The budget: is a document that flows into a financial template based on goals and numbers. As for the goals, they express what the state intends to do in terms of programs and projects during a future period, and as for the numbers, they express what the state intends to spend on these goals and what it expects to collect from its various resources during the time period. It is usually determined by a fiscal year.

The financial conditions of the modern state have imposed the necessity of indicating the extent of the economic, social and political effects that the budget can have. The budget represents the framework through which the state’s options for its goals and the tool to achieve them are reflected.

However, with the state’s intervention in the fields of economic activity and the spread of the idea of planning and the use of various tools to influence economic life, the importance of the public budget as a tool to achieve the goals of society, especially economic, social and political, has emerged. Emerging from a comprehensive view of all the mutual effects between the financial phenomenon and the conditions of the surrounding environment.

And because the budget is a plan or program of work that the government presents to the House of Representatives, in which its economic and social policy is translated into annual numerical goals, and it is not just a work program for the Ministry of Finance that shows efficiency in managing funds only, and the effectiveness of the budget is not determined by itself, but rather is measured by economic and social results and not With only physical results.

The second basic problem is in the volume of unjustified large spending that is increasing year after year, despite repeated calls to rationalize spending, but that rationalization collides with obstacles that are difficult to overcome, so that the reduction remains mere words and wishes that are not supported by actual measures and a strong will.
