He then became the deputy president of the Federal Appeals Court, before taking it over in March 2005. He then became the chief justice of the Supreme Court, and the leader of the Judicial Council. While Mahmoud claimed that he was trying to maintain an independent judiciary against interference by Iraq’s politicians, his critics both within and without the country believed that he was cozying up to the prime minister. In February 2010, the Supreme Court became involved in that year’s parliamentary elections when it reversed a lower court’s decision by disqualifying over 500 candidates for alleged Baathist ties. That came right after Maliki met with Judge Mahmoud. In January 2011, the Court ruled that all the country’s independent commissions, the Election Commission, the Integrity Commission, and the Accountability and Justice Commission were under the cabinet, despite the constitution explicitly stating that they were the parliament’s responsibility. Mahmoud has also been criticized for concentrating power over the judiciary in his hands, and interfering in decisions of the courts. A U.N. official said that no one on the Judicial Council for example, could make any decisions without the approval of the chief justice. A senior judge told the International Crisis Group that many of his peers’ mindset was shaped by years of working under Saddam, when it was dangerous to act independently and the executive was feared. Shafaq News / An informed source revealed on Tuesday that the judiciary will release the head of the Al-Hal party and a member of the "Azm" coalition, Jamal Al-Karbouli, within the next two days, in exchange for a financial guarantee.

The source informed the Shafaq News Agency, that Al-Karbouli will be released tomorrow, Wednesday, or the day after tomorrow, Thursday of this week, on bail.

The source, who asked not to be named, added that Karbouli will be banned from traveling until the investigations into the charges brought against him by the Anti-Corruption Committee are completed.

And arrested a security force under the command of the Anti-Corruption Commission in Iraq at dawn on Sunday, April 18, this month Jamal al-Karbouli and his brother Luay in the Yarmouk area in central Baghdad on charges related to corruption.

Iraq's Commission on Public Integrity (CPI) on Monday announced the issuance of arrest warrants and summons against 58 current and former officials accused of corruption.

The CPI said in a statement: "The judiciary issued eight arrest warrants and 50 summons against current and former officials last March."

"Arrest warrants have been issued against a deputy in the Iraqi parliament, a former MP, a former minister, and a former ministry undersecretary," it added.

The statement indicated that the arrest and detention orders included current and former governors, as well as 25 executive directors of state institutions, including current and former officials, in addition to several government employees who were appointed to temporarily fill vacant posts.

The statement noted that 22 members of local councils and others are also wanted by the authorities.

The CPI did not mention the names of the concerned parties or the charges brought against them, stating only that they have been involved in corruption cases.

 

In February 2020, the CPI announced the issuance of 82 summons and arrest warrants against former and current ministers and their subordinates, in addition to summoning 624 executive directors during 2020.

Last August, Iraqi Prime Minister Mustafa Al-Kadhimi formed a special committee to investigate major corruption files, and assigned the tasks of implementing arrest warrants to the special force headed by the prime minister.

According to Transparency International, Iraq is among the most corrupt countries in the world.

Investigations are scheduled to continue into the corruption cases that Al-Jubouri is accused of. 
MP Jamal Shakour, the plaintiff in the case, said in a press statement that the accusations are related to corruption in the construction of the Kirkuk governorate building and the waste of one billion and 800 million dinars.
MP Jamal Shakour stated that 48 billion dinars were allocated to the project in 2013, "but Al-Jubouri in the 2019 budget, without going back to the first decade, allocated another billion and 800 million dinars, and this falls within the framework of corruption and waste of public money."
A few days ago, Rakan Al-Jubouri's office denied the latter's involvement in the case, noting that the project dates back to the era of the former governor, and pointed to the formation of an investigation committee into the waste of those funds.
