The two countries reaffirmed the importance of the principles of the Strategic Framework Agreement, while the United States reaffirmed its respect for the sovereignty and territorial integrity of Iraq and the relevant decisions issued by the Iraqi legislative and executive authorities.

The Iranian president described Iraq as a good friend and neighbor of Iran and stressed the need to develop and deepen relations between the two countries in all fields, especially economic and trade cooperation, and said, "Tehran and Baghdad can develop bilateral and regional cooperation and enhance their role in regional developments to be influential."
Rouhani stressed, saying that “Iran considers the security of Iraq its security.” Rouhani continued, “We oppose any external interference in the internal affairs of Iraq and consider it at the expense of this country and the entire region, and we believe that the security of the region must be from the same countries.” He pointed out that “the Americans play a role.” Double in the fight against terrorism and that their actions on the Iraqi-Syrian border are ambiguous and the presence of American forces in the region did not help bring peace and stability ».

For his part, Iraqi President Barham Salih congratulated Iran’s government and people on the coming of the month, describing relations with Iran as strategic and developed, taking into account the cultural and historical commonalities between the two countries, stressing the strengthening of relations in all fields, especially economic and commercial. He stressed that the Iraqi government is making efforts to implement all agreements in various bilateral fields, in the interest of the two countries and the region. 
The Iranian presidency noted that President Saleh stressed "the importance of establishing peace and stability in the region and the cooperation of all neighboring countries to achieve this goal." 
He added that the Iraqi government's decision to end the presence of foreign forces in this country is a serious decision, and in this regard we have conducted strategic and continuous negotiations with the Americans that will continue until the final result is achieved, according to the Iranian presidency.
Iraq and the United States had agreed, after a round of strategic dialogue between them last week, not to keep any US military bases in Iraq and to set a timetable for their withdrawal, while Baghdad assured Washington that it still needs its forces to train and arm its security forces and limit the role of the consultative coalition to fighting ISIS. The two countries affirmed in a joint statement that in light of the development of the capabilities of the Iraqi security forces, the two parties have concluded that the role of the American and coalition forces has now shifted to training and advisory missions in a manner that allows the redeployment of the remainder of the American combat forces outside Iraq, provided that the two parties agree on timelines in talks.
