The Parliamentary Legal Committee confirmed, on Tuesday, the possibility of the Council of Ministers to solve the crisis of free lecturers during today's session, indicating that the budget passed a political deal.
A member of the committee, Hussein Al-Uqabi, said in a statement to / Al-Maalouma / that "the budget passed a political deal and provisions for the political class were set in it for electoral purposes."
"The Council of Ministers has the legal ability to solve the crisis of free lecturers during today's session by issuing a decision through the Ministry of Education to convert lecturers into contracts," Al-Uqabi added.
He explained, "The government has a financial abundance estimated at 4 trillion dinars during the past two months after the rise in global oil prices, which is sufficient to cover the salaries of contracts."

Mubasher: The General Secretariat of the Parliament in Iraq sent, today, Tuesday, the Federal Budget Law for the fiscal year 2021, to the Office of the Presidency of the Republic. 

And the Iraqi News Agency (INA) published a copy of the official book issued by the Parliamentary Department of the General Secretariat of the Council of Representatives, to the Office of the Presidency of the Republic, and it bore the title of authentication.

The department stated that "based on Article 73 of the Constitution, we send to you the Federal Budget Law for the fiscal year 2021, and the affirmative vote on it on 3/31/2021 in the 46th session of the first legislative term / third legislative year / fourth electoral cycle."

The Iraqi Council of Representatives voted last Wednesday to pass the budget for the current year 2021 , after months of deliberations between the committees of representatives and the government that ultimately resulted in the deletion of five articles of the budget law, and the addition of new provisions.

The new items included in the budget included those related to exporting goods, the aviation authority, delay fines, the price of a barrel of oil, printing books, sorting lands, financial transfers, the parliament’s budget, the budget of the Judicial Council, the budget of the Human Rights Commission, selling lands to citizens, terminating positions in the proxy, and voting on a new article concerning missing persons from the regions. As well as voting on a new article regarding the retirement rights of those covered by the amendment of the Unified Pension Law.

Al-Haddad to Al-Sabah: The budget law will be referred to the Presidency of the Republic

The Second Deputy Speaker of Parliament, Bashir Al-Haddad, revealed to Al-Sabah today, Tuesday, that the House of Representatives referred the 2021 Budget Law to the Presidency of the Republic for approval.
Last Wednesday, the House of Representatives voted by a majority on the General Budget Law for 2021, after difficult labor.
Al-Haddad stressed that approving the budget is an "important step."

The federal budget for 2021 was recently approved after a difficult journey that lasted several months, as its approval was described as positive despite the lack of investment allocations that touched 29 trillion dinars. 
 

Investment projects

The financial advisor to the Prime Minister, Dr. Mazhar Muhammad Salih, told Al-Sabah: “The new investment projects that have set their annual allocations in the current year’s budget, despite their limitations, constitute one of the basics for moving economic growth in the country, and investment expenditures will involve providing thousands of job opportunities and maximizing Business cycle and assets in the activity of the national market.
He added, "If oil prices continue to recover for a reassuring period of time, additional new investment projects will be approved, and a supplementary budget may be approved if time permits, thus extending to additional investment projects, and it is up to the budget strategy, estimates and financing alternatives." 
Saleh pointed out that, "At the same time, the risks of approving the budget involve two points; The first is that it is a year approaching the legislative elections, and with the absence of a general budget whose expenditures account for nearly 50 percent of the gross domestic product, meaning there is ambiguity in the country's financial planning and the results of an unknown legislative competition that will send strong signals of uncertainty to decision-makers in the private sector.
 
Operational programs
He added that "the delay in approving the budget generates an atmosphere of conservatism in the activity of the private sector, which adds severe lethargic effects on economic growth, and the second point is that the country is deprived of investment activity and important operational programs and their effects on the economic movement and directions of managing the national economy, and the country is in dire need of it to absorb opportunities." Surplus work in the labor market, in light of growing unemployment rates of more than one decimal place and poverty levels, also requires maximizing the spending cycle and moving economic activity that leads to more job opportunities.

It was initially submitted by the prime minister to raise the exchange rate to 1600 dinars against the dollar, not 1450 dinars, but after continuous discussions, it was agreed at that time that the amount would be 1450 dinars. "
