The deputy of the coalition, Khalaf Abdul Samad, said in a statement that Mawazine News received a copy of: "We confirm our steadfast, principled position by refusing to raise the exchange rate of the dollar that we clearly embodied through our refusal to vote on the budget, and we point out in this regard that what the President said The Finance Committee is dishonorable and untrue, and aims to shuffle the cards. We affirm that the Iraqi people are too clever to be deceived by the distortion attempts that we believe are the ones standing behind them.
Abdul Samad added: "We also confirm that the vote session on the budget was the real field to prove standing with the poor and vulnerable classes of our people, and what happened in the vote to raise the exchange rate in the budget is a big mistake that those who voted on the budget bear no matter what justifications they provide."

Mubasher: Atwan Al-Atwani, a member of the Iraqi State of Law Coalition, revealed that an appeal had been lodged against the 2021 budget to the Federal Court.

Atwan Al-Atwani explained, to Iraq News Agency, "INA", today, Wednesday, that the Federal Court is the only body authorized to receive complaints and challenge legislative decisions issued by the House of Representatives.

Al-Atwani added that there is great harm to the Iraqi citizen as a result of the approval and legislation of the budget law, because it did not take into account the economic and financial situation and the circumstances the country is going through.

He hinted that there are reactions consistent with the vision of the State of Law coalition that the decision to raise the price of the dollar greatly affected the citizen.

Regarding the elections, Al-Atwani stated that it was agreed to adopt the biometric card as the only and basic means in the voting process.

He stressed that in order to conduct fair elections, the negatives that accompanied the past elections, including fraud and manipulation, to prevent their recurrence must be studied, and this is by adopting the biometric card.

The Iraqi Council of Representatives  voted last Wednesday to pass the budget for the current year 2021 , after months of deliberations between the committees of representatives and the government that ultimately resulted in deleting five of the budget law articles, and adding new items.

The reporter of the Parliamentary Finance Committee added that, "If the productive apparatus is strong, it responds to the increase in consumer demand as a result of the change in the currency exchange rate, and it results in activating, encouraging and stimulating internal economic activity, but if the opposite is what happened in Iraq, which is that the country does not have a strong production apparatus." And it depends for most of its needs on the external market and the inability of local production to meet the high demand, which will lead to inflation, and this is what happened with high prices.
 
Al-Saffar explained that "the change in the exchange rate was only 23%, but what happened in the market is a rise in some commodities by 300%, such as medicines, spare tools and others, and there are some commodities that rose by about 100% and others by about 40% or 50%," adding that "the bank The Central Council consulted all parties with a decision to reduce the value of the Iraqi dinar against the dollar, but in Iraq there is clear interference by political blocs and influential parties in the work of the government and institutions in general, and even Parliament is a reflection of the orientations and visions of these political blocs.
 
And he continued: "There was a meeting with the Parliamentary Finance Committee, but it happened after Prime Minister Mustafa Al-Kazemi's meeting with the heads of political blocs, and he explained to them the existing financial situation and that the state is unable to pay salaries and wages and that the current price does not achieve sufficient revenues for the operational budget only, and for this reason there is no "A solution is not to either deduct salaries at rates of about 50% or change the exchange rate of the dinar against the dollar, and this is an indirect deduction."
 
On December 20, Iraq decided to reduce the value of the dinar against the dollar to 1450 instead of 1184, to contain the financial crisis, but the decision caused stagnation in the economic movement and an increase in commodity prices in the local markets.
 
He pointed out that "there is agreement from the political blocs about raising the currency exchange rate, and the Finance Committee was notified, but the latter did not unanimously agree, and I was one of those who objected to this large degree of devaluation of the dinar, and I was with the change but with the adoption of a creeping or gradual rate," For example, the change takes place this year to 1,300 dinars, and next year another change is made, and so on, and according to my opinion, the price change from 1190 dinars to the dollar to 1450 is big, because the Iraqi market does not bear this rise and big change. On passing the budget, he noted that “the Parliamentary Finance Committee has made a great effort in this budget, because it is one of the most difficult budgets in the history of Iraq. The draft budget for election campaigning, and for this they agreed to change the exchange rate, but they went back and declared that they are against this decision even though they know that this issue is within the jurisdiction of the Central Bank.
The House of Representatives voted on Wednesday (March 31, 2021), on the Federal Budget Law for the Republic of Iraq for the year 2021 as a whole, after months of heated debate over the law between political parties. 
Al-Saffar added, "The Finance Committee received the draft budget on December 28, 2020, which is a late date, because according to the law, the project must be with the Finance Committee before October 15, so that sufficient time is allowed for it and the budget is approved before January 1," adding: "The first reading of the draft budget was on January 9, and the presence of the Finance Committee in Parliament hinders its work due to reviews and the attendance of MPs for discussions, and thus a waste of time."

Al-Saffar went on to say, "The Financial Committee held about 47 morning and evening meetings, during which we hosted more than 350 spending unit officials, and we changed the project from a project as a rigid financial paper that is merely items for distribution at the gates of spending, to a project with an economic and social vision that could serve the economic sectors and move The wheel of the country's economy, in order to be able to get out of this rentier state, which if it continues like this, then this means that the economy of Iraq is moving towards the unknown. "
 He noted that "the operating budget was more than 90% and we reduced it to 80%. We also reduced public spending from 164 trillion dinars to 129 trillion dinars, while the deficit was 71 trillion dinars and we reduced it to 28 trillion dinars, and revenues were 93 trillion dinars and we raised it to 101." Regarding the impact of raising the exchange rate on the Iraqi citizen, Al-Saffar stated that "the government was supposed to take measures preceding the change of the exchange rate, and it should have expected a rise in the prices of imported goods, and thus the demand for the local product that must satisfy the local need," adding: "We have put in place an article. "The government is obligated to take a package of measures that alleviate inflation and the negative impact of raising the exchange rate, including raising the sums of families benefiting from the salaries of social workers, and we have directed the Ministry of Trade to provide the ration card items, whose quantities may double in the month of Ramadan."
As for the citizens' dissatisfaction with the delay in distributing the ration card items and the poor quality of them, Al-Saffar said: “I am not with the distribution of the ration card as materials, because of corruption, the lack of delivery of the ration card at its specified time, the incomplete number of items, and the poor quality of which some of them are not suitable for human consumption.” He explained: "I am in favor of paying a cash sum with the card to the beneficiaries and to those who are at the level of poverty, because he will be free to choose and know his need for the materials and he chooses the quality and quantity he needs."
Al-Saffar saw that this proposal "contributes to revitalizing the market and economic movement, especially since there are about 8 million Iraqis below the poverty line." Usually, the ration card is "an insult to the Iraqi individual, and more than 60% of the ministry’s effort goes to the ration card."
And on the adoption of the price of selling a barrel of oil in the federal budget for the year 2021, Al-Saffar indicated that "the budget that was sent by the government was based on a price of 42 dollars a barrel, at a time when the price of a barrel was 52 dollars, and it is correct to adopt a conservative price, but not with that big difference." Adding: "I was with the adoption of 50 dollars a barrel, especially since the price of a barrel of oil now is about 63 dollars, and this indicates a big difference."
The decision of the Parliamentary Finance Committee explained that "every additional dollar in the price of a barrel brings about a trillion and a half trillion Iraqi dinars to the budget, and if the price of a barrel of oil reaches about $ 65- $ 70, then the deficit will be fully covered, and the budget will be balanced, and the remainder of the funds can be used." Regarding his vision of the government's work, he said, "Prime Minister Mustafa Al-Kazemi has put in place an excellent program in theory, despite it being a transitional government, even if it has a regular course to set a program according to the usual time period."

The Kurdistan region’s share of the budget increased from 12.67% to 13.9%, after many negotiating rounds and repeated visits to the delegation headed by the Kurdistan Regional Government’s Vice President, Qubad Talabani.
The value of the budget amounted to 89.7 billion dollars, about 30% lower than the last budget approved in 2019, at a time when Iraq, the second largest oil producer in OPEC, is going through its worst economic crisis.
The total value of revenues in the 2021 budget, approved by Parliament on Wednesday night, was about $ 69.9 billion, calculated based on the export of crude oil at the price of $ 45 a barrel, and the rate of export of three million and 250 thousand barrels per day.
The value of the deficit in the current budget amounted to 19.8 billion dollars, compared to 23.1 billion in 2019, noting that Iraq did not approve the 2020 budget due to political tension.
It is noteworthy that the value of the deficit in the budget bill proposed by the government to Parliament amounted to $ 49 billion, but the deputies filled the difference by canceling debts and dues owed by the state in exchange for energy sources from the account, especially Iranian gas and energy dues, and other payments for infrastructure.
The value of investments in the budget for 2021 amounted to 19.6 billion dollars, compared to 27.8 billion in 2019.
As stated in the budget, 80% of the revenues come from oil, and includes 250 thousand barrels produced by the Kurdistan Region, a condition imposed by the government to pay the salaries of employees.

Maliki is the main reason Iraq is in the position they are in. He was the PM for 8 years and caused a lot damage and loss of life. He stole billions of dollars and was overtly loyal to Iran and he still is. He is responsible for the US Soldiers being expelled from Iraq because he refused to grant them immunity from Iraqi laws. He is also responsible for the  killings and displacement of the Yaziti people. It was sooo bad that for the about 6 years of him being the PM, I didn't even visit this site because I knew nothing would ever happen as long as he was the PM. This is why I believe we may see an Rv after Al-Khademi is the official PM. He is the best PM Iraq has ever had and has done more for the Country in the last year than all of the previous PM's combined since 2003. I am not surprised by Maliki trying this because he is known for trying to stop all progress in Iraq. I believe one day he will be arrested and tried by the UN for War and Humanitarian crimes. The arrest would have to be planned and it will take a concerted effort because he is a powerful man with strong ties to Iran and the Iranian Republican Army!!

GD07,  I agree with everything you wrote except for what is in red.  Kazimi needs the RV to happen before he runs for PM and he needs it now before they storm the GoI buildings.  That's even if he runs for it.  No one will vote for him unless some type of RV isn't done before hand.  He will have no platform to run his party's campaign on.   Plus, he is the official PM.  Saleh placed him in there legally to get this done and he wouldn't have been able to if he wasn't

Jonny V you have a real good point since you put it that way. He has to give the people a reason to vote and a devalue in the exchange rate is not going to cut it....I guess I have been around so long I am use to them doing business the old way. Hopefully the inflation and price increase will force the RV....I have no clue but the International Community is ready!! Yes, I believe Maliki's day is coming but for now I don't think they want to rock the boat with so much at stake.

greedy i was blown away when isis rolled into iraq with toyota trucks and maliki gave the orders for the military to cut and run , isis proceed to destroy iraq if not for coalition forces fighting for a country not their own Baghdad would have fallen to the murderous deranged thugs , the brutal beheadings the slaughter of the young cadet men at speicher training camp all the while maliki thought he was a champion for the citizens instead of having his army fight to the death it was complete weakness on steroids on maliki's watch and that's being very polite and the man still feels he is relevant today , probably best you laid low during those days 4 sure..... all the best dv'ers

He believed that "public opinion is not as important as the technical and specialized opinion on the issue of the exchange rate and others, and I believe that the government is obligated, according to the powers and tasks entrusted to it and its responsibility towards the Iraqi people, to address the exchange rate for the fragile sectors and pay prices in relation to the market, and this is the role of the executive authority, as it has the will and possesses Power and authority to implement its decision in many cases.
He continued: "I do not mean that it (the government) intervenes by force to impose its will. Rather, it is fighting the monopolists of some prices and some materials or pumping sums that address the issue of the food aspect, especially the simple foodstuffs that are found in the market and many of these activities must be carried out by the government."
Al-Kaabi added, "I think that the government has recently moved towards this issue, and we hope that it will introduce a package of measures that take into account the underprivileged classes and the poor classes that have suffered greatly economically," adding, "We need serious measures to put forward reform projects and reform the comprehensive economic and development field in the country." Iraq, not on a specific sector, but a complete and integrated vision in the field of economic reform.

Amending the election law

Regarding amending paragraphs in the election law, Al-Kaabi said: “The Presidency of the Council of Representatives has no right to abstain or refuse to amend any law unless it is in conflict with the constitution or other laws, but the High Elections Commission needs time for the purpose of preparing for the elections, and this law cannot be changed.” He wondered: "So what is the guarantee that no other paragraph is presented than the one that Parliament is going to amend, and this in turn requires time with which the elections will not be on time on October 10 as scheduled."
He continued: "There is an official body concerned with conducting elections, which is an independent commission. We also have a federal court in the event of an appeal or inquiry from the Federal Court regarding a specific jurisdiction."

Parliament dissolved

In the previous session of the House of Representatives, the parliament voted to dissolve itself prior to the elections scheduled for next October, and on this the First Deputy Speaker of the House of Representatives clarifies that "the parliament law will be sent to the President of the Republic to coordinate with the presidencies in order to hold the elections."
He added: "All that there is is that this decision is conditional on holding the elections on the scheduled date of 10-10-2021, and if the elections are not held on time, the House of Representatives will resume its work and its functions as a legislative and supervisory authority." The long period to reach the stage of ending the parliamentary cycle and holding periodic elections in 2022.
He went on to say: "Under the caretaker government, many sectors of life and jobs will be disrupted, as we have seen in the caretaker government in the resigned government that was unable to confront the pandemic, and the economic and security conditions that occurred in Iraq," adding that "the Iraqi parliament was not limited to its role." The supervisory side, but it has a role in helping the government to legislate and issue some decisions.
He believed that "the oversight role of the Iraqi Council of Representatives now is weak. We now only have one questioning, and most of the other procedures are normal routine procedures that do not rise to the work of the Iraqi Council of Representatives, in its second apartment, which is considered 90% idle until this moment."

Provincial budget

Al-Kaabi pointed out that “the regional development budget exceeds five trillion dinars, with the exception of the budget for building schools that will depend on the Chinese loan or the Chinese agreement, and these sums require a great deal of interest from the governors with whom we will hold meetings to confirm the management of these funds, proper management and planning for the implementation of service projects. Because many of the protests that took place earlier and up to now are related to the demand for services.

Federal Court

He spoke of “a major objection by the political forces, not limited to the Kurdish parties and the Kurdistan Democratic Party, to the legislation of this Federal Court’s law, especially on the issue of Sharia experts,” adding that “the amendment of the court’s law is faster and more secure for us, especially as we need a stable situation,” "To hold early elections, and this is what the wise authority requested, as well as what the Iraqi masses have been asking for lately."

Lumps diminish and others get bigger

Al-Kaabi considered, “the experience of the construction block project and the reform bloc is an experiment with a very large role in creating a political opinion within the elites and within the political system and political actors, and it is possible to benefit from this experience soon, after the elections, especially since many political blocs will melt and decay, and there are political blocs that will Multiply and grow, and on this it will be an opportunity to invest what happened in the reform and construction project of the previous stage, and that political action is definitely cumulative, the file of democracy in Iraq cannot be managed in the way that happened in Europe and the rest of the world.
He explained: "There must be a series of procedures and stations that move the currency of popular awareness, and the process of elitist and mass political awareness, to a stage of advancement and development, and I believe that the next stage will be much better than this stage and previous stages."
He added that "if the political blocs are harmonious and disciplined, the management of parliament will be easy, especially in crucial issues, where the interventions in the dialogues are pre-set by the bloc, and whoever represents the bloc in this intervention is its president and not all people," pointing out that "the parliamentary blocs. She is the one who presents opinions and is responsible for it, and this is what happened recently, where we do not resort to the majority inside the parliament, but rather agree on many laws with the parliamentary blocs, and this is what actually happened in the Federal Court law, the budget law and the election law.
He added, "This does not mean that the experience of independent representatives is not a good one, as it had a great role in presenting opinions without prior positions and without (orders) by the parliamentary blocs, although these opinions do not necessarily mean that they are completely correct, It is the subject of discussion, as is the case with political blocs.
Slums
Regarding the file of slums houses, Al-Kaabi said, "The House of Representatives will work until the elections (dissolving the House of Representatives) to legislate the land distribution law and re-own farmers with regard to the Ministry of Agriculture."

Representing Iraq abroad

State of Law Coalition issued a statement, on Friday, about a decision to challenge the budget. While he talked about 6 violations of the law.
A statement by the coalition stated, "Mawazine News" received a copy of it: "While you waited, we are with you with patience and bear the steps to resolve the budget law for 2021, and we have worked in it to fix its outcomes in a fair and just manner consistent with what was promised by your representatives inside the parliament in order to accomplish and make its articles. Its doors are effective and able to face the challenges that the political process is witnessing in light of a critical economic reality that the country is going through. "
The statement added: "After months of tensions and disputes, punctuated by convulsive positions that were characterized by bias towards private factional interests at the expense of the interests of the people of all sects and classes, we were surprised by the State of Law Coalition that the budget came out in many of its articles different from all that we sought to be a guarantor, in a fair, balanced and conservative manner. On the minimum level of fulfilling the requirements and rights of many classes and segments of our Iraqi people, which has announced our total rejection of it and announced our withdrawal from the voting session, and we will not be satisfied with this position. "
And he added, "Rather, we decided to file an appeal with the Federal Court against many of its paragraphs that were procrastinated and stripped of the budget, despite the promises that we had hoped that the Finance Committee and the brothers members of Parliament and partners in the political process would adhere to defending it within the framework of the higher interests of the country and the common interests between us." .
The statement continued: "As we continue our endeavor through the legal course guaranteed by the constitution, we would like to ask the Iraqi public opinion about a number of facts that have been transgressed unfairly, the most prominent of which are: -                                                
   1_ What are the reasons that led to the failure to include the issue of the lecturers in the budget after waiting and bearing from them for years?" They used to provide the educational institution with their efforts free of charge, and they made huge sacrifices, and the budget came to let them down again, and the margin of promises to postpone the resolution of their suffering for other months is still unjustified to address their case urgently.                                           
2_ We have always objected and emphasized that the increase in the exchange rate of the dollar was not a deliberate step and caused great damage to the citizens, and the economic crisis could not be addressed at the expense of their living conditions, especially the poor segments of them. What happened to the state's resources from other outlets, which are many, have not been addressed, and we renew our objection to the exchange rate of the dollar as I passed the budget and our demand for the need to reduce it in light of the improvement in the selling price of the national oil product globally. 3_ We were surprised that the return of those whose contracts had been canceled from the security services and the Popular Mobilization Forces was not addressed, and it was passed in contradiction to what was agreed upon and promoted by the media. Retirement pensions for all former army officers and ranks, retroactively even for their cumulative vacations! 
4_ He missed the budget that we hoped would provide functional degrees in the budget that do justice to many graduates and the unemployed. Budget materials abandoned him without a fair treatment of their increasing proportions.
5- After the promises were repeated to include it, the budget deprived Basra Governorate of 30,000 job opportunities for its children without any right.
6- Successive budgets have not been fair to the Faili Kurdish brothers and have offered their sacrifices, and we still do not find any indication of their fairness in any budget that guarantees their rights stolen since the era of the defunct regime, and we hoped that the current budget would take into account an article indicating the return of property and money confiscated and seized and compensation for the families of the martyrs and victims of them fair and equitable compensation . 
He explained, "It is surprising and surprising for us that the House of Representatives, which represents the people, did not take into account, after all this waiting, many of the things that were talked about in private corridors and voices shouted over them in the media, but they were absent in the budget!" In order to satisfy the interests of specific components, entities and groups at the expense of the public interest, the budget was passed according to including mutual beneficial interests between some parties to the political process and partners, and the rights and challenges of the living and service reality of the governorates were not taken into consideration in a fair and equitable manner.
He said, "It has become necessary and necessary for us in the State of Law coalition to stand firmly and frankly and in accordance with the legal path that is justified by the constitution to challenge many of the budget articles in order to defend the sacrifices and rights of the Iraqi people, and our endeavor will not stop at the limits of the budget, but we will remain opposed to any step. It would harm their interests and not take into account them in the future. "
