruption has been deeply ingrained in the networks of power that have flourished since 2003, and the government is “unable” to root it out, Rebwar Karim, a member of the finance committee said late last month.

Iraqi President Barham Salih announced last week that he is drafting legislation to fight corruption and recover an estimated $150 billion that has been taken out of Iraq since 2003.

"The penalties for those convicted of corruption offenses include confiscation and dispossession of all their movable and immovable property, and legal documents and instruments,” according to the presidency.

The European Union and United Nations are partnering with Iraqi and Kurdistan state institutions in a 15 million euro initiative to combat corruption.

“This project helps Iraq deliver on its own national and international commitments and respond to the clear expectation of Iraqi citizens to rid Iraq of the plague of corruption,” EU ambassador to Iraq, Martin Huth said last week.

Mubasher: The investigation procedures of the Federal Integrity Commission in a number of important files and cases resulted in the issuance of 9 arrest warrants, arrest warrants, and recruitment of officials in various governorates of Iraq.

The Federal Integrity Commission said, in a statement today, Monday, that the orders came in the midst of a clear escalation in the context of the commission's work, not only in the context of completing investigation files and cases, but also at the level of carrying out arrests in flagrante delicto, especially after the commission's president, Alaa Al-Saadi, urged during his field visit. A number of commission investigation directorates and offices across the country .

The authority added, that the decisions included recruitment orders for a former parliamentarian, governor, president and member of the provincial council, and included the arrest of a branch manager of a government bank and the recruitment of the head of an investment authority in Dhi Qar, as well as the recruitment of a former university president and the arrest of an official in the petroleum products distribution company in Nineveh.

The department explained, "With the issuance of a summons order against the former head of the Kirkuk Provincial Council in accordance with the provisions of Article (340) of the Penal Code, against the background of issuing an administrative order that included the payment of a certificate allowance to one of the former members of the Council, contrary to the letter of the General Secretariat of the Council of Ministers No. 27164 on 10/11/11. / 2016), which caused the disbursement of financial differences in violation of the law.

And it reported that in Kirkuk as well, "the specialized judge issued a summons order against the defendants, a former parliamentarian (adviser to the Presidency of the Republic), a member of the Kirkuk Provincial Council, and a group of other defendants, in accordance with Article 316 of the Penal Code, for having received weapons and government equipment from the Directorate Kirkuk police, and their refusal to return it when the directorate asked them to do so.

And she indicated that "in a second recruitment order against the background of criminal cases investigated by the authority," the judge of the Nineveh Investigation Court, which is specialized in integrity issues, issued a summons order against the former president of the Northern Technical University, in accordance with the provisions of Article (340), the first represented by violations of accounting matters in The Higher Education Fund of the Financial Affairs Department, contrary to the regulations,” pointing out that “it was found that the assistant director of the Financial Affairs Department is not affiliated with the Department of Control and Internal Auditing, and the second is that he assigned an employee as a director of the internal departments and granted him an exception and allocated a residential house to him in the residential neighborhood of the Reform Technical Institute in a way granted to him, in violation of the university housing regulations and handing over a house without a lottery.”

And she confirmed that "the third case against the former president of the Northern Technical University, is about the accusation that the official of the Follow-up Division at the Technical University received a residential house belonging to the university, and the claim that he was not entitled to the house, as his service does not exceed seven years and without comparison with the rest of the competitors and without making a lottery for education and in a manner And the controls, while the third case was related to the director of the projects department at the university’s presidency appointing his son and contracting with him to head the university, instead of one of the lecturers who works for free.

The Investigations Department indicated that in Nineveh as well, and in another context, "a team from the Commission's Investigation Directorate in the province was able to arrest the director of the distribution department at the Oil Products Distribution Company - Western Commission - Nineveh branch, for exceeding the limits of the job by covering up a non-committal employee working in the same department. For a period of four years, from August 2017 to March 2021.

And she continued, "He deleted her name from the fingerprint device, and did not report her interruption of work, in addition to the presence of employees colluding with her, who are the director of the Human Resources Division, the director of accounts and the director of auditing. The investigative judge decided to arrest the accused, bring the accused, the director of the accounts department and the director of Human Resources Division, after perusal of the minutes of seizure organized by the Directorate of Investigation of the Commission in the province.

The department pointed out that "the commission's investigation office in the governor of Dhi Qar had a role in these accomplishments and the escalation of the commission's work. The former branch of Al-Rasheed Bank in the governorate, for disbursing a loan of four billion dinars to a group of investors, for the purpose of establishing the complex in the city of Nasiriyah, contrary to the controls, based on the provisions of Article (340) of the Penal Code.

Also in Dhi Qar, and based on the investigation of the commission’s investigation office in the governorate, it added that “a summons order was issued against the director general of the governorate’s investment commission and the employees of the one-stop-shop department in it in accordance with the provisions of Article (331) of the Penal Code, for referring an investment opportunity to green sites in the city of Al-Rifai. Without obtaining the fundamental approvals from the Urban Planning Department, and without requiring the investor to provide financial guarantees for implementation, in addition to other violations included in the report of the Financial Supervision Bureau.

The department pointed out that it "investigated several cases related to the province of Babil, in which orders were issued to bring in, investigate and arrest officials in it, including the former governor." Despite the existence of valid lease contracts, the competent court decided to issue a new recruitment order against him in accordance with the provisions of Article (331) of the Penal Code.

They are an entirely secret and  insidious bunch and said to control the highest offices in the world everywhere, even Chyna. I'm just trying to figure out why this investment has gone cold for some 18 years, aside from everyone involved being labeled a crook...

 

Call me a conspiracy theorist but I also think the IMF and World banking powers are deeply involved.
